Landscape

Within the site, significant landscaped areas are proposed which significantly exceed Wiltshire Council’s open space standards (for the site, this is currently Kennet Local Plan, 2011: SPG ‘Community Benefits from Planning’), as set out below:

Requirement:1.71ha + 0.31ha + 0.41ha = 2.43ha / 1000 people

Calculation:65 dwellings x 2.4 people per household average = 156 people2.43ha x 0.156 = 0.38ha requirementProvision = 0.67 (0.29ha in excess of minimum standard)

These spaces will be maintained in accordance with a scheme to be approved at reserved matters stage.

The illustrative scheme indicates a large area of public open space along the western boundary of the site which will provide pedestrian movement routes and a variety of features, together with performing the important function of creating a buffer to the adjacent Quakers Walk. This linear area of open space provides a minimum 35m offset to Quakers Walk the full length of the western boundary (1).

Within this space is a series of drainage ponds connected by sustainable drainage channels (2). A local equipped area of play is also proposed (3), providing a facility for existing and proposed residents.

Quakers Road, DevizesDesign and access

The proposals also include the retention of existing trees and hedgerows wherever possible, particularly along the site boundaries to filter views in and out of the site (4).

Additional tree planting is proposed throughout the site, in particular within the open space (5), within rear gardens (6) and along the main residential streets to add definition to key routes (7). A boundary fence is proposed to the adjacent rugby club (8).

Sustainable drainage

The proposed development incorporates two sustainable drainage attenuation basins connected by channels as a means of mitigating for the site’s impact on local drainage patterns. In addition, these features will provide a positive ecological asset that will assist in contributing to habitat creation and enhance biodiversity.

To fit with the site’s rural edge context, the design of the drainage features is intended to be highly natural in character. The examples illustrated opposite provide a reflection of the intended character of the proposed sustainable drainage features.

Management

The proposed development requires very little management. Structure planting and retained vegetation is located in areas that are easily accessed and maintained from publicly accessible areas. Roads and public spaces are to be adopted by the relevant authorities. Where this is not achievable, a separate management company will maintain these areas.

Health impact assessment

The proposed development has sought to create a healthy environment for future residents. This includes allocating 25% of the total site area as open space, a substantial proportion of the site. The design includes a local equipped area of play which would provide a communal asset for existing and proposed residents of the scheme. It has also sought to maximise movement on foot and by bicycle through shared surface streets and by providing a convenient pedestrian connection through the landscape within the site, providing the most direct route to the town centre.

Vehicle access

The proposed development will be accessed by vehicle from Quakers Road at the north-east corner of the site, providing easy and permeable access into the site from an existing movement route (1).

Movement network

Within the site, a coherent route network is proposed with a principal route with pavements to either side allowing convenient and legible movement along the key route through the site (2) and shared surface streets providing a safe and human orientated environment within the lower scale residential streets (3). On the perimeter of the site, these routes are connected by pedestrian only sections to minimise the impact of highways on the site and in particular on the character of the landscape space (4).

Pedestrian access Ensuring pedestrian permeability has been a fundamental part of the design development process. In addition to the vehicle access point into the site, two additional pedestrian access points are available into the site: one to the south of the site, providing connections to local facilities within Devizes via Quakers Walk (5). Pedestrian access into the wider footpath network is available on the northern boundary of the site (6).

Inclusive access The scheme is designed to ensure that all users will have equal and convenient opportunity to access buildings, spaces and the public transport network. This will be ensured through the following ways:

• The detailed design of each dwelling at reserved matters stage will have a level threshold to enable access for all persons.

• External gradients of pavements will be graded to ensure access by mobility impaired persons will not be impeded by slopes.

• The streetscape will be designed to ensure that it is compliant with highway guidance, including provision of dropped kerbs and tactile paving, if required.

• The open spaces within the scheme will be designed to be accessible to all members of the community.
