Committee Membership Committee membership is currently FULL except for international
members 34 total members (appointments thru 2020)
25 “regular” members, including officers (25 max)
4 young member < 35 (4 max)
3 international members (5 max)
2 emeritus members (don’t count towards allotment…working on more!)

Committee Paper Reviews
Review minimum has been reduced to 2 for all papers
We will shoot for 3+ unless presentation only
We can start assigning reviewers immediately
We can reject a paper without review (assuming criteria for desk rejections is met)
Major changes to the duties of standing committees with respect to TRR publication:
TRB Committees will still review and accept meeting papers for presentation and will provide INITIAL recommendations for publication
Reviewer timeline remains unchanged (mid-Sept)
Committees will no longer be responsible for re-review and final publication decisions
Committee’s initial recommendations for publication are to be based on the quality of the research
No longer held to the 20% paper publication quota per committee
Required Committee participation ends with October 1 recommendations
Publication recommendations will go to the new TRR Editorial Board for review, who will make the final publication decisions
Cursory review for novelty and timeliness of topic, importance of findings, contribution, etc
Additional full review
TRR will also open for year-round publication submission after 8/1 (full review by the Editorial Board)

TRB switched to a different paper review system in 2018 (Editorial Manager, used by other journals)

TRB Centennial Celebration
Celebration begins at the 99th Annual Meeting (2020), focusing on TRB history and concludes at the 100th Annual Meeting (2021), focusing on the future.
In celebration of the TRB Centennial, in 2018, standing committees were invited to prepare a Centennial Paper
TCD committee’s submission was selected (!)
“A Historical Perspective on the Evolution of the MUTCD”
Authors: Gene Hawkins and Paul Carlson
History, current scope, and future direction
Will be presented at the 2020 Annual Meeting
Will be posted on the TRB Centennial website (date TBD)

National Committee on Uniform Traffic Control Devices (Hawkins)
Private organization, ~300 members
Sole purpose: Develop recommendations for MUTCD content and related traffic
control device practices
NCUTCD submits recommendations to FHWA
FHWA is responsible for actually changing the MUTCD
NCUTCD meets twice a year (3 days each) January the week before TRB in Arlington, VA
Meeting will begin on Wednesday the week of TRB in 2021
Generally in June in conjunction with AASHTO CTE
Most recently in Columbus, OH, June 2019
June 2020 in Virginia Beach
June 2021 (likely) in Washington State13
