Hi, Neighbors,The HOA recently became aware of and provided comments on

a request to rezone a property that is adjacent to our neighborhood. We wanted to update you on the comments that we provided to the City on this issue. The property is approximately 9 acres and is located between the eastern boundary of our neighborhood and Wier Hills Road just south of the existing condominium development.

The property is currently zoned “LO-NP” which is intended for offices predominately serving neighborhood or community needs. A request has been made to rezone the property to “SF-6-NP” which is a townhouse and condominium residence intended for moderate density single family, duplex, two family, townhouse and condominium use.

The comments that the Board submitted to the City, on behalf of the HOA, are copied below.

The following comments are respectfully presented to the Planning Commission and City Council by the Travis County West Owners Association, Inc., a neighborhood organization whose declared boundaries are within 500 feet of the property subject to the rezoning request.

Travis County West Owners Association, Inc. (“TCW”) objects to the proposed zoning change for the following reasons:• The rezoning request will disallow the development of a mixed

use, pedestrian-friendly corridor contemplated by the Oak Hill Combined Neighborhood Plan adopted December 11, 2008 (the “Neighborhood Plan”); and

• The rezoning request will increase traffic and intensify land use along narrow two-lane roadways.

The rezoning request will disallow the development of a mixed use, pedestrian-friendly corridor.The Neighborhood Plan (on page 79) notes that the Neighborhood Mixed Use node is the dominate land use recommendation in the area in which the subject property is located. The Neighborhood Plan further notes (page 87) that this designation allows the development of small stores that serve the basic needs of residents along the corridor allowing people to walk or take a short drive to get a loaf of bread or a gallon of milk. There are currently limited tracts of property zoned for small stores serving neighborhood or community needs in the area surrounding the subject property. Changing the zoning of the subject property to SF-6-NP would disallow the development of the mixed use, pedestrian-friendly corridor contemplated by the Neighborhood Plan. The rezoning request will increase traffic and intensify land use along narrow two-lane roadways. The subject property is primarily located along Weir Hills Road, which is a feeder road to Old Bee Caves Road. Both Weir Hills Road and Old Bee Caves Road are narrow two-lane roadways with

no sidewalks, curbs, or gutters subject to short site-distances. The Neighborhood Plan (on page 108) specifically identifies Old Bee Caves Road as a narrow two-lane roadway with no sidewalks, curbs, or gutters and notes that because it is partly within water quality buffers and the 100-year floodplain, the City has no funds or plans to widen Old Bee Caves Road. The existing LO-NP zoning is more appropriate because the traffic associated with offices predominately serving neighborhood or community needs is more appropriate for the existing and planned traffic infrastructure than the traffic associated with moderate density housing associated with a SF-6-NP designation. Current multi-family construction along the Old Bee Caves road corridor will already lead to increased traffic on this roadway. This proposed zoning change would create additional unnecessary congestion. As the Neighborhood Plan notes (on page 87) further intensifying land use along the Old Bee Caves Road corridor is not recommended.

Easter Event RecapA great crowd of approximately 150 people gathered for our Easter egg hunt. The weather was perfect and the kids seemed to really enjoy themselves. Neighbors enjoyed donuts and beverages while watching the hunt, egg toss, and relay race. A special thanks to Lee Jones for getting the ball rolling on the event and assisting throughout. Thanks to the people who dropped eggs off for donation: Brad and Brenda Pollard, Julie Cannlin, Kara Smith, Ally Sheffield, The Suydams, Dayna and Jason Svatek, Kristi and Darren Webber, Susan and Bill Sealy, and Jenni Gill. Lisa Rhodes, Travis Olson, and Lauren were the volunteers who made the whole thing come together. We hope everyone who joined in the fun had a good time and a wonderful Easter.

Mosquitoes can be very irritating and disrupt outdoor activities. They also are able to transmit various diseases to humans and animals. Mosquitoes are known to transmit heartworm in dogs and cats, and they can spread encephalitis (including West Nile Virus), Chikungunya, dengue, yellow fever, malaria and filariasis among humans.

MOSQUITOESMost female mosquitoes require a blood meal for egg

production whereas males feed on nectar and do not bite. Eggs can be laid on the surface of water or in dry locations that are occasionally flooded by water. Some eggs are able to remain dormant under dry conditions for several months. Eggs hatch into larvae, or wigglers. Mosquito larvae live in water and feed on organic debris or microscopic plants and animals. Larvae molt into pupae which do not feed. Mosquito pupae spend the majority of their time at the surface of the water, only moving when disturbed.

around the home. Eliminate all sources of standing water. Containers such as watering cans, buckets and bottles can turn into mosquito breeding grounds. Water should be drained from birdbaths, gutters, flowerpots and pet dishes at least once a week. Children’s wading pools should be emptied of water at least once a week and stored so they cannot collect water when not in use. Tree holes should be filled in with sand or mortar, or drained after each rain. Leaky faucets and pipes located outside should be repaired.

Areas that cannot be drained, such as ponds or large rain collection systems, can be stocked with mosquito fish that eat mosquito larvae. Dunks can also be used in these areas. Dunks are a small, donut-shaped product that contains Bacillus thuringiensis var. israeliensis. The donut disrupts the life cycle of the mosquito and

is non-toxic to humans, amphibians and fish. Avoiding peak hours when mosquitoes are active

is probably the best method to avoid being bitten. When outside, wear loose-fitting, light colored clothing with long sleeves & long pants. Repellants containing active ingredients such as DEET, picaridin or oil of lemon eucalyptus can be effective to keep mosquitoes from biting when evening activities cannot be rescheduled. Other products such as citronella candles will also repel mosquitoes, but work best in enclosed areas.
