Announcements: Cedars Sinai Medical Center is hosting a Trauma Care after Resuscitation (TCAR) Course on May 18 & 19, 2012. Refer to Attachment I. Johnathan Jones announced four FREE spots in an Advanced Trauma Life Support Course® (ATLS®) being offered on October 19 & 20, 2011 at Kaiser Vacaville. 3. APPROVAL OF MINUTES: The minutes of June 17, 2011 were approved by the committee as submitted. 4. PRESIDENT’S REPORT: State Trauma Advisory Committee (TAC) Membership : State Trauma Advisory Committee (TAC) is scheduled to meet this coming Monday (October 3, 2011). California Statewide Trauma Plan : As previously reported, each section of the draft state trauma plan was reviewed by an editing group which included a Local Emergency Medical Services Agency (LEMSA) Director, trauma surgeon, trauma program manager, and EMS Authority (EMSA) staff. The revised sections were returned to the individual writing groups for further development with a return due date of April 15, 2011. The revised sections have since undergone further editing and will be presented to TAC for review prior to distribution for Public Comment.

1. CALL TO ORDER: The meeting was called to order by Cheryl Wraa at 10:10 a.m.

2. WELCOME & INTRODUCTIONS: All present were introduced. Announcements: • Cedars Sinai Medical Center is hosting a Trauma Care after Resuscitation

(TCAR) Course on May 18 & 19, 2012. Refer to Attachment I. • Johnathan Jones announced four FREE spots in an Advanced Trauma Life

Support Course® (ATLS®) being offered on October 19 & 20, 2011 at Kaiser Vacaville.

3. APPROVAL OF MINUTES: The minutes of June 17, 2011 were approved by the

committee as submitted.

4. PRESIDENT’S REPORT: State Trauma Advisory Committee (TAC) Membership: State Trauma Advisory Committee (TAC) is scheduled to meet this coming Monday (October 3, 2011). California Statewide Trauma Plan: As previously reported, each section of the draft state trauma plan was reviewed by an editing group which included a Local Emergency Medical Services Agency (LEMSA) Director, trauma surgeon, trauma program manager, and EMS Authority (EMSA) staff. The revised sections were returned to the individual writing groups for further development with a return due date of April 15, 2011. The revised sections have since undergone further editing and will be presented to TAC for review prior to distribution for Public Comment.

Call for Nominations: The terms of office for President-Elect, Linda Diaz, Secretary, Christy Preston, and Director-at-Large Hospital, Liz Raganold, are slated to expire in January 2012. A call for nominations will be issued on TMAC’s list serve for candidates to fill these positions.

5. HOT TOPIC – TRAUMA REGISTRY STANDARDS: Trauma Registry Standards – How do we Ensure Uniformity? A facilitated discussion was lead on the need to establish uniform trauma registry inclusion and exclusion criteria and uniform standards. In addition, any changes to an established data base must be tracked. Erroneous information could be inferred if this isn’t done, e.g. change made to the inclusion criteria that results in an increase in trauma patient volume could be misinterpreted as perceived increase in trauma patient volume. Refer to Attachments II - IV. Additional points of discussion included:

• Trauma registry staffing • Minimum data set • Minimizing changes to an established registry • Development of an advanced position paper on registry staffing • Written statements to National Trauma Data Bank® (NTDB®) and the American

College of Surgeons’ Trauma Quality Improvement Program (TQIP)

A Working Group was established with the following volunteers: • Karen Crain-Riddle • Katy Hadduck • Jennifer Wobig • Johnathan Jones • Dorothy Kelley

Short Term Goals of the Working Group:

• Position paper on registry staffing • Written statements to NTDB® and TQIP

Long Term Goals of the Working Group:

• Uniform inclusion/exclusion criteria • Minimum data set/definitions

6. HOT TOPIC – REVERSAL AGENTS FOR ANTICOAGULATION THERAPY:

Reversal Agents for Anticoagulation Therapy a presentation by Jay Doucet, Trauma, General and Critical Care surgeon, University of California San Diego Trauma Division. Refer to Attachment V.

7. HOT TOPIC – TRAUMA REVIEW PROCESS: Trauma Review Process – When, Whom, and How Often? Facilitated discussion on whether or not the trauma review process should be standardized. Due to the multiple variances in the review process throughout the state, a recommendation will be made to TAC that an objective survey template tool be developed, similar to the Commission on Accreditation of Medical Transport Services (CAMTS) tool, for use at the discretion of the LEMSA.

CAMTS offers a program of voluntary evaluation of compliance with accreditation standards demonstrating the ability to deliver service of a specific quality. The standards address issues of patient care and safety. Each standard is supported by measurable criteria to measure a program's level of quality. In order to obtain accreditation, a medical transport service must be in substantial compliance with each standard.

8. REGIONAL TRAUMA COORDINATING COMMITTEE (RTCC) UPDATES: Region 1 - Northern:

• Charged with creating a template for implementing the RTTDC® course statewide.

Region 2 - Bay Area:

• Developing stronger field triage and re-triage tools; and • Regional transfer poster developed.

Region 3 - Central:

• Regional transfer poster developed for non-trauma centers and educational component developed.

Region 4 - South Western:

• Efforts to standardize Field Triage in the region continue; • In collaboration with the ACS Southern California Committee on Trauma (COT),

The RTCC co-hosted a Trauma Center Organizational and Management Course (OPTIMAL) hosted by Cedars-Sinai Medical Center’s Trauma Service on July 9, 2011. This is a collaborative course taught by the Society of Trauma Nurses and the ACS COT with the goal of enhancing a trauma center system of care and improving patient care through implementation of the ACS COT Trauma Center Standards;

• Counties have been requested to begin the development of MOUs between neighboring counties; and

• The feasibility of sponsoring a Trauma Registrar course in early 2012 is being explored.

Region 5 - South Eastern:

• “Cost of Trauma”, Dr. Chung, UC San Diego, is working in collaboration with the EMSA to evaluate the economic impact of trauma with the ultimate goal of establishing permanent funding to support trauma care; and

• Growing concerns have been expressed regarding the potential for discoverability of data and peer review at the regional level.

9. TMAC BOARD & STANDING COMMITTEE REORTS: Tabled due to time constraints.

10. OPEN FORUM: Tabled.

11. NEXT MEETING: The next general membership meeting is scheduled in conjunction with

the State Trauma Summit IV on March 20, 2012, at the Crowne Plaza Hotel, Los Angeles Airport. In addition, general membership meetings will be held in June at Kaiser Vacaville and in September in San Diego. Detailed information to follow. ADJOURNMENT: The meeting was adjourned at 2:45 p.m. by Cheryl Wraa.
