    Sub: Procurement of Civii contracts as weii as consultancy Services. -Transparency in Evaluation of Bids.

    Procurement for civil contracts as well as consultancy services are being done by NHAI, State PWDs, BRO, NHIDCL and sometimes directly by Ministry. Ministry has issued a circular RW-NH-36066/39/2015-S&R(B} dated 20.08.2015 for transparency in consultancy procurement.

    The biding process and system of Qualifying/ Disqualifying the bids based on btding document has been examined in the Ministry and it has come to the notice of Ministry that sometimes there exist minor/ clerical/ rectifiable deficiencies in the documentations of bidders, which do not make any material

    (lrp difference in technical/financial capacity of bidder. It has also been noted that 'Y~ l_aut_ horities reject these tender/bids without giving any opportunity to the bidders.

  • In order to make the whole bid examination process transparent, all authorities implementing the work on behalf of the Ministry of Road Transport & Highway are hereby directed to give an opportunitY to the bidders whose technical bids are found defective to explain their position within seven working days either through e..:mail or through tender website. After receiving the clarification on

    deficiency~ the authorities would be justified in taking appropriate decision on the admission/rejection of the bid considering the merit of each case.

    These instruction shall be followed strictly by all executing agencies i.e. NHAI, State PWDs, BRO, NHIDCL1IAHE.

    This is for information and necessary action of all conce1ned.

    This issue with the approval of competent Authority.

    Sub: Bid Document for Procurement of consultancy Services.

    Sir, Procurement for consultancy services are being done by the State PWDs, BRO,

    NHIDCL and sometimes directly by Ministry. Ministry has examined the exisiting system of procurement of consultancy services based on QCBS system. In order to make th~ system more open, transparent & efficient, it is decided to include following in the Bid Document.

    1) Inclusion of evaluation criteria in the bid: Ministry has decided that the detailed evaluation criteria which is to be used for evaluation of technical bids shall form pati of Bid Document. It will not only make system more transparent but also convey clearly about requirement and help consultant to provide manpower which suits to the requirement of the given assignment.

    2) Self Evaluation by the Consultant: The consultant shall be asked to carryout self-evaluation based on the criteri.a mentioned in the Bid Document. While submitting the self evaluation, consultant shall make references to the documents which have been relied upon in his self-evaluation. This process

  • will speed up the entire technical evaluation by the authority. Besides, consultant will know about his strength.

    3) Making Technical Evaluation Public: Ministry has now decided that result of technical evaluation made shall be made available on the website giving opportunity to the bidders to respond within 7 days in case they have any objection. This action will avoid all kinds of complaints besides making system more responsive and transparent.

    This issue with the approval of competent authority and shall be followed strictly by all executing agencies i.e. NHAI, State PWD, BRO, NHIDCL.

    This is for information and necessary action of all concerned.
