Policy G-9: GARBAGE AND RECYCLING RECEPTACLES AND ENCLOSURES Kirkland Zoning Code Chapter 115.45 requires all new multifamily, mixed use, and commercial structures to provide adequate and convenient space for the collection, storage, loading, and pickup of garbage and recyclable material. When constructing new garbage and recycling enclosures, the Storage Space Area and Volume Requirements criteria stated below shall be met. While not required, it is strongly recommended that consideration be given to using dumpsters for the collection of both garbage and recyclables. For standard enclosure design plan examples, see CK-G.01. Enclosures shall substantially comply with the referenced plan diagrams, but alternative configurations may be approved by the City when site constraints exist. Waste truck accessibility to enclosures is limited by the turning radius templates shown in CK-G.02.

Storage Space Area Design Standards and Capacity Requirements

(1) The total weekly capacity of all recycling dumpsters and/or carts shall be equal to or greater than the total weekly capacity of the garbage dumpsters and/or carts. Total weekly capacity equals the size of all garbage or recycling containers expressed in cubic yards x number of service days per week.

(2) Each enclosure shall provide space for two (2) 64-gallon commercial organics collection

carts.

(3) The minimum required area for the collection and storage of refuse and recyclable materials shall be at least 150% the sum of the dumpster and/or cart footprints to be contained within.

Example 1: A property has a 3-cubic yard (4’ x 6’) garbage dumpster serviced once per week and a 4-cubic yard (5’ 6” x 6’) recycling dumpster serviced once per week. The enclosure area required is calculated as follows: (4 x 6) + (5.5 x 6) + (2 x 4.5) = 66 square feet 66 square feet x 150% = 99 square feet minimum required enclosure area Example 2: A property has a 6-cubic yard (6’ x 6’) garbage dumpster serviced once per week and six 96 gallon recycling carts serviced twice per week. The required enclosure area is calculated as follows: (6 x 6) + (6 x 6.3) + (2 x 4.5) = 82.8 square feet 82.8 square feet x 150% = 124.2 square feet minimum required enclosure area

(4) Containers for refuse and recyclable materials shall be located adjacent to one another within the same enclosure.

(5) Enclosures shall be designed to provide adequate, safe, and efficient accessibility for service vehicles. All service vehicle access openings shall be at least 10’ 6” wide.

(6) Enclosures shall be equipped with lockable gate doors that open with a minimum 90

degree swing. Any roofed structure over enclosures for stationary dumpsters shall have a vertical clearance of 14’.

(7) Enclosures shall be designed to allow walk-in access without having to open the main

enclosure service gate(s).

(8) Enclosures should be convenient for residents and businesses. In general, enclosures should be provided within 200’-300’ of each resident/business.

(9) Enclosure areas shall be constructed on a level concrete or suitable equivalent hard-

surfaced pad. The grade of the pad shall not exceed three (3) percent.

(10) Enclosure areas shall include a precast wheel stop or other approved barrier.

(11) The enclosure space shall not be used for purposes other than for the storage and collection of refuse and recyclable materials.

recycling easier, The City of Kirkland and Waste Management have teamed up to pilot a NEW

combined garbage and recycling container at your multifamily property.

How to Participate:

1. Email recycle@kirklandwa.gov or call (425) 587-3812 to see if your property is good fit

for a split container.

2. If your site is a good candidate, a container will be provided to directed site in 3

free recycling totes.

Q Will my cart smell or attract rodents?

A No. Our sturdy carts keep out rodents. We provide resident training to ensure carts

are used correctly. Waste Management lines carts with a BioBag to keep it clean and prevent odors.

Q Will the food scrap bin in residents’ condos smell?

A No, not if food scraps are stored properly. We provide free bins for food scrap

storage. The key to preventing odors is keeping the bin clean and dry. Line the bin with a BioBag or a paper towel (not a plastic bag), or rinse it after emptying. Scraps can also be stored in the freezer to prevent smell. Empty the bin regularly.

Q Does composting cost extra?

A No, composting can actually lower your garbage bill! Composting service is

provided at no extra cost. By throwing less away, you may be able to switch to a smaller trash can.

Service Change Proposal On April 28, 2009 a second walkthrough of the property was conducted with a Waste Management route manager to discuss potential options to increase recycling capacity and/or decrease garbage capacity. Currently, Evergreen Villa currently pays $1,412.20 per month for garbage service. Based upon the observations during the April 22 site visit, Evergreen Villa is paying for unused garbage capacity (air) and much of the material being disposed of as garbage is recyclable. By decreasing garbage capacity and increasing recycling capacity, Evergreen Villa can save a significant amount of money per month on garbage services. Evergreen Villa uses cart-based collection for recyclables. Cart collection is problematic at multifamily properties where cardboard boxes and other bulky recyclables are often not broken down by tenants which reduces usable recycling capacity. Replacing carts with dumpsters alleviates this issue. Recycling service in Kirkland is free and is embedded within the garbage rates. Properties can get up to 150% the size of their subscribed garbage capacity in free recycling. For instance, Evergreen Villa currently subscribes to 32 cubic yards of garbage service per week which makes you eligible to receive up to 48 cubic yard of free recycling per week!

Proposal 1 This proposal would increase the recycling capacity on the property by over 12 cubic yards per week and increase the recycling rate to 36%. The current garbage service would not be changed. The addition of the rolling recycling dumpsters at Sites 2, 3, and 4 would result in a monthly rollout fee of $25.90 each for a monthly total rollout fee of $77.70. The net cost of selecting this option would be $77.70/month or $932.40/ year. Proposal 2 This proposal would increase the recycling capacity on the property by over 12 cubic yard per week and increase the recycling rate to 43%. The existing four, 4-cubic yard garbage containers serviced twice per week would be replaced with a 6-cubic yard container at each site to be serviced once per week. The garbage capacity would be reduced from 32 cubic yards per week to 24 cubic yards per week. The addition of the three rolling recycling dumpsters at Sites 2, 3, and 4 would result in a month rollout fee of $25.90 each for a monthly total rollout fee of $77.70. The net savings in selecting this option would be $479.10/month or $5,749.20/year on garbage services. Proposal 3 This proposal would increase the recycling capacity on the property by over 12 cubic yard per week and increase the recycling rate to 53%. The existing four, 4-cubic yard garbage dumpers would remain in place but would be serviced only once per week instead of twice per week. The garbage capacity would be reduced from 32 cubic yard per week to 16 cubic yards per week. The addition of the three rolling recycling dumpsters at Sites 2, 3, and 4 would result in a month rollout fee of $25.90 each for a monthly total rollout fee of $77.70. The net savings in selecting this option would be $766.58/month or $9,198.96/year on garbage services.

Recommendation City staff recommends Evergreen Villa strongly consider implementing Proposal 2. There is currently too much unused garbage capacity on the property and a reduction to 24 cubic yards per week is more than adequate to meet the needs of the property while still resulting in a significant monthly and annual savings. The upgrade of the recycling services will also result in the reduction of garbage. Additionally, City staff recommends the following:

• Monitor garbage levels for the first three months to determine if garbage production has decreased and if the new capacity is excessive. If it is excessive, consider implementing Proposal 3 to further downsize service and increase savings

• Distribute free City-provided personal recycling containers to tenants filled with information on recycling. Availability of containers in 2009 is limited.

Woodside Terrace Condominiums – 12730 NE 116th Lane, Kirkland WA 98034

Property Description The Woodside Terrace condominiums property has ten buildings with a total of ~132 individually-owned units. Current Garbage and Recycling Services Garbage and recycling services are currently provided at five different enclosure stations located throughout the property as shown in the attached map and photos. Per a Waste Management service level report, garbage service is provided with six, 6-yard dumpsters, one, 8-yard dumpster and 28, 96-gallon recycling carts distributed among the five stations. All of the recycling carts are stored outside of the enclosures. The actual service levels below are based upon field observations:

Recycling Program and Walkthrough In April 2008, Woodside Terrace contacted the City of Kirkland and requested recycling containers. At a May 2008 presentation to the condo ownership board, City staff delivered 131 recycling containers along with recycling and conservation educational materials. At that meeting, residents

discussed issues with recycling capacity and the recycling containers filling up due to resident not breaking down boxes. A follow-up waste assessment walkthrough was conducted by City staff on Wednesday, July 16 (the day before regular weekly service) to ascertain and confirm service levels and observe garbage and recycling container usage and contamination. In general terms, there is too much garbage volume and not enough recycling volume. Additionally, the use of carts instead of dumpsters for recycling service is causing the recycling carts to fill up too quickly and is exacerbating the out of balance recycling to garbage volume ratio.

Comments and Recommendations Details of the service recommendation are included in the proposal. Specific recommendations and comments include:

• Removal of all carts at Sites 1&2, 3, 4, and 5 & 6 • Retain recycling carts at Site 7 due to space restrictions • Request all gray carts at Site 7 be replaced with blue recycling carts • Double the number of recycling carts to eight at Site 7 • Build new enclosures at Sites 3 & 4 for accommodate new recycling dumpsters • Request site visit from Waste Management to seek pre-approval for new enclosures at

Sites 3 & 4 – Customer Service (800) 592-9995 • Install signage to distinguish garbage from recycling container • Install signage to discourage dumping of mattresses, furniture, etc • Monitor garbage levels for first month to ensure adequate capacity has been provided

in service level change • Implementation of this proposal could result in a monthly savings of about $560 and a

yearly savings of over $7,000 • Implementation of this proposal will result in an increase in the recycling rate from

19% to 53%

• Conduct outreach to tenants on these changes. Could choose a few of the following methods: o Meeting/presentation o Memo o Notice on door o Table a booth near entrance for a few hours on “kick off” day o Notices on enclosures by all dumpsters o Onsite evaluation of materials.
