The excavations were conducted by General Dynamics within the Unkamet Brook Area-West Removal Action Area (RAA) and were performed to repair a total of ten storm sewer structures (catch basins) located in the vicinity of Buildings OP-1 and OP-2. This work was conducted in accordance with GE's Protocols for the Management of Excavation Activities (November 1996) and the proposed soil management plan provided in GE's June I 0, 2014 letter. The work was initiated on June 23 , 2014 and conducted in the manner as described in GE's June I 0, 2014 letter. The uppermost one foot of soil was excavated and stockpiled separate from the deeper soil excavations. Figures I, 2 and 3 show the approximate locations of the ten excavations. Final dimensions for each excavation were approximately 4 feet long, 4 feet wide, and 2 feet deep, equating to a total of approximately 12 cubic yards of excavated material. With the exception of Excavation #I 0, each of the excavations was backfilled following the repair work, initially with soil that was excavated from below the one foot depth, and then with soil that was previously excavated from the uppermost one foot. No soil excavated from below one foot was used as backfill within the top foot. Asphalt/concrete was then installed to meet surrounding ground surface elevations as needed. The Si te work was completed on September 12, 2014. Post-Excavation Notification- Storm Sewer Repairs

Dear Mr. Ziegler and Mr. Tagliaferro:

In a letter dated June 10, 2014, the General Electric Company (GE) provided advance notice to the U.S. Environmental Protection Agency (USEPA) and the Massachusetts Department of Environmental Protection (DEP) regarding several planned excavations with in GE's Pittsfield, Massachusetts facility (Site). The excavations were conducted by General Dynamics within the Unkamet Brook Area-West Removal Action Area (RAA) and were performed to repair a total of ten storm sewer structures (catch basins) located in the vicinity of Buildings OP-1 and OP-2. This work was conducted in accordance with GE's Protocols for the Management of Excavation Activities (November 1996) and the proposed soil management plan provided in GE's June I 0, 2014 letter.

The work was initiated on June 23, 2014 and conducted in the manner as described in GE's June I 0, 2014 letter. The uppermost one foot of soil was excavated and stockpi led separate from the deeper soil excavations. Figures I, 2 and 3 show the approximate locations of the ten excavations. Final dimensions for each excavation were approximately 4 feet long, 4 feet wide, and 2 feet deep, equating to a total of approximately 12 cubic yards of excavated material.

With the exception of Excavation #I 0, each of the excavations was backfilled following the repair work, initially with soi l that was excavated from below the one foot depth, and then with soil that was previously excavated from the uppermost one foot. No soil excavated from below one foot was used as backfill within the top foot. Asphalt/concrete was then installed to meet surrounding ground surface elevations as needed. The Site work was completed on September 12, 2014.

For Excavation #I 0 (located approximately 80 feet northeast of the southeast corner of Building OP-1 , Figure 3), the excavated soil and surrounding surface asphalt/concrete was placed in drums for subsequent off-Site disposal based on historic soil sampling data in the vicinity ofthis excavation as provided in GE' s June 10, 2014 letter.

Waste materials generated during the repair project (approximately 7 cubic yards in total) included surplus soil and surface asphalt/concrete materials from the remaining excavations. Prior to disposal , all waste materials were sampled and analyzed for PCBs and Toxicity Characteristic Leaching Procedure Volatile Organic Compounds, Semi­Volatile Organic Compounds and inorganics. Waste materials generated from Excavations #I through #9 were temporarily stockpiled on-Site and then composite sampled for characterization and disposal, see Table I (Soil-!). Waste materials generated from Excavation #10 were placed into eight (8) 55-gallon containers and then composite sampled for characterization and disposal, see Table 1 (GD Soil). Based on review of the analytical data, the waste materials from Excavations # 1 through #9 were transported to the Greentree Landfill (Advanced Disposal) located in Kersey, PA for disposal. Waste materials from Excavation #10 were transported to CWM Chemical Services, LLC (CWM) Landfill located in Model City, NY for disposal. Confirmation of disposal was provided by the Greentree and CWM Landfills on December 9, 201 4. The waste material data and disposal documents are provided in Attachment A.

Overall, the activities described above were performed in a manner consistent with the conditions and requirements described in GE's June 10, 2014 letter to USEPA and DEP providing notification of upcoming planned excavations.
