Recycling UpdateIt’s no secret that communities in Lane County have had to make changes to their recycling programs. For decades, China was receiving and recycling 40-50% of the world’s mixed recycling. But last fall, they put their proverbial foot down, to demand “no more garbage” in the recycling. China now requires all shipments of scrap material be 99.5% contamination free—that means, no plastics that are not recyclable (and there are so many!). ‘Wishful’ recyclers have been put on notice. The rule of thumb for recycling is: Keep it clean and—When in doubt, fi nd out or leave it out.

The separation technology for sorting commingled recycling into distinct raw materials for remanufacturing is designed to sort out fl at paper and cardboard from dimensional cans and bottles. Plastic that is fl at or can be fl attened (like clear #1 berry, lettuce or cookie containers) gets trapped with paper, causing contamination of the paper. Cords, clothing and plastic bags wrap around sorting equipment, making it malfunction and not sort effectively.

Today, west coast sorting facilities have hired more staff and slowed their conveyor belts down in order to remove items that contaminate good recyclables. Additionally, the changes Lane County communities have made, we are slowing the fl ow of problem materials—plastics.

Lane County and its partners are developing strategies to maintain recycling collection and processing where possible and update systems to recycle more effectively in the future. The upcoming Plastics Round-up is a great example of this. Denton Plastics, a local plastic manufacture can turn clean, well-sorted plastics into raw materials for manufacturing and have agreed to accept materials we collect—IF it is indeed clean and well sorted. (see sidebar)

Lane County created a an on-line tool to help residents fi nd out if something is recyclable! Just type in the item you are curious about and the Garbage Guru will describe if it is garbage or recycling in each of the different programs in the county.

NEW Recycling Requirement For Construction & Demolition Begining July 1, 2018, Lane County requires that all loads of construction and demolition materials, 6 cubic yards or more, be separated for recycling before dumping, OR be delivered to one of the area’s two Material Recovery Facilities (aka MRFs) for sorting: Ecosort: (541)726-7552 or McKenzie Recycling: (541)913-6079. The new rule applies to Short Mt. Landfi ll and the Glenwood facility only. Loads that do not contain recyclable materials can dispose of materials at either location as usual.

The targeted materials are recyclable wood, yard debris, metal, cardboard and rubble. (As other options become available the list may change) These materials are recyclable at the Glenwood facility and other facilities in the community. Visit www.lanecounty.org/garbageguru to fi nd recyclers and www.lanecounty.org/constructionwaste for more information about this rule.

Construction Materials Find New Life!Lane County is partnering with BRING Recycling to offer the Construction Materials Recovery and Reuse Program. The program offers onsite technical assistance, resources and training for contractors and subcontractors about what can be recovered from job sites to reduce project costs and increase benefi ts. Since the program started in the City of Eugene, the program has saved: • Over 39,000 pounds of reusable dimensional lumber and Plywood • 5,600 pounds of steel hardware and roofi ng • 150 cubic feet of polystyrene insulation • Over 34,000 pounds of concrete and masonryFor more information, visit BRINGRecycling.org or email [email protected].

Partnership Gives New Meaning to Reuse! Lane County Waste Management and The Boy Scouts of America partnered up to prevent waste and save money! During a recent visit to the “Haz Hut,” Rangers at Camp Baker in Florence discovered a reuse partnership they couldn’t pass up. 1-pound, partial and full - Coleman propane cylinders, enzyme drain cleaners and septic treatments (Camp Baker is on a septic system) and linseed oil now go to the Scouts! This seemingly passing conversation is saving both organizations money and is a huge win for the environment.

Plastic Entanglements: Ecology, Aesthetics, Materials

The Jordan Schnitzer Museum of Art at the University of Oregon presents Plastic Entanglements (September 22, 2018 - December 30, 2018): an exhibition of 58 recent works made by 30 artists from 13 countries that investigate the complex cultural and material nexus that is “Plastic.” Friday, September 21, 7:00 - 9:00 p.m. visitors who take the pledge to “Ditch the Disposables” will receive a stainless straw or bamboo utinsils. On November 7, 5:30 p.m. join us for a panel discussion on the long-term effects of plastics in our community.
