1 As Ben said, we're here to 2 f a c i l i t a t e public involvement i n our remedy 3 s e l e c t i o n process. We want to inform the 4 public about what we've been doing to clean up 5 the s i t e thus f a r and how much progress we've 6 made about the current s i t e conditions, where's 7 the contamination, and at what l e v e l s . And to 8 l e t you know what a l t e r n a t i v e s we looked at to 9 address that contamination.

1 0 How we're going to clean i t up. Not 1 1 how we're going to clean i t up, but the 1 2 d i f f e r e n t methods we looked at to clean i t up. 1 3 And we're here most importantly to s o l i c i t your 1 4 public -- the public comments on what we 1 5 consider to be our EPA's preferred remedial 1 6 a l t e r n a t i v e . 1 7 This i s just an outlin e of what I ' l l 1 8 t a l k about tonight. An introduction and a 1 9 l i t t l e b i t about the s i t e h i s t o r y . I t ' s got 2 0 quite a long h i s t o r y . 2 1 Garvey Elevators was constructed way 2 2 back i n 1959 and i t went on the State's 2 3 voluntary cleanup program, and went into that 2 4 program i n 1995. So we've got a l o t of h i s t o r y 2 5 there. I ' l l t r y to get us through i t quickly.

These are our a c t i v i t i e s to 3 determine where a l l the contaminants are at the 4 s i t e and the s o i l and groundwater, where they 5 are and what type of contaminants we have 6 there. 7 And then we'll t a l k about the human 8 health r i s k s from that contamination. Does i t 9 p o t e n t i a l l y pose an excess r i s k to human

10 health? 1 1 Then we'll t a l k about a l l the 1 2 a l t e r n a t i v e s we looked at for s o i l and 1 3 groundwater, and which ones are the preferred 1 4 remedy. 1 5 I don't work alone on the s i t e , of 1 6 course. Randy Schademann, he jus t stepped out, 1 7 he's our on-scene coordinator. He handles most 1 8 of the response -- ear l y response actions of 1 9 the s i t e , providing people with alternate 2 0 water, extending municipal water l i n e s , running 2 1 the treatment system, these are a l l a c t i v i t i e s 2 2 that -- that on-scene coordinators t y p i c a l l y 2 3 conduct early on i n the process before they get 2 4 to a remedy. 2 5 Jennifer Trotter i s our s i t e

1 6 Okay. T y p i c a l l y , the Superfund

1 7 remedial process, you know, how do we get to

1 8 t h i s p o i n t where we s e l e c t a remedy? How do we

1 9 get to the end where we cleaned i t up?

2 0 I t ' s a long process. I t ' s not

2 1 simple. We're spending a l o t of p u b l i c d o l l a r s

2 2 to do these cleanups. We have to be c e r t a i n

2 3 that we're s e l e c t i n g the r i g h t remedy. We have

2 4 to be c e r t a i n that we know where a l l the

2 5 contaminants are before we go out and take an

1 a c t i o n , because i t ' s extremely expensive.

2 So, i n the f i r s t phase i s our

3 pre-remedial process, we're done w i t h t h a t .

4 Then the s i t e becomes l i s t e d on the n a t i o n a l

5 p r i o r i t i e s l i s t . I t ' s on the n a t i o n a l

6 p r i o r i t i e s l i s t . I t was l i s t e d i n 2005.

7 Then we begin what's c a l l e d a

8 remedial i n v e s t i g a t i o n f e a s i b i l i t y study.

9 That's where we look at where the contaminants

1 0 are, what types of contaminants we have. And

1 1 then we do a f e a s i b i l i t y study to i d e n t i f y a

1 2 number of a l t e r n a t i v e s that might be used to

1 3 c l e a n i t up.

1 4 And then we issue our proposed p l a n

1 5 and take p u b l i c comment on t h a t .

1 6 We're i n t h i s stage r i g h t here.

1 7 When we iss u e d a record of d e c i s i o n ,

1 8 that documents the a l t e r n a t i v e we've s e l e c t e d .

1 9 So we're r i g h t here i n the p u b l i c comment

2 0 p e r i o d .

2 1 A f t e r we s e l e c t that remedy, we're

2 2 going to design a treatment system and then

2 3 implement i t .

2 4 I t ' s a l i t t l e more complex at

3 At t h i s s i t e , we had a l o t of

4 h i s t o r i c a l i n f o r m a t i o n when we came onto the

5 s i t e i n 2005.

6 As you r e c a l l , I s a i d back i n 1995

7 i t was i n the State's v o l u n t a r y cleanup

8 program. Garvey had done some work, they

9 i n s t a l l e d a system at the s i t e . And they had

1 0 done a l i t t l e b i t of s i t e c h a r a c t e r i z a t i o n on

1 1 t h e i r property.

1 2 So we had enough in f o r m a t i o n to move

1 3 towards what's c a l l e d an i n t e r i m rod so we

1 4 could take e a r l y a c t i o n . And t h i s e a r l y

1 5 a c t i o n , the purpose of that was to c o n t r o l that

1 6 source area and stop f u r t h e r r e l e a s e s from the

1 7 former Garvey f a c i l i t y i t s e l f to the

1 8 downgrading groundwater plume.

1 9 So r i g h t now we1 re r i g h t here. So

20 we're -- we're implementing that i n t e r i m rod

2 1 that we s e l e c t e d back i n 2010. Many of you

2 2 were here f o r that meeting. And we're here to

2 3 take p u b l i c comment on t h i s i n t e r i m remedial

2 4 a c t i o n as w e l l , because there i s s t i l l some

2 5 question of what i s the best remedy f o r one

1 p a r t i c u l a r area, t h a t ' s the groundwater at the

2 source area.

3 So we're c o n t a i n i n g the source area,

4 and r i g h t now we're proposing a remedy f o r the

5 -- f o r the source area s o i l s and that b i g

6 plume, that l a r g e f o u r - m i l e long plume that

7 comes from the s i t e . Those are the two areas.

8 Many of you are f a m i l i a r w i t h Garvey

9 E l e v a t o r s , t h a t ' s why I j u s t jumped to t h a t .

1 0 S i t e h i s t o r y : Garvey former owner,

1 1 current owner i s Ag Processing.

1 2 Garvey E l e v a t o r s , back i n 1959,

1 3 constructed the f a c i l i t y , i n s t a l l e d a carbon

1 4 t e t r a c h l o r i d e storage tank f o r the fumigation

1 5 of g r a i n . There was a pipe that ran from that

1 6 tank to the above-ground storage tank that

1 7 s t o r e d 2,000 g a l l o n s . And so there was a pipe

1 8 that ran from that tank up the side of the

1 9 e l e v a t o r i n t o g a l l e r i e s , i n f i l t r a t i o n

2 0 g a l l e r i e s , along the top of the e l e v a t o r there.

2 1 So at some p o i n t between 1959 when

2 2 that tank was i n s t a l l e d and 1986 when i t was we

2 3 removed, there were re l e a s e s of carbon

2 4 t e t r a c h l o r i d e from that tank. Or from the tank

2 5 and the -- and the b u r i e d l i n e .

1 There were drips, the pipe may have 2 burst, the buried pipe may have burst or 3 leaked, or corroded and leaked, but there were 4 releases i n that v i c i n i t y there. 5 So there are a number of b u l l e t 6 items here that go through how the s i t e was 7 discovered. And, um, the State's involvement 8 e a r l y on, '94, Garvey l e t us say, no, we have a 9 problem here, we have t h i s t e t r a c h l o r i d e i n our

1 0 s o i l and groundwater. 1 1 In '97 they found i n i t one of the 1 2 municipal wells. That well was taken off l i n e 1 3 and put on emergency use only. 1 4 In '99, Garvey i n s t a l l e d t h e i r --1 5 t h e i r system just on t h e i r property to handle 1 6 some of that s o i l and the groundwater there. 1 7 Between '99 and 2002 they operated 1 8 that system. They estimated they removed 2,100 1 9 pounds of carbon t e t r a c h l o r i d e . 2 0 In 2 002, they said they didn't want 2 1 to p a r t i c i p a t e anymore with the State. And 2 2 then the State conducted what's c a l l e d an 2 3 preliminary assessment s i t e i n v e s t i g a t i o n . 2 4 That's the early phases of the Superfund 2 5 process.

2 that was -- that i s at the former Garvey

3 E l e v a t o r property.

4 A c t u a l l y , t h i s should be e i g h t .

5 That i s my mistake.

6 There are eight groundwater

7 e x t r a c t i o n w e l l s . Groundwater e x t r a c t i o n w e l l s

8 are denoted by the symbol here. General

9 groundwater flow d i r e c t i o n i s east, w i t h a

1 0 s l i g h t southeast trend.

1 1 There are eigh t s o i l vapor

1 2 e x t r a c t i o n w e l l s to t r e a t the s o i l .

1 3 So the goal of t h i s system was to

1 4 prevent any contamination from f l o w i n g o f f

1 5 t h e i r s i t e . And, urn, the s o i l vapor e x t r a c t i o n

1 6 w e l l s , they e x t r a c t s o i l vapors and then

1 7 emitted i t i n t o the atmosphere. But i f the

1 8 concentrations are too high, then i t i s

1 9 destroyed i n a c a t a l y t i c o x i d a t i o n o x i d i z e r

2 0 system. I t ' s o n - s i t e as w e l l .

2 1 So, these e x t r a c t i o n w e l l s e x t r a c t e d

2 2 the water, i t was t r e a t e d i n a treatment

2 3 b u i l d i n g here, and then r e j e c t e d i n t o these two

2 4 i n j e c t i o n s . They i n s t a l l e d that system back i n

25 '99. They operated i t f o r a few years. We

1 aren't c e r t a i n how r e l i a b l y they operated i t . 2 But that's a l l -- that's a l l we know i s what's 3 i n the records there, because we hadn't taken 4 over at that point. 5 In 2 0 05, we added i t to the NPL. 6 That made i t e l i g i b l e to receive public funds 7 i n the event that the former owner wasn't able 8 to pay for i t or the operator or the 9 transporter.

1 0 There are a few categories there 1 1 that could be p o t e n t i a l l y l i a b l e . 1 2 In 2005, 2008, that time range, EPA 1 3 signed Garvey on to an administrative order of 1 4 dissent. That was an order that they 1 5 v o l u n t a r i l y signed and they agreed to do some 1 6 s i t e c h a r a c t e r i z a t i o n work. They agreed to 1 7 determine where a l l of the contamination i s at 1 8 the source area and also downgrading i t . And 1 9 they performed part of that work. But then i n 2 0 2008 they declared bankruptcy, i n March 2008. 2 1 So we took over at that point. And, 2 2 from 2008, to the present, these are some of 2 3 the removal actions that Randy and h i s group 2 4 has performed. They extended i t , you know, 1.4 2 5 miles of water mains to get clean water to

1 r e s i d e n t s whose p r i v a t e w e l l s were impacted.

2 By our current count, I b e l i e v e t h a t ' s 19

3 residences.

4 And they -- they a l s o upgraded that

5 system at that source area. The Garvey system,

6 that they i n s t a l l e d , Randy's group, they

7 upgraded that system to b e t t e r capture that

8 groundwater.

9 And then a few more dates here.

10 Move on.

1 1 Operable u n i t s . The s i t e -- the

1 2 s i t e i s ra t h e r l a r g e . We have a plume that i s

1 3 four miles long. The former property i t s e l f .

1 4 S o i l contaminated. Groundwater contaminated.

1 5 We broke i t i n t o operable u n i t s to make i t

1 6 e a s i e r f o r us to address. So some of i t i s

1 7 a d m i n i s t r a t i v e .

1 8 OU 1, operable u n i t 1, i s a

1 9 contaminated s o i l s and groundwater at the

2 0 f a c i l i t y i t s e l f on that former Garvey property.

2 1 OU 2 i s downgraded. Everything

2 2 downgrades, so that huge plume downgraded.

2 3 That i s OU 2.

2 4 We've already t a l k e d about the

2 5 purpose of the RI. We c h a r a c t e r i z e d the s o i l

1 and geology and the nature and action of the 2 net contamination. 3 This i s just a general p r o f i l e of 4 the s o i l beneath the s i t e . We have about 115 5 feet of unsaturated s o i l s . And underlaying by, 6 saturated zone that i s about 110 feet t h i c k . 7 Sand and gravel aquifer, very conductive, as 8 you a l l probably know. 9 And, there are a couple of f a i r l y

1 0 l a t e r a l l y extensive s i l t y clay u n i t s . And 1 1 those are denoted here by these brown zones. 1 2 So we've got an upper, medial and 1 3 lower aquifer. But i t ' s a l l the same. Like 1 4 the age of aquifer i s 110 feet t h i c k . 1 5 So what did we do to characterize 1 6 the si t e ? We took a l o t of samples. We took a 1 7 sample everywhere we thought contamination 1 8 might be. Because we're not only looking at 1 9 carbon t e t r a c h l o r i d e , we need to see i f there 2 0 i s any other p e s t i c i d e s , perhaps, they used and 2 1 didn't apply properly. Maybe there are other 2 2 fumigants they used. Maybe there i s PCBs from 2 3 the other transformer out there that leaked 2 4 into the ground. We have to go out and take a 2 5 look at a l l the d i f f e r e n t media.

1 Sediment. We looked where the --2 where, you know, we expect the runoff to flow. 3 And we took sediment samples at eight 4 locations. We c o l l e c t e d surface s o i l samples, 5 19 of those. Subsurface s o i l samples. 6 And then we also d id a l o t of 7 groundwater sampling, 14 6 samples from 4 0 8 locations. And then we i n s t a l l e d several 9 monitoring wells that we continue to monitor.

1 0 I'm going to show you pictures of 1 1 these where we took these samples here to give 1 2 you some perspective. 1 3 So we sampled groundwater at the 1 4 property and then also on downgrading i n that 1 5 plume. And we sampled multiple depths, not 1 6 j u s t one depth. 1 7 For example, here -- here i s where 1 8 we c o l l e c t e d our sediment samples. These are 1 9 the drainage areas by these white dash l i n e s 2 0 here. So each point represents a sediment 2 1 sample. 2 2 This red one here, t h i s i s an area 2 3 where we detected something. I should 3 have showed you the sample we did f i r s t without 4 the plume, because we got the plume pict u r e 5 a f t e r we did the sampling, of course. 6 Now, I'm going to show you a couple 7 of cross-sections. We're going to s l i c e down 8 i n t o the aquifer so you can see what the plume 9 looks l i k e that i s not spread throughout the

1 0 aquifer uniformly. 1 1 And these were the -- the samples --1 2 okay, from monitoring wells. So to get t h i s 1 3 p i c t u r e , we also used monitoring well data from 1 4 a number of monitoring wells. Some associated 1 5 with Garvey that we i n s t a l l e d . We have to do a statutory five-year 7 review on the s i t e . We s t i l l have to conduct 8 monitoring. So a l l the cleanup a l t e r n a t i v e s 9 w i l l include these components, of course.

10 Now, that a l t e r n a t i v e S2, where we

11 dig up the s o i l s and treat them and put them 1 2 back. Well, a c t u a l l y , we don't put them

13 d i r e c t l y back. We dig them up, treat them over 1 4 i n t h i s area here, and then dispose of them

15 here, and borrow the s o i l from here and put i t 1 6 back here.

17 Urn, so our a c t i v a t i o n area, we would 1 8 have a 40-foot-by-10-foot area that i s s i x foot

19 deep. That's what we estimate r i g h t now. 2 0 Later, when we get into design, we may do some 2 1 a d d i t i o n a l sampling to revise that area, but 2 2 that's our best guess r i g h t now what i t would 2 3 take. 2 4 A l t e r n a t i v e S3, expand that SVE 2 5 system. We would have 6 i n s t a l l e d two wells r i g h t there where we know 7 the release i s -- some releases occurred. 8 A l t e r n a t i v e S4, we put those two 9 a l t e r n a t i v e s that we just talked about

1 0 together. 1 1 Okay. That -- that s l i d e i s 1 2 missing. And that's proposed extension of ICA. 1 3 Let me get to that. That's a component of the 1 4 three groundwater remedies for operable Unit 2. 1 5 For the large plume down gradient, 1 6 there's currently an i n s t i t u t i o n a l control area 1 7 for the C i t y of Hastings. And i t -- l e t ' s see, 1 8 that boundary coincides i n some places with the 1 9 edge of the City's boundary. 2 0 So, what we are proposing to do i s 2 1 to extend to -- have that ordinance be extended 2 2 down to prevent somebody from i n s t a l l i n g a -- a 2 3 private drinking water well i n that area where 2 4 the plume i s . 2 5 Now, we can't draw a l i n e exactly

So i t ' s 7 very d i f f i c u l t to i n j e c t a treatment everywhere 8 the contaminated groundwater i s . That's 9 unfeasible.

1 0 That i s why the default a l t e r n a t i v e 1 1 a l o t of times i s pump and treat because there 1 2 aren't a l o t of al t e r n a t i v e s that are good. 1 3 Now, how did we evaluate the 1 4 alternatives? There are two threshold 1 5 c r i t e r i a . I f i t doesn't meet -- i f the 1 6 a l t e r n a t i v e doesn't meet these two c r i t e r i a , we 1 7 don't consider i t . Can we implement i t ? And 7 how much does i t cost? Those are modifying 8 c r i t e r i a that we're t r y i n g . 9 The balancing c r i t e r i a are State and

1 0 community acceptance. So we'll look at each 1 1 one of these a l t e r n a t i v e s and look at our 1 2 evaluation of those a l t e r n a t i v e s . 1 3 So a l l the no-action a l t e r n a t i v e s 1 4 have some common elements. They're not 1 5 protective. We looked at a 30-year time frame 1 6 for each one of those. No-action a l t e r n a t i v e s . 1 7 And i t would cost for those s o i l s , no-action i s 1 8 s t i l l going to cost about $300,000. 1 9 Groundwater, about 850,000. That i s our 2 0 estimate. 1 2 some of the highest concentrations were at the

1 3 e l e v a t o r . We've seen concentrations drop by

1 4 two orders of magnitude and some of our

1 5 monitoring w e l l s at the s i t e .

1 6 In our e x t r a c t i o n w e l l s , I was j u s t

1 7 t a k i n g a look back at the data from some of our

1 8 e x t r a c t i o n w e l l s that we monitor very

1 9 f r e q u e n t l y . L i k e we were monitoring them, oh,

2 0 q u a r t e r l y , I b e l i e v e .

2 1 The concentrations have dropped

2 2 from, you know, a few hundred, to h a l f or a

2 3 quarter as much as they were. So the

2 4 concentrations are dropping at the source area

2 5 due to p o s s i b l y source d e p l e t i o n , yes. And i t

5 bankrupt -- w e l l , and we're not confident that

6 the opera t i o n was c o n s i s t e n t . They went

7 bankrupt, we s t a r t e d operating i t . We've been

8 e x t r a c t i n g contaminants.

9 And, i n f a c t , there have been --

1 0 s i n c e 2 0 08, we've removed 200 -- more than 260

1 1 pounds from the s o i l and from the groundwater

1 2 at the source area through those systems.
