Requirement 25: Training, drills and exercises for emergency preparedness and
response
The government shall ensure that personnel relevant for emergency response shall take
part in regular training, drills and exercises to ensure that they are able to perform their
assigned response functions effectively in a nuclear o radiological emergency.
2.- Nuclear Emergency Plan (RD 1546/2004)
Title IV: “Preparedness for nuclear emergency response : effective implementation
for the level of external response and maintenance their effectiveness”
The object is to achieve and maintain adequate preparation to act in emergency
situations. This will require a program to develop and implement systematically:
theoretical and practical training of the responders

Training on Nuclear Emergencies (NPP Personnel)3
Training in emergencies let to the Emergency Response Organization to maintain
an adequate grade in emergency preparedness and response
Also, training probes and upgrades the emergency procedures
To do this, a set of scheduled actions is made (Drills & Courses). Its cover specific
and partial aspects of the On-site and Off-site Emergency Plan.

Off-Site Drills8
In coordination with personnel of the Direction of Emergency (Government Delegation), the
Radiological Intervention Unit of the CSN makes some drill in each Off-Site Nuclear Emergency
Plan
These drills are focused in:
1. Control access
2. Actions in Classification and Decontamination Stations
The drills have an annual periodicity, and a calendar is stablished at the beginning of each year

Examples of Off-Site Nuclear Emergency Drills9
During 2015 different exercises on the five off-site nuclear emergency plans in activities primarily related to
radiological controls access and classification and decontamination stations were performed by the
Radiological Group of the Off-Site Plan.
Some of these exercises were developed in collaboration with other operating groups of off-site plans, such as
the Group of Citizen Public Order and Safety for control access drills; and the Health Group and Municipal
Organizations in classification and decontamination stations drills.
Also, in several occasions the drills were preceded by sessions prior to acting training group.

On-Site NPP Exercises10
In order to verify the operability of the On-Site Emergency Plan, it’s must performed an exercise once
per year and nuclear power plant.
During the realization of annual exercise, activities will take place to check the availability of
resources in different areas:
Evaluation and classification of events.
Notification and communication to SALEM & CECOP.
Activation of External Technical Support.
Notice to personnel and measures of protection and assistance.
Monitoring and evaluation of the simulated events.
Corrective actions required for the development of the simulation.
Exercise Plan includes a sequence with scheduled times to check the performance staff and
implementing procedures and methods provided.

InstallationShort description of the exercise
El CabrilPit overflow drains Auxiliary Conditioning Building. There is a leakage outside this building. During control operations, the contamination
of a person occurs.
Vandellós IIIt’s based on an event of loss indicator panels in the Control Room. This event is coincident with a major fire motivated by a transient
stage negatively evolve to loss of containment integrity and large external radiological impact.

Garoña
Fire involving the cooling capacity of the fuel pool, whose integrity will be compromised by falling load. The event will declare PEI
Category II and to perform various mitigation strategies, during which workers become injured and contaminated externally and
internally.
TrilloIt’s based on a physical security incident affecting the NSSS and requires entry in SAMGs. The evacuation of site personnel and
activation of the new emergency management center will be made.
José CabreraFire in the area under control of the operator, with a duration greater than 10 minutes, which affects areas containing radioactive material
and causing environmental levels of radioactive contamination
Almaraz
Based on an accident affecting the NSSS its evolution leading to core melt into one unit, and use of the Extensive Damage Mitigating
Guidelines. There is radioactive release to the atmosphere. The follow up of the CSN for this emergency will be from the backup SALEM
(SALEM-2)
Juzbado Earthquake it is affecting the installation, causing release of radioactivity to the outside, with several injured workers
Ascó
Long-term scenario will be developed the relief from some positions of emergency management is foreseen (NPP and SALEM). The
initiating event is a LOOP, affecting both units and that one of them will progress to SBO, with core melting, loss of containment and
release of radioactive material to the atmosphere. In this exercise, the activation and participation of the UME is expected.
CofrentesThe initiating event is a LOCA .It is expected radiological to environment. In this exercise, the use of extensive damage mitigation
guidelines is also expected.
