Up to three people have knocked on the door of Trail’s temporary shelter each night since it opened three weeks ago.

They are welcomed to a warm place to sleep, offered laundry and shower amenities and a light meal - but only for so long.

“This isn’t just a hotel for a month,” says Program Coordinator Sheila Adcock, from Career Development Services (CDS). “If they are not in a crisis and just passing through, individuals utiliz-ing the shelter need to be in a place where they are

actively seeking housing and supports.”There have been instances in the past when a

person accessed the facility following a 30-day stint at the year round shelter in Nelson. But the rules are different in Trail, and CDS has developed a policy that states people must connect with housing facilitator through the Getting to Home program within three days, if they wish to stay.

“What we are staying away from and being very clear about, is this is not an ongoing shelter like in Nelson,” Adcock explained.

“That shelter is year round and individuals can stay there for 30 days. Some were spending 30 days

there then coming to Trail thinking they could stay here for 30 days, then go back to Nelson,” she added. “That is not our mandate, they need to be actively seeking housing to stay in La Niña shelter - we don’t have consistent funding so this isn’t a place to stay for a month before moving on.”

cards, Lila Cresswell, village chief administrative officer, noted late last month.

“When we started we assumed the take up would be about 80 to 100 members,” she added. “We are surprised and delighted at the number of seniors and middlers using the gym; and on a very regular basis.”

In the middle of September, the village saw about 12 to 15 users per day.

That climbed to 25 to 30 users per day by the end of October and Cresswell could only as-sume what last month looked like pre-number crunching.

The users are from all over the Beaver Valley, roughly 50 per cent from Fruitvale, 35 per cent from Electoral Area A and the remaining com-ing from Montrose.

The total cost of the GYM was $37,000 and funded by donations and grants - $25,000 from the New Horizons for Seniors grant and the $12,000 balance from local and regional busi-nesses, societies and community groups.

“I think this is one of the most successful small projects that the Village of Fruitvale has undertaken and the feedback from the users has been unanimously positive to date,” said Cresswell.

Fruitvale Mayor Patricia Cecchini couldn’t agree more. She said the response from the community has been overwhelming.

“It’s been interesting talking to all the mas-sage therapists and physiotherapists, even in Trail, and they say that they have tons of pa-tients who are using it, so they’re actually all on board and sponsoring us as well now by sending us donations to keep it going,” said Cecchini.

“It’s been really exciting and fun,” she added. “Every time I go in there I feel like such a hero because they’re all like ‘This is the best thing that has happened in the valley.’”

out deciding on hous-ing), that’s not the pur-pose.”

Last week alone, workers found three

shelter guests, two men and one woman, more permanent lodging.

“They are local and one recently located to Trail because family is here,” she said, men-

tioning CDS tracks how many people use the shelter each year as well as the number and demographic of people housed through the homeless program.

“We’ve been ap-proached to be part of the homeless count this year so we are on record with how many people have struggled with homelessness this year,” Adcock explained, not-ing the area includes Castlegar, Rossland, Trail and the Beaver Valley. “But homeless looks different here, it’s not like going to the Lower East side and counting bodies on the street,” she said. “Here

it’s people who are couch surfing, sleeping in a back alley, living two-to-three in a small apartment or staying in an unsafe situation. It’s harder for us to get that count.”

Provincial year round funding isn’t a service that’s applied for, as an example, if Trail wanted to facilitate a year round shelter like Nelson.

Rather, the govern-ment appoints funding to those communities with the greatest home-less count. That’s the reason Adcock is work-ing on statistics.

The first year (2011) the shelter was volun-teer-run in the base-

ment of the Salvation Army Church, with funding only allotted for nights the tempera-ture fell to -10 C, which is considered extreme.

Keith Simmons, former pastor at the Trail United Church, championed the cause the following year and gained funding to com-pensate shelter workers and keep the service open seven days a week regardless the tempera-ture.

Once CDS stepped in to support the service, the temporary shelter became much more than a warm place to sleep.

That’s when Getting to Home fell into place and collaboration be-tween shelter-seekers, outreach workers and other community sup-port services became a common thread.

“Its changed over the years based on need,” said Adcock. “But it shows what a commu-nity can do when they see a need. And if we can now provide num-bers, it may set us up for ongoing funding for the colder months, November to March, without having to apply to the program year after year.”

This year, Adcock secured about $50,000 to run La Niña nightly, with two staff on site. To stretch those funds, if no one shows after 1 a.m., the shelter is closed.

“BC Housing always asks how you can cut back and do more with less because there is al-ways a funding crunch,” said Adcock.

“Typically anyone using the shelter is there between 9 p.m. to 11 p.m.

We went back a few years and found most who presented after 1 a.m. should have been taken to the RCMP lock cells or the hospital - usually it was after a big fight with alcohol involved.”

BC communities that have completed homeless counts re-port many benefits, ac-cording to “Counting Homelessness,” a pro-vincial guideline that standardizes methods for the homeless count.

Agriculture Minister Norm Letnick has re-leased the latest update to the B.C. Liberal gov-

ernment’s “strategic growth plan” for farm and food products.

After reporting a record $12.3 billion in total agriculture and agri-food sales in B.C. for 2014, the latest plan sets a new goal of increasing it to $15 billion by 2020.

It’s a mostly a status quo plan, continuing current marketing ef-forts and encouraging higher-val-ue production of a wider range of products.

The ministry intends to hire its first expert in food and bever-age production. It’s a reflection of the fact that fully 70 per cent of that $12.3 billion comes from food and beverage processing. This continues the government’s push to improve economic via-bility of farms by allowing more food product manufacturing and sales on Agricultural Land Reserve property.

Letnick says another key strat-egy is to improve access to irri-gation. B.C. has 20,000 farm op-erations, a number that’s holding steady even as the average age of farmers increases.

Opposition MLAs formed their own agriculture com-mittee to tour the province over the past year, chaired by NDP agriculture critic Lana Popham and independent Delta South MLA Vicki Huntington. Their report speaks to some of the issues not discussed by the government.

One of those is foreign pur-chase of farmland, a matter sub-ject to regulation in Alberta, Saskatchewan and Manitoba but not B.C.

Properties have also been pur-chased to grow hay for export to Asia, and Huntington says she continues to hear of costly farm-land in Delta and Surrey being bought at prices long-established farm families can’t afford.

We’ve seen a British food and drug conglomerate buy up B.C. Interior farms to plant trees for carbon offsets, a project that was wound down after local protests. Popham and Huntington are call-ing for a systematic inventory of

foreign purchases, to determine if regulation is need-ed here as climate change shifts grow-ing patterns.

Popham argues that with California enduring years of drought, B.C. can’t continue to depend on imports for more than half its food.

“We have coun-tries that are actively seeking food producing land, because their countries are having difficulties producing under drought condi-tions,” Popham said. “So before we know it, our farmland could be bought up by other countries that are actively and smartly trying to ensure their own food security.”

Neither Letnick nor the opposi-tion MLAs could produce results from the government’s decision to split the Agricultural Land Reserve into two zones, with more latitude for non-farm activities outside the southwest and Okanagan.

But we’re starting to see signs of the new system of regional Agricultural Land Commission panels working with local govern-

ments.The Langley Times reports that

the Township of Langley quietly signed a deal with the ALC in July to allow development of farmland near the Aldergrove border cross-ing and Langley airport.

The agreement says there is a need for a “defensible and durable urban/ALR edge.” If you think ev-eryone loves farming, you’ve likely never lived on this “urban/ALR edge.”

The latest example is on Vancouver Island, where urban neighbours are protesting an es-tablished farmer’s decision to clear a forested property for hay grow-ing.

The farmer has been forced to erect a chain-link fence to keep out trespassers who have decided the property is a park that they can use when they like.

The mayors of Saanich and View Royal seem more concerned with appeasing urban complainers than protecting the right to farm. They are being pressed to buy up idle ALR land to soothe urban voters repelled by logging and farming.

THE ASSOCIATED PRESSLOS ANGELES - The “Hunger Games” finale

spoiled an early Christmas for the holiday horror comedy “Krampus” to maintain its top spot at the North American box office for the third week run-ning.

The Jennifer Lawrence-led film took in an esti-mated $18.6 million in the U.S. and Canada, bring-ing its domestic total to $227 million, according to Rentrak estimates Sunday.

The anti-Santa Claus thriller from Universal, the only film to debut in the top 10 this week, brought in $16 million. The normally slow week-end following Thanksgiving was up 26 per cent from a year ago thanks to the fresh fodder from Universal, which slipped in between the release of two huge franchise movies- “The Hunger Games: Mockingjay - Part 2,” and “Star Wars: Episode VII - The Force Awakens,” which is due out Dec. 18.

“Even though it’s horror at its base, you needed to have enough time for the film to open and lead up to Christmas,” said Nicholas Carpou, Universal Pictures’ president of domestic distribution. “Being the only wide commercial release on this date really did wonders for this film.”

Modestly budgeted for under $15 million, “Krampus” is likely to add to the profits of what has been a record year for Universal following the release of movies like “Jurassic World,” ”Furious 7,“ and ”Minions.“

“Creed,” the boxing film where Sylvester Stallone reprises his role as Rocky Balboa, came third, and the Disney/Pixar animated tale “The Good Dinosaur” came fourth. Each had around $15.5 million in ticket sales.

Overall ticket sales are running 4 per cent ahead of last year and are on track to top $11 billion in the U.S. and Canada for the first time, said Rentrak’s senior media analyst Paul Dergarabedian.

Dergarabedian says it remains to be seen wheth-er the global excitement around J.J. Abrams’ “Star Wars” will drown out a bevy of other options coming out later this year. That ranges from di-rector Alejandro Inarritu’s “The Revenant” to the Amy Poehler and Tina Fey-led comedy, “Sisters,” which has knowingly marketed its film with a “Star Wars” parody trailer and the hashtag #youcanseet-hemboth.

On Sunday President Barack Obama spoke about a mass shooting in the United States

for the seventeenth time in the past seven years. (There have actually been 335 mass shoot-ings in the United States already this year, but he only does the big ones.) But this time Obama spoke from the Oval Office.

He’s only done that twice before, about the Deepwater Horizon oil spill and the end of combat op-erations in Iraq, both in 2010. The shooting in California killed fourteen people and wounded twenty-one, so it wasn’t even the biggest mass killing of his ad-ministration, but it got special treatment because it was a ter-rorist attack.

He needed to do that be-cause you just have to say the word “terrorist” to send many Americans into a flat panic, and many American politicians into spasms of oratory over-kill. A representative example was New Jersey Governor and would-be Republican presiden-tial candidate Chris Christie, who said: “We need to come to grips with the idea that we are in the midst of the next world war.”

The next world war? The last world war killed at least forty million people. The next one – the Third World War that we were waiting for when I was growing up – would have killed hundreds of millions, even if it didn’t cause a nuclear winter and kill billions.

With due respect to the vic-tims, the sixteen dead in San Bernardino do not add up to a new world war.

Neither do the 130 French (and a few foreigners) killed with guns and suicide bombs in Paris last month, nor the 224 Russians on the plane brought down over Egypt by a bomb at the end of October. Even

in Europe, Islamist terrorism kills at the most hundreds per year; in America, it kills almost nobody.

Before this week, only six-teen Americans had been killed on home soil by Islamist terror-ists in the past fourteen years (thirteen soldiers killed by US Army psychiatrist Nidal Malik Hasan at Fort Hood, Texas in 2009, and three killed at the

Boston Marathon in 2013). That’s an average (in-cluding the San B e r n a r d i n o deaths) of two people per year killed in the United States by Muslim terror-ists. .

So why didn’t Barack Obama finish his speech by pointing out

that Americans are 170 times more likely to drown in the bath than to be killed by Islamist ter-rorists?

Because no public figure in the United States is allowed to say that the terrorist threat is very small in the West gener-ally, and utterly minuscule if you actually live in the United States.

You’re not allowed to say it because more than 6,000 American soldiers have been killed in two foreign wars that were justified by the 9/11 at-tacks (although Obama was bold enough to say plainly in his speech that those wars actu-ally served the Islamists’ pur-poses).

And you’re not allowed to say it because almost three thousand Americans died on 9/11: that single attack fifteen years ago has permanently de-fined the scale of the terror-ist threat in American minds, even though the likelihood that a comparable attack could be mounted today is extremely small. (In 2001, nobody was looking out for such an attack; now they are.)

On the one hand, we have a trillion-dollar “war on ter-ror” defended by a US military

and security establishment that has grown fat on the proceeds. On the other hand, we have a very small terrorist threat to the “homeland” against which, for the most part, that estab-lishment’s efforts are irrelevant because the attackers are home-grown, self-radicalised lone wolves.

None of the three “Islamist” attacks over the past four-teen years was planned from abroad. All were carried out by US citizens or permanent residents. None of those peo-ple, so far as is known, was even in contact with organisa-tions like al-Qaeda or Islamic State (although Tashfeen Malik pledged her allegiance to the latter on her Facebook page on her way to the massacre at the Inland Regional Centre in San Bernardino).

The Islamist extremists pose an existential threat to Syria and Iraq.

They are a serious threat to the other Arab countries, and a rather more distant problem for other Muslim countries.

For Western, Asian and African countries that do not have large Muslim populations, they are merely a strategic nui-sance.

If any of those outside pow-ers want to fight the Islamists on home ground (like the NATO countries and Russia, who are all now bombing Islamic State targets in Syria), then by all means do so.

You might save the Syrians from a very unpleasant fate. But don’t imagine that this is neces-sary for your own defence.

Conversely, don’t worry that the bombing will cause terrorist attacks on you at home.

Those attacks will happen no matter what the United States (to pick an example at random) is doing or not doing abroad. And a country that can blithely ignore 63 shooting attacks in its schools since the beginning of this year can manage to live with a small Islamist attack every few years too.

Four-point homestand for SmokiesJIM BAILEY

Times Sports EditorGoalie Bailey MacBurnie

backstopped the Trail Smoke Eaters to a four-point week-end with a pair of wins over the Alberni Bulldogs Friday and Wenatchee Wild Saturday at the Cominco Arena.

In two wildly exciting matches, Smokies forward Kienan Scott scored with 8:33 to play in regulation to lift Trail to a 1-0 victory over the Bulldogs, while Cooper Leitch broke a 2-2 tie with three minutes remaining for a 4-2 win over the Wild the next night.

“We set out a goal in December to win a certain number of games, and we wanted obviously to have a better home record this month and to come out with two wins right away that was pretty huge,” said Smoke Eater coach and GM Nick Deschense. “We got really solid goaltending, and we stuck with it, and got some late goals.”

Leitch’s fifth goal of the sea-son spoiled a concerted come-back effort by Wenatchee in the third period, when he took a break-away pass from Ryan

Swanson and went five-hole on goalie Chase Perry on a quick deke to the backhand.

“For him (Leitch) to get that goal, hope-fully that will be a sign of more to come,” said Deschenes. “He’s still working hard and de-veloping his game and he has the ability to do that kind of stuff.”

The Wild outshot the Smokies 13-7 in the final period, 31-24 overall, but MacBurnie was solid through-out the game, and spectacu-lar at times particularly on six short-handed situations, on which the Wild scored just once.

It happened with less than four minutes to play in the first period when a bench minor cost Trail the go-ahead goal as the Wild grabbed a 1-0 lead. Looking back, the Smokies’ coach regretted the outburst but was concerned that his

team took 12 penalties over two games, while the opposi-tion were off just five times.

“I wouldn’t call us an overly-aggressive team, kind of un-orthodox weekend for penal-ties, but we’ve got to some-how manage to be more disci-plined, because we’re not going to kill more than two times the opportunities we get on the power play every night.”

Trail’s Ross Armour soon replied, however, converting a Nii Noi Tetteh set up 2:30 into the second to tie it. Kyle Star put the Smokies up 2-1 at the 8:04 mark of the second with assists to Harlan Orr and Spencer McLean.

The Wild came out strong in the third and were rewarded when Blake Christenson net-ted his second of the night for Wenatchee 12:43 in. But Leitch’s goal, and an empty netter from Kale Howarth would ice it for the Smokies second straight win over the 18-9-2-2 Wild this season.

“Even coming off a big win on Friday, I thought we el-evated our play on Saturday to match Wenatchee, which is a tough game.”

In a thrilling goalten-der’s duel on Friday between MacBurnie and Brody Claey, an end-to-end match up ended in a 1-0 victory for the Smokies, capped off by a highlight reel goal from Scott. With less than nine minutes remaining in the third, Max Newton feathered a perfect pass to Scott, who walked in and wired a water-bottle popper off the top of the net to give Trail a tenuous 1-0 lead.

The Bulldogs pressured in the final minutes, but the Trail defence held and MacBurnie came up big, stopping 24 shots on the night, while Claey blocked 26 for Alberni. The Bulldogs went 0-for-6 on the power play, while Trail was 0-for-2. MacBurnie and Claey were named first and second stars respectively, and Scott the third star of the game with his team-leading 13th tally of the season.

With the wins, the 13-17-0-0 Smokies made up ground on the Interior division’s fourth -place Vernon Vipers, gaining two points on the final playoff spot after the 14-17-0-2 Vipers

Following a welcomed weekend off, the Beaver Valley Nitehawks are itching to get back on the ice and will host the Spokane Braves tonight in KIJHL action.

With just one goalie and multiple injuries plagu-ing the team over the past few weeks, the break has helped Beaver Valley recuperate - to a degree.

“We have Ryan Terpsma back on defence, and we’ve also added a goaltender, Tallon Kramer, from the Grande Prairie Storm,” said B.V. Coach Terry Jones.

Kramer is a 19-year Grande Prairie native who played nine games for the Alberta Junior Hockey League team, and will likely get the start against Spokane tonight. As the Hawks open the second half of the season, with the acquisition of Kramer, the team is almost set, but for three crucial com-ponents.

The Hawks are still without the heart of their line up in captain Lyle Frank and forwards Sam Swanson and Kyle Hope. Swanson is day-to-day but Hope and Frank are not expected to return until the new year.

“We will continue to assess our roster until Jan. 10 (trade deadline); but we like the guys we have, and we just have to make sure we continue to get better,” says Jones. “We’re excited about our team and about the new additions too, so once you add Lyle, Kyle and Sam back into your line up it’s like adding three new players that have been out a con-siderable amount of time - it’s like a trade almost and we’re looking forward to having them back.”

The Braves meanwhile made a surprise move last week trading veteran goaltender Trevor Dilauro to the Revelstoke Grizzlies for goalie Michael Lenko of Gabriola Island and forward Kyle Donaldson of Kindersley, Sask. Dilauro earned Rookie of the Year and Goaltender of the Year honours for the Neil Murdoch division in 2014-15, however, the California native, like the Braves, had a tough start to this season, going 2-13-0-0 with a 4.23 goals against average and a .907 save percentage.

Spokane is mired in last place in the division with a 4-22-0-4 record, and has lost five games in a row. Kurtis Redding leads the team in all categories in-cluding points, 29, with 15 goals and 14 assists, and penalty minutes with 84.

The Hawks have put up an impressive, 18-5-1-2, record at the half-way point of the season, and will face Interior division teams in seven of their eight December games including tilts against the Nelson Leafs Friday, and the Rebels in Castlegar on Saturday.

“I think you always want to strive to be better,” said Jones. “But I am excited about where we are, what our record is considering how we played. We can still be a lot better in a lot of areas, and that’s just part of the process, the continuous process of get-

ting better and learning, and just figuring out how we have to play.”

The Castlegar Rebels took advantage of the Nitehawks idle week-end and won their sixth game in a row to take over top spot in the Murdoch division, two points ahead of B.V., however, the Hawks still have three games in hand on their Rebel rival.

Only the Kimberley Dynamiters (3) have fewer losses than the Hawks, and if the last couple years are any in-dication, the Nitehawks should soar even higher

in the second half.“We think that all

the preparation, all the work starts to pay off in the second half. I always look at December then the December break, as key points to the sea-son, because you hope your team comes back even more committed after they’ve been home and they come back with a renewed sense of vigour.”

lost to Penticton 3-0 on Friday. Trail still has three games in hand on the Vipers, and look to narrow the mar-gin when they leave for their longest road trip of the year on Thursday.

“That’s our goal, and we’re doing it when we have good goaltending and we’re competing as a team,” added the Yale alumnus. “There is something to be said about coming from behind

and clawing your way into this kind of position. You can use it to your advantage and come out a better team at the end of the day.”

The Smokies travel to Powell River on Friday to play the Kings, then face the Bulldogs on Saturday in Port Alberni, and the Cowichan Valley Capitals on Sunday before returning to the Cominco Arena for a division match up against the Vernon Vipers on Dec. 16.

THE ASSOCIATED PRESSCOLUMBUS, Ohio - Diego Valeri scored at the

27-second mark for the fastest goal in MLS Cup history and the Portland Timbers won the league title for the first time, beating the Columbus Crew 2-1 on Sunday.

Rodney Wallace made it 2-0 in the seventh min-ute, and the Crew’s Kei Kamara scored in the 18th off a scramble in front of the goal.

But the early deficit was too much for Columbus to overcome.

Just after the opening whistle, Columbus mid-fielder Wil Trapp sent a back pass to goalkeeper Steve Clark, who tried to move the ball from his right foot to the left for a clearance. But Clark didn’t see Valeri closing and the midfielder poked the ball away from him and into the goal.

TODAY’S CROSSWORD

LEISURE

Dear Annie: My boyfriend and I have been dating for 18 months and would like to move in together and eventually marry. It would be a second marriage for both of us. He has been divorced for four years and has three children who are just into their teens. I have no children, but have been actively involved in the lives of my many nieces and nephews, and the children of my friends.

His kids are the problem. I’m ready to give up the best relation-ship of my life because of them. They curse me, blatantly disrespect me, and are generally unpleasant to be around. They are physically and verbally violent toward each other, their peers and other family mem-bers. They lie and are disrespectful of adults and authority. They gossip and spread rumors.

I’ve told my boyfriend about their bad behavior, but they are well-mannered and courteous in his presence, so he claims not to see it. I’ve attempted a heart-to-heart

with them, only to be mocked, have my words twisted and lies told about me. I am currently taking anti-anxiety medi-cation over this situation.

How can I convince my boyfriend how his chil-dren really act? Should I bother? I was raised in a loving respectful home and feel totally out of my element. -- Heartbroken in California

Dear Heartbroken: Becoming a stepparent can be difficult and it doesn’t help that your boyfriend closes his eyes to the problem. If his children are violent toward each other and other family members, he is undoubtedly aware of it, but unwilling to deal with it.

Teenagers can be notoriously rebellious, even under the best of circumstances. And their mother could be influencing them nega-tively, as well. You need to be ex-tremely kind and patient, but the cursing, lying and disrespect must end. And that will happen only if

your boyfriend insists on it. Please ask him about family counseling

before the relationship disintegrates. Also, look into the National Stepfamily Resource Center (stepfamilies.info).

Dear Annie: It’s taken a while, but I want to respond to “Forever Trapped,” who feels she was born the wrong gender, but worries about surgical solutions.

My son (he was born fe-male, but is living his life as a male) was also confused. When younger, he exhibited so much male be-havior that I thought he was a les-bian, but that wasn’t it. He realized he was transgendered and transi-tioned from female to male many years ago. He had surgery, and you now cannot tell he was ever female.

My son is happily married, liv-ing as a gay man in the Boston area. There is nothing wrong with “Forever Trapped.” Her gender identity didn’t match her body. I

hope she can find a therapist who works with the transgendered com-munity. Surgery is expensive and not covered by insurance. Please don’t give up. Be the person you were meant to be. -- Proud Parent of a Transgendered Son

Dear Parent: We wish all par-

ents would be as accepting and supportive as you. Thank you for writing.

Annie’s Mailbox is written by Kathy Mitchell and Marcy Sugar, longtime editors of the Ann Landers column. Please email your questions to [email protected]

SILVER CITY NITE

Eleven-year-olds Kalla Marino, Emma Smith and twin sister Callie Smith and Ella Crockett brought their Steps Company dance moves to the street Saturday night.

Mystic Dreams Belly Dancers livened up the parade with twists and turns down Bay Avenue.

Thirteen-year-old Rio Isaacs from Salmo hammed it up at Trail’s Santa Candy parade Saturday, wearing a big candy cane on his head.

Old St. Nick had Mrs. Claus at his side on top of the fire truck, which brought much commotion in the crowd from children overjoyed to get a glimpse of the pair.
