The City of Pompano Beach’s arts and cultural arts scene is exploding! New art studios and venues have been built, old con-cert venues renewed and public art has emerged on public prop-erties to enhance the aesthetic and cultural value of our City. The music and cultural arts ac-tivities have grown so much that the Public Communications Of-

fice created a website landing page to organize all of the art, culture and concert venues in one convenient location. The pompanobeacharts.org landing page was created to provide a one-stop destination for the multiple websites that announce events and offer tickets for the arts, culture and music venues in Pompano Beach.

The City of Pompano Beach City

Commission adopted a public art

ordinance in 2012 to enhance the

aesthetic and cultural value of the

City by including art on public prop-

erties. Several projects and won-

derful works of art have already been completed including

the Painted Pompano Series, the Barefoot Mailman sculp-

ture and Broward 100 Inside Out murals.

The Painted Pompano series is the City of Pompano

Beach’s first large public art installation. The project con-

sists of twelve pompano statues that have been individual-

ized by artists in a variety of creative mediums, styles and

techniques. These fish are located in various parts of the

City giving the area artistic flare and style.

You can see the Barefoot Mailman on top of the Hillsboro

Inlet Bridge. Created by Mario Chiodo, the artwork depicts

the legendary mailman, James Edward Hamilton. The de-

tailed work on this sculpture is immaculate and the acces-

sories such as the letters overflowing from the mailman’s

mail bag and backpack to the letter gripped in the mail-

man’s hand, with the artist’s name and address skillfully

carved in, to the cap that sits upon his head help to capture

a moment in time.

Broward County’s Inside Out program is a global art project

that gives communities all over the world a platform to ex-

press themselves through black and white photographs that

are pasted up in different communities. So far, two of the

three locations for the Broward County Inside Out murals

have been completed. Stop by the Pompano Beach Amphi-

theater to check out the mural, you may even recognize a

few faces.

The Public Art Committee plans to complete seven public art

projects this year. The Mosaic Team, VisualEYES and the

Old Town Mural will be three mural programs planned for this

year. These mural programs are very different from one an-

other. The Mosaic Team is a multi-year program of mosaic

and ceramic artworks created and installed by local post-high

school adults that are taught by a lead artist. The VisualEYES

Program is part of Broward County’s 100 Mural Project. The

County has selected a group of renowned South Florida art-

ists to create murals in each of the nine County Commission

Districts. For the Old Town Mural, the Public Art Committee is

looking to create a painted mural near the Bailey.

The Utility Box Wrap program began as a competition that

was held in which artists were selected to design vinyl wraps

for local utility boxes. Forty-nine artistic designs will adorn

corridors all over our City and enhance the aesthetic beauty

of the community by transforming the ordinary utility boxes

into unique pieces of art. The are planned to be installed

starting this year and will continue for years to come.

The City also plans to complete a Fishing Village Gateway to

the Pompano Beach Pier, a 9/11 Memorial and to begin work

on an Underwater Sculpture Garden. Public Art enhances the

experience of all those visiting the City as well as facilitating

economic growth.

The Amp is back and Pompano

Beach is once again the home of a

premiere concert venue. In the fall of 2014, the Pompano Beach

Amphitheater turned the music back on and thanks to creative

programming, the media spotlight has been shining ever since.

The 3,000 seat outdoor venue has showcased rock legends like

The Doobie Brothers, Blue Oyster Cult, Motorhead and Melissa

Etheridge along with Grammy Award- winning jazz events and

legendary Gospel singers.

After several years without regular programming, this amphi-

theater was given another chance at success thanks to the

support of City leaders. Rebranded with the cool moniker,

“The Amp,” the venue is attracting a huge fan base who ap-

preciate the high caliber artists and the diverse performances.

Upcoming scheduled shows include Meat Loaf, Aaron Neville,

Tommy James, Vince Neil and more.

For those who have never been to The Amp, the concert expe-

rience is unparalleled. There is not a bad seat in the house as

the venue’s layout brings you up close and personal with the

artists. The fun-filled atmosphere attracts crowds who love

dancing, singing, and music under the stars.

With multiple options for food and drink, The Amp offers a full

experience for audiences. Bringing back The Amp is not only

providing Pompano Beach residents with an opportunity to ex-

perience world-class entertainment in their own backyard, it

is attracting visitors from the tri-county area who are enjoying

Pompano Beach’s cool new arts and music scene!

The new 47,000 square foot Li-

brary and Cultural Arts Center

will soon to be a reality. The

two-story building under con-

struction at the southeast cor-

ner of Atlantic Boulevard and

SW 1st Avenue was designed

as a part of the Master Plan

for the Pompano Beach Civic

Campus which includes City

Hall across the street. This Cultural Arts Center will include

a theater that will come alive with dance, music, art and

history. The new Library will include, fiction, children’s ser-

vices, reference and periodical collections as well as new

materials.

The historic Ali build-

ing, located at 353

Hammondville Road/

MLK, Jr. Boulevard,

which was built in the 1930’s has been

transformed into a state-of-the-art

venue that provides diverse cultural,

educational and entertainment experi-

ences. The Ali building, which is a tre-

mendous source of pride for the com-

munity, is named for its former owners,

Frank and Florence Ali. The Ali Cultural

Arts Center has an outdoor stage and

seating to accommodate 250 guests.

The venue features dynamic musical

programming, paying homage to the

building’s rich history.

Bailey Contemporary

Arts is located at 41

NE 1st Street, one block

north of Atlantic Boule-

vard between Flagler Avenue and NE

1st Avenue. The Community Redevel-

opment Agency restored this historic

building using many of the original

interior and façade treatments to pro-

vide eight independent artist studios,

gallery space and space for art and

performance education.

The City of Pompano Beach General

Services Department has implemented

an electronic procurement system called

eBid so that bidders wishing to sell

goods and services to the City of Pom-

pano Beach can register to be notified

of bidding opportunities and respond to

bids electronically at no cost.

After registering, bidders can manage

and update their profiles and view cur-

rent and awarded solicitations by log-

ging into the eBid System with their

user name and password. Additionally,

bidders will no longer have to submit

numerous and costly hardcopy bids

and scramble to have them submitted

to our office by the due date and time.

Bidders will now submit bids electroni-

cally from the comfort of their office or

home. Further, bid responses are re-

ceived the moment they are submitted

into the eBid System. An email will be

sent to all registered bidders with in-

structions on how to register in the new

eBid system once it has been imple-

mented. Current and registered bid-

ders will be required to create an ac-

count to continue to receive bid notices

and to submit electronic bids.

hange is never easy. After over 40 years, the City of Pompano

Beach has updated the way we handle our garbage. The change was made to improve the curb appeal of the City by eliminating the bags, piles of trash and continuous bulk trash on the curb. By now you have seen the new grey and blue carts, read the flyers and pam-phlets on the new service. Here is a summary on what can go into the carts:

The grey cart is for household waste. Please place all your garbage into the grey cart. But there are other items that could also be placed into the grey cart in-cluding yard trash, coconuts, grass clip-ping, leaves, branches… the list goes on. If there is no room in the cart, put those yard trash items into one of your private garbage cans and place it out for service on your bulk trash day. Remember, you can’t put your household garbage into your private garbage cans. Those items must go into the grey cart.

The new blue cart is for recycling and is much larger than the 18 gallon bin we had before. This is because more and more people today realize the need to recycle. The materials that are accepted in the blue recycling cart are aluminum and tin cans, plastics with the number 1, 2 or 3 on the bottom, junk mail, glass bottles and jars, newspaper and maga-zines and cardboard. So fill it up!

Another change is once per week bulk service at the curb. Bulk items are com-monly known as those items which can-not be canned, bagged or bundled. Ex-amples are: couch, chair, stove, desk, ironing board, mattress, carpet, wooden doors, sink, etc. An easy way to remem-ber your bulk day is that it is the opposite of your recycling day. So for example, if your service days are Monday and Thursday and your recycling day is Mon-day, your bulk service day is Thursday. Remember, there are decals on the carts to remind you of your service day. Addi-tionally, we now have a Waste Manage-ment location you can bring additional

bulk materials on Saturday (up to 4 cubic yards or what a standard pickup truck could hold) at no cost. The address is 1951 N. Powerline Road. All you have to do is bring your proof of Pompano Beach residency. The hours of operation are from 8:00 a.m. to 3:00 p.m. each Sat-urday.

Construction on the Pompano

Beach Pier Parking Garage is

continuing on schedule and on

budget. The garage, located at

NE 2nd Street between A1A and

Pompano Beach Boulevard, will

be open to the public in time for

the 4th of July celebration!

In the coming weeks efforts will

focus on demolishing the old li-

brary building and begin work on

Pier Street and Seabreeze Way,

the two internal roadways.

The Pier Parking Garage is the

first public parking garage in

Pompano Beach. It will feature

iconic architecture, five levels

of enclosed parking with 663

spaces, 6,200 square feet of

retail space and a new Tourism

Information Center. The garage

is the first development to break

ground as part of the overall

Pier Development Project that

will include 40,000 square feet

of retail and restaurant space

and two new pedestrian friendly

streets connecting the Pier to the

Intracoastal.

District, The Office and Employment

District and a Residential District, all

which include a more urban landscape

and alternate forms of drainage.

The first of these districts, the Cul-

tural Arts and Entertainment District,

is already underway with the addi-

tion of Bailey Contemporary Arts (41

NE 1st Street), Ali Cultural Arts (353

Hammondville Road/MKL Blvd) and

the future Library and Cultural Arts

Center (50 W. Atlantic Blvd, under

construction next to City Hall). In this

district you can visit world class gal-

leries, enjoy outdoor restaurants, and

shop local retailers by day; then visit

nationally recognized artists; musi-

cians and plays take stage by night.

When complete, this quaint historic-

style district will be fully equipped with

widened sidewalks, lush landscaping

and a European style public plaza that

will serve as the perfect backdrop for

meeting friends and enjoying a nice

glass of Bordeaux in a relaxing and

peaceful environment.

Across Atlantic Boulevard is the Civic

Commons, an area anchored by City

Hall, the County Library and the

gleaming new Cultural Center. Sur-

rounding land is poised possibility for

commercial/office development.

Moving west to the area just off I-95

is the Office and Employment Dis-

trict. In late 2015, the CRA closed on

a $2.5 million parcel of land creating

an assemblage of 35 acres making

struction has popped up around

town as Pompano Beach experiences

a boom in development. From I-95 to

the beach, the redevelopment area is

showing the promise of an exciting fu-

ture for residents of our city. Business

is booming, the housing market is on

the rise and news about our redevel-

opment efforts have reached as far as

the west coast … of the USA!

Perhaps the most exciting develop-

ment of all is the preparation of the

grid of the new Downtown in Pom-

pano Beach – bringing home a thriv-

ing center of commerce right in our

back yard. Imagine additional 750,000

square feet of office space, 165,000

square feet of retail and more than

1,500 new residential units into the

core of this city. To support this new

project, the Community Redevelop-

ment Agency and the City will work to

maintain traffic flow and develop better

pedestrian walkways and streets to

reduce bloated and busy intersec-

tions like Atlantic Boulevard and Dixie

Highway. Residents should be able to

walk or ride their - from home or work

with ease. Imagine being part of this

growth and development and knowing

that the groundwork laid today is liter-

ally paving the way for the future of

your kids and grandkids.

Years of planning are finally coming

to fruition with a Downtown made up

of four districts: The Civic Commons,

a Cultural Arts and Entertainment

this future district possible. With

the emergence of the City’s Main

Street, area locals and tourists

can walk along widened café lined

sidewalks, enjoy a delicious coffee

alongside newly designed water

promenades and iconic architecture

all within walking distance to home.

The CRA is positioning the Down-

town as an innovative District where

technology, arts, culture and busi-

ness collide. The open workspaces

and artist loft concepts will provide

the tech industry the tools to thrive

within these creative districts.

Just a short walk from the Office

and Employment District is the

proposed Residential District where

a vibrant mix of multi-family and

mixed use developments co-mingles

amongst the landscape. It is antici-

pated that private developers will

build up to 1,500 new units in the

district core. One mixed use project

is already in the works: City Vista

which boasts 111 units and 7,000

square feet of retail.

The City has the opportunity to use

the four districts to create one of

the most progressive and innova-

tive downtown districts, giving local

residents all the amenities of big

city life with the look and feel of the

quaint hometown atmosphere we

are all proud to call home.

The Hillsboro Inlet Bridge Rehabilitation

Project is almost complete. The Florida

Department of Transportation sched-

uled the bridge for routine repair and

rehabilitation work that began in 2015.

The City of Pompano Beach and Town

of Hillsboro pitched in to give the bridge

more of an aesthetically pleasing look.

The City erected a bronze sculpture to

memorialize the pioneer history that

took place in our region. Barefoot mail-

men were carriers on the first U.S. mail

route before the turn of the twentieth

century, whose 140 mile journey includ-

ed both rowing boats and walking along

the beach to deliver the mail between

Palm Beach and Miami. At the time,

there were no roads connecting the two

cities and the landscape was a vast and

dangerous wilderness.

The crossing of the Hillsboro Inlet by row boat was a leg of this journey and it has a particular historical significance. In 1887, James E. “Ed” Hamilton myste-riously disappeared there. A search for him ensued only to discover his clothes and mail bag on one side of the Inlet and his row boat missing. His body was never found and it was deduced that he either drowned or was attacked by a shark or an alligator while trying to swim across the inlet to retrieve his row boat from the other side. The legend of his fate has been the subject of Ameri-

can literature, film and fine art.

Through a public call to artists in 2014, the City’s Public Art Committee gave the highest ranking to Chiodo Art De-velopment of Napa California and the City of Pompano Beach commissioned sculptor Mario Chiodo to create the

Barefoot Mailman work of art.

The Sample-McDougald House, located at 450 NE 10 th

Street in Pompano Beach, is celebrating its centennial this

year. The house was built in 1916, and it is today one of a

relative handful of structures in Broward County that are

100 years old or older.

The Sample family arrived in South Florida soon after the

turn of the century. John M. Sample, the first to settle in

the Pompano area, had purchased farming land from the

Florida East Coast Railway prior to 1910.

Albert Neal Sample, a onetime architect, followed his young-

er brother John to the north Broward County area in 1911

from Chester, South Carolina. He was born in Mecklenburg

County, North Carolina on April 16, 1866, the oldest of six

children. Neal, the name he was known by, purchased his

brother’s land on June 11,1915, and be-

gan constructing his new house soon thereafter.

Sample built a spacious house located on high elevation,

over 22 feet above sea level, alongside the Dixie Highway

and the Florida East Coast Railway, the area’s two major

means of transportation. Also known as the Old Sample Es-

tate and Pine Haven, the house is a seventeen room Geor-

gian Colonial structure constructed by Sample supposedly

as a replica of a home he previously owned in South Caro-

lina. It is unquestionably one of the most architecturally sig-

nificant historic homes in the county, and one of the earliest

to display a formal architectural style.

The home served as the base for Sample’s farming opera-

tions that stretched from today’s Lighthouse Point out west

past what is now Powerline Road. At first, Sample grew pine-

apples, a popular crop for earlier settlers to the area, but it

soon became apparent that winter vegetables, such as string

beans, bell peppers, eggplant and squash, among other

crops, were more profitable. Sample constructed a road in

1917 to reach his cropland (like most local farmers, Sample’s

agricultural fields were not contiguous). Today that thorough-

fare still bears his name: Sample Road,

On December 27th, 1940, Albert Neal Sample and his wife

Maggie deeded the property to their daughter Lois S. Barks-

dale of Greenville, South Carolina. Sample died less than five

months later, on April 4th, 1941; he was seventy-four years old

and well-respected among Broward County’s business and

political leaders. He was survived by his widow, Maggie Hen-

derson Sample; three sons, Lee M., Hugh H., and Albert, Jr.,

all of Pompano; as well as his daughter, Lois Barksdale.

Sarah Sellers McDougald and William D. McDougald, Sr.

had been living with their children in a two-bedroom home in

Deerfield when they learned of the availability of the Sample

residence from a friend. Although they purchased the home

on August 14th, 1943, Mrs. McDougald who was then acting

postmistress of Deerfield could not get a release from her job

due to a manpower shortage during the war years. They had

to postpone the family’s move until May 11th, 1944.

By the time the McDougald family moved into the home, the

Dixie Highway had lost some of its glamour. Mrs. McDougald

recalled, “Much to my sorrow there was not much traffic - just

a couple cars a day. It was lonely. We often went out on the

lawn and waved at engineers and conductors in trains rolling

down the Florida East Coast Railway tracks.”

William Duncan McDougald, born in Montgomery County,

Georgia, had arrived in Deerfield in 1921. In 1929, he mar-

ried schoolteacher Sarah Sellers. Although his main occupa-

tion was farming, he also served as a city commissioner for

Deerfield as well as its Chief of Police. He was deputized by

the Broward County Sheriff’s Department and was elected to

several terms as Constable of the north Broward district.

Over time, the McDougalds saw the farmland surrounding

their residence transformed into commercial property and en-

croaching residential development; the roadway once known

as the “new” Dixie Highway become the “old” Dixie Highway.

A founding member of several North Broward historical soci-

eties, Mrs. McDougald feared that because of its location the

structure was threatened and its future uncertain. A fifty-year

resident of Broward County, she died at age 73 in April 1979.

The McDougald children, William D., Jr., Mary Ellen, Mar-

garet, Donald, Betsy and Dixie, inherited the house, and in

keeping with their mother’s desire, placed it on the National

Register of Historic Places in 1984. Anxious to see the house

preserved for future generations, the McDougalds supported

several attempts to preserve it, including moving he house

to Deerfield Beach, Tradewinds Park and the Municipal Golf

Course in Pompano Beach, but logistical and financial com-

plexities could not be overcome.

In 1999 several community volunteers -- Margaret White, Re-

becca Maddox, Marvin Buntrock and Margaret McDougald

Shadoin -- incorporated the non-profit Sample-McDougald

House Preservation Society. Margaret White had previously

contacted Pompano Beach’s City Manager, C. William Hargett,

about municipal help in finding a suitable location to which the

historic structure could be relocated. Soon thereafter a parcel

of city-owned property on the southwest corner of NE 10th

Street and 5th Avenue was leased to the new non-profit.

In November 2000, the McDougald family donated the house

to the non-profit. The State of Florida and Broward County

awarded grant funds for the project and on May 30, 2001, just

minutes after midnight, the house was moved off its original

site and over the next seven hours moved south on Dixie High-

way and then east on NE 10th Street to its new location. Hun-

dreds of people lined the streets in the middle of the night to

view this once-in-a-lifetime sight.

The next phase of the project was the actual restoration of

the house’s exterior. This included repairing damaged wood

siding, restoring masonry features, partial re-roofing, restor-

ing the house’s columns and other architectural features, and

painting the structure. This was followed by work to restore the

house’s interior, including new electrical and climate-control

systems, refinishing floors, walls, ceilings and woodwork, as

well as fixtures. Much of this needed work was performed as

in-kind donations by local businesses.

In the early morning hours of October 25th, 2005, Pompano

Beach was struck by Hurricane Wilma, resulting in significant

damage to the historic structure: the roof was opened, lead-

ing to water damage to walls, ceilings and floors. Wooden

awnings were ripped from the house and a number of win-

dows were broken, as was the distinctive leaded-glass fan

light above the entry door. Extensive repairs began to “re-

restore” the house.

The non-profit organization then embarked on a 1.5 million

dollar site development and landscaping project, featuring

native trees and vegetation, with adequate space for special

events and social functions. Other aspects of this phase in-

corporated parking, lighting, walkways and restrooms.

In 2008, during the celebration of Pompano Beach’s 100th

anniversary of incorporation, the City Commission passed

a resolution designating the Sample-McDougald House

grounds as “Centennial Park.” In 2010, the commission ap-

proved expanding the grounds by about 35 percent, incorpo-

rating a former city tree nursery into Centennial Park.

The Sample-McDougald House at Centennial Park opened to

the public in 2011. Since then it has offered narrated tours of

the historic house to the public, schools and private groups.

The Sample-McDougald House has also developed a num-

ber of annual events, including its antique automobile show,

the Florida Highwaymen Art Show and Holidays at the Sam-

ple-McDougald House, in addition to be the site for public

events of other local non-profits such as the Pompano Beach

Chamber of Commerce, Pompano Proud and the Rotary Club

of Pompano Beach among others. The Sample-McDougald

House at Centennial Park also hosts a wide variety of private

events, including weddings, company picnics, parties and

corporate meetings.

One hundred years after its construction, the Sample-McDou-

gald House is an important part of Pompano Beach’s social,

cultural and civic life. It connects current residents and visi-

tors with our regions fascinating heritage.

When a Be On The Look Out or BOLO is broadcast over a police radio, every officer stops what they are doing and writes down the information in the BOLO so they know what or whom they are looking for. A B.O.L.O is one of the most important announcements they receive.

The one thing that I have learned in my long career as an animal control officer is that when someone calls my office looking for a lost pet, I consider it a BOLO. Most people think of their pets as family and that is why it is so important for me to help find them.

ful of friends. They’re typically dis-organized and without a game plan. Being unprepared cuts your odds sub-stantially on the first day. By the third day it’s a miracle if you ever see your pet again. Recovering a pet is all about timing. The people that are out with signs and knocking on doors as soon as they realized their pet is miss-ing are the successful ones. The one that waits for the pet to come home on his own, is just like the pet, lost.

There are several reason for failure when pet owner delays. First and fore-most, the person that found your pet, falls in love. That’s right, in love with your pet. They purposely avoid find-ing the owner and make up reasons to justify their decision. Second, pets get in trouble just like people. They get hit by cars, fall in canals, and find trouble they can’t get out of without help. Third, they travel long distances. I know that everyone has heard of the dog or cat that got shipped across the country by accident. Then months later it shows up at the door of its owners all tattered and thin. Those types of sto-ries give hope, but hope is usually not the way you get your pet back. Most of the dogs and cats that I pick up are go-ing the opposite direction and people need to stop believing that their pet has a built in GPS and will return. Fourth, pets are stolen all the time. In order to recover a stolen pet, you need wit-nesses, help from experienced person-nel, and you have to act fast. Anyone in law enforcement will tell you that wit-nesses are found just after a crime has occurred, not typically three days later.

So what is the best course of action? Prepare for the inevitable, make your lost flyers before you lose your pet. You also want to gather the local Ani-mal Control and law enforcement agen-cy’s phone number as well. The City

of Pompano Beach Animal Control is 954.786.4027. Having this information readily on hand simplifies the process when you need it.

Most people are a nervous wreck when their pet comes up missing and that is not the time to be confused.

• Immediately call Animal Control and the local law enforcement agency and file a lost dog report. If the dog is a runner and a tranquilizer is required to stop it, let the officer know. • Confirm that your pet’s microchip is registered. Contact the manufacture the moment you know your pet is missing. They will create notes to aid in the recovery.• When you believe that your pet has been stolen, you have to report it as stolen. Fill out a police report. Pets are stolen every day. If the pet turns out to be stolen and you did not re port is as stolen, the officer will be not be empowered to recover stolen property like he or she would in a criminal case. • Distribute flyers and while you post them, speak to neighbors and re- mind the neighborhood kids that they can get a reward for information that leads to finding your pet.• If you live near something dangerous like a canal, especially with seawalls, get in a boat and search. • Use a social media outlet that will spread the word fast. • Make note of any contractors that were in the neighborhood that day. The pet many times is seen by the lawn crew.

After the first day, you can have mail-ers sent to certain zip codes. Get the flyer to the Humane Society and res-cue groups. Many times a finder will have picked the dog up while travel-ing in their car. They do not live in the

area and they are only passing through when suddenly your dog appears in a busy intersection. They open the door and call the dog, he or she jumps in and it is off to the next county. Most of those people will come back to look for flyers.

The most important thing for you to do right now is to secure an identification tag onto your pet. Use as many reliable contacts as possible. Use a plastic tie wrap instead of the split ring supplied. They last longer and it prevents the tag from jingling. Jingling wears out the writing and prevents the finder from reading the tag. Lastly, do not remove the collar when bathing the pet. Many people tell us that the reason their pet wasn’t wearing his or her collar was be-cause they were just given a bath.

Did you know that if you find a pet you are obligated by law to report it to the Animal Control agency of that jurisdic-tion? You are also required to place an ad in a local newspaper publication for three days.

When you place the ad, do not post every detail about the pet. Keep some unique detail that only the owner would know about and make them disclose that information over the phone before allowing them to view the pet. Also make sure you get identification like a driver’s license before releasing the pet.

We all hope we never have to go through the heartache of losing a pet, but with a few preventative steps we can all Be On The Look Out for our-selves and our neighbors.

Certificate of Achievement for Excellence in Finan-

cial Reporting from the Government Finance Officers

Association for its Comprehensive Annual Finance

Report. The Finance Department has received this

award for thirty-three years.

The Public Communications Office was awarded the

3CMA Silver Circle Award in the category of Print Publi-

cations and the 3CMA Award of Excellence for Graphic

Design, both for the Pompano Beach Tourist Guide.

3CMA is the National City-County Communications and

Marketing Association in Washington, D.C.

The Utilities Department was awarded the Reuse

Customer of the Year for the Sample McDougald House

from the Florida Water Environment Association.

The Community Redevelopment Agency (CRA) received the Outstanding New Building Project

Award for the 731 Retail Shoppes from the Florida

Redevelopment Association.

The Florida Festivals and Events Association awarded

CRA the SunSational Awards for Green Market Promo-

tional Item, Light Up MLK Photo, Green Market VIP Pro-

gram and Light Up MLK Promotional Item. The City of

Pompano Beach Human Resources/Risk Management

Department received the 2015 Florida Worksite Well-

ness Award from the Consortium for a Healthier Miami-

Dade that recognizes the important strides that local

businesses have made in improving employee health.

The City of Pompano Beach was awarded a Florida

Nursery, Growers, and Landscape Association Award

for the renovation of Beachfront Park. The improve-

ments were a collaboration of different departments in

the City including Public Works, Development Services

and the Community Redevelopment Agency.

The burrowing owls that reside at Hunters Park now have a bet-

ter place to call home! The South Florida Audubon Society and

the City of Pompano Beach teamed up to provide a reinforced

burrow for the owls. The Florida burrowing owl is considered an

endangered species. It digs its own burrow as opposed to other

species of burrowing owls which nest in the abandoned burrows

of other animals.

school programs, The First Tee program helps shape the

lives of young people from all walks of life by reinforcing

values like integrity, respect and perseverance through

the game of golf. And it’s making a difference. Their re-

search-proven programs are having a positive impact

on participants, their families and communities like ours.

The First Tee Life Skills Experience was formulated with the

help of academic, sport psychology, youth development and

golf experts to protectively teach core values and life skills

as part of basic golf instruction. The First Tee has steadily

grown into a robust youth service organization, impacting,

influencing and inspiring more than 10 million young people.

The City of Pompano Beach Golf Course has now

placed 150 children through this worthwhile program.

We would like to invite everyone to come and take a look at the Aquatic Center and Houston/Sworn Aquatic Center. BeachHours of OperationNorth Pompano Beach Boulevard & Atlantic Boulevard

The public beach is open 365 days a year. Swimming areas guarded 7 days a week 9 a.m - 4:45 p.m. During day light savings the guards extend their coverage until 6:45 p.m (early March to early September).

Restroom facilities, showers, picnic shelter and tables, barbecue grills, beach wheelchairs, and children’s playground are located on the beach.

The Municipal Pier, 222 N. Pompano Beach Boulevard, is open 24 hours a day. Food and beverages can be purchased at the Pier Concession.

The public beach has two beach wheelchairs which make the beach accessible to our special needs residents and visitors. The beach chairs are available seven days a week on a first-come, first-served basis. For more information go to Ocean Rescue Headquarters (50 N. Pompano Beach Blvd.) or ask any lifeguard.

Ocean RescuePompano Beach Ocean Rescue is a division of Pompano Beach Fire Rescue. The beach patrol consists of 17 full-time and 35 part-time high-ly trained men and women who protect swimmers along 1,200 yards of beach. All of our ocean lifeguards are certified First Responders or Emergency Medical Technicians who are trained to handle any emergen-cy and are equipped with full basic life support equipment such as AED’s and oxygen. Our agency’s lifeguard certification is provided through the United States Lifesaving Association. Ocean Rescue lifeguards receive additional training with Pompano Beach Fire Rescue. Our ocean life-guards also have extensive knowledge of the ocean and beach environ-ment and are always happy to answer questions from the public.

Special ConsiderationsBoogie boarding is allowed everywhere on the beach, however, surfing is only allowed in designated areas. Wrist or ankle leashes are manda-tory. Stand up paddleboards have been interpreted to be the same as surfboards if inside the vessel exclusion buoys. Launching for stand up paddleboards is north of Lifeguard Tower 6 located on the north side of the municipal pier or south of Lifeguard Tower 3 located at the eastern Atlantic Avenue terminus. No craft shall be operated at a distance closer than 100 yards (300 feet) of the municipal pier. Stand up paddleboarders outside

the vessel exclusion buoys are required to wear a life vest

Hobie cats, kite boarders, paddle and wind driven vessels can be launched at NE 13th and 16th Streets only and must stay 100 yards off the public beach. Boats (both sail and motor) must also stay 100 yards off the public beach. Vessel exclusion buoys are an added visual reference.

Boat and Jet Ski launching is available at Alsdorf Park on NE 14th Street Causeway and the Intracoastal Waterway. A playground and picnic area is also available at this site.

Beach Picnic Pavilions, Sand Volleyball and Soccer CourtsPavilions and Courts are available on a first-come, first-served basis; however, to rent either one for a special activity, an application must be made at the Emma Lou Olson Civic Center. Pompano’s Municipal Golf Courses consists of two 18-hole courses; the Palms and the Pines. The golf courses are conveniently located on North Federal Highway between Atlantic Avenue and Copans Road and are easily accessed from I-95 and Florida’s Turnpike.

The recently redesigned and renovated Greg Norman Signature Pines Course opened on January 1, 2013 to rave reviews. With state of the art design, Celebration Bermuda fairways and TifEagle greens, the Pines

will most assuredly become a golf destination for residents and visitors to the region. The Palms golf course continues to cater to a loyal following of golfers who have enjoyed the layout for over a half a century.

The Golf Shop and Golf Course Restaurant & Lounge are open to the public as well as members and guests. The friendly and professional Staff, led by PGA Professional Bob Loring, is also available for expert golf instruction and club/golf ball fitting.

This article is required by the Federal Emer- gency Management Agency (FEMA) to satisfy provisions in the Community Rating System (CRS) for reduced costs for flood insurance.The following is offered to Pompano Beach residents to help prevent and minimize the impact on lives and property caused by floodwaters.

Flood Hazard MapThe City’s has copies of FEMA’s Flood Criteria Map identifying flood zones for all properties in the city. The FEMA Flood Hazard Areas found within the City limits include Zone X, Zone AE, Zone AH, and Zone VE. The map depicts the flood hazard associated with any parcel in the City. A summarized flood zone map is located in the Building Inspections Division at City Hall and is available in electronic GIS format.

Flood RiskAlthough we have been relatively fortunate formany years, the flooding on Halloween 2011 reminds us of the possibility of a flooding event without a major storm or hurricane. The risk of flooding within the City of Pompano Beach can increase by the presence of higher water levels within the Atlantic Ocean and the Intracoastal Waterway due to storm surge In general, property located east of State Road A1A within the City has been designated as a coastal zone which encounters greater flood-ing risk due to waves and storm surge during a significant storm event.

Flood Warning SystemThe City of Pompano Beach, in coordination with Broward County, has a warning system to notify residents of impending flood dan-ger. Warnings will be transmitted on public address systems such as the City’s website, CODE RED, television channel 78, telephone, and on a door-to-door basis. Listen for instruc-tions during times of flood risk.

Flood SafetyThese are precautionary steps to consider be-fore possible flooding:• Listen to radio or television for warnings.• Obey warning and evacuation instructions from disaster officials.• Know your evacuation zone and route.• Take your own essentials (food, toiletries, clothes, blankets, etc.).• Turn off the electricity and gas before leaving your home.• Bring a battery-operated flashlight.• Be careful at all times, particularly at night, and try to remain calm.• Do not drive through flooded roadways• Do not walk through high waters• Stay away from electrical wires

Flood InsuranceMost homeowners’ insurance policies do not cover property losses due to flood waters. To insure your property for flood damage, you

need a flood insurance policy. If you do not have valid flood insurance, contact an agent immediately. Property owners can insure property; renters can insure possessions. The City of Pompano Beach participates in the Na-tional Flood Insurance Program (NFIP) to provide city residents with the initial qualifica-tion to purchase flood insurance. Flood insur-ance typically covers the building structure but not the contents so verify your coverage for contents under your homeowner’s insurance. Please note that there is a 30-day waiting pe-riod after purchase before NFIP flood insur-ance coverage takes effect. We applied to FEMA for participation in the CRS program to enable our residents to qualify for lower flood insurance premiums.

Property ProtectionThere are ways to minimize property losses from flood damage, including:• Move furniture and other household valu- ables to rooms or spaces in the upper story of a two-story dwelling or a location higher than the regular floor elevation in a single story home.• Place sandbags in strategic places around your property prior to flood status. When sandbags are placed correctly at proper locations, they can slow up and divert flood waters.• Upgrading your property can include regrading your property to providefor on-site storage of stormwater runoff, installing an earthen berm along the perimeter, retrofitting the existing structure to be flood proofed, or elevating the existing structure to raise the finish floor elevation.

Development PermitsAll development (new construction, addi-tions, renovations, alterations to properties, etc.) in the City of Pompano Beach re-quire a construction permit. The NFIP and the Florida Building Code require the entire build-ing to conform to the requirements for a new building when building repairs or alterations exceed 50 percent of the building’s market value. All applicable building permit applica-tions must conform to this requirement when submitted to the Building Inspections Division. The requirement may also apply if a building is substantially damaged. Before building on, al-tering, regrading, or replacing fill on your prop-erty, always check with the Building Division on any permit requirements. A permit may be required to ensure that the construction does not negatively impact adjacent properties. If an ongoing construction project within a City does not have a posted permit sign, please contact the City’s Building Division to report the possible violation.

Stormwater ManagementStormwater is managed through a sys-tem of pipes and drainage canals maintained regularly by our Public Works and Utilities De-partments, the Broward County Office of En-vironmental Services and South Florida Wa-ter Management District. Constant water flow through these canals, especially during heavy storms, is essential to flood prevention in the City. City and state laws prohibit dumping trash in waterways. Report violators to Public Works Department at 954.786.4060.

Natural HabitatNatural areas of the City provide a benefi-cial function by reducing the potential sever-ity of flooding. These natural areas typically collect and retain stormwater runoff during rain-fall events and allow for the infiltration of storm-water into the natural ground surface, which can reduce the flooding levels within the de-veloped areas of the City. These natural areas also enhance the water quality of stormwater runoff by allowing suspended sediments and nutrients to settle during the retention period. State regulations protect those natural areas that help to reduce the risks associated with flooding. Along the beach, no new structures are permitted seaward of the Coastal Construc-tion Line without permission. Other restrictions protect some wetland areas from development.

Rate ReductionsOn June 11th, 1993, FEMA awarded the City with a Class 9 rating in the CRS. This rating earned Pompano Beach residents a five per- cent discount on flood insurance premiums. In September 1994, the City received official notification that Pompano Beach residents are eligible for an additional five percent discount, or ten percent total, on flood insurance based on the City complying with the requirements for a Class 8 rating in the CRS. In July 2012, FEMA awarded the City a class 7 rating so flood insurance policy holders in special flood hazard areas in the City now receive a 15% discount on their insurance premiums.
