ARC 2018 – Tracking Temporary Faculty Entitlements and Evaluations
The goal today is to assist you in having a better understanding of entitlements and help you to
keep track of them.
The Unit 3 Collective Bargaining Agreement (CBA) is your best resource for determining entitlements. Always defer to the CBA for clarification of any information provided in this presentation.

Why Are Entitlements Important?

One-year Appointment If a part-time faculty member teaches two consecutive
semesters or 3 consecutive quarters of the prior academic year
(Semester example: Fall and Spring or Spring and State Side Summer)
(Quarter example: Fall, Winter & Spring or Winter Spring & State Side summer)
Receives a satisfactory review
and Is offered units the next fall term
Then they are entitled to a one-year appointment consisting of a “similar assignment”.4
Similar Assignment
Part-time temporary faculty members areentitled to a one-year appointment,consisting of a “similar assignment.”

A “similar assignment” is an entitlement equal to the time base held the prior academic year.
Three-year Appointment
Temporary faculty members who: teach one or more semesters / two or more quarters
over a consecutive six year period
on a single campus in a single department
and receive a satisfactory review
Must be granted a three-year appointment.

Three-year Appointment Time Base?
The first three-year appointment entitlement is determined by the WTU’s assigned during the academic year of the 6th year of consecutive employment.
A subsequent three-year appointment entitlement is determined by the WTU’s assigned during the last year of the prior three-year appointment.

Conditional vs. Unconditional Appointments Part-time temporary appointments may be on condition
of enrollment and budget considerations. If a class is cancelled prior to the third class meeting, the
temporary employee shall be paid for the portion of the academic term worked prior to cancellation.
If a class is class is cancelled after the third class meeting, the temporary employee shall either be paid for the remaining portion of the class assignment or provided an alternate work assignment.
Full-time appointments are unconditionalfor the duration of the appointment.

How Are Entitlements Used?
Entitlements are used to correctlyfollow the order for assigning workset forth under Article 12.29 of the faculty Collective Bargaining Agreement.

A one-year appointment is earned by teaching two consecutive semesters in the previous Academic Year (AY).

Once they have taught for six consecutive years they are eligible for athree year appointment in the next AY.
A Comment is made in sixth year to alert the DepartmentChair of this determining year.

The entitlement is for the entire three years of the appointment no matter how many WTU’s are assigned in the 1st or 2nd year.

WTU’s taught in the 3rd year of a three year appointment determine the entitlement for the next three year appointment. Once again, a comment is made in the 3rd year to alert the Department Chair of the determining year.

Ieta had a one year appointment with an entitlement of 6 WTU’s in 2017/18.
She either declined work or was not offered work in Spring ‘18 therefore she will receive a one semester appointment in 2018/19.

Niko did not receive an assignment in 2016/17, but returned in Fall the following AY. Because he did not teach in the previous AY he is considered a new hire and his contract clock re-sets. You will need to manually override the clock with "First Year".
He received a one semester appointment with no entitlements in 2017/18.

Grace has taught one semester for six consecutive years and is eligible for a three year appointment in 2018/19.

Omar is a little trickier. In 2009/10 he is eligible for a one year appointment but does not receive an assignment in Fall ‘09, therefore when he returns in Spring ‘10 he receives a one semester appointment with zero entitlement. AY 09/10 does count toward the six year clock.
Now in 2017/18 he is eligible for a three year appointment and again does not receive an appointment in Fall ‘17. When he returns again in Spring ‘18 he will receive a three year appointment with the entitlementof 15 WTU’s. Please work with your assigned Faculty Affairs Office for direction on how to prepare the appointment documents for this scenario.

And now you have Entitlement BINGO! This workbook is updated after contracts are completed each semester and sent to the Department Chairs to assist them with determining Temporary Faculty course assignments for the next semester. The pertinent data is highlighted and bolded to assist with ensuring the correct data is considered when offering assignments.

Anyone who was not assigned during an Academic Year is moved to the In-Active Worksheet for future reference if ever needed. If a faculty returns to teach at a later time this data can be brought back into the active worksheet for historical purposes.

The CBA requires that a list of all “New three year Appointments” be posted within the departmentno later than June 30th each year. This includes anyone who will be in their 1st year of a three year in the next AY. If there is no one that falls into this category then “NONE” is indicated on the posting. This allows PT Faculty to inquire if they are not on the list and feel they should be.
