further that the IJC take immediate action to lower the level of the lakes to within a manageable

average mean of each Great Lake and further that a copy of this resolution be forwarded to The

the new seasonal is contacted and accepts the site’, rather than when the trailer arrives.”

These are very valid issues. Thank you for sharing. Since Marcel as chair is on council and we have

recently lost Norm Nash I am the only member that needs to weigh in. Council does have jurisdiction over

Lakeside Park. I feel we have to wait until we are sure of direction from the province by the end of July. If

the rules are the same I feel that the municipality will have to take appropriate steps including possibly

closing out everyone except seasonal campers and then have staff monitor their sites for numbers. I

assume playground equipment and the ball fields will also be dealt with at the same time. The OPP will

have to be kept fully informed so that if there are calls they have enough officers to handle the situation.

Please deal with this issue at the Council table and please let me know the situation when we get closer

to the long weekend. I am very pleased that we have such a diligent detachment commander. Thank you

for keeping me informed.

Subject: Lakeside Park - August Long Weekend

Good Morning Lindsay,

I was hoping we would get to actually meet at a Police Services Board meeting, but COVID-19 apparently

has other plans. Until then, I suppose e-mail will have to do.

I know I’m thinking well ahead here, but I just wanted to touch base about plans for Lakeside Park during

what would normally be the Community Day Long Weekend. Obviously, this is one of the biggest

gatherings that normally takes place every summer in East Algoma. I understand (unless I’m misinformed)

that the campground is currently still only accepting seasonal campers.






I’m wondering if the town intends to accept campers for community day long weekend that do not have

seasonal sites. My concern is that the long-weekend is a tradition in Thessalon and many visitors may still

want to come to Thessalon for the long-weekend; even with the ball-tournament and community day

events being cancelled. A spin off of that, if the park is open to visitors, is that people will expect to have

the large family campsites that they’re accustomed to during this unique camping weekend – giving rise

to what would be a breach of the current emergency orders in the province that ban social gatherings of

more than 10 people who are not of the same household. I reference these as the “current” emergency

orders, because it is very possible that these will change by August, however it is reasonable to operate

on the premise that some kind of similar regulations may exist by the time the long-weekend rolls

around.

I wanted to bring this up well ahead of time and raise a couple points for consideration if the town

chooses to allow non-seasonal campers:

• O.Reg. 52/20 prohibits social gatherings of more than 10 people who are not of the same household – with a few very specific exceptions. None of which would likely apply to those visiting the campground for the long-weekend.

• O.Reg. 263/20 puts the onus on the person “responsible for the campground” to ensure that every person using the campground is complying with any applicable restrictions on the size of social gatherings. In the case of Lakeside Park, that would be the town.

I bring these points up for consideration only because if non-seasonal campers are allowed to use the

campground, the town will need to consider policy on groups and how to enforce that; bearing in mind

that in Ontario the provision of security services must be provided by licenced security guards only. From

a policing perspective, we have had very few issues at the Thessalon Community Day weekend over the

last several years – but the crowds are still an omni-present issue, and I can’t help but imagine that a

good percentage of people will still want to come to Thessalon just because it’s what they “always do” for

that long weekend.

This is normally something I would have raised at a Police Services Board meeting for consideration, but

I’m not sure when the next meeting will take place. On that point, if there is an appetite for a meeting via

teleconference I am certainly open to participating in that.

waterways in Northeastern Ontario is a growing area of public concern

WHEREAS reducing the waste we generate and reincorporating valuable

resources from our waste stream into new goods can reduce GHGs

significantly

WHEREAS the transition to full producer responsibility for packaging, paper

and paper products is a critical to reducing waste, improving recycling and

driving better economic and environmental outcomes

WHEREAS the move to a circular economy is a global movement, and that

the transition of Blue Box programs would go a long way toward this

outcome

WHEREAS the Municipality of _________ is supportive of a timely,

seamless, and successful transition of Blue Box programs to full financial

and operational responsibility by producers of packaging, paper and paper

products

WHEREAS the Municipality of _______ is concerned about a recent

proposal by the Ministry of Environment, Conservation and Parks that could

jeopardize over 135 small rural, remote, and Northern community Blue Box

programs across the Province as well as servicing to schools and public

spaces;

AND WHEREAS the Association of Municipalities of Ontario has requested

municipal governments with Blue Box programs to provide an indication of

the best date to transition our Blue Box program to full producer

responsibility;

THEREFORE BE IT RESOLVED THAT the Municipality of ______ strongly

advocates for language to be included in the regulation that ensures

municipalities under 5,000 continue to receive Blue Box servicing as was

agreed as part of the Provincial government’s Blue Box mediation as well as

schools and public spaces.

FURTHER BE IT RESOLVED THAT the Municipality of ______ forward this

resolution to the Honorable Jeff Yurek Minister of the Environment,

Conservation and Parks, the Association of Municipalities of Ontario, the

Federation of Northeastern Ontario Municipalities and the Rural Ontario

Municipalities Association.

THESSALON COMMUNITY EVENTS AND ACTIVITIES COMMITTEE

July 14, 2020

Chair Stopes opened the meeting at 6:00 p.m.

1. Community Days Theme ‘The 70’s’:

a. Vintage Vehicle Parade is Thursday, July 30th at 6:00 p.m.

b. That 70’s Scavenger Hunt starts Tuesday, July 21st and will end at 12 noon on

Thursday, July 30th. Prizes will be $25 gift cards to local businesses.

c. Business Decorating Contest: businesses will be encouraged to decorate their

store front. Winner will receive an add of their choice in the Sentinel.

2. Home Garden Contest: residents may submit their photos to enter the contest by

Thursday, August 27th at 12 noon. Categories may include beautification, biggest

vegetable, most unique plant or vegetable grown.

3. Trees: money for cherry/crab apple or other flowering trees to be put in the budget for

2021 to plant along the riverbank. Residents may purchase a tree in memory of a loved

one, or as a family. I will get a quote on a plaque board/display for the purchased trees.

Quotes and orders for the trees are being researched now.

4. Halloween: no definite decision on how Halloween activities will look at this point. It is

possible we could run another scavenger hunt, poker walk or Main Street trick or treat.

5. Senior Christmas Luncheon: the decision has been made to cancel the senior luncheon

for 2020 because of the COVID risk to that age group.

July 2020 Report to Council

Tenders

Request for quotations were sent out to contractors for the placement of Hot Mix Asphalt as several

locations including the “S” curves at the east entrance to town and sections of the parking lot at the

Health Centre.

I also sent out an RFQ for the installation of security cameras at the Town office, Marina, Fitness Centre

and Public works garage.

The following low bids were received for “Hot mix asphalt patches”

Ellwood Robinson $111,998 + $14,559.74 HST

Pioneer Construction $124,800 + $16,224.00 HST

Leroy Construction $144,290 + $18,757.71 HST

The budgeted amount is $140,000

I would recommend awarding the Hot mix asphalt patches to Ellwood Robinson

The following bids were received for “Security Cameras”

ATS $7559.58 + $982.74

EchoTech $22,976.99 + $2987.01 HST

The budgeted amount is $8500.

I have sent out the tender for the Health Centre Roofing to 5 new contractors, it will close August 5th.

Fire Permit changes

It is proposed by the Acting Fire Chief to make changes to the existing by-laws for fire permits.

The user fee by-law #1800 will now have a seasonal rate for fire permits of $10, this fee was $30.

By-law #2108 being a by-law for prescribing the time for setting fires etc, in the Town of Thessalon and

the precautions to be observed has changes as follows

Section 2(d) the distance for a fire from any flammable materials has been changed from 2 metres to 3

metres.

Section 15 has wording added to cover the use of a gas firepit. Please see By-law Number 2384.

New Equipment numbers and rates

2020 Dodge 4x4 Crew cab Unit # 52 Machine time rate = $31.25/hr.

2020 Utility Trailer 16-foot Unit # 53 Machine Time rate = $25.00/hr.

The work on the development has started effective July 13th.

Frances Street construction

This contract has now been completed. Line painting has been completed as well as the painting of stop

blocks at each intersection.

Park

The Park is fully open now, additional cleaning measures have been implemented for the washrooms.

The playgrounds remain closed.

There has been a bear issue at the Park, we have built metal garbage bins in place of the wood/plastic

bins we had and they seem to have helped in keeping the bear out of the garbage. We have also

increased the amount of times per day when garbage is removed from the bins and placed in the large

dumpster at the back of the park as well as educating the residents to not place garbage after hours

when no staff are on site. Signage has also been placed advising residents that if they encounter a bear

on their site to call 911.

Marina

The Marina is now manned Wednesday to Sunday with Public Works staff covering Monday and Tuesday.

We are open to receive docking fees, launching fees, sell gas and ice. Safety measures are also

implemented there for the workers safety. The washrooms remain closed.

Signage has been temporarily placed for the identification of parking areas as well as to keep vehicles off

the grass. We have had feed back from the original complainant stating the signs will not work.

RE: Excluded Expenses as Required by Ontario

Regulation 284/09

RECOMMENDATION:

That the Town of Thessalon approves the report for excluded expenses

outlined in report 2020-0001 as required by Municipal Act, 2001, Ontario

Regulation 284/09.

BACKGROUND:

Ontario Regulation 284/09 (O. Reg. 284/09) is a regulation added in 2010 to

the Municipal Act, 2001, S.O. 2001, c. 25, as amended (the Municipal Act).

This regulation allows municipalities to exclude from the annual budget

estimated expenses for all or a portion of the following:

1) Amortization expenses

2) Post-employment benefits expenses

3) Solid waste landfill and post-closure expenses

If a municipality has adopted a budget for 2020 that excluded any of the

expenses listed above, a transitional rule allows the municipality within 60

days of receiving its audited financial statements for 2019 to:

a) Prepare a report about the excluded expenses

b) Adopt the report by resolution

DISCUSSION:

Starting with the 2009 year end, accounting standards and reporting

requirements have changed dramatically; most significantly with the

introduction of tangible capital asset accounting as required by the Public

Sector Accounting Board (PSAB). The new accounting standards, however,

do not require budgets to be prepared on the same basis. The Town of

Thessalon continues to prepare budgets on the traditional cash basis.

The annual budget of a municipality is an important exercise, one that plans

for current and future activities and acquisitions. A key outcome of the annual

budget is a tax rate, which Council is asked to approve. This tax rate is

determined on a cash basis and is not required to include the PSAB

requirements of accrual accounting and accounting for non-financial assets

and liabilities such as amortization expenses, post-employment benefits, and

solid waste landfill and post-closure expenses.

Amortization Expenses

The 2019 amortization expense reported on the consolidated financial

statements totaled $609,323. Theoretically this amount represents the annual

use of Town assets. Taking into account new assets coming into service in

2020 along with the existing asset base, amortization projections are expected

to exceed $645,000 for 2020.

The Town of Thessalon does not budget for amortization expenses; however,

the Town does budget to provide to reserve(s) and Reserve Funds. In the 2019

budget a total of $895,000, was transferred into Reserve(s) and Reserve

Funds.

By definition, amortization expense is the attribution of capital cost over the

useful life of the asset. However, amortization is also a good tool to predict

the future annual financial commitment of asset replacements. Given this fact,

it is reasonable to expect that as the Town’s asset inventory and associated

amortization expenses continue to grow, deficits may occur. As such, the

consideration of a dedicated capital levy in future years may be needed to

ensure that the Town’s tangible capital assets are being replaced in a timely

manner without large fluctuations in the tax rate or the issuance of debt.

Post-employment benefits expenses

Post-employment expenses for employees, upon retirement after having

served more than five (5) consecutive full-time years of employment, shall be

entitled to a retirement allowance equal to one-half (1/2) the number of sick

days standing to their credit, and in any event not to exceed three (3) months

earnings at their current basic rate of pay.

The Town does annually budget for the current year’s costs of post-

employment benefits by allocating 50% of accumulated sick days for all

employees to a reserve for sick leave.

Solid waste landfill and post-closure expenses

Solid waste landfill and post-closure expenses is costs associated with the

future closure of our landfill site.

The Town does annually budget for the current year’s costs of solid waste

landfill and post-closure expenses by allocating a pre-determined amount to a

reserve for Rose Lake post closure.

FINANCIAL IMPACT:

There is no financial impact to this report. To include amortization expenses

in the 2020 budget would have required additional funding of approximately

$645,000, which would have meant an increase to required dollars of 40.47%.

THE CORPORATION OF THE TOWN OF THESSALON

BY-LAW NUMBER 2381

Being a bylaw to appoint the Chief of the Town of Thessalon Fire Department.

WHEREAS the Fire Protection and Prevention Act, 1997, Section 6 (1) states: ‘If a fire

department is established for the whole or a part of the municipality or for more than one

municipality, the Council of the municipality or the Councils of the municipalities, as the

case may be, shall appoint a fire chief for the fire department.’

AND WHEREAS the Council of the Corporation of the Town of Thessalon has enacted

By-law 1311 to establish and regulate a Fire Department.

THEREFORE the Council of the Corporation of the Town of Thessalon hereby ENACTS

that Scott Lawrence be appointed Chief of the Fire Department to serve until this by-law is

rescinded, following the election of a new Fire Chief.

By-law Number 1516 is hereby rescinded.

BY-LAW NUMBER 2382

Being a bylaw to appoint the Deputy Chief of the Town of Thessalon Fire Department.

WHEREAS the Municipal Act R.S.O. 1990 c. M45 provides that the Council may by by-

law appoint such officers and servants;

AND WHEREAS the Council of the Corporation of the Town of Thessalon has enacted

By-law 1311 to establish and regulate a Fire Department.

THEREFORE the Council of the Corporation of the Town of Thessalon hereby ENACTS

that Ben Tetreault be appointed Deputy Fire Chief of the Fire Department to serve until this

by-law is rescinded, following the election of a new Deputy Fire Chief.

By-law Number 1068 is hereby rescinded.

BY-LAW NUMBER 2383

Being a by-law to authorize the signing of an agreement between the Corporation of the City of Sault Ste.

Marie and the municipal partners being the Town of Bruce Mines, the Township of Dubreuilville, the

Township of Hilton, the Village of Hilton Beach, the Municipality of Huron Shores, the Township of

Jocelyn, the Township of Johnson, the Township of Laird, the Township of MacDonald, Meredith &

Aberdeen Additional, the Township of Michipicoten now the Municipality of Wawa, the Township of

Plummer Additional, the Township of Prince, the Township of St. Joseph, the Township of Tarbutt &

Tarbutt Additional, the Corporation of the Town of Thessalon, and the Township of White River, Garden

River First Nation, and Batchewana First Nation of Ojibways for court administration and court support

functions under the Provincial Offences Act and prosecutions of matters under Parts I and II of the

Provincial Offences Act.

WHEREAS the Municipal Act, 2001, Section c. 25, s. 5(3) provides that a municipal power, including a

municipality’s capacity, rights, powers and privileges under section 8, shall be exercised by by-law unless

the municipality is specifically authorized to do otherwise;

AND WHEREAS an inter-municipal service agreement is required to be made in support of a Memorandum

of Understanding for the transfer of service delivery for all court administration and court support functions

under the Provincial Offences Act and prosecutions of matters under Parts I and II of the Provincial Offences

Act;

AND WHEREAS the parties hereto have agreed to the City of Sault Ste. Marie being the service delivery

agent to affect a seamless transition of Provincial Offences Act court administration and to sharing the net

revenues on a population basis among the municipal partners;

THEREFORE The Council of The Corporation of the Town of Thessalon hereby ENACTS AS

FOLLOWS:

1. The Mayor and Clerk-Treasurer are hereby authorized to sign, on behalf of the Corporation of the

Town of Thessalon, the agreement between the Corporation of the City of Sault Ste. Marie and the

municipal partners covering the period from April 1, 2020 to March 31, 2025.

2. This by-law shall come into force and take effect upon the immediate passing thereof by Council.

CORPORATION OF THE TOWN OF THESSALON

BY-LAW NUMBER 2384

Being a By-Law to amend By-law Number 2108, being a by-law regarding the time for setting fires in the

Town of Thessalon and the precautions to be observed.

WHEREAS Section 5(3) of The Municipal Act, 2001, S.O. 2001, C.25, as amended, (the “Municipal Act,

2001”) provides that powers of every Council are to be exercised by by-law unless specifically authorized

to do otherwise;

AND WHEREAS Section 7.1 of the Fire Protection and Prevention Act, 1997, S.O. 1997, C.4, as amended,

(the “FPPA”) provides that a Municipality may pass a by-law prescribing for the Municipality the times

during which fires may be set in open air and the precautions to be observed by persons setting fires;

NOW THEREFORE the Council of the Corporation of the Town of Thessalon hereby ENACTS AS

FOLLOWS:

1. Sections 2(d) and 15 of By-law Number 2108 are hereby amended as follows:

2. (d) the fire is at least three metres from any flammable materials; and

15. No Person shall start a fire outdoors in a restricted fire zone for the purpose of

cooking or obtaining warmth except in an approved portable stove or a gas firepit.

2. This by-law shall come into force and take effect immediately upon the final passing thereof.

Being a By-law to amend Schedule “A” of By-law Number 1800, being a by-law for User Fees and

Service Charges.

WHEREAS Part XII of the Municipal Act, S.O. 2001, c. 25, as amended, states that despite any Act, a

municipality and local board may pass by-laws imposing fees or charges on any class of persons, for services

or activities provided or done by or on behalf of it, and, and for the use of its property including property

under its control;

AND WHEREAS it is deemed necessary to amend Schedule “A” of By-law Number 1800;

NOW THEREFORE the Council of the Corporation of the Town of Thessalon hereby ENACTS AS

FOLLOWS:

amended.

BEING A BY-LAW to confirm the proceedings of the regular meeting of Council held on

affix the Corporate Seal to all such documents as required.
