Kannel reported a conversation with Clark Goodwin regarding cars speeding past his home and his wish
for a lower speed limit there. Kannel advised Goodwin to bring this concern to a board meeting.

Kannel presented an estimate from Pierce County Highway Department to remove and replace 3 culverts
on 410th St. for $22,583.00. Motion by Kannel, second by Foley to accept estimate. All in favor, motion
carried.
Kannel requested Heise compose and send a letter to Jay Richardson, owner Son-Bow Farms regarding
watershed and run-off at his property on 450th Ave, requesting landowner contacts Pierce County Land
Conservation Director Rod Webb.
Discuss/Take Action: V-plow (for truck)
V-plow will be placed for sale on Craig’s List this fall, if it does not sell, it will be stored until a time the
price of scrap metal increases. Options for disposal will be revisited at that time.
Discuss/Take Action: Shouldering Machine
No action.
Discuss/Take Action: Liquor/Tobacco/Operator’s license application
Heise presented three Renewal Alcohol Beverage License Applications (Type Class B beer and Class B
liquor). Applications for 7/1/2020 until 6/30/2021 include: Ellsworth Rod and Gun Club, El Paso Bar
and Vino in the Valley, also a renewal Cigarette License Application from El Paso Bar. Robin Zignego
DBA Langers Bar has not submitted a renewal as of this date. Motion by Fischer, second by Foley to
approve renewals including Langers Bar, alcohol and cigarette licenses, as long as fees are paid, and it is
received before 7/1/20. All in favor, motion carried.
Heise presented Operator’s License Applications (a.k.a. Bartender’s License) for the time frame of
approval until June 30, 2020. Heise reported the Wisconsin Circuit Courts website was used to investigate
applicant’s criminal records. Motion by Fischer, second by Foley to approve operator’s licenses. All in
favor, motion carried.

Discuss/Take Action: CARES Act Sub-grant to Municipalities
Wisconsin Elections Commission is offering funds to help cover additional 2020 election costs caused by
the coronavirus crisis. Municipalities will receive $200 plus an additional $1.10 per registered voter as of
6/1/20. Motion by Fischer, second by Kannel to authorize Heise to apply for these funds. All in favor,
motion carried.

DOT. All in favor, motion carried. Kannel stated that this is a six-year window project and no dollars are
required to be paid this year.

Hines reported on prices from Kraemer and Pierce County. Motion by Foley, second by Fischer to
proceed with purchasing rock from Kraemer as the Kraemer price was $1.23 per yard lower. All in

Motion by Fischer, second by Foley to appoint Sherri Heise as Town Clerk. All in favor, motion carried.
The oath of office was taken.
Motion by Kannel, second by Fischer to pay Schoepp for clerk consultation services as needed at the rate
used in 2009 of $20 an hour. Information Technology computer services rate would be double that. All
in favor, motion carried.

Schoepp provided the board with information for their consideration on a cheaper telephone provider.
Lingo is a reseller of telephone services in our area.

Schoepp asked the board to consider extra pay for the workers at the polls in April. Current poll worker
rates are $12/hour for Chief Inspectors and $10/hour for Inspectors. Motion by Kannel, second by Foley
to approve 1.5 times pay rate for the April election. Fischer abstained due to his spouse being an
inspector. All in favor, motion carried.
Discuss/Take Action: Clerk succession planning
Clerk resignation is effective June 1, 2020. An offer was made to stay on until July 1, 2020 as Office
Manager only with no election related (official clerk) duties. It was mentioned that summer is the best
time to transition this work as it is generally the least busy season. There is a five-day course available
online in July from the Clerks and Treasurers Institute in association with the University of Wisconsin –
Green Bay. The board stated the clerk needs to live in the Town of El Paso.

Discussion with TF Inspection Agency (Tony Feuerhelm) included the following:

TF Inspection Agency will also perform any Commercial/Industrial inspections.
Motion by Kannel, second by Fischer to approve the process flow presented by Schoepp in agreement
with TF Inspection Agency.
Discuss/Take Action: Multimodal Local Supplement DOT funding for 450th Ave. road work
Kannel explained the offer (one million dollars which is approximately 69% of the $1,450,000 total
estimate) and terms from the state for the funds we applied for. The understanding is that we have five
years to do this project. According to the WTA and SRF Consulting: “This application was one of only
84 town applications ($28.7 million) selected of the 1,036 requested. Over 1,600 total applications for the
$75 million pool split between Town, Cities/Village, and Counties.” The MLS program allowed for
individual grants that funded up to 90% of a total project. In order to expand the number of projects, they
generally provided for 70% of the project to funded with grant money. No action.

Kannel discussed a potential project delay and rescheduling due to a landowner’s (Chris Chard’s) refusal
to agree to right-of-way paperwork. Motion by Kannel, second by Fischer to sign the right-of-way
paperwork (Notice of Lis Pendens, Jurisdictional Offer, and Award of Damages). All in favor, motion
carried.

Public Comments
Donald Brunner mentioned that Paul Nielsen came to the Rock Elm recycling center and claimed he
didn’t know about any charges when he left the refuse. They discussed costs for disposal of the refuse.
Nielsen left a check for $50 to the Town of Rock Elm.

Discuss/Take Action: Assessor contract
Assessor proposals received included:
Appraisal Services and Data Processing Systems, Inc. (Eau Claire): $39,300 for three years
including revaluation
Mark Garlick, Chimney Rock Appraisal (Eleva): $32,400 for three years including revaluation
Scott Zillmer, Zillmer Midstate Assessment, LLC (Marion): $16,150 plus expenses for three
years including an interim reassessment. The board is unclear on if this includes a revaluation.
Three members of the Chimney Rock team were in attendance. Their team of four people presently
provides appraisal services to Rock Elm, Gilman, Martel and Spring Lake towns. They mentioned that at
a revaluation Open Book, the whole team participates. They stated they do not submit expenses on top of
their proposed price and they invoice three times a year. Motion by Foley, second by Fischer to accept
the proposal from Chimney Rock Appraisal. All in favor, motion carried.
Discuss/Take Action: Building Inspector contract
Building Inspector proposal received:
TF Inspection Agency (Tony Feuerhelm). Feuerhelm has communicated that the flow for
processing a building permit is customizable. They have an online application form available.
Via teleconference with Feuerhelm, he stated the building inspection fee would be approximately $1500 –
$2000 for a typical house and $1800 for a $300,000 house. He stated their fees are comparable to All
Croix Inspections Corp fees and others in the area. A typical pole shed (50’ x 100’) would be
approximately $300 - $400 for the inspection. Turn-around on building permits is typically two to three
days. They have three people on their team.
All Croix Inspections Corp (Todd Dolan) declined to send a proposal but said he could “figure out a way
to help us out” if needed.
Motion by Kannel, second by Foley to accept the proposal from TF Inspection Agency with the comment
that it would be an expectation that the board will be notified in advance if their standard fees change. All
in favor, motion carried. Schoepp will work with the new inspector to establish the application process
flow and communicate it appropriately on the town web page. Schoepp mentioned that the building
inspection ordinance likely needs improvement.
Discuss/Take Action: Rush River bridge project
Kannel discussed the project delay and rescheduling due to a landowner’s (Chris Chard) refusal to agree
to right-of-way paperwork. There is very little impact (some could say none) to this landowner’s property.
The delay is projected to increase project costs. Delays requiring netting the bridge and pricing during
May are likely to increase costs. Paperwork to proceed with the eminent domain process may proceed
next month.

Correspondence from the RiverTown Multimedia Fusion Team was as follows:
“While the Republican Eagle did not seek certification with the Wisconsin Department of
Administration we still believe that public meeting notices can be published in the Republican
Eagle under statute 985.02. However to give confidence that we are publishing under letter of the
law, but also to keep our readers in the area posted on important government matter we will be
publishing notices for municipalities located in Pierce County in both the Star-Observer and the
Republican Eagle.”
Town of Ellsworth Clerk indicated she is directed to use the Pierce County Journal, f.k.a. Prescott
Journal.
Correspondence from the Village of Ellsworth included:
“Both representatives were here at our board meeting Monday night, John from the Journal said he
has gotten 300 subscribers from this area within the past 3 weeks. We are hearing nothing but good
about this paper as people really like it. Eric from Rivertown said they have 30 subscribers from
Ellsworth area. Subscription for Journal for 2 years is $50 and Republican Eagle for a year is around
a $100.” Their board voted to go with the Pierce County Journal. We do share election notices with
the Village and other towns, so we should consider that.
Pierce County Resolution indicated they will now utilize the Pierce County Journal when they need to
have a paper Notice.
Melissa Ryden’s request via email: “I would like to request that meeting notices also get published in
the Prescott Journal.”
According to the WI DOA, the Pierce County Journal is a certified newspaper.
Communication from the Pierce County Journal: The publication date is every week on Thursday.
Deadline is Friday at 5 p.m. We charge $30 for one year or $50 for two years.
Motion by Fischer, second by Foley to designate the Pierce County Journal as the town’s official
newspaper. All in favor, motion carried. Schoepp will put a notice to that effect in the Republican Eagle.
Audit Bills
Schoepp presented bills to the board. Motion by Foley, second by Fischer to pay all bills presented. All
in favor, motion carried.
Correspondence and Communication
Miscellaneous correspondence was distributed to the board. Fischer explained that the Ellsworth Area
Ambulance Service is planning to form an “Executive Committee”. The resolution to do so authorizing
this will be on the agenda next month.

Kannel called the meeting to order at 7:00 p.m.
The notice for this meeting was published in the January 8, 2020 issue of the Republican Eagle and it was
posted.
Town Board Minutes
Schoepp read the minutes from the December 9, 2019 meeting. Motion by Foley, second by Fischer to
accept the minutes. All in favor, motion carried.
Plan Commission Minutes
None
Treasurer’s Report
Treasurer Foley summarized routine income and expenses including tax collections. Motion by Fischer,
second by Foley to receive treasurer’s report as presented. All in favor, motion carried.
Road Maintainer’s Report
Hines reported on the following items:
Equipment maintenance is in progress.
Overhead doors are serviced.
Salt/sand picked up by the public was discussed. It was agreed that pickup truck sized loads
should be delivered and billed out accordingly.
Weights for the tractor/mower were discussed.
Truck hydraulic line work was completed this month.
Public Comments
Donald Brunner reported that while he recently served as attendant for the Rock Elm recycling center,
Mr. Paul Nielsen showed up at the center with what appeared to be a fiberglass tub cut into pieces. Mr.
Nielsen left the refuse, stating a refusal to pay before Mr. Brunner could speak to him about the
appropriateness of the drop-off. The board said a letter will be sent to Mr. Nielsen directing him to
remove the item (now in a snowbank) by a certain date or pay to have it removed. If the town pays to
have it removed, Nielsen will be billed. Other than this particular illegal dumping experience, Mr.
Brunner reported that all other patrons of late have been very polite and cooperative.

Assessor proposals received:
Appraisal Services and Data Processing Systems, Inc. (Eau Claire): $39,300 for three years
including revaluation
Mark Garlick, Chimney Rock Appraisal (Eleva): $32,400 for three years including revaluation
Scott Zillmer, Zillmer Midstate Assessment, LLC (Marion): $16,150 plus expenses for three
years including an interim reassessment. The board is unclear on if this includes a revaluation.
This will be on the agenda next month.

Kannel mentioned he has not heard any new information from the right-of-way company. No action.

Schoepp reported the fee was paid. Motion by Fischer, second by Foley to approve. All in favor, motion

Discuss/Take Action: Foreign Material on the Road Ordinance
Schoepp reported that she contacted the WTA and their response was:
“I'm not sure which sample ordinance you're looking for. We often direct our members to s.
346.94, Wis. Stats., which prohibits individuals from placing foreign substances or allowing
foreign substances to be placed on the road that could be injurious to a vehicle. Please note that to
prosecute a person under this section, the town’s attorney most likely would need to prove: 1) that
it was this person who caused the injurious substance to be placed on the highway; 2) that the
legislature intended “foreign substances” to include the substance in question; and 3) that the
substance is or could be injurious to a vehicle.”
An informational postcard similar to those used by the Town of Hartland or the Town of Ellsworth was
reviewed. Motion by Kannel, second by Foley to make up postcards to be sent as needed. All in favor,
motion carried.

Miscellaneous correspondence was distributed to the board.
Schoepp reported that a limitation in our QuickBooks Desktop accounting software does not allow pay
rate changes in the middle of a pay period without the complications of a work-around. (We are now
using bi-weekly payroll which has worked out very well.) Schoepp has revised the Schedule of
Compensation and Benefits to reflect that the Road Maintainer’s new year’s pay rate is effective the first
pay period with 2020 working hours. This was agreeable to the board and avoids undue complications.
