Discussion: Ms. Filkoff presented plans for the window treatment particularly as applied to the western (front) facade of the house. Also discussed, were the removal of shutters and porch railings that had been presented on the October 2nd site walk. The Commission acceded to the proposed removal of the porch railings and discussed the possibility of storing the shutters if removed. Unless identified as original to the house, the Commission felt the shutters did not need to be maintained but asked that they be retained for possible reuse. The main discussion then proceeded on to the windows. The Commission cited the Law that allows as-of-right replacement of window sash when original window frames, trim and casing are retained. The Applicant discussed the owner’s need for insulation and noise protection as a rationale for installing entirely new window units. The proposal includes a small expansion of

size to the frames of the windows and replacement of the external trim. Commissioners discussed the importance of the original windows to the integrity of a historic property. Commissioners proposed several alternatives that they believed, citing research and experience, would meet the owner’s objectives for noise control and thermal performance. (One Commissioner and the Commission’s consultant accompanied the owner to see one possible installation alternative following the site walk on October 2nd.) The applicant confirmed the third-story (attic) window in the west-facing gable and the small south-facing window on the first floor (under the porch roof) are not scheduled for replacement and will be preserved. Motion: Ms. Smith made a motion to approve the plans of DiBiase Filkoff dated October 7, 2019, for replacement of the remaining original windows on the house with new window units (including frames, casings and trim) with the following conditions and exceptions that any replacement of casings or trim on the three second-story windows on the west elevation be done with exactly the same details and dimensions; and that the original window frames, casing and trim on the two first-floor western facade (under the porch roof) be retained and preserved with no replacement of casing, trim or frame. (Replacement of sash and internal alterations can be made as-of-right.) Other items of the application that were applied for: modification of Deck, Addition of Pergola and Light fixtures in the non-historic section of the house were approved. Discussion: Mr. Gartner presented the plan for an addition to the barn at 97 Little Town Lane. The Applicant had appeared before the Commission earlier in the year for alterations to the main residence and had received a Determination. The proposal, as presented in plans dated August 20, 2019, called for exterior repairs and the demolition of the Northwest wall of the barn containing the garage doors and the opening of that space as the link to a new attached construction. The comments of the Commission related to the preservation of the structural elements that were proposed for removal. Although the Commission does not have authority on interior renovations or alterations, the Commission requested that the applicant consider preserving the structural framing in the northwest wall of the barn that is between the barn and the proposed addition. The Applicant indicated they would review the request of the Commission. Additional action: The Applicant asked for an amendment to the approved plans for the main house to remove and restore the chimney which was approved by the Commission. Motion: Shelley Smith made a motion to approve the plans of SPG Architects, dated August 20, 2019, with the conditions that no construction would be begun pending a lot line alteration that was before the Planning Board that would allow for a setback that was within the parameters of the Town Code.
