It was noted that these four subject matters had been satisfactorily concluded

(1) To resolve to give approval for the permanent erection of Run Markers in the
Collett Park
Resolved to give approval to 1610 of the Town’s Sports Centre for the permanent erection of Run Markers in the Collett Park subject to the following conditions:
(a) that such markers be erected to an acceptable standard of construction at no
cost to the Town Council
(b) that they be available for all to use
(c) that should they become damaged in any way they are repaired/replaced by
1610
(2) To resolve what action is proposed to be taken from the 1st
April 2015 in respect to
the future operation and running of the Collett Park Café
Resolved the following:
(a) That such an important facility should be allowed to continue operating in
Collett Park
(b) That tender documents for a three year trading period commencing 1st
April
2015 should be prepared and duly advertised in the local press
(3) To receive the proposed meeting schedule for 2015

as a consequence of that consideration make a recommendation to the full Town
Council for approval
The Town Clerk then addressed each section of the Budget such as Income and the
Expenditure headings contained in the subject matters entitled Community
Services and Collett Park. He highlighted matters such as future staffing levels the
future financing of Collett Park and the forward funding of Collett Park Festivals. A
number of questions were asked by the members and a general debate ensued the
outcome of which resulted in some minor adjustments to the presented figures.
Resolved to the Town Council that a Budget of £ 172134 be set.

Mr L Wright.
Mr Wright explained that a previous application had been refused by MDC but major changes had
been made to the new application including a more traditional design and the obtaining of two car
parking spaces on a 50 year lease. The applicant has worked with the Conservation team at MDC
who are happy with the application with a few minor adjustments and the Environmental Protection
team at MDC have withdrawn their concerns.

Mrs B Height
Mrs Height stated that since the implementation of MDC’s Local Plan there is no need to fill in every vacant space for housing and the access point to the property would be via an existing car park and
would take away vital parking spaces.
Mr Nathan – 42 Allyn Saxon Drive
Mr Nathan said that there are 11 houses in the cul-de-sac with 18 cars and 17 parking spaces. The
proposed development would take away three spaces from the existing. Current residents and their
visitors parking needs should be taken into consideration as the loss of spaces would impact on
parking in other parts of the estate and be detrimental to the existing residents.
Mrs O’Grady – 40 Allyn Saxon Drive
Mrs O’Grady said that this development would be detrimental to the immediate neighbours as there are no garages on this overdeveloped small estate. There will be three or four less spaces for the
current residents and people will need cars if the buses to and from Shepton Mallet are cut. The
impact on residents who have lived on there for a long time should be considered.

Minutes of a Meeting of Shepton Mallet Town Council’s Collett Park Management Committee that was held in the Asham Committee Room Mendip District Council Offices Cannards Grave Road Shepton Mallet on Tuesday 24th February 2015 commencing at 7.00 pm when the following business was transacted Present: Council Chairman Martin Lovell together with Mesdames J Bartlett B Height J

Also in attendance was one Member of the public. Apologies were received from Councillor C Inchley CP1.1 To elect a Chairman of the Collett Park Management Committee
The Council Chairman sought nominations for the Committee Chairman whereupon Councillors G Kennedy and T Marsh were so proposed. Subsequently Councillor Marsh withdrew his nomination. Resolved that Councillor Kennedy be elected as Committee Chairman
CP1.2 To elect a Vice Chairman of the Collett Park Management Committee Resolved that Councillor Height be elected Committee Vice Chairman CP1.3 To agree the Committee’s Terms of Reference and Financial Regulations Resolved to confirm the Committee’s terms of Reference and Financial
Regulations as appended to these Minutes CP1.4 To consider the proposed parameters of a Management 5 year Business
Plan
The following subject matters were agreed upon as being a basis from which to start formulating a five year business plan

Public toilets – contingency planning – boundary walls and gates – installed equipment – consultations with the public – general fabric – sport uses – byelaws – monitoring of commercial activity – smoking.
CP1.5 To prepare an Agenda for the Annual General Meeting of the Shepton
Mallet Collett Park Charity CP1.6 To discuss the proposed membership of the following two Working
Party Groups
(a) Collett Park Working Group
(b) Collett Park Festival Working Group
Resolved that these two working parties should be implemented whereupon it was noted that the Town Council representation should be no more than 25% of the total
CP1.6 To propose representatives of the Trustees to serve on these two Working Groups
Resolved that the following members serve on the Collett Park Working
Group Mesdames Bartlett Height and Marsh together with C Inchley G Kennedy and T Marsh
Resolved that the following members serve on the Collett Park Festival
Working Group Mrs J Marsh together with Messrs C Inchley G Kennedy and T Marsh
It was noted that following members of the public had agreed to serve on the
proposed Working Group Mesdames F Cooper and J Murray together with Messrs M Daniells G Hollenstein and M Perry
CP1.7 To consider and discuss but not to resolve any matters deemed to be of
importance in respect to Collett Park
(a) Opening and closing times of the Park Public Toilets It was noted that this matter was currently being discussed by Mr Wayne
Frapple and the Town Clerk where it was hoped a compromise would be satisfactorily agreed.

COLLETT PARK MANAGEMENT COMMITTEE
1. Membership
Seven Members plus Chairman and Vice Chairman ex-officio.
2. Delegated Business
The Committee has delegated authority to deal with the following matters to conclusion:-
2.1 Administration, maintenance and use of Collett Park in its entirety;
2.2 Setting of fees and conditions of use, and provision of equipment for areas under its
control;
2.3 Liaison with community organisations which have an interest in recreational facilities
in the town;
2.4 Equipment within the area of its responsibilities and not under the control of any
other committee;
2.5 To consider new or replacement equipment or furniture.

1. Welcome by the Chairman
The Town Council Chairman Mr Martin Lovell duly welcomed everyone to the Annual Meeting by first explaining the proposed format of the evening and secondly the evacuation arrangements from the building if they became necessary.
2. Minutes of the 2014 Annual Town Meeting held on the 15th April
It was agreed that as the Minutes of the 2014 Annual Town Meeting had been previously circulated it was resolved that they be taken as read. Resolved that the Minutes pf the 2014 Annual Town Meeting held on the 15th April be signed as a true record of what took place.
3. Chairman’s Report
Officers and Councillors
Early in the year, in May 2014, we were very fortunate to secure the services of Bruce Poole
as our Interim Town Clerk following Daryl Ryall’s decision to leave. Bruce, who when he started with us, combined us with 3 other parish councils, has brought us the benefit of a
wealth of experience and depth of knowledge of the workings of parish councils and has
been clear throughout about what is or is not best practice.
Bruce has kindly agreed to stay with us until after the new council is elected in May 2015.
Among the 1st things that Bruce insisted on was that meeting papers should go out by email
to save on postage!

Obviously those councillors who depend on receiving hard copies still receive them that
way. More recently we have arranged to have more of Bruce’s time. We have also passed a budget for 2015-16 to allow for the appointment of a part-time Project Officer. We have very
much appreciated the support provided by Paula Robertson, our Administrative Assistant.
At a bi-election in June 2014, following the resignations of Karen Mercer and Bob Champion, Joanne Matthew and Nigel Pooley were elected to the Council. We thank both Councillors Matthew and Pooley for their contributions during the short period of time that they have been on the Council. Accommodation During the year we have welcomed the opportunity to hold meetings in the new Mendip
District Council chamber.
Our officers were displaced temporarily while the Town Council office was re-furbished. This
is now complete and the Town Council proudly celebrates a completely fresh, re-structured
and re-decorated office. An open morning inviting councillors to inspect took place on
Tuesday 21st April 2015.
Allotments The Town Council operates and manages 92 allotment plots on four sites within the Town,
located at Hitchen Lane and Whitstone Road. The “Best Kept Allotment Awards” are judged during July and presented in October. I thank Councillor Robin Scott who has chaired the
Amenities Committee this year for his support of this aspect of the Council’s work.
Events The annual Collett Day Festival was forced to take a new turn this year when it was advised by various authorities at quite a late stage in the preparation that the event would need a full Premises Licence. Among other things this required an increased security presence. We were advised by Mendip District Council’s Licensing team to approach Mike Daniells, organiser of the Godney Gathering, and in fact had the benefit of Mike Daniells kindly agreeing to be involved with running of the Collett Day Festival. In addition to the Saturday festival there was also for the first time an open air concert on the Friday evening. Assisted by excellent weather, the 2 day event was much enjoyed by all those who attended. The implications of requiring a Premises Licence were that the costs of the event were greater. These were offset by a considerable sponsorship package that the organisers put together, but it could be said to have been a steep “learning curve”, the experience of which will benefit the 2015 and subsequent events. Many thanks are due to Councillor Garfield Kennedy and the team of people who worked tirelessly with him to steer a way through the requirements of the Licence and to attract the necessary sponsorship in order to bring off such a successful event. On Monday 4th August 2014 the Town Council co-ordinated a major day-long event to mark 100 years from the start of the First World War in 1914. This include a vigil at the Cenotaph, a commemorative event in Collett Park with stalls and music ending with a late evening service in the Parish Church of St. Peter and St. Paul to commemorate the exact moment when war was declared. It was a true community event, much appreciated by all who attended. Planning Applications
The Town Council continued to make recommendations on all planning applications within the parish boundary and others which would affect the town. By and large these accorded with the planning decisions made by Mendip District Council. The Town Council has always been a champion of protecting the richness that is the Town’s tree population and any application affecting trees is given thorough scrutiny. Among the bigger applications we had to consider were objections to both Redrow and Gladman developments on either side of the Old Wells Road, an area not included in the local plan for development. Both applications were turned down and subsequently withdrawn at the appeal stage.
Neighbourhood Plan
The Town Council has continued its contribution to the work towards the town’s neighbourhood plan. Some Councillors volunteered to take part in the necessary training for
this. We thank Councillor John Parham for all his work in leading the development of the
Plan and also Councillor Neil Shearn who is also on the steering group.
Other projects
The work on the Skatepark/BMX Track at West Shepton Playing Fields is nearing
completion.
The Town Council has continued to support the Chamber of Commerce with provision of the
Christmas lighting displays.
The Town Council supported our Twining Association whose main event during the year
was a visit to twin town Oissel sur Seine. The Town Council has continued to support CCTV
provision in the town.
Supporting the Community We have supported groups, events and projects of all sizes within the community and
granted financial support to valued organisations such as the Citizens Advice Bureau,
Tourist Information Centre, Mendip Community Transport and Shepton Mallet Carnival, The
Mid-Somerset Show as well as small grant to local clubs.
Collett Park
Collett Park remains the biggest area of responsibility, with maintenance through our ground
care contract with Mendip District Council as well as the Council being the Trustee of the
Charity that hold ownership of the park.
A new initiative this year was to support the setting up of a café in the park which has been
welcomed by the park’s users. The Council is currently considering the next stage of this
particular contract arrangement.

Buses
The Town Council took a close interest in the consultation with respect to the bus services
that affect the town. Although services were not lost, the Town Council hosted a lively public
meeting on the subject on Thursday 5th March which provided a useful airing of views.
The Year Ahead
An election for all members of the Town Council takes place on Thursday 7th May and we
look forward to a new body of elected members steering the Council’s work and services forward. I thank all my fellow members for the time and work put in on behalf of Shepton
Mallet over the past 4 years.
The last thing to report that the Town Council is the owner of 3 vacated telephone kiosks
now available for new uses and awaiting ideas of how they can be used to the benefit to the
Town. All suggestions from Shepton Mallet residents and others are most welcome
4. 2015-16 Precept
The Town Clerk commenced his report by saying that the Town Council had for a further year not increased the Precept. In his view with the many challenges on the horizon including capital work needed to be carried out in Collett Park Members might need to look at increasing it in the future. He then proceeded to explain where the expenditure was likely to be spent in the forthcoming months including the employment of a third member of staff to act as a Project Officer.

Four members of the public were present.
15/0607 – Mr Mumford, a near neighbour, advised the meeting that he had no real objections to the
application other than with regard to ensuring adequate sound insulation. He stated that when a
previous application was made, all the neighbours were informed but he only found out about it via a
visit from proposed councillors. The Chairman said that it was not within SMTC’s remit but that the office would ask MDC why this had not happened.
15/0733 – Adrian Smith, Pointcloud stated that the incinerator was originally installed for the
disposal of packaging materials. The incinerator stopped being used following a complaint from a
neighbour. The applicant has now received an exemption to burn untreated wood only. The
applicant would ensure that the incinerator would only be used at certain times to mitigate impact
on neighbours.
He was asked whether the wood could be recycled. He stated that the point of the incinerator was
to reduce transport costs. He was asked whether the guarantee of only using the incinerator at
certain times could be given and he stated that he believes that it would be.
15/0733 – Mrs Bente Height stated that the complaint had arisen about the incinerator as it was
producing black smoke. She stated that untreated wood should be recycled and not burnt. She also
pointed out that the houses in Boulters Lane were very close to the incinerator.

Nineteen members of the public were present.
15/0915 – Mr Duckett stated that the rifle club has 166 members covering the Frome/Shepton Mallet
area. The club has an exemplary safety record and would like a permanent home and give an
opportunity to the wider community to try shooting. Noise tests have been carried out and are well
within the accepted ranges. There will be no ammunition or weapons kept on site and access to the
range will be through a communal area. Strict background checks are carried out on potential
members and during the 6 month probation, there is no access without one-one supervision.
15/0403 – Mr Payton objected to this application. A survey had been carried out an in a 2¾ hour
period 40 adults and 10 children used Hitchen Lane as a footpath. They were canvassed and do not
want the footpath inhibited by traffic crossing it. Mr Payton listed his and the other members’ of the public concerns:
Loss of footpath for a large estate
Risk posed by traffic to pedestrians
Unknown quantity of cars/parking spaces allocated per house
Loss of a cycle route
Overdevelopment of area
SMTC would write to the Enforcement Team at MDC over concerns expressed regarding the clearing
works that were being undertaken.
15/1215 – Mr Parry stated his objections to this application. Access to this development would be
through an existing car park. The car park is not currently adequate for the amount of vehicles for
current residents and the loss of 3 or 4 spaces would be detrimental to the existing residents. He
also stated that when residents had purchased land from MDC it was stipulated in the deeds that the
land could only be used for gardens.

obstruction masking their visibility should be removed.

7. To resolve that this Council holds a second emergency public meeting to examine the
threat to the 161 bus route and further resolves to approach Frome Town Council to
explore the possibility of presenting an agreed and untied response to the threat to
this and other services. The Council also proposes to explore the possibility of setting
up a Shepton Mallet and Villages Bus Users Group (SAVBUG) to work in close co-
operation with FAVBUG (From and Villages Bus User Group)

8. To resolve to upgrade the available amperage in the toilet and ancillary building
block in Collett Park and put to tender the work to upgrade the existing power
supply.

Prior to the meeting commencing both Mr Stride and Mr Dunscombe addressed the meeting by
saying that they hoped that the Town Council would revert back to the position of setting aside
annual a sum of money for future repairs/improvements to the Cenotaph. They reminded the
meeting that the Cenotaph was subject to bi-annual inspections and 5 yearly re-waxing of the
plaques.
They were both thanked for the background information that they had provided the committee and
were requested to remain at the meeting in case there were further questions to be answered

C2.7 To consider and discuss but not to resolve any matters deemed to be of importance
in respect to the Cenotaph Charity
Resolved to make the following recommendations to the full Council at its meeting in
September next
(a) That the a sum of money currently £1000.00 be continually paid annually by
the Town Council into the Cenotaph Charity Account as agreed by past
administrations
(b) That the sum of £1000.00 be retrospectively paid for the financial period 2014-
15
(c) That immediate action be taken to implement the bi-annual inspection of the
monument and the 5 yearly programme of re-waxing the plaques
(d) That other commemorations be considered apart from Armistice Day and
Remembrance Sunday such as for example in 2016 the 100th
Anniversary of the
Battle of the Somme
(e) That the Town Council as a whole participate more fully in such
commemorations
(f) That a date be fixed for an on site meeting of the Working Group

15/1491 – Mr Crouch explained that the applicant had applied last year and had now increased the
area concerned. He stated that the applicant had been visited by MDC Enforcement who had told
him to cease putting up buildings but this has been flouted. The people who stay at the property
have various mental health issues and have caused problems with the neighbours. He stated that
the applicant has not been using the area concerned as a garden for 5 years as stated in the
application. He stated that development should not be allowed in the countryside as this area is a
wildlife haven.
Cllr J Marsh stated that this is a repeat of the application which was refused last year. She stated that
it is a complex situation and pointed out that part of the design & access statement it states
“Included within the application is a proposal to construct a new building in the grounds to be used as
a studio and a place for the family and guests to gather.” If this is passed it opens up the possibility
of other houses being built on the site and therefore opening up the countryside to development.

Members were asked to peruse these documents at their leisure in order to see if any they needed
updating or indeed amending

contained therein

The Town Clerk outlined to the members the actions he had taken to the two under
mentioned agenda items by way of delegated powers due to both the complexity of the
issues involved and the necessary expediency.

1. Councillor Mrs B Height
Advised the meeting that she had recently brought to the Town Clerks attention the fact
that a bench and the immediate surroundings within the confines of the churchyard was
not being used as it should and was receiving some unwelcome attention. The Town Clerk
responded by saying that the matter would be discussed in due course by the Open Spaces
Committee
2. Mr Andy Ransom
He indicated that he was the membership secretary and that he was speaking on behalf of
the Shepton Mallet Branch of the British Legion. The branch currently boasted a
membership of some 94 members 24 of which were new ones. They met on the 1st
Monday of each month and they were extremely pleased that the Town Council were
taking an active interest in their local branch.
3. Councillor Mr G Kennedy
Spoke about the current refugee problem and hoped that Shepton Mallet Town Council as
well as Mendip District Council would respond in due in a positive and proactive manner

He spoke in relation to Agenda item 13.13 where he hoped that the Town Council would in
the forthcoming budgeting process look favourably on the request for funding by the
Shepton Mallet United Charities to assist the internal refurbishment of the Charity’s eighth oldest almhouse dwelling

Nine members of the public were present.
Mr Crouch nominated Mrs Haskins to speak on his behalf. Mrs Haskins gave out a copy of a letter
written to MDC regarding 15/1491, Windsor Hill, by Mr Crouch.
Mrs Haskins stated that Mr Crouch objected to application 15/1766 as he feels this is green land
which is being turned into residential land which could lead to further development.
Mrs Haskins then spoke herself on 15/1766 and expressed the same views as Mr Crouch. She also
expressed concern over application 15/1885 in that she agreed that a new access was needed but
that the paddock could be turned over to residential use.
Mr Lee Wright spoke on two matters. 15/1932 – the design was similar to existing properties in
Kingsland Road. Parking is provided for 3 cars and they have limited the windows at the rear so as
not to affect the neighbouring property. 15/1948 – permission has been granted for a public house.
There are plans to operate the premises as a bar/restaurant and micro brewery. The tank is non-
functioning – it is for advertising purposes.
Mrs Perkins the applicant of 15/1766 stated that she never wishes to build on her farm land and that
the barn conversions would be solely used as holiday lets and would never be sold.
15/1948 - Cllr G Kennedy stated that a business giving evening entertainment would be a good
addition to the area and should be supported even if the brewery tank as in the application was not
seen to be appropriate. This would compliment the good business being done by the Italian
restaurant.
Cllr J Marsh spoke on applications in the East Ward. 15/1885 – work already taking place; 15/1740 –
concern over refuse disposal, would need 18 car parking spaces; 15/1913 – advised Committee to
proceed with caution over the trees; 15/1766 – advised Committee to think about the footpaths
around the farm. Also a poor junction on to Bolters Lane; 15/1971 – again to proceed with caution.
Cllr B Height stated that she had written to MDC today regarding application 15/1948 in that it is not
suitable for a Conservation Area.

as condition that there would be sufficient tree/hedge screening on the south side in order
that the farm cannot be seen. This condition has not been complied with by the developer.

CP3.5 Resolutions
1. Resolve to proceed with the redevelopment of the depot and toilet block in Collett
Park.
Resolved to take preliminary steps to action this aspiration by firstly checking the
contractual arrangements between MDC & SMTC
Resolved to seek funding from the Town Council 2016-17 Budget up to the sum of
£5,000 to underwrite a feasibility study to re-develop the area currently used by the
Depot Toilet Block and Cafe
2. Resolve to review commercial activity in Collett Park.
Resolved to progress this matter further once the Collett Park Users Policy was
formally in place
The Committee wished to have minuted that they applauded the enterprises initiated
by Mrs Jo Murray during this past summer months
3. Resolve to identify any changes and actions that are required to gain Green Flag
status for Collett Park, followed by a formal application.
Resolved that this action should be immediately undertaken
4. Resolve to review park by-laws including dog management issues and bicycles in
Collett Park.
Resolved that the current bye-laws of the Park should be made more prominent by
the erection of signs at each of the entrance gateways.
Resolved that the proper use of bicycles be incorporated into the proposed feasibility
study as set out in CP3.5.1

5. Resolve to review and make possible changes to pest control issues in Collett Park.
The Town Clerk was asked to investigate the current pest control arrangements

Hitchen Lane Development – Mr Watkins expressed his concerns over the developer continuing to
flout the temporary stop order and the Health and Safety issues concerning plant crossing the
footpath with no signage or banksmen.
He is also concerned about the amount of rats in the area since the Oakleaze Yard development
began. He feels that before any development on brownfield sites begins, developers need to have
vermin control in place.
15/2527 – Susannah Knowles from Point Cloud stated that this was a resubmission with the points
raised by the Planning Board’s refusal of the previous application taken on board.

Gave the meeting an update on the Strawberry Line paying particular attention to what
Section 106 Monies were available and what some of the current challenges were facing
the Working Party
2. Councillor Simon Davies
Following on from the recent announcement by Mendip District Council that task forces
had been set up to represent various communities within the Mendip District to move
forward and implement the available Section 106 Monies Councillor Davies explained how
it would operate for Shepton Mallet. The task force for Shepton Mallet comprised of the
following dual hatted town council members namely Mesdames B Height and J Marsh
together with Messrs S Davies & and triple hatted Mr J Parham
3. Councillor Mrs Deborah Losey
Advised the meeting of the concerns of one her neighbours regarding the increase in dog
excrement that is becoming more prevalent in the town.
4. Councillor Mr Garfield Kennedy
Spoke about the current refugee problem and hoped that Shepton Mallet Town Council as
well as Mendip District Council would respond in due in a positive and proactive manner

1. To resolve to formulate a statement to MDC on their Local Plan Part 2 “Sites Allocations” (This resolution was promulgated by Councillor Jill Weston as previously discussed at the Town Development and Planning Committee Meeting on Tuesday 17th November 2015)
Resolved that the following statement be submitted to Mendip District Council
(a) That all listed Open Spaces now referred to as “Green Spaces” are retained by Shepton Mallet as a valued characteristic of the town
(b) That the listed as “potentially suitable for development” area in Tadley Acres (originally designated for a school) should be afforded “special protection from development”
(c) That the only acceptable “potentially suitable” area for development in and around
Shepton Mallet is the Future Development” site on the Ridge Lane
2. To resolve that the Shepton Mallet Lantern Parade be insured under the Town Council’s insurance policy (This proposed arrangement is to assist this event not being charged any additional premium. The Chairman has also intimated that it is his wish that as many Town Councillors as possible will act as Stewards at this event)

3. To resolve that Shepton Mallet Town Council has an input on the forthcoming MDC
debate on Car Parking (Proposed by Councillor Neil Shearn)

Town Councillor Mrs Bente Height was now on the MDC Working Group
4. To resolve to call on Mendip District Council to follow through on the enforcement of the
“stop” order at the Hitchen Lane building site where work has continued beyond the agreed deadline to make good the site

MDC that they take recognition of what is currently taking place at the site - Cllr Bente

discuss planned changes to SM Leisure Centre which may have a detrimental effect on

what is happening in this regard.
6. To resolve to call on Mendip District Council to enforce the removal of a kebab van on the
derelict site in Commercial Road

7. To resolve to again contact Stuart Brown Chief Executive of Mendip District Council to
meet with the Town Council as no dates have been forthcoming
It was noted that this meeting had in fact taken place and was reported upon under 14.1.4e
8. To resolve to allocate the sum of £10,000 to conduct feasibility study and develop a design
brief to redevelop the toilet and ancillary block. It is proposed that consideration is given
to space for meetings and permanent café with upgraded facilities for staff and safe
storage of SMTC equipment. (It is the intention of the Council to seek funding from grants and commercial sponsors to give Shepton a facility fit for the 21st Century)
Resolved that this subject matter should be held over until the Budget Process is undertaken
for 2016-17
9. To resolve that this Council holds a third emergency public meeting to examine the threat
of the no. 1 Shepton to Yeovil services on Saturdays, the 669 Shepton to Street services on
Saturdays and the 776 Shepton to Midsomer Norton in its entirety. (This Council also notes that changes to SCC’s discretionary bus pass policy could have adverse affects on residents who rely on services like the Slinky Bus.)
Resolved by 10 votes in favour with 2 against and 1 abstention that such a meeting should
be held.
14.4 To receive a report from the Collett Park 2015 Festival Committee
Councillor Garfield Kennedy gave a verbal report to the meeting whereupon he was warmly
thanked for his sterling work.

was no fraudulence by the previous administration but she expressed hers and the
Steering Groups view that there were gaps that needed explaining

The Shepton Mallet Neighbourhood Plan
Chairman’s report to SMTC, 16.11.2015
The Steering Group has met twice (with an average of 9 members) since the last report to you, and also
together attended the MDC Neighbourhood Plan Forum.
The Task and Finish group has reported back and the Draft Vision & Objectives accepted by the
Steering Group. These have also been confirmed by Tracy Aarons and our new Senior Planning Policy
Officer as being compatible with the MDC Local Plan and are ready to go to public consultation.
We are now formulating a strategy to seek out volunteers for specific working parties and to assist with
the re-launch and public consultation.
However concern still remains about the absence of any proper Neighbourhood Plan financial accounts
prior to May 2015. Therefore in consideration of the total amount spent and the amount of work
accomplished, the Chairman has at the behest of the Steering Group regrettably had to write officially
to the Town Clerk disclaiming any responsibility for the money spent prior to taking stewardship in May
2015.
There are still on going investigations into grant monies which will be reported on when complete.
There are now proper records being kept and systems in place to ensure due diligence is carried out.

Sixteen members of the public were present.
15/2736 – Cllr J Marsh is concerned over the felling of the trees, one of which has been there for
hundreds of years but she has been in contact with Mendip and there is no alternative but for them
to be felled.
15/2784 – Cllr J Marsh stated that this proposed development is on a well used footpath which must
be retained. Fourteen years ago and application was approved for offices on this site. Footings are
already in place and she feels that the building would be overpowering for people using the footpath.
If it were to be built it must be of a good design.
15/2736 – Cllr B Height stated that soil will be brought in to the cemetery from Meadow Rise which is
one of the reasons that the trees have to be felled.
15/2784 – Mr J Brown stated that there are a considerable amount of properties in the area of a
great age. He is concerned that the development would take away light from existing properties,
access to the development is via an un-made road and there would be difficulties with extra cars
leading to parking problems. The footings which are already there are 5’ from a bank therefore one
of the proposed flats would have a blank outlook on 2 sides and he feels the development is
misconceived. Mr Brown’s neighbour then spoke about how the development would overlook her
property and reduce light. She was also concerned about the shared access, parking and problems of
the locating of bins.
15/2788 – Mr Lee Wright from Point Cloud together with applicant Mr B Jordan. Mr Wright stated
that the piece of ground involved were originally gardens for Bowlish House but when the St Peters
development was being built the road cut through it and it is now separate. He explained that the
Copper Beech which had been removed had been diseased and that a piece of land on Bowlish Lane
had been found in which to plant a Hornbeam to comply with the original stipulation of replacement
planting (this was not part of this application however). He went on to explain that the view of the
development would be two storey from St Peters Road and three storey from Wells Road. The
design would be traditional using natural stone. He also explained that at the moment the piece of
land is a car park for Bowlish Mews only.

15/2788 – Mrs Williams handed out photographs to the Councillors of the parking problems in that
area, especially at school dropping off and collection times. She is opposed to the development for a
number of reasons:
It is on a junction of a number of roads and would exacerbate the problem of dangerous
parking on the A371/Coombe Lane/St Peters Road. St Peters Road is a bus route and also a
vital route for emergency vehicles accessing the hospital. There is farm traffic which uses it
from Forum Lane and patrons of Bowlish House will have nowhere to park.
It is un-needed as there are other sites in Shepton available, eg the Midsomerset showfield
It is stated that the car park is not at risk of flooding but Bowlish School has previously had to
be evacuated because of the threat of the Sheppey bursting its banks.
The design is not in keeping with other properties in the area. She feels it is not necessary to
