PUBLIC INPUT Dan Gueths, 3160 Justin Court, said he was profiled last Thursday at 2:12 a.m. and was stopped on private property by the Grand Chute Police. He was tailed by a police officer who had put on their lights as he was backing up into his carport. He called 911 and Dave Schowalter when this happened because he was scared for his life. This was the second time he was profiled in less than six months. He is a 63 year-old disabled senior citizen and said he is not a pimp or a drug dealer. He drives a Lincoln Continental because it is comfortable. He would like to stop the profiling in Grand Chute since he has seen over 40 cars searched on College Avenue after 10 p.m. at night. His license plate had been expired for three days when he was pulled over. Tourism Development Grant The Building for Kids Children’s Museum

STEM Innovation Lab This grant has been reviewed and approved by the Fox Cities Convention & Visitors Bureau’s Tourism Development Grants Committee and Board of Directors. Grantee: The Building for Kids Children’s Museum Project: Innovation Lab (STEM) Amount of Grant: $50,000

Primary reasons:

• The Building for Kids Children's Museum (BFKCM) will be expanding our current facility to include a highly-programmed space dedicated to engaging children and families in STEM (science, technology, engineering and math) education. The Innovation Lab at the BFKCM will be a space unique to Northeast Wisconsin and Children's Museums around the state. It will be launched in November in conjunction with their 25th anniversary.

• The programs created for the Lab will allow children to engage in hands-on activities that encourage creativity, critical thinking, problem solving, collaboration and communication.

• 30% of Building for Kids visitors come from locations outside of Brown, Outagamie, and

Winnebago County - that amounts to roughly 35,000 visitors annual total.

• The Building for Kids’ location has allowed it to be a fixture for visitors with young families as well as offering a unique off-site venue for convention groups meeting in downtown Appleton.

• The Building for Kids regularly collaborates with other local tourism attractions including the Fox Cities Performing Arts Center, Lawrence University and Fox Valley Symphony. This project has opened conversations with the Barlow Planetarium, and Fox Valley Technical College’s FabLab.

• Exhibit construction and equipment is estimated to be $248,000.

Additional Wayfinding Signage This grant has been reviewed and approved by the Fox Cities Convention & Visitors Bureau’s Tourism Development Grants Committee and Board of Directors. Primary reasons:

• The City of Menasha would like to add three additional signs to its regional wayfinding program.

• The signs would reinforce routs to existing attractions as well as provide directions to Calder Stadium where planned expansion will drive additional visitation.

• All signs comply with the Fox Cities Regional Wayfinding Signage plan.

• Target timeline for installation of signs is July 2017.

• The signs will be maintained by the City’s Public Works Department.

Tourism Development Grant Town of Grand Chute

Carter Woods Park Improvements This grant has been reviewed and approved by the Fox Cities Convention & Visitors Bureau’s Tourism Development Grants Committee and Board of Directors. Grantee: Town of Grand Chute Project: Carter Woods Park Improvements Amount of Grant: $25,000

Primary reasons:

• The Town of Grand Chute in collaboration with the Appleton West Baseball Club will be making improvements to Carter Woods Park that include new baseball facilities and conversion of tennis courts to pickle ball courts.

• These improvements, especially the pickle ball courts, provide the opportunity to drive additional sports tourism in the way of baseball and pickle ball tournaments.

• Local pickle ball groups plan to host 2 tournaments in the first two years after the improvements

are made, 3 tournaments in year 3 and 4 tournaments in years 4 and 5. It is estimated these tournaments will generate 300 hotel room nights.

• Appleton West Baseball Club plans to host 3 baseball tournaments in the year after the

improvements are completed, 5 tournaments in year 3 and 8 tournaments in years 4 and 5. It is estimated these tournaments will generate 3,480 hotel room nights.

Town Center Park Bid

Dear Ms. Heyrman:

Bids were opened on May 25, 2017 for the Town Center Park Community Building, Project

2017-14. Bids were received from five contractors, though one bid was deemed to be

incomplete. Without alternates, bids ranged from $1,135,019.03 to $1,556,413.69. Seven

alternates were also bid to help identify costs associated with additional components of the

project that may be desired. Enclosed is a detailed bid tabulation of the bids received.

Alternate 7, Building Sprinkler System, will be required if the Town’s desire is to post the

building occupancy at 100 or more occupants. Based on the building type and use, a sprinkler

system is required for a banquet type facility with 100 or more occupants. The space, as

currently proposed, exceeds this total; thus requiring Alternate 7 to be awarded, along with the

base bid. The base bid, along with Alternate 7, totals $1,185,710.53.

The six other alternates can be awarded at the discretion of the Town. However, Alternate 2 and

4, alternate roof design and sunshade device alternates, are two items that cannot easily be

completed at a later date. REL’s recommendation is to not award the alternate sunshades, as that

would be a net increase to the budget without adding value to the project. Alternate 2, alternate

roof design, is an item that would add significant architectural value to the project with a

moderate price increase of $23,875 to the overall contract amount. This alternate will alter the

roof line, add additional natural light to the facility, and create a more dramatic entry feature and

common corridor. It is of our opinion that the adjusted roof line warrants the additional project

cost.

Alternates 1, 3, 5, and 6 are items that can be added, at a later date, without significant additional

costs to the Town and without creating significant disruption to the park facilities. Alternate 3 is

for a metal roof to replace the asphalt shingles included in the base bid. Given the cost of greater

than $97,000 to the project total, REL does not recommend awarding this alternate. The cost

benefit of a longer life cycle than asphalt shingles does not seem to warrant the additional cost.

Alternates 1, 5, and 6 are additional amenities that would bring completion to the building

component of the project. These include the additional parking lot, entry area, and gathering

plaza. As desired by the Town, and based on available resources, these items would be could be

awarded to bring closure to the building area. The order of award for these items would be

subject to the desires of the Town, and REL would support award of one or all of these

additional alternates.

Based on the bids received and a subsequent discussion with the apparent low bidder, Robert E.

Lee & Associates recommends the contract to be awarded to James Calmes & Sons, Inc, with

additional alternates, as desired by the Town. It appears that the bid document was complete and

costs were verified for completeness. James Calmes & Sons, Inc., has been found to be a

competent contractor and capable of completing work of this nature.

You are hereby notified that the Board of Supervisors of the Town of Grand Chute has accepted your bid in the amount of $ ___________________________. You are required to execute the agreement and furnish the required Performance Bond, Payment Bond, and Certificates of Insurance within fifteen (15) calendar days from the date of this notice to you.

If you fail to execute said Agreement and to furnish said bond and affidavits within fifteen (15) days from the date of this notice, said Town will be entitled to consider all your rights arising out of the Town’s acceptance of your bid as abandoned and as a forfeiture of your Bid Bond.
