The School has several distinctive features:

ANZSOG was established in 2002 as a unique initiative of governments, universities and business schools. Australian and New Zealand governments recognised the need for a world-class centre to provide tailored learning opportunities for future public sector leaders. ANZSOG’s ultimate purpose is to achieve better outcomes for society by enhancing the public sector’s capacity for good public policy and effective administration. In doing so, the School plays a key role in promoting public service as a profession of great social value.

Message from the Dean

Injustoveradecade,theAustraliaandNewZealandSchoolofGovernment(ANZSOG)hasestablisheditselfasaworld-classinstitutionfortheprovisionofpublicsectorexecutiveeducation.

Managementandleadershipinthepublicsectorpresentsomedistinctchallengesrelativetotheprivatesector.ANZSOGprogramsare‘fitforpurpose’andyieldbenefitsforpublicsectorexecutivesbeyondthoseobtainableelsewhere.

ANZSOG’smostdistinctivefeatureisthecollaborationbetweenitsacademicandgovernmentpartners.Thishasproducedablendoftheoryandpractice,ofrigourandrelevance,thatyieldsrealbenefitsforcourseparticipantsandorganisationsalike.Ithasalsofacilitatedavibrantresearchprogramattunedtotheneedsofgovernments.

Courseparticipantsareexposedtothebestincontemporarythinkingaboutpublicadministration.ANZSOG’sacademicfacultyandpractitionersaredrawnfromthebestinAustralia,NewZealandandinternationally,includingHarvard’sKennedy School.

ParticipantsalsohaveaninvaluableopportunitythroughouractiveAlumniProgramtomaintainlifelongconnectionswiththeircoursepeers,anetworkoflastingprofessionalvalue.

TowardsStrategicLeadership(TSL)hasbeenspecificallydesignedforpublicsectormanagerstoassistthemmakethetransitionintoseniorexecutiveleadershiproles.Thelearningapproachisnon-traditional,andhasdistinctivedifferencestootherANZSOGprograms.TSLinvolvesextensivegroup-basedreflection,real-worldcasestudies,experientiallearningandaccesstoexceptionalleaders.Participantsareencouragedtoreflectonandfurtherdeveloptheirapproachtoleadership.

The Towards Strategic Leadership Program (TSL) is specifically designed for public sector managers who are moving into or have recently moved into a senior executive leadership

role. Course participants will further develop their ability to think and act on a strategic level.

Thecourseisdesignedtogiveparticipantstheopportunitytoexaminedifferentapproachestodecision-makingandleadership.

Learning approach

Theprogramconsistsoftworesidentialmodulesoffivedayseach,threetofourmonthsapart.Thefirstmodulefocusesonstrategicleadershipincomplex,sharedpowersettings;whilethesecondmoduleexamineshowtoeffectchangeinapublicsectorsetting.

Thelearningenvironmentprovidesanopportunityforparticipantstoarticulateandreceivefeedbackontheirleadershipstyleandobjectives.Theyarealsoabletodiscussandreflectuponactualleadershipdilemmas,oftenusingtheirownexperiences,andcriticallyexaminedifferentideasaboutleadership.

Ratherthanrelyingonatraditionallectureformat,guestpresentersmakethemselvesavailableinamentoringcapacitytoanswerquestionsabouttheirexperiencesofleadership,includinghowtheyhandlethepressuresandtheresponsibilities.

ADutchAustralian,Paul‘tHartiscurrentlyProfessorofPublicAdministrationintheUtrechtSchoolofGovernanceatUtrechtUniversity,aswellasAssociateDeanoftheNetherlandsSchoolofGovernmentinTheHague.HehashadvisitingpositionsattheUniversityofOxford,StockholmUniversityandtheSwedishDefenceCollegeandwasProfessorofPoliticalScienceattheAustralianNationalUniversityduring2005-2010.

Paulhashadalife-longfascinationwithhowpeopleseekandexercisepublicpower.Hisresearch,teachingandtrainingactivitiesfocusonelitebehaviourandleadershipingovernment,crisismanagement,policyevaluationandpublicaccountability.Hehaspublished25booksandco-editsthejournal‘PoliticalPsychology’.PaulisalsoafellowoftheAustraliaandNewZealandSchoolofGovernment,whereheteachestheLeadingPublicSectorChangesubjectintheExecutiveMasterofPublicAdministration.

PaulhastaughtandtrainedthousandsofpublicprofessionalsaroundtheworldandhasextensiveconsultingexperiencewithavarietyofAustralian,DutchandSwedishpublicsectororganisationsinareassuchaspolice,publicprosecution,courts,emergencymanagement,infrastructure,aswellaslocalgovernmentandparliament.

Robbiebeganhiscareerinthecorporatesectorwitharangeofmajorinsurance,communicationsandengineeringcompanies.In1995hemovedintotothenon-profitsector,managingyouthmentoringprogramsinSydneyandregionalNSW.HewasDirectorofSocialLeadershipAustraliafrom2000–2011.RobbieisnowDirectorofAdaptableLeadershipandaPartneratREOSPartners,aglobalconsultancyspecialisingintacklingmulti-stakeholderschallenges.

Robbiehasdesignedanddeliveredarangeofinnovativeleadershipdevelopmentprogramsforseniorleadersinthegovernment,corporateandNot-For-Profitsectors,includingNationalAustraliaBank,AustraliaPost,Medibank,communityandcorrectiveservices,theAustralianInstituteofPoliceManagementandtheNetherlandsSchoolofGovernment(NSoB).Heisalsoanexperiencedexecutivecoach.

Why did you choose to participate in the Towards Strategic Leadership (TSL) program?

Havingworkedforatimeasapublicsectorseniorofficial,IfeltIneededtoexpandmyunderstandingofstrategicleadershipthroughfurtherconsiderationofcontemporarytheoryandpracticalapplication,andthroughextendingmyprofessionalnetworks.TSLofferedmethisopportunitybyprovidinghighintensityreal-worldlearningopportunitiesinvolvingdiscussionandcollaborationwithpeersacrossjurisdictions.

What were the highlights and challenges of TSL?

TSLofferedahighlychallengingenvironmentinwhichtotestourlearningsandjointexperiencesthroughrealcasework.Ahighlightwastheopportunitytoworkcollaborativelywithpeersthroughfieldworkandcrisismanagement.Theuniquecombinationandstructureoftheprogramprovidednewtheoreticalframeworksandtheopportunitytotestthem,butasimportantly,theopportunitytotestmyselfandmyabilitytoleadandworkcollaborativelythroughhighintensity,highcomplexitysituations.Themixofchallenge,support,discussionanddebatewassettoexactlytherighttemperatureforpersonalandgrouplearning.

How did the program convenors contribute to your learning experience?

TheTSLconvenorsbroughtsuchanarrayofexperienceandknowledgetotheprogram.Theirinsightsandaccountsofrealsituations,bothgoodandnotsogood,enabledmetoreflectonhowIwouldandhaveoperatedinsimilarcircumstances.Theopportunitytotalkfreelyandfranklywithconvenorsandtesttheirresponsestosituationsprovidedrealdepthtotheprogramlearnings.Theknowledge,wisdomandhumilitywithwhichtheyworkedwithusmadethisoneofthemostsignificantprogramsIhaveparticipatedin.

ANZSOG Programs

Developing strategic leadership skills in public sector managers requires a different educational framework from what is appropriate for private sector managers. While business schools teach how to create ‘shareholder value’, ANZSOG’s mission is to teach public sector managers how to create ‘public value’.

ANZSOG also offers the Executive Master of Public Administration (EMPA) and Executive Fellows Program (EFP),andinpartnershipwiththeAustralianCentreofExcellenceforLocalGovernment(ACELG),ANZSOGdeliversthe Excellence in Local Government Leadership Program (ELGLP) and a suite of shorter Executive Education workshops.

TheEMPAisatwo-yearpostgraduatequalificationdesignedtogivehighpotential,experiencedmid-levelmanagersandaspiringleadersathoroughgroundinginthetheoryandpracticeofpublicadministration.ANZSOG’sonlyaccreditedprogram,itisdeliveredtohighlycommittedpublicsectormanagersfromacrossAustralianandNewZealandgovernments.

TheEFPisahigh-levelresidentialexecutiveprogramforseniorpublicsectorleaders,tailoredtobuildonthecorerelationship,leadershipandmanagementskillsneededin thepublicsectorofthe21stcentury.

ELGLPisacuttingedgeleadershipprogramspecificallydesignedforlocalgovernmentleaders.Itaimstoenhanceprofessionalism,leadershipskills,showcaseinnovationand bestpractice,andfacilitateabetter-informedpolicydebateinlocalgovernment.

TheExecutiveEducationprogramdeliversspecialised,practicalexecutiveworkshopsdesignedtomeettheneedsofmiddletoseniorpublicsectormanagersacrossarange ofdisciplines.
