Problems associated with the current Export Procedure

Submission of manual CusDecs (Hard copies). Wharf clerk has to come to the unit. Blend sheet is in a separate system. CDN is not automated. Export cargo movement is not automated. Export release not done in time. Backlogs in VAT refunds.

You are very important to us…

Exporters, contribute heavily towards the economy of the country.

Therefore, when introducing a new export procedure however good it may be, it has to be a very systematic, very smooth operation.

And the new procedure should in no way hinder the exporters in anyway.

Implementation challenges Moving from Asy++ to Asycuda world (94 for 17 years). Hardware and software challenges. Legal challenges (Doing away with warrant copy/statistical

copy, going paperless). Infrastructure challenges. (Temporary server room.) Familiarization challenges. (eg. Training) Introducing new operations, eg. Blend sheet, e-CDN, e-

shipping notes. Automating the new system to different export offices. BOI exports and customs, we are unable to automated all

exports. We have to introduce new system phase by phase because, it has to be a very smooth transition.

Points to remember

Moving to the new system has to be a very smooth procedure.

It should not hinder the exports in anyway.

Therefore, this procedure will be done in several phases in a reasonable time frame.

Date : 30/03/2012 Software developments. Procedure had to be finalized with tea board. Tea board had to be provided necessary reports. Tea exporters should be able to obtain their reports from

ASYCUA World system related to CusDec and blend sheet. Training to tea board officers and trade.

Date: 30/04/2012??? Pre-requisite - All exports should be automated with

ASYCUDA World system. This includes the BOI exports. Traders will submit e-CDNs after e-Cusdec approved by

customs.

Export release will be done at boat note office.Amendments for short shipments should be updated
