with Marine Tourism Resource
– Busan Case –

1. Introduction
According to the increases of local autonomous entities', policy oriented concerns
on tourism and the expansion of central government's support, local tourism
developments tend to expand across the country. Therefore, tourism is coming to
the front as an alternative industry for community development. Especially, local
autonomous entities that are located on the seashore plan to actively introduce
marine tourism for urban development and local economy growth. They expect to
enhance the standard of local residents' living and to improve the living
environment through tourism development utilizing their own nature, history and
culture resources. For this, they do all they can to receive the budget support from
the central government and to preferentially allot their own budget to tourism
development. Also, they aggressively perform marketing activities to lure tourists
for the purpose to secure the identity as a destination. Of course, peninsular-like
geographic environments make seashore local autonomous entities rely on marine
tourism development.
Such a nationwide tourism development boom has been reinforced as the Korean
government has recognized the tourism industry as the growth engine for
Northeast Asia's central economy, national balanced development and
international competitiveness enhancement. Marine tourism development will
function as an important mechanism for local development.
This study aims to analyze the tourism development plans of the government and
Busan related to marine tourism resource development which are strategies to
promote Busan tourism, as Busan in a competitive marine destination, and
establish the advantages in the Northeast Asia tourism market and the position of
Korea's marine capital city.
2. Tourist Market Trends / Tourism Trend in Busan
1) Trend of tourism market
New trends emerging in world tourism market include the continuous growth of the
international tourism market, the rising of the Northeast Asia tourism market, arrival
of a knowledge based society, a new emerging type of tourism, the advent of the
century of culture & environment, consequential improvement of living standards,
and importance of environment. It is expected tha the 21th century is the era of
great competition centered on Asia Pacific. Busan, which is the base tourism city of

North-east Asia and trying to reinforce its position as a marine tourism destination,
must prepare the potential arrival of continental crossing & dividing era between
Asia and Europe.
Domestically, people see that tourism market will gradually grow for many reasons,
such as more the adoption of a 40-hour week system, entering into aging society,
and the increase of South-North tourism interchange. Especially, taking into
account the fact the most outstanding city in respect of aging phenomenon is
Busan, Busan's tourism industry should consider proactive countermeasures for
such an issue. Thus, it is necessary to develop a new marine tourism policy that
can utilize the historic change of tourism market into opportunities for development,
by coping with the rapidly changing environment of foreign & domestic tourism.
2) Busan Tourism Trends
(1) Trend of foreign tourists
The ratio of tourists who visited Busan to overall foreign tourists was 38.0% in 1971
and had risen to 50% in the middle of the 1980s, but such a high proportion has
gradually decreased as other cities strategically fostered the tourism industry. The
ratio is continuously decreasing, recording 29.2% in 2001, and 28.4% in 2005 (One
exception is the year 2002. During that year, the FIFA World Cup and other
international events were held in Busan.). However, the number of overall visitors
has increased. From 2004, Japanese tourists, the main target market, have
recovered from a slump by help of the recovery of business and foreign tour
mindset, along with China and Taiwan. In 2005, more than 170 million tourists
visited Busan thanks to the influx of connected inland and foreign tourists by KTX
opening in April, indirect effect of the Korean Wave, and aggressive tourism
marketing activities.
For the nationalities of foreign tourists visiting Busan, people from Europe and Asia
have increased remarkably thanks to the success of the FIFA World Cup and
APEC Summit. In 2005, Japanese tourists held top spot with 43.7%. However, as
Chinese tourists are continuously increasing, we need to develop tourism products
matching the tourism needs of the Chinese. In addition, we should pay attention to
the fact that tourists from Taiwan and Hongkong are growing, due to the Korean
Wave.

The routes used by foreign tourists visiting Busan include Kimhae International
Airport, International Passenger Terminal (Ferry), the crew from foreign ships and
inland route through Busan Station and Express Bus Temrinal. Especially, the
increase of tourists who come through the International Passenger Terminal can
enhance the possibility of marine tourism and the growth of new regular passenger
ships, mainly to and from Japan, is significantly contributing to attracting Japanese
tourists.
As tourists visiting Busan from all over the world has increased since 1990s, the
ratio of visitors to Busan via Seoul is gradually increasing. After the launch of the
Seoul-Busan high-speed railway in 2004, it takes less than three hours from the
Seoul Metropolitan area to Busan, and thus foreign tourists via Incheon
International Airport are on the increase.
3. Marine Tourism Environment for Marine Tourism Development
1) Conditions for marine tourism in Korea
(1) Environmental conditions for marine tourism
Korea has 3,170 islands and a long shoreline of 12,000km, so there is an excellent
natural condition for marine tourism. In addition, recent trends that prefer direct
experiences are geared for marine tourism. Especially, if the marine tourism
industry would be strategically fostered under the condition that the tourism
industry is emerging as the leading industry of the 21st century, it is expected that
demand will rapidly increase. Also, it is forecasted that the age of My Yacht will
come in earnest and marine sports will be popularized around 2010. Then, the
population of marine leisure will be diversified and sophisticated, and the
equipment for marine sports will increase in type and number. Because the
improvement of traffic, establishment of the five-day week system and others have
in fact increased the demand for marine tourism, it is anticipated that 100,009,800
man-days will enjoy marine leisure sports in 2008 and the number will grow rapidly
to 257 million man-days in 2013. Also, if long-stay type vacation takes root and
cruise markets targeted for old customers is formed, tourism demand in cruise
markets will probably be more than two hundred thousands per year after
2010.

(2) Coast management of marine environment
The most basic precondition for marine tourism development is to secure clean
waters near the coast. However, now Korean coasts, including Busan, have many
of the following issues:
First, the loss of coast ecosystem and the decrease of biological diversity.
The productivity and functions of the marine ecosystem have largely deteriorated
due coast development, including harbors and industrial complexes. The change of
the red tide outbreak pattern is also dramatically the deteriorating the overall
coastal marine ecosystem. Other main causes of marine ecosystem deterioration
include the decrease of bays, due to successive reclaiming works, the change of
seawater flow, the thermal pollution by the power plant's thermal drainage, sea
sand extraction, the concentration of floating substances and others (Ex: Sihwa
district, New Mangeum district).
Second, deteriorating of coast pollution and decreased pleasantness. The
coastal environment has been damaged by the influx of inland wastes and illegal
abandonment of waste fishing implements. Waste shells generated from marine
farm activities amounted to 250 thousand tons, accounting more than 65.8% of
entire wastes. Over one thousand abandoned ships have also helped fuel the
damage of coast environment.
Third, disorderly planned locations and coast access restrictions by the
increase of coast development demand. According to the increase of coast
development demand, more than one thousand development plans are designed to
locate on the coast under individual laws. These various types of preservation, use
and development plans clash and compete within same area, resulting in the
inefficient use of coastal areas. In addition, as interest conflicts occur between
central government, local autonomous entities, civil organizations and local
residents, the preoccupation of a common surface and thoughtless development
are brought about.
Fourth, damage of marine view. Because most coasts with a good natural view
are crowded with restaurants and accommodations, the efficiency and diversity of
coast space use has dropped. The view and access to coasts are rapidly damaged
by the development of harbors, coastal industrial zones, military facilities and

industrial complexes. Especially, because coastal roads are build close to the
coastline, view interception and coast view damage are severe.
Fifth, damage by coast disaster and coast environment change. Natural
disasters, such as typhoons, windstorms, and rainy spells ruin coast facilities and
cause large scale human and property damage. The damage and area are
increasing every year.
As such, the above coast management issues were caused basically by the
predominance of land-centric development and the negligence of state level
interest on marine resources. Though Korea has good marine tourism resources,
including beautiful a coast and islands, tourism development centered on inland
history & culture has made marine ecosystem and view not fully developed. And
It has been pointed out at anohter issue, with wide insight, that ingegrated plans for
sharing the function of the marine area as a national leisure space have not been
established.
Also, many industrial facilities and fishery facilities restrict marine leisure and sports
activities, and it is still inactive to develop marine tourism products and programs to
respond to the growing demand for marine leisure sports, due to the lack of
systemic access and infrastructure for marine destinations.
2) Current marine tourism resources of Busan
Prior to review on marine tourism resources of Busan, we would be better to look
into the official destinations designated by Busan City. Among four destinations,
such as Yongho seaside, Haeundae, Hwangryeong Mt. and Taejongdae, three are
located on the coast, but other than Haeundae, they are not attractive.
(1) Natural marine tourism resources
Beaches ①
The representative marine tourism resources of Busan are six swimming beaches.
As they accommodate various marine tourism activities for leisure sports and
cruises in summer and other seasons, they play the role of marine tourism
destinations. The number of swimming beach users increases every year, and
reached 30 million in 2005. Four swimming beaches, including Songjeong,
Haeundae, Gwanganri and Songdo, are located in old downtown, so are also

various downtown tourism destinations. Especially, Songdo swimming beach was
newly made after two years work and bringing in more than 3.5 million users in
2006. The number of entire swimming beach users was about 38 million, gaining
8%, compared with 2005. In particular, Haeundae, reportedly, accounted for nearly
39 percent of entire swimming beach users, maintaining its position as the best
summer tourism destination.
Eight Destinations② 1) of Busan
Busan has been called the 'district surrounded by three natures.' Because it is
surrounded by the sea, mountains and rivers, there are many excellent scenic
spots. Since old times, people designated eight prominent scenic spots as the
Eight Destinations of Busan. Among them include, Molundae, Haeundae,
Taejongdae and Sinseondae, which have a high scenic value, and are well
preserved and close to the coast. They, excluding Haeundae, keep their own
shapes regardless of abrupt changes in the surrounding environment.
Marine ecosystem reservation③
The ecosystem reservation is designated by the Minister of Environment (for
inland) or the Minister of Marine & Fishery (for marine) under the Natural
Environment Preservation Act. The governor of the city and province can designate
such districts that are recognized to need equivalent preservation as an ecosystem
reservation as 「city /province ecosystem preservation area」. Busan has two
ecosystem reservations, which are very valuable resources for marine tourism. The
Nakdong River mouth was recognized for its preservation value as the habitat and
sanctuary of endangered species and protected wild life, while Oryuk Island area
was designated to maintain natural scenery and study its unique topographic and
geological features.
(2) Artificial marine tourism resources
Port ①
While the entire coastline of Busan City is 219.5km, the coastline within the harbor
is 166.7km, accounting for 76% of the total coastline. From this, we can learn how
much the location and position of the Busan Harbor affect the marine tourism of
Busan. Also, we can predict that the possibility of conflict between marine tourism

activities and trade/fishery port functions will increase within the harbor boundary.
In such respect, Gadeok Road's moving to New Port as well as North Port re-
development are certainly important issues for the future of Busan marine tourism.
Harbor boundaries of Busan Harbor starts from the south edge of Sinmyeong in
Myeong-dong (Jinhae City, Gyeongsangnam-do), via Udo, Yeondo, Gadeokdo's
south edge, Saengdo, Oryuk Island, Mountain peak of Dongbaek Island in
Haeundae, and finishes at the south edge of Gwanganri swimming beach. The
sizes are indicated in the following table. The total area of administrative districts of
Busan is 765.10㎢, and the harbor water area accounts for 31.8% of that value. In
addition, Busan Harbor is a very important harbor in Korea. Considering that total
harbor water area of Korea is 1,387㎢, Busan Harbor accounts for 17.5% of the
nationwide area.
Fishing port②
The role of fishing ports is newly recognized as a marine tourism resource due to
the development of multi-functional fishing ports and fishing settlement fishing port
combined spaces.
Fishing port facilities of Busan include Dadae Port and Dongbyeon Port, all which
are class-1 fishing ports. Busan has fourteen class-2 fishing port facilities
(Songjeong, Cheongsa, Udong, Minrak, Nulcha, Cheonseong, Daehang, Idong,
wollae, Hakri, Chilam, Duho, Sinam, Dongbaek), accounting for 14% of the entire
nation. Besides, small fishing ports composed of fishing settlement number 35
places.
Fishing settlement experience village③
Currently, an emerging marine tourism product is the fishing settlement tourism
product. This product encourages city dwellers to fishing settlement areas where
natural scenes are excellent, and the effect of natural resource development is
expected. Thus it creates the opportunity to employ unemployed labor of fishing
settlements and earn other income than fishing. Especially, the government has
selected 58 fishing settlement experience villages where family unit tourists can
experience and rest. The fishing settlement experience villages had invested 35.6
billion won as of 2005, to cause the travel bureau to activate the community driven
fishing settlement tourism. In fact, income other than fishing is currently growing.

Two villages from 58 are located in Busan as of December 2005. They will
contribute to Busan's marine tourism boom.
Seaside Park④
Seaside parks that provide leisure space for Busan citizens and resting place for
tourists include APEC Naru Park, Olympic Park and Dongbaek Park in east Busan,
UN Memorial Park, Yongdusan Park, Amnam Park in central Busan, and Eulsukdo
Eco-park in west Busan. However, there are no landmark seaside parks at this
point in time.
(3) Social marine tourism resources
Social tourism resources can be divided into tangible and intangible resources.
Festivals may be the most representative tourism product. The Ministry of Culture
and Tourism appoints local festivals that are famous nationwide to cultural tourism
festivals and provide financial support in order to attract more foreign tourists and
revitalize the local tourism industry. Busan has two appointed festivals: Jagalchi
Festival and Gwanganri Eobang Festival. Busan holds international events such as
PIFF, PICAF and PIROF and expects to attract tourists by such mega events. Such
festivals are major marine tourism destinations. Busan should develop the festival
indigenous to the natural environment and local culture.
4. Analysis on the marine tourism development plan for Busan
1) Understanding of marine tourism development plan
(1) Scope of marine tourism development
The plan scope of marine tourism development of Korea is restricted to coastal
area, and so is Busan. Coastal areas consist of coastal waters and coastal land.
Coastal waters cover from high water level to the sea or seashore at the outer limit
of territorial waters, while coastal land refers to the 500m or 1km (designated
harbor, class 1-3 fishing ports or industrial complexes) land area from land-side
boundary of uninhabited islands and coastal waters.
(2) Issues about Busan's marine tourism development
Busan must introduce marine tourism development to achieve its vision to be a
marine capital city of Korea and Northeast Asia's marine tourism base. These

days, as marine tourism is being developed under the trend in which economic
activities and environmental value are concentrated on coastal areas, marine
tourism development should consider the elements of Busan's own marine
environment to have competitiveness in the world tourism market. Especially,
Busan should have vision and a strategy to secure a bridgehead of the Pacific Rim,
Yellow Sea Rim and East Sea Rim economic zones by establishing a 「Coastal
land axis」(next generation's framework of national land). To systematically
achieve the above city goals, Busan should address the following issues:
First,there is the difference of the recognition between the city development plan of
Busan and the government’s national land space development plan.
The government concentrates on marine administration that places too much
emphasis on specific sectors, such as the freight-centric logistic city that occupies
much more plane space than marine tourism promotion. Due to above spatial
function allotment centered on logistics, marine city Busan has promoted tourism
policies largely centered on inland tourism. This is directly related to bad coast
views by thoughtless seaside development, lack of clean waters (indicator for
marine destinations) and fundamental limit of waterfront development. Especially,
the preoccupation of common surface of the rias coast, which is the distinguishing
mark of Busan's natural environment, is the most serious problem to secure space
for marine tourism development.
Second, as Busan Port plays an important role as a national port in respect to
national SOC development, main waters that are good to access for marine
tourism development are set aside for port areas, and the accessibility and
availability for marine tourism activities are limited in terms of time and space.
Third, the Korea representative marine city, Busan, does not have sufficient marine
tourism products that have international competitiveness. Busan needs its own
distinguishable marine tourism products. Therefore, new marine tourism products
should be landmark tourism attractions or destinations.
Fourth, Busan runs short of human resources who have professional knowledge
about marine tourism as well as recognition about the importance of marine
tourism. Therefore, Busan has insufficient will for marine tourism promotion.

Fifth, as city planners and port specialists participate in marine tourism
development planning, marine tourism development plans give too much
importance on physical plans centered on city function, not incorporating the
characteristics of tourism development plans, leading to 'plan for plan'
inadequacies regarding Busan's marine environment.
(3) Legal and administrative measures for Busan's marine tourism
development promotion
First, the basic principles and guidelines for marine tourism development shall be
proposed. The examples of basic principles can include the following: marine
tourism development through marine ecosystem preservation and clean water
quality security, introducing of competent marine tourism function and facilities, the
sharing of coastal views and improvement of coastal views, the securing of urban
amenities of facilities surrounding marine destinations, respecting community
traditions of marine tourism target sites, returning development profits to
communities, securing the safety of tourists, preparing marine disaster prevention
plan against large waves or tsunamis. It is desirable to keep to basic principles and
assign the management and operation duty to civil organizations in the future.
Second, Busan should unite the direction of policy with central government and
promote marine tourism into leading industries for national growth and national
strategic industries. A new coordination department should be established between
the Ministry of Culture and Tourism, the Ministry of Maritime Affairs and Fisheries,
the Ministry of Environment and the Ministry of Construction and Transportation,
Maritime Affairs and Fisheries, by legislation. In addition, considering the lack of
marine tourism specialists, great care should be given to the securing of marine
tourism specialists by supporting the introduction of marine tourism departments
into universities and implementing the marine tourism certificate system.
Third, Busan should escape from simple logistic centric marine city policies, that
are functions of the state, and create coast area into littoral districts where marine
tourism as well as various city functions such as local economy and environment
coexist. In addition, it needs to renovate its focus of city tourism policy from inland
tourism to marine tourism and promote the improvement of coastal urban
environment that can enhance the coastal city's level of quality of life.

Fourth, the compensation for many rights of settled fishing ports in Busan's island
coast shall be substituted with designating as a combined marine tourism fishing
settlement. For license of fishery farms, Busan should promote and support
offshore farms rather than inshore farms which now cover most of Busan's fishery
farms and interrupt the space for marine tourism and leisure sports. Therefore,
Busan should substitute the compensation with support for the technology and
facilities for offshore farms and inland farm technology combined with high-tech
farms.
2) Analysis on the marine tourism development plan of Busan
By analyzing the courses and products of Busan, based on tourism related official
plans established by the central ministry or agencies and Busan City since the
1990s, we tried to predict the future course of marine tourism development.

Most of the tourism vision suggested by existing plans was the marine city image
based on marine resources, but marine tourism products that were developed by
the legitimate plans of central government or Busan are very small. Such problems
mainly result from the fact that most plans were not based on the trends of the
tourism market, surveys on tourists' use pattern, and demand analysis. Next, when
significant capital was to be placed into large scaled tourism sites, existing tourism
development plans failed to predict exact domestic and overseas business
fluctuations and prepare risk management measures. Therefore, most plans
remained only at the planning stage. As above concerns will probably repeat in the
future, it is imperative to proactively review private capital. Such vicious cycles lead
to the lack of Busan's representative marine tourism products. In addition, the
central government and Busan City have repeatedly and periodically rolled out
similar plans in different names since the middle of 1990s. Thus, it needs to
evaluate the related environment of already offered plans, considering current
social, economic and cultural situations, both domestic and international, and
decide reasonably whether to continue or reserve or abrogate. From this, the
opportunity to revive Busan's marine tourism development plan should be
achieved.
Therefore, in order to be established as the gate city of Northeast Asia and
international marine tourism destination, Busan, which wishes to be a 'marine
tourism city' should develop competent marine tourism products that meet the
needs of the world tourism market. For this, Busan should make various marine
tourism products that follow the pattern change of world tourists, prepare versatile
local tourism routes and utilize Busan's unique marine tourism resources and

facilities. A synergy effect must also be created by holding marine festivals and
events that incorporate the various themes of culture and art. Especially,
considering that currently business visitors are increased by the growth of
convention business, Busan should link their tourism demands into the tourism
market, make itself an year-round destination and encourage their re-visiting for
tourism.
3) Course of Busan's marine tourism products development
(1) Course of marine tourism development
Busan should not conduct large scaled coast reclamation and spoil natural
coastlines to develop tourism complexes or marine tourism sites. Development
must be conducted with preserving and maintaining efforts through the sustainable
development of coast/fishing settlement (fishing port )/sea tourism resources.
Busan must escape from existing plane development. Product developers should
utilize spaces (e.g., beaches, sea, undersea, deep sea) dimensionally. Through
this effort, beaches can overcome seasonal limits and be used year round.
Facilities and systems should be prepared so that fishing and marine sports can be
carried on at the same time on the sea. Also, undersea, marine sports activities
should be guaranteed and keep harmony with marine ecosystem preservation and
fishing implementation protection.
Marine tourism development must promote sustainable development that
harmonizes with preservation and marine culture creation in respect of contents
and be a comprehensive development that builds a cooperative system with central
agencies and local autonomous entities, based on enforced participation of coastal
communities, in respect of constituents. The central government should set up the
foundation for the system and promote various program developments, while
Busan actively links to policies of other fields and enterprises try to develop
experience programs and local specialties.
(2) Development of Int'l marine tourism products
First, various marine tourism attractions need to be developed. The re-
development of North Port may be an example of a internationally competent
marine tourism product. Considering the position of Busan Port in Northeast Asia
and Korea, North Port re-development will affect the Northeast Asia tourism

market. Therefore, North Port should be developed as the landmark space of the
world tourism market. In addition, marine tourism attractions such as marine
tourism complexes, water parks, marine museum and landmark seaside parks
should be made into tourism attractions and enhance the overall competency of
destinations.
Second, marine tourism software needs to enhance their competency. Tourism
hardware, such as tourism facilities for marine tourism activation, may be
developed, but program-centric software development shall be performed at once.
Especially, the recent rapid growth of marine leisure sports population requires
the expansion of marine sports infrastructure, such as marinas, by stage. For this,
Busan must create harbor water-friendly spaces, expand multi-functional fishing
ports and build marine leisure sports infrastructure, such as marinas, as a coast
water-friendly maintenance business. In addition, it is necessary for the activation
of marine leisure sports to periodically hold marine events to promote the base of
marine leisure sports.
Also, Busan must develop fishing settlement fishing port tourism through
revitalization of fishing settlement experience villages, in which local residents
provide minimum amenities utilizing fishing settlements, natural resources around
fishing ports and the history/culture/living style of community as a tourism resource.
In particular, a fishing port area must be appointed that has already lost their own
fishing port functions to model fishing settlement for marine tourism, equip
yacht/boat mooring facilities, log houses, repair facilities and attractive fishing
settlement facilities (seaman’s house) so that they provide various commercial
facilities and convenient facilities for tourists and local fishing settlements and
promote a local economy boom.
Third, Busan must reinforce legal and institutional support on marine tourism. In
spite of its gravity generated from geographic characteristics and tourism resource
distribution, Busan has little legal and institutional support. Therefore, marine
related regulations and systems should be improved. Busan must also set up
marine tourism specific agency (organization) that take charge of all marine tourism
businesses including coordination and cooperation, reinforce marine tourism P.R.
and maintain the legal and institutional supporting system about marine tourism.
Fourth, Busan, as a destination of marine tourism promotion, should build and
operate tourism infrastructure. The provision of differentiated marine tourism

resources through making Gwangan Avenue into a tourism product as well as
functional specialization of swimming beaches should be promoted. Cruise tour
booms, also, should be promoted through the development of coast and Northeast
cruise routes. Operation plans for Suyeong Bay’s yacht arena must be prepared to
develop into an advance base of marine leisure sports. It is necessary to build a
coastal view road extending from Go-ri of Gijang-gun to Gadeok Island, which can
contribute as the marine tourism route of Busan Bay.
Finally, under the recognition that the maintenance of clean coast water is very
important for marine tourism, Busan must carry out scientific coast water quality
management and integrate a coast management plan. The coast view
management plan and coast construction plan are also needed to secure
accessibility to the coast and scenic views and to improve urban pleasantness and
the welfare of citizens.

5. Conclusion and Proposal
1) Conclusion
The world’s best marine tourism destinations have marine tourism products
worthwhile of boasting to the world and are ‘marine cities with world common
individual attractions.' In order to be recognized as a marine tourism destination by
the world tourism market, Busan must consider 'what kind of urban marketing do
we have to do?' and 'How can we sell the various culture of major tourists's
countries like Japan, China and U. S. A?'
For this, Busan's problems must be identified and addressed in respect of tourism
system in which 'the realization of tourism motive' becomes main access point by
revaluating the urban space structure of the tourism destination - Busan.
Especially, paradigm shift from inland tourism to marine tourism is imperative.
However, what about Busan as of 2007? There is every type of potential tourist,
but no individual attraction that can provide more than 8-hour pleasure and
entertainment to visitors. The lack of internationally competent individual tourism
facilities and resources has caused the attractiveness of city tourism to drop and
lose the function of a tourism destination.
Therefore, in order to secure competency for the Northeast marine tourism's base
city, Busan must enhance its identity and position as marine tourism destination by

making the world best tourism attractions based on Busan's own marine tourism
resources and social & cultural characters.
2) Proposal
(1) Pre-condition for marine tourism development
The future of Busan's marine tourism depends on whether it can give the clear
image of 'Korea marine capital' to native and foreign people. For this, marine
research institutes should be moved into Busan and government should ensure
continuous support in administration and finance.
Second, when clear identity of marine tourism destination is secured, its growth will
increase at a faster rate. When reviewing tourism related plans set up by central
agencies and Busan since the 1990s, Busan's tourism vision stood for marine
tourism city based on marine resources, but most plans came to an end at the
master plan stage – only the planning stage, not reaching the implementation
stage. Tourism development plans to be established in the future must
be practicable.
Third, alternative plans should be proposed to overcome seasonal limits of marine
tourism: peak season and off-season. Continuous effort to commercialize the
culture should be carried out (for example, to hold international scale mega-events)
Fourth, World class urban basic facilities and amenities should be established.
Busan should become a human-centric amenity city in which 'he realization of
tourism motives and satisfaction' becomes the main access point by revaluating
the urban space structure of the tourism destination.
(2) Durability of tourism destination development
Tourism destinations have their own 'life cycle.’ The life cycle can be extended
though exact reaction and preparation for tourists' needs and market trends. Here,
timing plays a very important role. If a tourism destination introduces some change
to its attraction at a proper time, it can renovate itself, and then a new life cycle can
start. In such processes, Sustainable Development and Wise Use must be
secured beforehand.
For the revitalization of Busan's marine tourism, tourism products must have local
flavor and international diversity at the same time. In order to attract market-
oriented tourists and tourism products, Busan urgently needs leadership that can

perform systemic decision-making, endless effort and cooperation of many civil
organizations, ongoing concern of community and finances and administrative
support of local and central government.
In conclusion, as the tourism market expands around Northeast Asia and
competition of many countries increases, Busan, the marine tourism destination,
should prepare 'Busanlike' marine tourism products that have an independent
identity and quality in order to react to international environment change and
occupy comparative advantages. Such products must be based on the natural
environment, society, culture and the history of Busan.
In the end, I wish Busan to be benchmarked as new history maker of world marine
tourism development.

1. 서론
지역관광개발이 지자체의 관광에 대한 정책적 관심증대와 중앙정부의
지원확대로 전국적으로 확대되는 추세이며, 지역발전을 위한 대안산업으로
부상하고 있다. 특히, 연안에 위치한 각 지자체들은 도시개발과 지역경제
발전을 위해 해양관광을 적극적으로 도입하여 지역의 자연 ․ 역사 ․ 문화자원
등을 활용한 관광개발을 통해 지역주민의 삶의 질 향상과 생활환경 개선의
효과를 기대하고 있다. 이를 위해 중앙정부의 국고지원을 위한 적극적인 노력과
해당 지자체 예산의 우선적 배분을 위해 전력을 기울이면서, 관광목적지로
identity 를 확보하기 위해관광객 유치를 위한 공격적인 마케팅을 펼치고 있다.
특히, 3 면이 바다로 둘러싸인 지리적 환경은 연안에 위치한 지자체가
해양관광개발에 거는 기대가 클 수밖에 없음을 나타낸다.
전국적인 관광개발 현상은 정부가 관광산업을 동북아 경제 중심 국가 건설,
국가균형발전 및 국가경쟁력 향상을 위한 성장 동력을 지닌 차세대
성장산업으로써 관광산업을 인식하면서 심화되었으며, 앞으로도 해양관광개발은
지역개발의 중요한 메커니즘 작용을 할 것이다.
본 연구의 목적은 경쟁력 있는 해양관광목적지로서 부산의 해양관광을
진흥시키기 위한 전략으로서의 해양관광자원개발과 관련된 정부 및 부산의
관광개발계획을 분석하여 동북아 관광시장에서의 경쟁우위와 우리나라의
해양수도로써의 위상을 정립하는 데 있다.
2. 관광시장의 동향과 부산의 관광동향
1) 관광시장의 흐름
국제 관광시장의 지속적 성장과 동북아 관광시장의 부상, 지식기반 사회의
도래와 새로운 관광형태의 대두, 문화․환경의 세기 도래에 따른 삶의 질 향상과
환경의 중요성 등이 세계 관광시장의 새로운 흐름으로 부각되고 있다.
21 세기는 아시아․태평양 중심의 대 경쟁 시대로 예측된다. 동북아시아의
관광거점도시로서 해양관광목적지의 위상을 정립하려는 부산은 아시아와
유럽을 연결하는 대륙 횡 ․ 종단시대의 도래 가능성을 대비해야만 한다.

국내적으로는 주 40 시간 근무제 확대와 고령화 사회의 진입, 남북한 관광교류
증대 등이 국내 관광시장에 중요한 영향을 미치면서 점진적으로 가속화될
전망이다. 특히, 전국에서 고령화 현상이 가장 두드러지게 나타나고 있는
도시가 부산임을 고려할 때 부산의 관광시장은 이에 대한 적극적인 대책을
강구해야 할 필요가 있다. 이와 같이 급변하는 국내 ․ 외 관광환경 변화에
능동적으로 대응하여 관광시장의 시대적 변화를 부산발전의 기회로 활용할 수
있는 새로운 해양관광개발 정책이 요구된다.
2) 부산의 관광동향
(1) 부산방문 외래 관광객의 추이
우리나라를 방문한 외래 관광객 가운데 부산을 방문한 관광객은 1971 년도의
경우 전국대비 38.0%, 1980 년대 중반 50%에 까지 이르는 높은 비중을
차지하였지만, 이후 타 시도들이 관광산업을 전략적으로 육성하면서 점차 그
비중이 감소하였다. 2001 년의 경우 외래 관광객 약 29.2%, 2002 년의 경우는
월드컵 등 국제행사로 37.4% 까지 상승하였지만, 2002 년도를 제외하면
2001 년 29.2% 이후 2005 년도 28.4%에 이르기까지 관광점유율은 계속적으로
감소하고 있다. 그러나 전체적으로 방문객 수는 증가되어서, 2004 년부터는
주력시장인 일본의 관광객이 경제 회복국면과 해외여행 심리회복 등으로 중국,
대만과 함께 회복추세에 접어들었다. 그리고 2004 년 4 월 경부고속철 개통으로
부산항과 연계한 내륙 및 외국 관광객 유입과 한류열풍의 간접적인 영향과
적극적인 관광홍보마케팅 활동 등으로 2005 년도에는 170 만 명이 넘는
관광객이 부산을 방문하였다.
부산을 찾는 외래 관광객을 국적별로 보면, 월드컵과 APEC 정상회의의
성공적인 개최로 인하여 유럽지역과 아시아지역의 관광객이 괄목할 만큼
증가하였다. 2005 년도 일본이 43.7%로 수위를 차지하였지만, 12.6%의
중국관광객은 지속적으로 증가하고 있어서 중국인의 관광수요에 대응하는 관광
상품의 개발이 요구된다. 또한 최근 한류열풍의 영향으로 대만․홍콩 등의
관광객도 증가하고 있음을 주목해야 한다.

부산을 방문하는 외래 관광객 경로는 김해국제공항, 국제여객터미널 그리고
외국선박을 통한 선원이 직접 입국하는 경로와 서울을 경유하여 부산역,
고속터미널 등 타지를 경유하여 육로로 오는 경우가 있다. 특히,
국제여객터미널을 통한 관광객의 증가추세는 해양관광의 가능성을 제고시키며,
일본을 중심으로 정기 여객선 신규 운항이 계속 증가하고 있어 일본관광객
유치에 많은 기여를 하고 있다.
1990 년대 이후 부산을 찾는 관광객이 점차 전 세계로 확대됨에 따라 서울을
경유한 부산방문의 비율이 점차 증대되고 있으며, 2004 년 경부고속철이
개통되어 수도권에서 2 시간대에 부산을 방문할 수 있어 인천국제공항을 통한
외국관광객이 늘어나고 있다.
3. 해양관광개발을 위한 해양관광환경
1) 우리나라의 해양관광 여건
(1) 해양관광의 환경여건
우리나라는 3,170 개의 도서와 12,000km 의 긴 해안선을 갖고 있어 해양관광을
위한 자연조건이 뛰어나다. 여기에 관광행태가 다양화 전문화되면서 직접
체험을 선호하는 최근 트렌드도 해양관광산업에 긍정적인 신호를 보내고 있다.
특히, 21 세기 주도산업으로서 관광산업이 부상되면서 해양관광산업이
전략적으로 육성될 경우 그 수요가 급증할 것으로 예상된다.
한편 2010 년경 본격적인 My Yacht 시대와 해양레포츠가 상당히 대중화될
것으로 전망된다. 이로 인해 해양레저 참여인구가 다변화되고 고도화되며,
해양스포츠 보유 장비도 확대되어 계속 증가할 것이다. 실제로 교통개선과
주 5 일근무제 정착 등으로 해양관광 수요도 지속적으로 늘고 있어, 2008 년에는
연인원 1 억 9800 명이 해양레저스포츠를 즐길 것이며, 2013 년에는 연인원
2 억 5700 만 명으로 급증할 전망이다. 또한 장기 체류형 휴가패턴이 정착화
되고, 노년층을 대상으로 하는 크루즈 등의 시장이 형성되어, 크루즈가
본격화될 경우 2010 년 이후 연간 20 만 명 관광수요가 발생할 것으로
예상되고 있다.
(2) 해양환경의 연안관리

해양관광개발을 위한 가장 기본적인 전제가 연안역 청정수역 확보이다. 그러나
현재 부산을 비롯한 우리나라의 연안은 다음과 같은 많은 문제점을 내포하고
있다.
첫째, 연안생태계 손실 및 생물다양성의 감소. 항만, 공단 등 연안개발로 해양
생태계의 생산력과 기능이 크게 저하되고 있으며, 적조발생의 양상변화로 전
연안의 해양생태계 기능이 급속히 저하되고 있다. 특히, 지속적인 매립사업으로
인한 만의 감소 및 해수유동의 변화, 발전소 온배수의 열오염, 해사채취와
부유물질의 농도 등으로 해양생태계의 악화를 초래하고 있다(예 : 시화지구,
새만금지구)
둘째, 연안오염의 심화 및 쾌적성 감소. 육상쓰레기의 연안유입, 폐 어구
불법투기 등으로 연안환경 훼손과 수산 양식 활동으로 인한 패각이 25 만
톤으로 전체 쓰레기의 약 65.8% 이상을 차지하고 있으며, 연간 1 천여 척
발생되는 폐선으로 연안환경의 손상이 가속화되고 있다.
셋째, 연안개발수요의 증대에 따른 계획입지의 난립 및 연안접근권 제약.
연안개발수요의 증대에 따라 개별법을 배경으로 1 천여 개의 사업계획이 연안에
입지하는 것으로 수립 또는 구상되고 있어, 다양한 보전 ․ 이용 ․ 개발계획이
동일권역에서 상충 ․ 경합되고 있어 연안의 효율적인 이용이 저하되고 있다.
또한 중앙정부, 지방자치단체, 민간단체, 지역주민 간에 이해상충이 발생하면서,
공유수면의 선점식 점용과 난개발이 야기되고 있다.
넷째, 해양경관의 훼손. 자연경관이 양호한 대부분의 연안에 음식점·숙박시설
등이 밀집되어 있어 연안공간이용의 효율성 및 다양성이 저하되고 있다. 항만,
임해산업단지, 군사시설 및 공업 및 산업단지의 개발로 연안의 조망권 및
접근성이 급속하게 훼손되고 있다. 특히, 해안도로 등이 해안선까지 연접하여
개발됨에 따라 해변을 바라보는 시계 차단 및 연안경관 훼손이 심하다.
다섯째, 연안재해로 인한 피해발생 및 연안환경 변화. 태풍 ․ 폭풍 ․ 장마 등
자연재해로 인해 연안시설물의 파괴 ․ 유실 등 대규모 재산피해와 많은
인명피해 발생하고 있으며, 매년 피해액수와 피해범위가 증가하고 있다.
이상과 같은 연안관리의 문제점은 기본적으로 육지 중심적 개발개념의 우위로
해양에 대한 국가적인 관심소홀을 야기했으며, 아름다운 해안과 도서 등
해양관광자원을 보유하고 있음에도, 내륙역사 ․ 문화 중심의 관광개발로

해양생태 및 경관의 관광자원화에는 미흡한 실정이다. 그리고
국민레저공간으로서 해양이 담당해야할 기능분담에 대한 광역적 시각이나
통합적인 계획이 수립되지 못한 것도 문제점으로 지적된다. 또한 연안에 각종
산업시설 및 어업시설의 산재로 해양레저스포츠 활동이 제약되고, 해양관광지에
대한 접근체계와 인프라가 부족하여, 해양레저스포츠 수요가 급증하고 있음에도
불구하고 이에 부응할 해양관광상품 및 프로그램개발은 여전히 부진한
실정이다.
2) 부산의 해양관광자원 현황
부산의 해양관광자원을 검토하기에 앞서 부산시에 지정된 법정 관광지를 먼저
보도록 한다. 용호 seaside, 해운대, 황령산, 태종대 등 4 개소의 관광지 가운데
3 곳이 연안에 위치하고 있지만, 해운대를 제외하고는 그 매력도가 떨어진다.
(1) 자연 해양관광자원
① Beaches
부산의 대표적 해양관광자원으로 6 개의 해수욕장을 들 수 있으며, 여름을
비롯하여 타 계절에도 해양레저스포츠와 크루즈를 위한 다양한 해양관광활동을
수용하고 있어 중요한 해양관광 목적지의 역할을 하고 있다. 해수욕장 이용객은
매년 증가하고 있으며, 2005 년도를 기점으로 3 천만 명 시대를 열었다. 이
가운데 송정 해운대 광안리 송도 등 4 개 해수욕장은 기존의 도심지역에
위치하고 있어 다양한 도심관광활동 목적지로서의 역할도 하고 있다. 특히,
송도해수욕장의 경우 2 년여 간의 공사를 통해 새롭게 조성함으로 인해,
2006 년도 350 만 명 이상의 해수욕객을 유치하였다.
2006 년 해수욕장의 입장객수를 보면 전체 입장객수는 약 3,800 만 명으로
2005 년 대비 8% 증가한 것으로 나타났다. 특히 해운대의 경우, 전체 이용객의
약 39%를 차지하고 있어, 여전히 최고의 여름 관광목적지로서의 위상을
유지하고 있는 것으로 나타났다.
② 경승지로서 부산 8 대

부산은 ‘三抱之鄕’이라 하여 바다와 산, 그리고 강이 접하고 있어 경치가
빼어난 명승지가 많다. 이처럼 경관미가 우세한 곳을 옛날부터 부산 8 대라
칭하여 경승지로 지정하였다. 특히, 그 경관의 가치가 높고 보존상태가
양호하면서 해양과 연해있는 몰운대, 해운대, 태종대, 신선대가 있고, 해운대를
제외하면 주변 환경의 급속한 변화에도 그 원형을 잘 보존하고 있다.
③ 해양생태계 보호지역
생태계보전지역은 자연환경보전법에 의거 환경부장관(육지) 또는
해양수산부장관(해양)이 지정하며, 시․도지사는 생태계보전지역에 준하여 보전할
필요가 있다고 인정되는 지역을 「시․도생태계보전지역」으로 지정한다. 부산시는
2 개 지역이 해당되며, 해양관광을 위한 가치가 매우 높은 자원이다. 낙동강
하구는 멸종위기 야생 동 ․ 식물 또는 보호야생 동 ․ 식물의 서식처․도래지
등으로서 보전의 가치가 있다고 인정되는 지역으로, 오륙도 지역은 지형 또는
지질이 특이하여 학술적 연구 또는 자연경관의 유지를 위하여 보전이 필요한
지역이므로 지정되었다.
(2) 인공 해양관광자원
① Port
부산시역 내 전체 해안선의 길이가 219.5 ㎞인데, 항계 내 부산시역의 해안선의
길이가 166.7 ㎞를 차지하고 있어, 전체 해안선의 76%를 차지하고 있는 것을
감안할 때 부산시의 해양관광에 부산항의 위치와 위상이 얼마나 지대한 영향을
미치는지 알 수 있다. 지속적으로 발생하는 항계 내에서의 해양관광 활동과
국가항만으로서의 무역 및 어항기능과의 충돌이 갈수록 증가될 것으로
예견된다. 이러한 시점에서 가덕도로의 신항 이전과 더불어 북항 재개발에 대한
개발압력은 향후 부산의 해양관광의 미래를 바꿀 중요한 사항임에 틀림없다.
부산항의 항계는 경상남도 진해시 명동 신명 남단에서 우도~연도~가덕도
남단~생도~오륙도~해운대 동백섬 산정에서 광안리해수욕장 남측 끝단까지
이어진다. 규모는 다음의 표에서와 같다. 부산시 행정구역의 전체면적이
765.10 ㎢임을 감안할 때 항내수면적은 부산시 면적의 31.8%에 해당된다. 또한

우리나라 전체의 항만수역이 1,387 ㎢임을 감안할 때, 부산항의 항내수면적은
전국대비 17.5%를 차지하고 있어 부산항의 중요성을 알 수 있다.
② 어항
다기능어항과 어촌․어항 복합공간 개발 등으로 해양관광자원으로서 어항의
역할은 새롭게 재인식되고 있다. 부산의 어항시설로는 1 종 어항으로 다대항과
대변항 두 곳이 있다. 그리고 2 종 어항으로는 송정, 청사, 우동, 민락, 눌차,
천성, 대항, 이동, 월래, 학리, 칠암, 두호, 신암, 동백 등 14 개의 어항시설이
있어 전국대비 4.4%를 차지하고 있다. 그 이외 어촌계별로 항포구인 소규모
어항이 35 개 있다.
③ 어촌체험마을
최근 우리나라에서 해양관광상품으로 부각되는 것이 어촌관광상품이다. 이는
도시민의 관광레저수요를 자연경관이 수려하고 부존자원의 개발효과가
기대되는 어촌지역으로 유치하여 어촌유휴노동력의 고용기회 창출 등 어업 외
소득증대를 도모하고자 추진된 사업이다. 특히, 최근 가족단위 관광객을
유치하기 위해 체험과 휴양을 함께 하는 어촌체험마을을 선정하여 2005 년까지
전국 58 개소 359 억원을 투자하여 주민주도의 참여식 관광으로 어촌관광
활성화가 가능하도록 관광안내소 등 체험기반시설을 조성하여 실질적인 어업
외 소득을 창출하고 있다. 특히, 부산의 경우, 2005 년도 12 월말 현재 전국의
58 개 지정 마을 중 2 개 마을이 소재하고 있다. 부산의 해양관광활성화에
중요한 역할이 기대된다.
④ Seaside Park
부산시민의 레저공간으로서 뿐만 아니라 관광객의 목적지 또는 다른
관광목적지로 이동하는 가운데 휴식과 쉼의 기능을 제공하는 해안가에
위치하는 공원은 다음과 같다. 동부산권의 APEC 나루공원, 올림픽공원,
동백공원을 비롯하여 중부산권의 UN 기념공원과 용두산 공원, 암남공원,
서부산권의 을숙도생태공원 등이 중요한 기능을 다하지만 부산의 랜드마크적
역할을 하는 해변공원은 아직도 부재한 상태이다.

(3) 사회적 해양관광자원
사회관광자원은 유형과 무형의 자원으로 구분가능한데 축제는 가장 대표적인
관광 상품이 될 수 있다. 문화관광부에서는 외래 관광객 유치확대 및
지역관광활성화를 위해 전국적으로 유명한 지역축제를 문화관광축제로
지정하여 재정적 제도적 지원을 하고 있다. 부산에는 자갈치축제와
광안리어방축제 등이 지정되어 있다. 부산만의 축제로는 PIFF, PICAF, PIROF 등
국제적 이벤트를 개최하고 있어 메가 이벤트로 인한 관광객유치에 기여하고
있으며, 해양관광목적지로써의 소프트웨어 상품으로의 역할을 하고 있다.
앞으로도 부산의 자연환경과 지역문화에 고유한 축제를 지속적으로 발굴해야할
필요가 있다.
4. 부산의 해양관광개발계획 분석
1) 해양관광개발 계획의 이해
(1) 해양관광개발의 범위
해양관광개발의 계획적 범위는 우리나라의 경우, 연안 역으로 한정되며 부산도
이에 준한다. 따라서 해양관광개발의 주요 공간적 대상이 되는 연안은
연안해역과 연안육역의 통합으로 이루어진다. 연안해역은 ‘만조수위선으로부터
영해의 외측한계까지의 바다와 바닷가’까지이며, 연안육역은 ‘무인도서와
연안해역의 육지 쪽 경계선으로부터 최대 500m 또는 1 ㎞(지정항만, 1 3․ 종
어항, 산업단지의 경우) 범위의 육지지역’으로 정의된다.
(2) 부산의 해양관광개발을 위한 문제
부산이 우리나라의 해양수도 뿐만 아니라 동북아 해양관광거점으로의
도시비전을 달성하기 위해서는 해양관광개발의 도입이 필연적이다. 오늘날
경제활동 및 환경적 가치가 연안에 집중되는 추세 속에 전 세계적으로
해양관광개발이 진행되고 있기 때문에 부산의 해양환경에 고유한 요인들을
고려한 해양관광개발만이 세계관광시장에서 경쟁력 있는 관광 상품이 될 수
있다. 특히, 차세대 국토골격인「연안국토축」의 형성에 있어 환태평양 ․
환황해 ․ 환동해 경제권 진출의 교두보로서의 부산의 위상과 정체성을
확보해야하는 해양공간의 비전과 전략이 준비되어야 한다. 이러한 계획적

도시목표를 달성하기 위한 부산의 해양관광 관련 문제는 다음과 같이 제기될
수 있다.
첫째, 부산시의 도시개발 목표와 정부의 국토공간 개발에 대한 인식적 차이를
들 수 있다. 해양관광 육성보다는 평면적 공간잠식이 큰 국가기능인 화물중심의
물류도시 구현 등 특정분야에 편중된 해양행정의 집중이 문제로 대두된다.
이러한 물류중심의 공간적 기능배분으로 해양도시이면서도 내륙관광 중심의
관광정책이 추진되어왔다. 이는 임해부 난개발에 따른 해안경관요소 불량,
해양관광지의 평가척도인 청정해역 확보 미흡, 워터프론트 개발의 원천적
한계도 이와 무관하지 않다. 특히, 부산의 자연 환경적 특성인 리아스식 해안의
공유수면 매립으로 해양관광개발을 위한 공간 확보에 가장 큰 문제가 되고
있다.
둘째, 부산항이 국가의 SOC 개발차원에서 국가항만으로의 주요 기능이
부여되어있기 때문에 해양관광개발을 위한 접근성이 양호한 주요 해역이 항계
권역으로 설정되어 있어 해양관광활동을 위한 접근성과 이용성에 있어
시공간적으로 제약을 받고 있다는 것이다.
셋째, 우리나라를 대표하는 해양도시 부산의 경우, 대외적으로 경쟁력을 지닌
해양관광상품이 미흡한 실정이다. 부산만이 지닌 차별화된 해양관광상품 개발이
요구된다. 새로 개발될 해양관광상품이 랜드마크적 성격을 띤 관광매력물이나
관광목적지가 되어야 하는 이유가 여기에 있다.
넷째, 부산시의 해양관광 관련 전문적 지식을 갖춘 공공기관의 인재부족과
해양관광의 중요성에 대한 인식 부족, 이로 인한 육성의지가 미흡했다는
것이다.
다섯째, 도시계획이나 항만 관련 전문가들이 해양관광 관련 개발계획 수립에
참가함으로 인해 해양관광개발계획이 지나치게 도시기능 중심의 물리적
계획으로 일관되었고, 관광개발계획의 고유한 계획적 특성이 반영되지 않았을
뿐만 아니라 부산의 해양환경에 부적합한 ‘계획을 위한 계획’을 양산하는
결과를 초래하였다.
(3) 부산의 해양관광개발 진흥을 위한 법적 행정적 방안

첫째, 해양관광개발의 기본원칙과 가이드라인이 제시되어야 한다. 부산연안의
청한 수질 확보와 해양생태계 보존을 통한 해양관광개발을 전제로 경쟁력 있는
해양관광기능과 시설 도입, 연안 경관 개선과 조망권의 공유, 해양관광지 주변
시설물의 urban amenity 확보, 해양관광 개발대상지의 지역전통 존중과
지역사회 이익 환수, 관광객의 안전성 확보 및 고파랑에 대비한 해양방재계획
등을 고려한 해양관광개발의 기본원칙을 고수하면서 이후 관리 및 운영기능을
향후 민간기업에 맡기는 것이 바람직할 것이다.
둘째, 부산시가 중앙정부와 정책적의 지향점을 통일하여 해양관광산업을
국가발전 선도 산업이나 국가전략산업(National Strategic Industry)으로
육성해야 한다. 법률 제정을 통한 문화관광부 해양수산부 환경부
건설교통부간의 해양관광 관련 통합부서 신설과 함께 부처간 유기적
협조체계가 구축이 되어야 한다. 특히 해양관광 관련 전문가가 미흡한 현실을
감안하여 관광관련 대학의 해양관광 학과 신설 지원 또는 해양관광자격제도
도입 등 해양관광 전문인력 확보에 심혈을 기울려야 할 것이다.
셋째, 부산시가 국가기능인 단순 물류중심의 해양도시정책에서 탈피하여
해양관광을 비롯하여 지역경제, 환경 등 다양한 도시기능이 공존하는
임해공간으로 연안지역을 창출시켜야 할 것이다. 또한 지금까지의 내륙관광
에서 해양관광 중심의 도시관광정책으로의 혁신이 필요하고, 연안 도시
amenity 를 향상시킬 수 있는 임해부 도시환경 개선 등을 적극 추진해야 할
것이다.
넷째, 부산시 도서해안가 정주어항에 대한 다양한 권리에 대한 보상을
해양복합형 관광어촌으로 지정하는 것으로 대체하도록 하여야 한다. 특히,
어업권 중 양식장허가에 관련하여 부산시내 해안가 양식장은 대부분
근해양식에 한정되어 있어, 수산양식에서도 원해양식을 유도하고 지원하는 행 ․
재정적 지원이 뒤따라야 근해지역을 해양관광레저 스포츠지역으로 활용할 수
있게 된다. 따라서 수산양식부문의 선진화 명목으로 원양양식이나
첨단양식기술을 접합한 육상양식기술이나 시설에 대한 지원으로 대체하여야 할
것이다.

기존의 대부분의 계획들이 계획목표로 설정한 관광비전은 해양자원을 바탕으로
한 해양관광도시로서의 이미지를 제시하였지만 중앙부처의 계획이든 부산시의
계획이든 법정계획에 기초하여 개발된 해양관광상품이 많지 않다는 것이다.
이는 대부분의 계획이 관광시장의 동향과 관광객의 이용행태조사와 수요분석에
근거하지 않은 이유가 크다. 둘째, 대규모 관광지 개발 시 막대한 자본투입을
전제할 때, 기존 관광개발계획들이 국내 및 국제 경기변동에 대한 정확한
경기예측 실패와 위험관리계획이 준비되지 못한 결과 대부분 계획단계에서만
머물렀다는 것이다. 향후에도 이런 가능성이 제기되므로 민자유치에 대한
전면적인 검토가 요구된다. 이러한 악순환의 반복이 결국 현재 부산의 대표적
해양관광상품의 부재를 낳고 있다.
다음으로 지적할 수 있는 것은 부산의 관광개발과 관련된 중앙부처와
부산시에서 1990 년대 중반이후 발표된 많은 계획들은 어느 시기에서부터인가

반복성과 주기성을 띠면서 명칭만 make-up 한 채 다른 포장의 이름으로
‘출시’되는 경향을 나타내고 있다. 따라서 현 시점에서 국내외 사회경제적
문화적 상황을 고려하여 계획적 환경에 대한 냉정한 평가를 기초로 수립된
계획에 대해 관련분야 전문가를 통해 재평가의 과정을 거쳐 기존 계획의
지속적 추진․유보․폐기 등에 대한 합리적 우선순위를 설정하여 이행해야 한다.
이를 통해 부산의 해양관광개발계획이 새롭게 거듭나는 전기를 마련해야할
것이다.
그러므로 부산이 동북아시아의 관문도시로서 국제해양관광목적지로서 거듭나기
위해서는 상기 관련계획에서 제시하는 비전으로서의‘해양관광도시’를
세계관광시장의 관광수요에 맞는 경쟁력 있는 해양관광 상품개발을 통해서
달성할 수 있다. 이를 위해서는 국내외 관광객의 관광행태 변화에 따른 다양한
해양관광상품 개발과 주제별, 지역별 관광루트의 다원화를 유도하되, 부산만이
지니는 다양한 해양관광 자원과 시설의 상품개발을 도모하여, 문화와 예술의
다양한 주제를 연출한 해양축제․이벤트를 개최하여 해양관광의 synergy 를
창출해야 한다. 특히, 최근 컨벤션 산업의 육성 등을 통해 비즈니스 관광객이
증가하고 있는 것을 고려하여, 이들의 관광욕구를 관광시장과 연계시키면서
4 계절 관광지화와 관광객로서의 재방문을 유도해야한다.
3) 부산의 해양관광상품개발의 방향
(1) 해양관광개발의 방향
대규모 연안매립이나 자연해안의 훼손을 통한 관광단지나 관광지의
해양관광개발을 자제하되, 해양을 기능적으로 연안 ․ 어촌(어항) ․ 해상
관광자원의 지속가능한 개발을 통해 보전 ․ 관리되는 방향으로 진행해야 한다.
또한 기존의 평면적 개발을 지양하여, 공간적으로는 해변, 해상 및 해중․해저의
입체적․효율적 활용을 통한 상품개발을 도모해야 한다. 이를 통해 해변은 해수욕
등 계절성 한계를 극복하여 4 계절 해양관광을 즐길 수 있는 방향으로 개발,
보전 및 이용될 것이다. 또한 해상은 어업과 해양스포츠 활동이 조화롭게

이루어질 수 있도록 시설개발 및 제도개선을 추진할 것이다. 그리고 해중 ․
해저는 해양스포츠 활동이 보장되고, 해양생태계 보전, 어업인의 어장 보호가
조화를 이룰 수 있도록 시설 개발 및 제도개선 등이 요구된다.
해양관광개발은 내용적으로는 개발 ․ 보전 및 해양문화의 창달이 조화를 이루는
지속가능한 개발을 추진하되, 주체별로는 연안지역 주민의 자발적 참여를
기반으로 관련부처, 지자체와 협조체계 구축을 통한 종합적 개발이 되어야 한다.
중앙정부는 제도적 기반확립 및 다양한 program 개발 유도하되, 부산시는 다른
분야의 정책과 연계를 적극 유도하고, 사업자는 체험프로그램 개발, 특산물개발
추진을 도모해야 할 것이다.
(2) 국제적 해양관광상품 개발
첫째, 다양한 해양관광 매력물의 개발이 요구된다. 국제경쟁력을 갖춘 해양관광
상품개발로 북항 재개발을 들 수 있다. 부산항이 지닌 동북아와 우리나라에서의
위상을 고려할 때, 북항 재개발은 동북아 관광시장에까지 영향을 미칠 것이다.
따라서 북항은 세계관광시장에서 랜드마크적 공간으로 개발되어야 한다. 또한
더불어 해양관광단지, 워터파크, 해양박물관, 랜드마크적 해변공원 등이
관광매력물로 조성되어 관광목적지 전체의 경쟁력을 제고시키도록 해야 한다.
둘째, 해양관광 소프트웨어의 경쟁력 강화가 요구된다. 해양관광의 활성화를
위한 관광시설 등 하드웨어적인 개발을 추진하는 동시에 상품, 프로그램 중심의
소프트웨어적인 개발에 접근하여 해양관광의 경쟁력을 강화해야 한다. 특히,
최근 해양레저스포츠 인구의 급진적 증가는 마리나 시설 등 해양스포츠
기반시설의 단계적 확충을 요구한다. 이를 위해 항만 친수공간 조성, 다기능
어항 확충, 연안 친수공간 정비사업의 일환으로 마리나 등 해양레저 ․ 스포츠
기반시설을 구축해야한다. 또한 해양이벤트를 지속적으로 개최하여
해양레저스포츠의 저변 확대를 도모하여 해양레저스포츠의 활성화를 기여한다.
그리고 해양산업과 해양관광의 연계 개발 등의 추진을 위해서 어촌과
어항주변의 자연자원, 역사 ․ 문화 ․ 생활방식을 관광자원의 바탕으로 삼아 주로

현지어민이 운영주체가 되는 최소한의 편의시설을 제공하는 어촌체험마을
조성을 통한 어촌 ․ 어항관광 활성화를 적극적으로 개발한다. 특히, 어항의
기능을 이미 상실한 일부 어항지역을 해양관광 시범어촌으로 지정하여, 요트나
보트를 계류할 수 있는 계류시설과 정고(log house), 수리시설 및 매력적인
어촌시설(seamans house)을 설치하여, 관광객과 지역어촌이 서로 이용할 수
있는 다양한 상업시설이나 편의시설을 제공하여, 어항의 경제 활성화를
도모하도록 지원한다.
셋째, 해양관광에 대한 법 ․ 제도적 지원의 강화이다. 부산은 지리적 특성과
관광자원의 분포에 따른 해양관광의 중요성에도 불구하고 이를 뒷받침 할 법 ․
제도적 뒷받침이 전혀 되지 않는 실정이므로 이를 위한 해양관련 법․제도의
정비 필요하다. 특히, 해양관광을 전담할 수 있는 통합적인
해양관광전담기구(조직)의 설립을 통해 해양관광전반에 관한 조정․협력역할을
수행하게 하고, 해양관광에 대한 홍보활동의 강화, 법․제도적 지원체계 마련
등의 추진이 필요하다.
넷째, 해양관광 진흥을 위한 관광목적지로서 부산은 관광기반시설의 구축과
운영을 해야 한다. 광안대로의 관광자원화를 통해 차별화된 해양관광자원의
제공과 함께 해수욕장의 기능별 특화개발 등의 추진하도록 한다. 또한 연안 및
동북아크루즈 항로 개발을 통한 크루즈관광의 활성화를 도모한다. 그리고
수영만 요트경기장의 통합적인 운영방안을 강구하여 해양레저스포츠의
전진기지로 개발하도록 유도한다. 그리고 기장군 고리에서 가덕도에 이르기까지
해안경관도로를 조성하여 부산만의 해양관광루트로 발전시키도록 한다.
마지막으로 해양관광은 연안의 청정수질 유지가 중요함을 인식하여 과학적인
연안수질관리와 통합적인 연안관리계획을 시행하도록 한다. 또한 연안의
연안경관관리계획과 연안건축계획을 수립하여, 연안의 접근성과 조망권을
확보하여 도시의 쾌적성과 시민의 복지를 증진시키도록 해야 한다.

5. 결론 및 제언
1) 결론
세계적인 해양관광목적지는 ‘세계에 자랑할 수 있는’ 해양관광상품을 소유하며,
‘세계적으로 통용되는 개성적인 매력’을 갖춘 해양도시’가 해당될 것이다.
해양도시부산이 세계관광시장에서 해양관광목적지로 인식되기 위해서는
‘해양관광상품으로서 부산을 어떻게 도시마케팅(urban marketing)할 것인가’와
‘일본 중국 미국등 주요 관광송출국의 다양한 문화를 어떻게 판매할 것인가’를
동시에 고려해야 한다.

이를 위해서는 우선 부산시의 도시공간 구조에 대한 전반적인 평가를
관광목적지 차원에서 재평가하여 방문한 ‘관광객의 관광동기 실현’이라는
목표달성의 관점에서 부산시를 하나의 관광시스템으로 접근하는 차원에서
도시의 문제점을 찾아내어 해결해야 할 것이다. 특히, 육지에서 해양중심으로의
관광개발의 사고에 패러다임의 전환이 요구된다.
그러나 2007 년 현재 도시 부산은 어떠한가. 인구감소와 인구고령화의 사회적
문제부터 거의 모든 유형의 관광대상들이 존재하지만, 관광학적 차원에서 단일
관광대상물로 방문객에게 8 시간 이상의 순수관광 목적인 pleasure 와
entertainment 를 제공할 즐길 거리가 없는 관광도시가 되어 있다.
세계시장에서 경쟁력을 지닌 개별 관광시설이나 관광자원의 부재는 도시
관광에 대한 매력 저하를 초래하게 되고 궁극적으로 관광목적지로서 기능을
상실하게 된다.
그러므로 동북아 해양관광의 거점도시로써 경쟁력을 지니기 위해서는 부산만이
지닌 해양관광자원과 사회문화적 특징을 기반으로 한 세계적인 관광매력물
조성을 통해 부산을 해양관광목적지로서 도시의 정체성과 위상을 제고시켜야
한다.
2) 제언
(1) 해양관광발전의 전제조건
부산 해양관광의 미래는 먼저 부산이 국민들과 지구촌 사람들에게 모두
‘대한민국의 해양수도’라는 이미지를 명확하게 심어야 한다. 이를 위해서는
해양관련 연구기관의 부산이전과 정부의 행정적 재정적 지원의 지속성이
확보되어야 한다.
둘째, 해양 관광목적지로서 분명한 정체성 확보될 때 그 성장은 가속화될
것이다. 1990 년대 이후 중앙부처와 부산시에서 수립된 관광관련 계획을 검토할
때, 부산의 관광비전은 해양자원을 바탕으로 한 해양관광도시로서의 이미지를
표방하고 있음에도 불구하고, 대부분 기본계획(master plan)으로 그치고

실행(implementation)단계까지 추진되지 못하는 많은 ‘계획의 단절’로
점철되었다. 향후 수립될 관광개발계획은 실행 가능한 계획이 되어야 한다.
셋째, 해양관광의 성수기와 비수기에 계절적 한계를 극복하는 대안제시가
있어야 한다. 이를 위해 국제규모의 메가 이벤트 개최를 통한 문화관광
상품화에 대한 지속적인 노력의 병행이 전제되어야 한다.
넷째, 세계도시 규모에 부합되는 도시의 기반시설과 어메니티 환경이
구축되어야 한다. 부산시의 도시공간 구조에 대한 전반적인 평가를 관광목적지
차원에서 재평가하여 방문한 ‘관광객의 관광동기 달성의 유무와
만족도’관점에서 부산시를 하나의 관광시스템으로 접근하는 인간중심의
어메니티 도시가 되어야 한다.
(2)관광목적지 개발의 지속성
관광목적지는 자체의 ‘Life cycle’을 지니고 있다. 관광객의 요구와 관광시장의
동향에 대한 정확한 대처와 미래에 대한 준비를 통해 그 ‘수명’을 연장시킬 수
있다. 여기에서 timing 이 중요한 역할을 하게한다. 적정 시기에 관광목적지
매력물에 변화를 도입함으로써 관광목적지 자체를 개혁하거나 부흥시켜 새로운
라이프 사이클로 진행시킬 수 있다. 그러나 이러한 과정을 다음세대까지 기회를
손상하지 않고서도, 현재 관광개발의 욕구를 충족시키도록 대응하는 지속가능한
개발(Sustainable Development)과 자원의 현명한 이용(Wise Use)이 전제돼야
한다.
관광목적지로서 도시 부산의 해양관광 활성화에 있어 관광 상품은 지역적인
독특성과 국제적인 다양성을 겸비하고 있어야한다. 따라서 경영적인 시각에서
목표시장에 부합되는 관광객과 관광 상품의 유치를 위해서는 체계적인
의사결정을 갖춘 리더십과 다양한 시민단체들의 부단한 노력과 협력,
지역주민의 지속적인 관심, 그리고 지방 및 중앙정부의 재정적 행정적 지원이
절대적으로 요구될 것이다.
결론적으로 동북아 시장을 둘러싼 관광시장의 팽창과 이에 따른 각국의 경쟁이
치열해짐에 따라, 동북아시대를 준비하고 국제환경 변화에 대응하기 위해서
해양관광목적지 부산은 관광시장에서 비교우위를 점할 수 있는 ‘부산다운 것’,
‘부산스러운 것’ 등 독자적 정체성과 고급화를 가진 해양관광상품의 개발이

준비되어야 한다. 이는 부산의 자연환경과 사회문화 그리고 역사에 기반을 둔
해양관광상품 개발이어야 할 것이다.
마지막으로 이번의 심포지엄을 통해 부산이 우리나라를 비롯한 전 세계의
해양관광개발 역사에 새로운 history maker 로서 bench mark 되길 희망한다.
