TOUR NOTE OF SHRI MILIND RAMTEKE, IAS, DISTRICT MAGISTRATE &

COLLECTOR, WEST TRIPURA FOR THE MONTH OF JANUARY, 2016

01-01-2016: 9.30 am: Attended Office.

At 11.00 am visited the International Fair Ground, Hapania, Agartala for

the visit of the Hon’ble Chief Minister, Tripura. The Secretary, I&C; CMD,

TSECL, MC and MD, TIDC shall accompany during visit of the

international fair ground.

At 03.00 pm to 04.30 pm conducted meeting of all the 49 Ward

Secretaries of Agartala Municipal Corporation at AMC Council Hall along

with all the four Executive Officers of all the four zones. Reviewed

various development works such as construction of Integrated Low Cost

Sanitation(ILCS units), various TUEP material works, Mandays

generation under TUEP under various wards etc.

5.00 pm to 8.00 pm: Conducted weekly review meeting of all the

BDOs, EE RD, and line departments for various issues mainly MGNREGA

convergence, Material booking, Mandays generation work, IAY/TSGHS

progress, IHHL progress under SBM, MGNREGA toilets construction

progress etc.

02-01-2016: At 09.00 am Visited Sewerage Treatment Plant at Barjala constructed

under JnNURM by Agartala Municipal Corporation along with the

Principal Secretary UDD.

At 11.30 am attended meeting in the Chamber of the Secretary to the

Governor in connection with the At Home Programme and Reception of

the Guests on the occasion of Republic Day to be held on 26th January,

2016 at Raj Bhavan.

At 03.30 pm attended the inaugural programme of the 11th Regional

SARAS Fair, 2016 in the International Fair Ground, Hapania along with the

Principal Secretary RDD and hon,ble Minister for RD and Forest Department .

At 07.00 pm conducted monthly district level Revenue meeting in the

Conference Hall of DM’s Office with the all SDMs, in regards to the

following issue : -

• Allotment of Lands : -

• Mutation/ CLR/ NLRMP

• Tea Estate land.

• Court Case and Revenue Court Case, Civil Court Case.

• Certificate/ PDR/ MACT cases.

• Excise Collection.

• Registration of Deeds.

• Sale Tax/Excise tax collection, other tax collection

• Certificate cases for recovery of pending sales tax.

03-01-2016: Sunday.

At 9.00-1.00 pm: Visited sanitation and cleanliness works in and

around Agartala city along with the Executive Officers, Management

wing and Sanitary Inspectors of Agartala Municipal Corporation.

04-01-2016: 9.30 am: Attended Office.

At 10.30 am: Attended weekly Video Conference in view of the issue of

RD schemes by Principal Secretary RDD and Revenue matter by

Secretary Revenue: -

At 11.30 am attended in the one Day workshop for newly elected

members of all Urban Local Bodies being organized by the UDD and

AMC in presence of the Hon’ble Chief Minister, Tripura in the Rabindra

Satabarshiki Bhawan, Agartala.

At 05.00 pm discussion with the representative of the National

Students’ Union of India, Tripura in regards to the progress of

digitization of Cable Televisions Network in Phase- III within the Urban

Areas under West Tripura District.

At 07.00 pm in the Conference Hall of the DM & Collector, West Tripura,

Agartala in connection with the meeting the progress of Digitization of

Cable Televisions Network in Phase- III in the Urban Areas under West

Tripura District.

05-01-2016: At 09.30 am visited to development works under MGNREGA schemes

under the Hezamara RD Block area along with the Officer-in-Charge,

Development of this Collectorate and conducted Development meeting

in the block with all GRS/ TA/ JE/ Panchayat Secretaries and Village

Secretaries for review of MGNREGA, IAY, IHHL etc. Visited two Village

Committee Offices 1. Barkathal & 2. Chandpur ADC Village Committee

office.

At 02.10 pm: attended Agartala Airport for welcome of Shri Nihal

Chand, Hon’ble Union Minister of State for Panchayat Raj, Government of

India.

At 03.30 pm attended workshop in the Conference Hall No. 2 of Pragna

Bhawan, Agartala the Hon’ble Minister for Panchayati Raj, Government

of India interacted with the Elected Representative of PRI bodies and 6th

Scheduled Areas and Officers of PR/RD Department in presence of the

Hon’ble Minister of Panchayat Raj Department, Government of Tripura.

At 05.30 pm attended review meeting of the Cultural Committee in

connection with celebration of the Republic Day at A.R. Ground under the

Chairmanship by the Principal Secretary, School Education in the

Conference Hall No. 1 of the State Secretariat Building, Agartala in regards

to the State Level occasion of Republic Day.

At 07.00 pm to 08.00 pm attended Office of Agartala Municipal

Corporation.

06-01-2016: At 09.30 am: Visit of Hon,ble Minister Shri Nihal Chand, Hon’ble

Union Minister of State for Panchayat Raj, Government of India to

Mandai RD Block and Jirania RD Block along with Dr. G.S.G. Ayyangar,

IAS, Principal Secretary, Rural Development Department, Government of

Tripura.

1. Horticulture plantation under MGNREGA in Shibnagar ADC village, in

convergence with MIDH, NHM and MGNREGA. 6 Ha plantations – 3

Ha Mosambi under MGNREGA, 1.5 Ha Banana and 1.5 Ha Papaya

under MIDH, in the land of Sanjit Debbarma.

2. Visited to 10 Ha Bamboo Plantation in convergence with National

Bamboo Mission with an estimated cost of 10.5990 lakhs and 1640

person days and Visit to Harepha Para of Kathirambari ADC Village to

see the 10 number of IHHLs constructed under MGNREGA and

cluster of 10 number of houses constructed under Tripura State

Housing Scheme. Also the hon’ble Union Minister visited

Kathirambari ADC Village and held discussion with the MGNREGA

beneficiaries in the VC office.

3. Visited to 1.00 Acre Tea Plantation in land of Dinabandhu Debbarma

S/O Hari Shankar Debbarma during 2015-16 and Interaction with

small tea growers who have cultivated tea garden though MGNREGA

work at the Village Committee (Panchayat) Office, Kathirambadi.

Thereafter Hon’ble Union Minister visited Uttar Majlishpur Gram

Panchayat under Jirania Block. BDO jirania gave Power point

Presentation on Rural Development and Panchayat works of Uttar

Majlishpur GP, followed by interaction with the PRI representatives

and some MGNREGA beneficiaries.

At 02.15 pm attended Agartala Airport to see off the Hon’ble Minister

for Panchayati Raj, Government of India.

At 05.00 pm attended meeting in the Conference Hall of DM & Collector,

West Tripura District under the Chairmanship of State Election

Commissioner Tripura in connection with the preparatory and

publication of draft list of Polling Station and Draft Electoral Roll for

ensuing Village Committee Election, 2016 by the State Election

Commissioner with all EROs, Returning Officers, DPOs and DEO, West

Tripura District in the following points.

07-01-2016: At 09.30 am attended office.

At 10.30 am discussion with Smt. Kalyani Choudhury, Ex- Mayor-in-

Councilor, Agartala Municipal Corporation and other people from

Kaviraj Tilla area in connection with the development of Kabiraj Tilla

School.

At 11.00 hrs accompanied with Dr. G.S.G. Ayyangar, Principal Secretary,

R.D. Department, Government of Tripura inspected of RD works in

Mohanpur RD Block area in West Tripura District. Following

instructions has been given by Principal Secretary during the inspection

of the said block : -

• Regarding surrender of interest fund with Block Development

Officers so as to take some project related works.

• Regarding provision of various irrigation facilities for fallow

agriculture land under West Tripura District and block level joint

survey of un-irrigated land by Block, Agriculture and Irrigation

department.

• Regarding proper verification of FTO register under MGNREGA for

various Line Department.

• All the Block Development Officers and BDO, Mohanpur are hereby

requested to ensure that both the Ist signatory and 2nd signatory must

come to BDO Office and apply their digital signatures separately so as

to issue FTOs.

• Regarding cancellation of cheques issued to the third parties but not

credited since more than 3)three) months under various RD Blocks.

• Regarding display of photograph and specimen signatures of Ist and

2nd signatory on the first page of FTO Register in all RD Blocks.

• The BDOs and all the GP/VC Offices under West Tripura District for

verification by the inspecting officials at the time of inspection of FTO

register.

Thereafter Principal Secretary and undersigned visited following works

under Mohanpur RD Block.

Department in regard to the Expert Group from the National Disaster

Management Authority (NDMA) to be visited West Tripura District on

10th and 11th January, 2016 in connection with the Earthquake Resilient

Model District Programme (ERMDP) activities.

At 04.00 PM conducted meeting in the Conference Hall of DM &

Collector, West Tripura with all the concerned departments in view of

the observance of Road Safety Week w.e.f. 10th to 16th January, 2016.

At 05.00 PM conducted meeting in connection with the Noise

Population with the Line Department for implementation of the Order of

the High Court vide Case NO. W.P.(C)(PIL) 03 of 2013.

Office of the DM & Collector , West Tripura to discuss about the progress

regarding updating on National Population Registrar (NPR) and seeding

of Aadhaar in the National Population Register database with the BDOs,

Chief Executive Officer, Ranirbazar Municipal Council, Mohanpur

Municipal Council and the Executive Officer, Jirania Nagar Panchayat.

At 05.00 pm- 8.00 pm meeting in the Conference Hall of the Office of

the DM & Collection, West Tripura with the BDOs and Line Department

for proper implementation of MGNREGA schemes.

10-01-2016: SUNDAY

At 9.00 pm to 12.00 Noon visited in different places at around Agartala

City for inspection of vulnerable buildings with the Members of the

Expert Team of NDMA headed by Shri A.K. Singhi, Joint Secretary (MIT),

NDM, Government of India (2) Prof. C.V.R. Murty, Director, IIT, Jodhpur

(3) Prof. Pradeep Kumar Ramancharta, Head EERC, Hyderabad (3) Prof

Hemant B. Kaushik, IIT, Guwahati and others.

At 05.00 pm visit of NDMA team to District Emergency Control Room,

West Tripura District.

At 06.00 pm interaction with the IAS Probationers of 2014 batch on

North East Darshan in the chamber of the undersigned

11-01-2016: At 10.30 pm attended Video Conference with the Principal Secretary,

Health & Family Welfare Department and the Secretary Revenue in

connection with the progress/ status of District Level meetings of

National Health Mission, Rogi Kalyan Samity and to ensure 100%

Institutional delivery, Immunization, ANC & PNC and NPR.

At 11.30 am meeting in regards to the District Advisory Committee

Meeting under West Tripura District for implementation of Pre-

conception and Pre-conception and Pre-natal diagnostic technique Act.

At 04.00 pm attended meeting in the Conference Hall No. II of State

Secretariat along with the Expert Team of the NDMA in the following

issues : -

• To discuss process of approval for Built Environment, essence of

ERMDP, expected outcomes, financial scope and commitment of

Government of Tripura.

• Provide skill development avenues to masons, bar-benders and

carpenters through Polytechnics, it is and Building Centres.

• Arrange capacity building of teachers of architecture and civil

engineering colleges at one Institute of National Importance in India.

• To undertake Awareness campaign through the District Team.

• Implement components of Techno-Legal Regime, like Peer Review of

Structural Designs and host examination fro voluntary licensing of

engineers.

• Prepare and rehearse Disaster Management Plant at the levels of

family, community, village, town and district, including Medical

Preparedness Plans in Health Centres and Hospital.

• Identify and empower District Disaster Response Force (DDRF)

through SOPs and drills.

• Strengthen Emergency Operations Centres with suitable and non-

redundant communication equipment and activate them.

• Identify and train Damage Assessment Team on Rapid Visual

Screening for determining occupancy of houses and critical and

lifeline buildings.

• Construct Technology Demonstration Units of houses and simple

community owned structures.

• Plan and undertake Earthquake Retrofitting of select deficient

masonry houses and critical.

12-01-2016: At 09.30 am attended in the Agartala Airport to reception of Shri Manoj

Singh, Hon’ble Minister of State for Railway in connection with the visit

to Agartala, Tripura.

11.00 am to 8.00 pm Attended office work in DM Office and AMC Office

At 08.30 pm attended state dinner in the State Guest House in the

honour of the Hon’ble Minister of State Shri Manoj Singh organized by

the Hon’ble Minister for Transport etc. Department, Government of

Tripura.

13-01-2016: 8.00 am: Visited Juvenile Homes for boys, Foundling Homes for boys

and girls and Institute of Visually Handicapped for boys and girls at

Narsinghgarh and , Agartala along with DISE West Tripura and other

officials from District Social Education and Social Welfare office.

At 10.30 am attended Video Conference under by Dr. G.S.G. Ayyangar,

IAS, Principal Secretary, RD Department Government of Tripura are as

follows : -

MGNREGA:-

• FTO generation has to be ensured within 3 days of completion of

works.

• To ensure 15-20 Cr. Material expenditure in the month of January.

• To ensure creation of individual assets 60%, Agriculture and allied

sector 60% and convergence 40%.

• To focus for creation of plantation and water bodies in this ongoing

season so as to generate sustainable livelihood for individual

households.

• Regarding entry of IHHL construction in MGNREGA MIS, detail

instructions are given from RD Department which needs to be

followed in such cases.

• To ensure that the proposals for connectivity in ADC areas are taken

up only for unconnected habitations, not for maintenance or

upgrading of already connected habitations.

• Regarding site selection for Small Bore Deep Tube Wells, joint teams

comprising of BDO, SE(Agriculture) and ADC Engineers need to be

constituted and site selection to be completed by 20th January, 2016.

• Line Department converging with the MGNREGA should maintain

FTO register and the earlier instructions on FTO generation must be

strictly adhered to.

IAY & TSGHS : -

• Pending UCs for TSHS 2013-14, 2014-15 should be submitted at the

earliest.

• Awaasoft updating for IAY 2013-14 needs to be completed so as to

reflect the completion status as on field.

At 01.00 PM attended Railway Station, Agartala in the programme of

the reception of 1st Broad Gauge Train into at Agartala Station in

presence of the Hon’ble Minister of State Shri Manoj Singh, Hon’ble

Minister of Transport etc Department, people of Tripura and other

dignitaries of the Central Government and the Government of Tripura.

At 06.00 PM attended in the Closing Ceremony of 11th Regional SARAS

Fair, 2016 in the International Fair Ground & Exhibition Centre, hapania,

Agartala in presence of the Principal Secretary, RD Department, the

Hon’ble Deputy Speaker, Tripura Legislative Assembly and Shri Naresh

Jamatia, Hon’ble Minister for RD Department.

14-01-2016: At 9.30 am attended Office.

At 12.00 noon conducted Oath Taking Ceremony of the of the newly

nominated members of Agartala Municipal in the capacity of the District

Magistrate & Collector as per the Provisions of the Tripura Municipal Act

1994.

12.30 pm to 2.30 pm: Attended office work at AMC office

3.00 pm- 8.30 pm: Attended office work in DM Office

15-01-2016: At 11.00 am meeting in the Chamber of the Hon’ble Minister for Urban

Development Department in connection with the different development

works in AMC along with hon,ble Mayor AMC.

• Outbreak of Avian Influenza (Bird Flu) in the State Poultry Farm

Gandhigram Purba Gandhigram GP, Bamutia RD Block, Mohanpur Sub-

Division under West Tripura District – action for Controlling and

Containment of Avian Influenza (Bird Flu).

• 12.30 pm: Attended an urgent meeting was conducted by the Chief

Secretary, Tripura at 12.30 pm on 15th January, 2015 at Secretariat

Agartala in which various directions were given by the Chief Secretary

in connection with the outbreak of Avian Influenza at Gandhigram State

Poultry Farm.

2.00 pm: Visited Gandhigram State Poultry Farm along with the SDM, Mohanpur, Addl.

SP, Rural, Assistant Director, ARDD, Office of the State DI Lab,

Chairperson, Bamutia Panchayat Samity, BDO, Bamutia, Hezamara,

Lefunga, Mohanpur ED Block, OC, Airport PS Agartala so as to start

various containment and control measures to control the spread of Bird

Flu as per the Prescribed guidelines of Government of India.

At 04.30 pm attended meeting in the Chamber of the Principal Secretary,

Urban Development Department in regards to the vaccination and

sterilization of stray dogs in the Agartala Municipal Corporation area.

• 5.30 PM: Conducted an emergenecy meeting with adm West, SDM

Mohanpur, ARDD Officials, Police Officials, BDO Bamutia RD Block,

Lefunga RD Block, Hezamara RD Block, Mohanpur RD Block, all the

Executive Officers of Agartala Municipal Corporation, SDM sadar, SDM

Jiranai etc. I issued various instructions and directions to the

concerened departments for control and containment of Bird Flu as per

the guidelines prescribed by the Government of India such as setting up

of 24x7 Control Room in Gandhigram HS School, Construction of drop

gates on all the approach roads to Gandhigram, Manning of these drop

gates by police in order to prevent transportation of any domestic or

wild bird in and out of Gandhigram village, to start culling of domestic

poultry birds in one km radius of the epicenter and scientific disposal as

per guidelines, to ensure proper and timely compensation for the culled

birds as per the prescribed rates of Government of India, to prevent any

law and order problem due to this culling operation, proper publicity

and awareness of masses, sensitization of public in 10 km radius of the

epicenter to take precaution and care in connection with the handling of

poultry products and poultry birds etc,

16-01-2016: At 12.00 noon attended in the Mayor in Council meeting in the Meeting

Hall of Agartala Municipal Corporation in the following agendas : -

• Modification of Tripura Building Rules, 2004 with (i) Provision for

Disaster Management is to be included in the TBR, (ii) Provisions for

joint ownership building permission are to be inserted in to TBR. (iii)

Provisions of Energy efficient clause are to be inserted., (iv)

Provisions for parking facilities in all building, fire tender movement

facility are to be included in the existing TRB Rules, (v) Provision for

Retrofitting is also to be included.

• Preparation of City Sanitation Plan for Agartala City.

• Preparation of Master Plan for Agartala City.

• Mobile Tower Scheme. Street Dogs.

• Creation of fund for AMC Operation and maintenance.

At 04.30 pm attended meeting in the Meeting Hall of the Chief

Secretarie’s Chamber, New Secretariat Building, Capital Complex,

Agartala to review the progress of works of Broad Gauge Railway Line.

AT 07.30 pm visited Circuit House, Agartala along with the Chief

Secretary, Tripura and Secretary, Tribal Welfare in connection with the

temporary accommodation of the Office of the State Human Rights

Commission, Tripura.

30-01-2016: 8.30 am: Visited Belbari RD block and conducted development review

meeting with all the Panchayat Secretaries, GRS, TA/JE, PEO and BDO.

Inspected the construction of Belbari Block Building which is being

constructed under SPA and MGNREGA convergence by EE RD

Agartala. The work is under progress and 70 % completed.
