2.1 Ghaziabad Development Authority has decided to take up the Consultancy
Services for Preparation of Detailed Project Report for construction of eight lane ring
road between #apur Road and $oni Road via %eerut Road including ROB over DelhiSaharanpur rail trac&, grade separator over %eerut Road, bridge over #indon and
improvement of Pipe $ine Road+
+0 GDA will be the employer and executing agency for the consultancy
services and the standards of output required from the appointed consultants
shall be of national level in terms of both quality and adherence to the agreed
time schedule.

.1 !he main ob"ective of the consultancy services is to prepare Detailed #ro"ect
$eport for construction of eight lane ring road between #apur Road and

qualification and tender documents in suitable contract packages for
execution of civil works. !he work shall include study of environmental
enhancement.

substructure % foundation % bearings % expansion "oint% retaining walls etc.* shall
be finalized based upon hydraulic and geo'technical studies% cost effectiveness
and ease of construction . !he GAD shall be supplemented by #reliminary
designs in respect of span arrangement and type of bridge a few alternatives
with cost benefits implications should be submitted to enable GDA%#2D 6(ndian
$ailway 6 +5$!4 to approve the best implications .
. Dismantling 6 reconstruction of exiting structures shall be avoided as far aspossible except where considered essential in view of there poor structural
conditions6 inadequacy of the provisions etc. the exiting structures having
inadequacy carriageways width shall be widened 6 reconstructed in part or fully
as per the latest +5$!74 guidelines .
&. !he exiting structure having inadequate carriageways width shall be widened 6
reconstructed in part or fully as per the latest +5$!74 guidelines. !he
consultant shall furnish the detailed design and working drawings for carrying out
for the proposed flyovers 6bridges6underpasses.
. (n case land available is not adequate for any reason% suitable design for $00retaining wall shall be furnished.

a' !he requirement of road'side drainage system and the integration of the
same with proposed cross'drainage system shall be worked out for the
entire length of the pro"ect road section.

carriageways% high embankments and for road segments passing through
cuts. !he drainage provisions shall also be worked out for road segmentspassing through urban areas.

safety during the construction period.

!he consultant should specify plans to enhance the environmental aspect of the
pro"ect through measure such as road side landscaping and tree planting %planting of bushes in the central median and other relevant stabilizing 6
preservation for the road and ad"oining areas. All possible steps must be taken to
minimize the adverse environmental effects of pro"ect both during construction
work and subsequent operation.

ngineering analysis in order to determine any significant economic% social or

not limited to the analysis of the available information ) supplemented where
appropriate by site assessment * concerning the general population distribution
of low income communities% area of significant right of way ) $52*
encroachments% sensitive and6 or critical natural habitat )e.g. national park%
reserves% wild life sanctuaries% sacred groves% protected areas forests% wetlands
etc.* ma"or rivers and waterways% recorded cultural heritage sites and any other
potentially sensitive areas% based on recent government of (ndia census % officialdata and information from G5s )such as 229* and site visits . !he result of
this analysis shall be plotted on maps and tabulated to clearly identify and ma"or
conflicts and recommendations concerning how to resolve them )including
recommendations for exclusion and analysis of alternative alignments and6or

on vehicle operating costs(VOC)
ii. Calculate VOCs for the exiting road situation and those for the project.
iii. Quantity all economic benefits including those from reduced congestion travel
distance road maintenance cost saving and reduced incidence of road accidents

iv. !stimate the economic internal rate of return (!"##) for the project over a $%
&ear period. "n calculating the !"##s identify the tradable and non'tradable
components of projects costs and the border price value of the tradablecomponents.
