EconomicDevelopment(LED)Managerorotherassignedmanager,theprimaryroleofthe

ContractoristoserveasResourcePersonandCoachprovidingadvisoryservicesand

coachingtotheDILGRegionalOffice,theDILGProvincialOfficeandtheLGUAlliance,

includingtheirLEDpartners.Thesepartnerscomprisethenationalgovernmentagencies,

privatesector,civilsocietyandcommunitylevelorganizations.

TheContractorwillactasacatalysttolocalLEDpartnersintheplanningand

implementationoftheLEDprocess,workingwiththeLGU/AllianceLEDTeamandDILGto

convene,communicateandcoordinatethelocallevelcomponentactivitiesofLGSPLED.

Background LGSPLEDhastwocomponents:onefocusedonthenationallevelandoneonthelocallevel.Thenationallevelcomponentfocusesonimprovementstothenationalenabling

environmentforLGUsandLED.ItsupportsDILGandotherrelevantnationalagenciesto

developand/orimprovepolicies,programs,approachesandoperationsthatenhancelocal

governanceandLEDaswellasstrengthenrelevantcoordinatingandcollaborative

mechanisms(horizontalandvertical)atthenationallevel.Thelocallevelcomponent

focusesonprovidingsupporttoselectedLGUsorLGUalliancesindevelopingand

implementing

their

local

economic

development

(LED)

strategies.

LGSP

LEDs

local

componentstrengthenstheabilityofparticipatingLGU/Alliancestoadvancesustainable

LEDintheirlocalities.Itsupportsthemeaningfulparticipationofcivilsocietyandthe

privatesectorinlocaldevelopmentprocessesandstrengthensresourcegenerationand

managementcapacitiesofLGUs.LGSPLEDalsoworkstostrengthentheabilityofLED

actorsintheLGU/Alliances,fromboththepublicandprivatesectors,toplanand

implementsustainableLEDinitiatives.

ScopeofServices WorkingundertheleadershipandsupervisionoftheProgramManagerforLGandLEDor

otherassignedmanager,theprimaryroleoftheLEDPartnershipAdviseristoserveas

ResourcePersonandCoachtotheLGU/Allianceprovidingadvisoryservicesandcoaching

totheDILGProvincial,RegionalOffice,andtheLGUAllianceincludingtheirLEDpartners.

Thesepartnerscomprisethenationalgovernmentagencies,privatesector,civilsociety

andcommunitylevelorganizations.TheLEDPAwillactasacatalysttolocalLEDpartners,

workingwiththeLGU/AllianceLEDTeam,intheplanningandimplementationoftheLED

process,helpingtoconvene,communicateandcoordinatethelocallevelcomponent

activitiesofLGSPLED.ThePAwillworkcloselywithDILGattheregionalandprovincial

levelstoensurethattheywillbeabletocontinuetosupporttheLGUs/Alliancesbeyond

thelifeoftheProgramandtoreplicatetheexperienceelsewhereintheregion/province.

WorkingwithDILGProvincialOfficeandtheLGUAllianceandtheirdevelopmentpartners,

theLEDPartnershipAdviserwillhavethefollowingresponsibilities:

1. AssistincapacityassessmentandstrengtheningoftheparticipatingLGU/AllianceandDILGRegional/LGRCsandProvincialofficestodevelop,design,prioritize,

manageandimplementtheirLEDstrategyandpriorityprojects.

2. EnsurethatDILGregionalandprovincialfocalpersonsarecloselyinvolvedinLGUs/Alliancesactivities,andthattheagreeduponDILGLGSPLED

communicationsprotocolsarefollowed.

3. EnsurethattheCCTsofgenderequality,environmentalsustainabilityandpovertyreductionconsiderationsareincorporatedintothedifferentpartnersactivities

4. Providestrategicadviceandsupporttolocallevelpartners,particularlytheLEDTeamoftheparticipatingLGU/Alliance,instrategicplanningandimplementation,

capacitydevelopment,knowledgemanagement,andpartnershipbuildingforLED.

5. AssistincraftingandimplementinganLGUstrategystrengtheningtheLGU/Alliancesinstitutionalstructures,systems,policies,andprocessesinorderto

advancesustainableLED.6. ProvidecapacitydevelopmentassistancetoLGUs/LGUAllianceinthestrategic

planningandimplementationofpriorityLEDproposalsandinitiativesin

collaborationwiththeLGSPLEDCoreTeam.

7. HelpanalyzeLEDpolicyissuesastheyrelatetotheimplementationoftheLEDprocessatthelocallevel,andasinputstonationalpolicyformulationeffortsof

DILGandothernationalgovernmentinstitutions.

8. CoordinatenationallevelactivitiesthatinvolveandimpactonlocalLEDpartners.9. AssistinidentifyingandbrokeringfinancingoptionsfortheAllianceLEDinitiatives10.AssisttheLGSPLEDmanagementteamthroughcoachingandmentoringofthe

LGU/AllianceLEDTeamwithperformancemonitoring,baselinedatagatheringand

analysis,resultsbasedreporting,knowledgemanagementandcommunication.

11.ManagetheLGSPLEDapprovalandfundingprocessfortheLEDInitiativesoftheLGU/Alliance,basedontheguidelinesprovidedbyLGSPLEDandmonitor

LGU/Alliance/DILGcounterpartfunding.

12.Performotherrelatedsupportservicesasmaybeassignedfromtimetotime.
