Topic 2.4MULTIPLE USES AND FUNCTIONS

OF WATER SERVICES

THEME 2

Advancing Human Development and the MDGs

Daniel Renault FAO Water

MULTIPLE USES AND FUNCTIONS OF WATER SERVICES: Why MUSF ?

Drops of water are used in many ways, and often several times at basin level.

Multiple uses and functions within a water system level [water infrastructure, ecosystem, household].

Growing evidence that water systems designed for one single use are de facto used for many!

Multipurpose infrastructure (by design)

Common practices on irrigation systems

Common practices on wetlands systems

Common practices on Domestic systems

Background• Multipurpose systems exist for centuries• Early work by individuals from domestic and

irrigation sector in 80s and 90s: initial recognition of practices and inclusion in projects

• Johannesburg symposium (2003) on “productive use of water at household level”: Research and practice - Assumption

• World Water Forum 3 (Kyoto) Recognition of multiple functions of water in large irrigation (paddy)

• Networking: MUS Group – INWEPF • Assessment and knowledge by research and

conceptual development: typology of MUSF - Cost-benefits and poverty impacts.

• Pilots and practice -> how to do mus [Challenge Program]

• Policy and programmes: learning alliances, policy development in country with progress and resistance.

• Advocacy about MUS 4th World Water Forum in Mexico City

• MUS Symposium (Addis Ababa, Nov 2008)• MUSF in WWF5

2003-2009

Action, training and research activities

Countries with MUS Group members

MUSF for the WWF5 • ONE TOPIC (out of 24)• One opportunity not to be missed:

Collaborative approach between organizations and sectors : domestic – wetland/paddy – irrigation.

• Scoping paper in February 2008• Preparatory Meeting Addis Ababa Symposium

November 2008 (MUS Group): a set of policy recommendations from Addis Ababa (draft)

• Political Ministerial process: Istanbul Water Guide supporting the Ministerial declaration: 4 main statements on MUSF.

• Today the Forum

MUSF at WWF5

• What is MUSF ?

• What are the cost and benefits of MUSF ?

• How to bridge sectors to strengthen multiple uses and functions of water services

• How to make this practice a successful management strategy and reach more MDGs?

Session 2.4.1 This afternoonWater multi-tasking: how to obtain more benefits

per drop, from multiple uses and functions

Diversity of multiple uses and functions of water services across the globe and across scales

Data on costs and benefits will be presented also at different aggregation levels, from household to country and continental level.

Session 2.4.2 Tomorrow morningBridging sectors to strengthen multiple uses

and functions of water services

What are the Managerial Institutional challenges and the resistance to innovation?

What responses, what strategies at national level ?

Session 2.4.3 Tomorrow afternoonWrap up: MUSF for MDGs

Financing and Policy issues

Assessment and Monitoring of MUSF/MDGs

Perspectives to make MUSF full fledge option for water projects.

Objectives

• Raise the awareness on this highly valuable management practice: More MDGs per drop ! More MDGs per dollar !

• A comprehensive assessment on MUSF (confirm ~1 billion are benefiting of MUSF) !

• Upscale and integrate this practice into an effective service management approach!

MUSF = More MDGs per dollar !
