Research indicates that family violence increases in the aftermath of a disaster.Family violence may involve threatening, coercive, violent or controlling behaviour against a family member(s), or someone they are in an intimate relationship with. Centre Against Violence (CAV) is a local, frontline family violence organisation providing free and confidential services, including crisis support,

Grant support for Centre Against Violencesafety planning and crisis accommodation. CAV has obtained a small grant to support communities in Towong and Alpine Shires to help navigate the family violence service system. Clare Grogan is responsible for bushfire recovery- community connections and raising awareness of family violence, answering questions and supporting people to seek help.

Clare can be contacted on Tuesdays, Wednesdays and Thursdays (with flexibility by appointment) and will be in Corryong on the first and third Wednesday of each month. Unfortunately, there could be more heavy rains to come.The Bureau of Meteorology has confirmed La Niña is established in the tropical Pacific and will persist until at least January 2021. A Victorian government initiative is helping regional community facilities use renewable energy technologies to reduce electricity costs, create local jobs and support clean power.

Member for Northern Victoria, Jaclyn Symes, has announced that the Walwa Bush Nursing Centre (WBNC) has received $199,471 as part of round five of the New Energy Jobs Fund.

Installing a future focused energy system, including solar panels and batteries, that will allow the nursing centre’s energy supply to become solar powered, with a backup battery to meet peak loads and provide power overnight when the solar system is not generating.

This will provide low-emissions and low-cost

Nursing centre harnesses clean energypower for the integrated community health facility and respond to the lessons learned from the devastating fires of the 2019/20 summer as well as addressing regular power outages through supply problems and flood.

The WBNC is one of 13 community-owned renewable energy projects to be funded across the state and all are aligned with the Regional Renewable Energy Roadmaps that were released in May.

The roadmaps were developed by local community groups and set out individual - though complementary - strategies to help specific regions take advantage of renewable energy.

Funding has been awarded to those renewable energy projects that best promote community participation,

allow access to the benefits of renewable energy for all and increase renewable energy generation in Victoria.

“We’re empowering local businesses and communities to do their bit for the environment by coming up with renewable energy projects that will not only reduce emissions, but create local jobs as well,” Ms Symes said.

“This is an innovative project for Walwa that will help drive down emissions while engaging the community to be part of renewable solutions.”

“It will provide local employment opportunities and contribute to Victoria’s 2050 net-zero emissions target.”

Minister for Energy, Environment and Climate Change, Lily D’Ambrosio,

said “Driving down emissions and promoting renewable energy is something everyone can do.

“These grants will give local communities the opportunity to harness clean energy technology to reduce emissions, build a local renewable energy economy and create local jobs.”

The Corryong Blaze Aid camp will be closing on 16 October, after nearly seven months of operation in Corryong.

“We have loved being in this area, with the rare privilege of going on to so many of your farms in a very beautiful areas,” said local co-ordinator, Wendie Wilkie.

“We even learned to love the steep hills we had to work on so often!

“Local businesses have supported us very well and given help and advice in so many ways. We have especially appreciated the use of the Lions Youth Hall with its excellent facilities.

Being able to use the old tennis courts for our volunteers during winter as a camping ground, was

In the past seven months of work Blaze Aid cleared 112 km of fencing, erected 170km of fencing and carried other tasks such as general clearing, getting water to homes and stock control.

It has dispensed 242 rolls of barbed wire, 147 rolls of plain wire and 14,767 posts plus other materials to assist local farmers.

“All of these materials and most of the food we eat comes from local suppliers, thereby assisting the general community as well,” Wendie added.

“We have been grateful to those farmers and others who have brought us food, especially the delicious cakes and biscuits that our

volunteers love!” “All the costs of

running Blaze Aid and providing materials come from donations and all the people who work for us give their time voluntarily.”

Since setting up in Corryong, Blaze Aid has had a total of 583 different volunteers. More than 90 per cent of the volunteers are aged over 60 - retired people giving their time, many returning over and over, taking short breaks to return home between stints.

About 25 per cent have given three months or more of their time and 25 backpackers - young international travellers - earned an extension of time on their visa by performing 88 days of

work in a rural area with Blaze Aid.

“They certainly added to the energy and cultural diversity of our teams,” Wendie said.

“We first came in late January but had to close at the end of March because of Covid-19 restrictions. In that time, we had an average of 65 volunteers per day with a peak of 90 for a few days!

“We returned in early June under pandemic restrictions which meant we could not have more than 20 people at one time. After the border closed with NSW and Melbourne went into lockdown, we did not take any new volunteers for a month.

“However, a committed team of 12 people stayed through that time.

“With the easing of restrictions in the regional areas, we began to take new volunteers from rural areas of Victoria. Some volunteers, who had been here for over two months, went back home. We have averaged 12-14 volunteers per day over the past five months.

“On behalf of the other co-ordinators Rob Caddell and Bill Gerritsen, it has been a privilege to be part of this community, to be able to help you in various ways and to be accepted and supported by you all.

“We have learned to love the region and to enjoy its stunning beauty and challenge.

“We hope that this summer is a peaceful one for you all, with beautiful weather and no fires!”

Residents of the former Tumbarumba Shire will have the opportunity to address a public inquiry by the NSW government into a proposal to create a new local government area (LGA). The proposal, which was initiated by the Save Tumbarumba Shire group, would effectively

Residents living in the Snowy Valleys Shire will soon be able to dispose of household waste using a voucher system as part of a six-month trial commencing in January 2021.

A self-haul voucher system will be trialled across the region in 2021 entitling residents to drop off up to one cubic metre of general bulk waste at

Snowy Valleys Council (SVC) voted to trial the voucher system for a period of six months and have requested a follow-up report in June 2021 with a consideration, if the trial is successful to replace the existing waste weekends with the voucher system.

SVC mayor, Cr James Hayes, said the current

system of waste weekends seemed to encourage people to keep generating waste rather than to reduce and recycle.

“Moving towards reducing the amount of waste going to landfill and increasing education for recycling and reuse is a key objective of our Zero Waste strategy,” Cr Hayes said.

“Hopefully by trialling

a voucher system people will take the opportunity and time to think not only about what they’re throwing away but also about what they buy. It will also provide our operators more opportunity to help with sorting and recycling.”

During the trial residents will be able to choose any normal operating day to dispose

of the 1m3 (or 300kg) of sorted general waste.

An electronic system for the voucher management will be employed which will provide an easier transaction and process for both transfer station operators and residents.

During the voucher trial period the 2021 Autumn and Winter free waste weekends are also planned to continue.

The Corryong Rec-reation Reserve will benefit from a $415,000 grant to deliver a sustainable, climate-independent water supply for critical open spaces in the precinct.

Member for Northern Victoria, Jaclyn Symes, said the Victorian government is investing in local water projects to make the North East more liveable, our waterways healthier and help our local parks and gardens use more recycled water and stormwater.

“The new Corryong reclaimed water reuse project will support the region’s tourism attractions such as the Man from Snowy River Bush Festival,” she said.

North East Water and Towong Shire Council are working together to deliver the project and up

Recycled water slated for green spacesto 40ML of water per year will be supplied to around 10 hectares of recreational areas including the sporting oval, golf course and recreation reserve.

“Recycled water projects provide sustainable, climate-resilient water supplies to keep our open green spaces and sports fields green and vibrant,” Ms Symes said.

“This recycled water infrastructure is a great investment in better water infrastructure for our local community, helping to build Corryong’s resilience in a changing climate.”

“Improving our local facilities is vital for our community, ensuring we have the right facilities for our community to enjoy.”

Minister for Water, Lisa Neville, said “We are investing in a bright

and healthy future for all Victorians with increased water security and a healthy environment.

“Investing in the use of alternative water, including stormwater

and recycled water is essential to the liveability of our communities and the health of the environment.”

The design of the pipe system from the Corryong

sewage treatment plant to the recreation reserve will be finalised by the end of this year and construction is expected to be completed by summer 2021.

Recycled water will support local tourism and sport.

Council election is serious business

With local government elections this month, the ratepayers and residents have a once in four-year opportunity to have some say in how their local council operates and is structured.

Towong Shire Council is a multi-million-dollar business. Its responsibilities are broad. It employs many diverse people who are expected to carry out their roles efficiently and with accountability.

Councillors are the board of directors’. They run the operation of council. All the staff, from the CEO to the office cleaners, are responsible to the council, which is in turn, responsible to the ratepayers and residents of Towong Shire - not the other way around, as many people may think.

In this election, we have nine candidates. How many of these candidates have the skills

to run a multi-million-dollar business effectively and efficiently? Just because you know a candidate, is that a good enough reason why they should be getting your vote? Have the candidates all been clear and upfront with how and what they would do if they became a councillor for the next four challenging years?

Are the elected councillors going to put the ratepayers and the residents firs or are they going to ‘hop the fence’ and make protecting the organisation their number one priority? Do they have any bias for or against anything that is relevant to the role of being a councillor and will that bias hinder or enhance the shire and its visitors and residents? Will they answer your emails or return your phone calls, even if you are asking difficult questions? Do they have vision? Will they ensure that Towong Shire Council lives up to

the great potential the area offers or will they continue to oversee it being seen as the poor cousin to its thriving and vital neighbouring shires? Will their decisions attract new residents or send people away from the area?

Will the new council ensure that it communicates openly, honestly and in an efficient and timely manner with the community? Will it ensure that the information on the council website is up to date and relevant? At the moment it is not. For example, on the page ‘Our Future - Community Workshops’, various meetings are listed on a page that was last updated on 21st September 2017!

Our caring community has been amazing We would like to say a

huge heart warming thank you to everyone who has helped our family through the loss of our beloved Lesley Waters.

While our lives have changed forever, it has been made easier through the help and support of family, friends and the wonderful people in the Corryong community.

During Lesley’s battle with cancer the medical services she received were oustanding, especially in Corryong. This beautiful town is incredibly lucky to have such a caring and professional medical staff. The hospital staff could not have been more caring and accommodating.

In particular, we want to thank Dr Paul Dodds who was amazing in an extremely tough time. His comfortable, informative manner and genuine care and respect for not only Lesley but all of us, is priceless. We also want to acknowlege Fr Mitch who showed us all endless love.

Thank you again from the bottom of our hearts for the food, visits, phone calls and cards.

Thanks also for decorating your gardens and the street in yellow (Lesley’s favourite colour) and to the Men’s Shed members’ Guard of Honour.

Thank you to the Corryong Craft Shop members and the local business people who lined the main street, swathed in yellow, as we were on our way to lay Lesley to rest.

The Australian Government is extending the temporary JobKeeper Payment to the end of March 2021. From 28 September, businesses must meet the turnover test and submit their declarations by the 14th of each month.

There will be two new payment rates – one for those who work more than 20 hours per week in the relevant period, and another for those who work less. The employee eligibility date has also changed to 1 July, meaning some businesses could claim for more staff.

It’s part of our plan to keep business in business, and Australians in jobs.

A tiny school with 14 students in East Gippsland completely destroyed in the recent bushfires is the first beneficiary of an innovative new bushfire recovery program from Renewables Empowering Communities (REC) Solar-REConstruct.

The REConstruct program has been developed by REC Solar in conjunction with multiple partners and the first beneficiary has been the Clifton Creek Primary School.

The program is a response to last summer’s devastating fires that impacted 57 per cent of Australians, burnt more than 12.6 million hectares of land and emitted 434 million tonnes of CO21.

Solar offer empowers communitiesIt provides solar

power systems to affected community groups to support cleaner and greener rebuilds and the is the first community outreach in Australia.

REConstruct offers not-for-profit community organisations, such as schools, sporting clubs, community hubs and emergency services access to approximately 50 x 6.5kw solar power systems fully installed, complete with the top-of-the-range REC Alpha Series panels, inverters and racking.

Principal of Clifton Creek PS, Sue Paul, described the initiative as a perfect and timely fit for her local community.

“Even though our community was left

devastated by the destruction of our school, we’re resilient and we’re committed to coming back even stronger,” she said.

“We are deep into the planning process for rebuilding and we’re thrilled that our new school will now have to premium solar power.

“This is completely in-line with the school’s commitment to sustainability and will free up funds to spend on other educational priorities. It will also reduce our annual running costs so the benefits will be long term.

“With all that is happening in the world, it’s easy to forget the ongoing impact of the bushfires on so many communities and we applaud REC and its

partners for this wonderful program.”

Paul Scerri, REC Solar’s Country Director - Australia and New Zealand, called on not-for-profit community organisations impacted by the bushfires to immediately visit the REConstruct website and lodge an application.

“The Australian bushfires were a harsh reminder of the impact climate change is having on our environment.

“Renewable, clean energy is integral to the bushfire recovery strategy so that Australians can work towards reducing greenhouse gases and the ongoing likelihood of more long, devastating bushfire seasons.

“Importantly, for the successful applicants,

this initiative will reduce annual running costs, increase power independence from the grid, and contribute to the solution to the climate crisis.”

Applications are open until the end of 2020 or until the allocation is exhausted. Application details and eligibility criteria, such as council areas, can be found online at www.reconstruct.net.au.

Program partners include Fronius, SMA, SolarJuice, Sol Distribution, Tradezone and BayWa Australia.

Clifton Creek Primary School was invited to lodge an advanced application which has been approved, allowing the school to immediately proceed with planning the rebuild.

Voters enrolled in the Towong Shire Council election should check the mail from this week for their ballot packs.

Electoral Commiss-ioner, Warwick Gately, said “With this election being conducted by post, voters must complete and return their ballot material as soon as possible to make sure their vote counts.”

Ballot papers must be in the mail or hand-delivered to the Election Manager by 6pm Friday 23 October. Voters are advised to check their local mail clearance times.

Local volunteer firefighters from CFA’s District 22, 23 and 24 will receive new structural firefighting helmets, which were delivered to District Headquarters last week.

The helmets are available to members who hold qualifications in the use of breathing apparatus equipment and search and rescue, with a total of more than 5000 CFA volunteers to have received the helmets at the completion of the project.

Members from 20 brigades in District 22, 13 brigades in District 23 and 21 brigades in District

24 will be the latest volunteers to receive the new equipment, including the Corryong brigade which will get six of the helmets.

After being suspended earlier this year due to coronavirus restrictions, delivery of the helmets recommenced early September 2020.

“The new helmets will replace the CFA’s existing structural firefighting helmets and feature an improved design and fit to benefit members,” said CFA acting Chief Officer, Garry Cook, said.

In other CFA news, it has launched its Preparing Vulnerable People (PVP) project, a new online training module to prepare those at elevated risk of bushfire impacts.

The training module, ‘Bushfire Planning: how to support your clients’, has been developed for those working with people who are at greater risk due to disability, age or social isolation including case managers, support workers and home nursing staff.

“This training will equip more community and social service workers with improved skills for bushfire planning for clients who are at greater risk,” he said.

“Connections and engagement with disability and aged care services,

Following a decision last week by the Upper Murray Football Netball League (UMFNL) to continue as a stand-alone competition in 2021 with a minimum of four teams, the league will also be responsible for managing its own operations.

There had been some conjecture that AFL North East Border (NEB) had cut the Upper Murray league loose and it had to fend for itself, after a motion by the Federal club at last week’s meeting to merge the clubs and apply to join the Tallangatta league was rejected.

The Swans had moved the merger motion following adoption at club level of a league working party which proposed the ‘One Vision’ concept.

AFL NEB has refuted the suggestion that the league had been abandoned because it had

not supported the ‘One Vision’ proposal.

Discussions are being held between AFL NEB and the UMFNL executive about it taking responsibility for its own administration.

“We have not discarded them because they chose to continue as the UMFNL,” said general manager, John O’Donohue.

“AFL NEB heavily subsidises the cost of managing six leagues in the region including the Upper Murray and Tallangatta.

“The Upper Murray is subsidised by about $30,000 and has required a disproportional amount of time and resources over a five year period, which isn’t sustainable.

“Given the impacts on our revenue streams during the pandemic crisis, which is forecast to continue post-covid, we are forced, like all businesses, to check our operational and

financial model. “We will no longer be

able to subsidise league management to the degree we have since 2013 and are commencing the process of ensuring a more cost neutral position,” Mr O’Donohue explained.

“We have been in discussions with the league about this and the fact the role of administrator could be better placed in the Upper Murray which would be more cost effective and accessible than in Wodonga, as it is currently.

“The clubs are being consulted about an exit strategy from administration only, not as an affiliate league.

“We would be involved in supporting the UMFNL recruit and train a league administrator, provide that person ongoing support and back up so in effect, the nothing changes other than the person doing the role, which is cost neutral

to everyone. “AFLNEB would

still be providing all other support including umpires,” he added.

“It is the responsibility

of AFL NEB to ensure the game is viable so we make no apologies for leading the discussion to explore the Tallangatta league option.”

League will run its own show
