规划位于云南省昆明市呈贡新区，规划面积8.6平方公里，规划人口19.8万，是未来城市的核心商业和商务区。规划共经历了五个阶段：第一阶段是编制概念性规划，主要是由以卡尔索普事务所为主的国际团队利

用先进理念对核心区提出概念性方案；第二阶段是以地方团队为主对方案的现实性和可行性进行论证、质询、完善；第三阶段是结合当地对城市的愿景，开展城市高度、天际线等形态方面的研究；第四阶段是控规指标的完善、图则的制定以及入库；第五阶段是后期在土地出让、项目开发过程中对控规管理进行长期技术支持，只到方案的精神得到落实。

基于低碳、生态的要求，概念规划阶段提出了8项指导原则，并贯穿始终。包括：

1. 设计适宜步行的街区。2. 优先发展自行车网络。3. 提高道路网密度。4. 发展高质量公共交通。5. 提倡街区混合利用。6. 根据公共交通容量确定城市开发强度。7. 通过快捷通勤建立紧凑的城市区域。8. 通过调节停车和道路使用来增加出行的便利性。目前为止，已经完成4个阶段的工作，第五阶段工作还

在进行中，并为此建立了工作机制，即联合昆明呈贡区政府、昆明规划局、美国能源基金会等单位成立了低碳试点城市建设办公室，负责协调和开展第五阶段的的工作。

呈贡核心区的规划成果得到了住房和城乡建设部的高度评价。该区在2012年被列为建设部绿色生态城区8个试点之一，所坚持的理念在很多其他城市的项目上得到了应用和推广。

项目简介PROJECT SUMMARY

The project site is located in Chenggong New District of Kunming, Yunnan Province. The planned area will be a future business and commercial district, covering 8.6 square kilometers, with a planned population of 198,000. The planning went through 5 stages. In the 1st stage, Calthorpe Associates with the support from Fehr and Peers, China Sustainable Transportation Center (CSTC), Kunming Planning and Design Institute (KUPDI), and Kunming Urban Transport Institute (KUTI) developed a conceptual plan. In the2nd stage, to the team verified, evaluated, and improved the conceptual plan to ensure it was feasible and realistic. In the 3rd stage, the team conducted studies on the district’s building height, sky line, and urban form based on the local vision for the city. In the 4th stage, the team finalized the legal documents necessary to implement the plan, including producing land use codes and draft regulations. In the 5th stage, technical support for land sales, land contract drafting, site development and land code management were provided throughout the plan’s implementation.

The plan was developed based on 8 principles of low-carbon development:

1. Develop neighborhoods that promote walking2. Prioritize bicycle networks3. Create a dense network of streets and paths4. Support high quality transit5. Zone for mixed use neighborhood6. Match density to transit capacity7. Create compact regions with short commutes8. Increase mobility by regulating parking and road useTo date, the first 4 stages have been accomplished

and the 5th stage is on-going. A working platform called “Office of Low Carbon Pilot City” has been set up jointly by the Chenggong government, Kunming Planning Bureau, the Energy Foundation, and the China Sustainable Transportation Center to better carry out work in this stage.

The planning work in Chenggong has been highly praised by the China Ministry of Housing, Urban, and Rural Development. The planned district has been selected as one of the 8 “Eco Urban District” pilots by the ministry, and its proposed concepts and principles have been applied in many other cities.
