TRANSIT ORIENTED DEVELOPMENT IN
SPRINGFIELD
What is TOD?
Comes from the basic observation that people who
depend upon public transit systems (bus or rail) like
to live near transit stops as well as work and shop
in the area in which they live.
Transit Oriented Development typically consists of:
-- Mixed-use development, including higher-density
housing and commercial uses, with a high quality of
design;
-- Development within reasonable walking distance
(5 minutes or ¼ mile) of a transit stop;
-- A safe, attractive and ‘walkable’ environment with
memorable streets, squares and plazas;
-- Maximum – rather than minimum – parking
requirements, putting a premium on walking and
biking;
-- Fast, frequent and reliable transit service.
Purpose of the Project
Demonstrate TOD concepts in a real setting.Identify urban design and development challenges that might arise.Identify any design concepts that could be used in other places.

Focus on the proposed SMTD site for multi-
modal center

Development area is within ¼ mile radius of
transit center (or about a five minute walk from
center to edge)
Considered eight blocks, approx. 25 acres, as the
primary redevelopment site
Three rail tracks, yet allow expansion of rail
tracks if more are needed
Availability of existing property for
redevelopment, except for public property
Accommodation of some existing uses on site in
the new development (potential property
transfers)
Adoption of Complete Street Policy concepts
Availability of funds for the project: Money is
not a barrier, but the plan should be financially
realistic (base comparison: Lincoln Square and
City Centre projects)

on the existing road network and in relation to the surrounding uses, with adequate
provision of parking.
Bus terminal on west side and railway terminal to be on east side of Multimodal Center
Future extension of Prairie Capital Convention Center to meet conference and meeting room
needs
Connection of Multimodal Centre to the Capitol Avenue streetscape project
Enhancing preservation and accessibility of historic Lincoln Depot
Connection to the housing development (Genesis) by SHA (Springfield Housing Authority)
Create visual linkages to break down perceived perceptual barriers: east-to-west, north-to-
south
