powers conferred by the proviso to article 309 of the

Constitution of lndia and in supersession of all the rules

made in this behalf, the Governor of Gujarat hereby makes

the following rules to provide for regulating recruitment to

the post of Professor Class I in the General State Service, in

the subject mentioned in the Annexure-l and Annexure-ll

annexed to these rules at the Government Medical Colleges,

attached medical hospitals and institutions under the

Commissionerate of Health, Medical Services and Medical

Education and Research, Gujarat State, namely :-

1. These rules may be called the Professor, Class I in the

General State Service, Recruitment Rules, 2019.

2. ln these rules, unless the context otherwise require;

(i) "Annexure" means annexure annexed to these rules.

(ii) "Equivalent qualification" means the qualification as

recognised by the Medical Council of lndia.

(iii) "Medical candidate" means a candidate possesslng the

degree of M. B. B' S' and having registration under the State or

a central Law pertaining to requiring Medical Registration'

3. Appointment to the post of Professor Class I in the

General state service, in the subject mentioned in the Annexure-

I and Annexure-ll at the Government Medical Colleges, attached

Medical hospitals and lnstitutes under the Commissionerate of

Health, Medical Services and Medical Education and Research

shall be made either, -

(a) by promotion of a person on the basis of the principle of

selectivity within the zone of consideration lrrespective of

seniority in accordance with the provisions of the Gujarat Civil

Services Classification and Recruitment (General) Rules, 1967

from amongst the person who, -

(i) have worked for not less than five years in the cadre of

Associate Professor, Class-|, in the General State Service, in

concerned subject at the Government Medical Colleges,

attached Medical hospitals and lnstitutes under the

Commissionerate of Health, Medical services and Medical

Education and Research, Gujarat state;

(iil have passed the qualifoing examination for computer

knowledge in accordance with the provisions of the Gujarat Civil

Services Computer Competency Training and Examination Rules'

(iii) possess educational qualification as prescribed in clause

(b) of rule 4 for direct selection; and

(iv) possess the research publications as prescribed in sub-

clauses (i) or (ii) of clause (c) of Rule 4 for direct selection:

Provided that where the appointing authority is satisfied

that the person having experience specified in sub-clause (i)

above is not available for promotion and it is necessary in the

public interest to fill up the post by promotion even of a person

having experience for a lesser period; it may, for reasons to be

recorded in writing, promote such person who possesses

experience of a period of not less than two-thirds of the perrcrd

specified in sub-clause (i) above; or

(b) By direct selection.

4. To be eligible for appointment by direct selestion to the

post mentioned in rule 3, the candidate shall,-

(a) not be more than 45 years of age:

Provided that the upper age limit may be relaxed in favour

of a candidate who is already in the service of the Government

of Gujarat in accordance with the provisions of the Gujarat Civil

Services Classification and Recruitment (General) Rules, 1967.

Provided further that nothing contained in clause (b) of

sub-rule (9) of rule 8 of the Gujarat Civil Services Classification

and Recruitment (General) Rules, 1967 shall be appticable in so

far as relaxation of upper age limit as prescribed above is

concerned.

(b) possess academic qualifications as specified in the

annexures against each subject obtained from any of the

Universities established or incorporated by or under the Central

or a State Act in lndia; or any other educational institution

recognised as such or declared to be deemed as a University

under section 3 of the University Grants Commission Act, 1956,

or possess an equivalent qualification recognised by the Medical

Council of lndia; and

(c) (i) have at least three years teaching experience as

Associate Professor, Class I in the concerned subject as specified

in Annexure-l in a permitted/approved/recognised medical

college/institutions with four research publications in lndexed

Journal on cumulative basis with minimum of two research

publications during the tenure of Associate Professor, Class I as

first author or as corresponding author along with eight years of

experience after Post Graduation; or

(ii) have at least three years teaching €Xp€rl€oce as

Associate Professor, Class I in the concerned subject as specified

in Annexure-ll in a permitte d/approved/recognised medical

college/institutions with four research publications in lndexed

Journal on cumulative basis with minimum of two research

publications during the tenure of Associate Professor' Class I as

first author or as corresponding author along with five years of

Post Super Speciality Experience.

(d) possess the basic knowledge of computer application as

Recruitment (General) Rules, 1967; and

(e) possess adequate knowledge of Gujarati or Hindi or both.

5. The candidate appointed by direct selection shall be on

probation for a period oftwo years.

6. The candidate appointed by direct selection during his

probation period, shall be required to undergo pre_service

training and to pass the post-training examination in accordance

prescribed in Gujarat Civil Services Classification and

with the provisions of the Gazetted officers, pre-service Training

and Examination Rules, 1970.

7 The candidate appointed by direct selection during his

probation period, shall be required to pass the qualifying

examinations for computer knowledge in accordance with the

provisions of the Gujarat Civil Services Computer Competency

Training and Examination Rules, 2005.

8. The candidate appointed by direct selection shall be

required to pass an examination in Hindi or Gujarati or both in

accordance with the rules prescribed by the Government-

selection shall be required to undergo such training and to pass

such examination as may be prescribed by the Government'

10. The candidate shall be required to get himself registered in

a State Medical Council / Dental Register under the lndian

Medical Council Act, 1956 I Dental Council Act, 1948 at the time

of making application for direct selection' if he is not so

registered.

11. The candidate appointed by direct selection shall be

required to furnish a security and surety bond in such form' for

such amount and for such period as may be prescribed by the

Government.
