Contributing to the economy of the Northern Territory

IntroductionThe Mount Peake Mine and the Darwin TIVAN® Processing Facility (DPF), which are the key components of TNG’s world-class Mount Peak Vanadium-Titanium-Iron Project, could be an important contributor to the Northern Territory and Darwin economies. The proposed project, if successful, will employ a long term local workforce and secure Darwin’s position as a global mining and export hub for three high-value strategic metals products.

The proposed mine site will be connected to the DPF via the Alice Springs-Darwin railway and a purpose-built rail siding and loading facility (see figure 1). Surrounding communities could benefit from such an investment in a major new integrated resources project. Opportunities will include new jobs and contract employment for local workers and businesses.

What is the Proposed Darwin TIVAN® Processing Facility?

• The DPF is proposed to be located within Darwin’s Channel Island Strategic Industry precinct at 658 Channel Island Road, Wickham (see figure 2), and will treat magnetite concentrate, mined at the Mount Peake Mine (see figure 1).

• The treatment process will use the unique and patented TIVAN® process, developed by TNG. This innovative process is unlike other existing metallurgical treatment processes in the global market. By utilising the TIVAN® Process, TNG will be able to extract three high-value strategic elements (titanium dioxide, vanadium pentoxide and ferric oxide) from the magnetite concentrate to produce high-purity products for export from Darwin.

• The DPF is expected to operate for approximately 40 years.

What is the Current Project Status?

• The Mount Peake Project was granted Major Project Status by the Northern Territory Government in 2015.

• Environmental Impact Statement (EIS), Native Title Agreement and Mining and Ancillary Leases all granted for the mine site at the end of 2018.

• The proposed DPF is being assessed at the level of an EIS under the bilateral agreement between the Northern Territory and Australian Governments.

• Construction of the DPF and mine site will commence once all approvals and funding have been secured, and the TNG Board of Directors have made the Final Investment Decision.

What is the Expected Workforce Required?

• During construction the DPF could employ a workforce of approximately 450 personnel* and TNG has committed to source a local and suitably qualified workforce wherever possible.

• Once operational, it is planned that the DPF will run on a 24/7 basis, except while undergoing maintenance. It is also planned that operational and maintenance staff will be offered either FIFO (fly-in, fly-out) or residential-based roles, although residential will be encouraged. Managerial and support staff with relevant skills and experience will be locally based.

What is Included in the Environmental Impact Statement for the DPF?

• Managed by Animal Plant Mineral Pty Ltd, the preparation of the EIS for the DPF is progressing well.

• All ground and marine monitoring works are being completed and reports compiled by the relevant specialist for inclusion into the EIS submission.

• The EIS includes:

• Biological Surveys,

• Noise and Vibration and Air Quality Impact Modelling,

• Site Soil Assessment and Hydrogeology,

• Terrestrial Hydrology,

• Hydrodynamic Modelling and Marine Ecological Surveys and Near-shore Environmental Quality Monitoring,

• Climate Studies,

• Traffic Impact Assessment, and

• Socio-economic Impact Assessment.

What is the Expected Investment for the Project?

• The overall investment by TNG for the Mount Peake Project is expected to exceed AUD $800 million.

• Negotiations are ongoing to finalise funding for the project.
