September Board of Trustees Meeting
The TMRS Board of Trustees met on September 26 and 27, 2019, in Austin. The Board:
Authorized contract negotiations to hire Hudepohl & Associates, Inc. to assist in thesearch for an Executive Director to replace David Gavia, who has announced hisretirement for next MayConsidered proposed amendments to the Board bylaws and other governancedocuments relating to Board officers and committeesConsidered possible changes in the way that investment managers may beapproved and terminated, to provide more flexibility while retaining Board oversightHeard a presentation from consulting actuary GRS on the 2019 ActuarialExperience Investigation StudyHeard a presentation from investment consultant RVK and adopted a new assetallocation targetApproved a $50 million allocation to the Private Equity portfolio and three $125million allocations to the Absolute Return portfolioReceived the final report regarding the TMRS Pension Administration SystemAssessmentHeard an annual review of the Absolute Return asset classDiscussed the continuation of a Board/Committee work planReceived two audit reports from Internal Audit that followed up on prior auditrecommendationsHeard a presentation on the current work of the TMRS Information Resourcesdepartment
The next meeting of the Board will be October 31 and November 1 at the TMRSheadquarters in Austin.

Executive Workshops Just Around the Corner
Executive Workshopsprovide education forCity Managers,Assistant CityManagers, FinanceOfficers, HR Directors,elected officials, and other decision-makers at cities. Presentations will cover TMRS plandesign, legislation, investments, and actuarial funding. Each of these free sessions lastsapproximately 2.5 hours, with a light breakfast and lunch served.

Explanation of Administrative Changes from SB 1337
TMRS has prepared a summary explanation of all the significant changes included in theTMRS Bill (SB 1337). A two-page story on the changes was distributed to members in theINSIGHT newsletter, to retirees in the RetirementWise magazine, and to the public, posted onthe Legislative page of the TMRS website. These changes will go into effect January 1, 2020,with the exception of one change that becomes effective January 1, 2022.

City Services – Who Do I Contact?
If your city’s decision-makers want to compare options for future plan changes, they maycontact the Actuarial Services department, a Regional Manager, City Support AnalystVeronica Escobedo, or Deputy Executive Director Eric Davis. The Information forCities flyer (available at tmrs.com | Cities | Resources for City Officials) contains a tabledescribing in detail all possible changes to your city plan.
For City Ordinance drafts (model ordinances), City Plan Change Studies, City Contact andCity Information updates, City Portal User Agreements, and City Portal log in issues, contactVeronica or Eric. NOTE – LaShelle Ruiz is happily retired from TMRS, so please update yourcontacts!
Regarding City Contacts – Please notify TMRS immediately if there are any changes inyour city’s authorized contact list. Authorized contacts have access to the City Portal forself-service features and confidential information. Email [email protected] to let usknow of these important staff changes. If the person designated as your City PortalAdministrator has changed, your city will need to sign a new City Portal Use Agreement.

Only One City Correspondent Certification Course Leftfor 2019
If you can get to Plano in December, you have one more chance this year to earn your TMRSCertified Benefits Administrator certificate. Sign up for the two-day City CorrespondentCertification Course by registering through Cvent. This classroom training promotesdiscussion and takes three fictional TMRS members through their TMRS membership cycle.Whether you are new to TMRS or a veteran benefits administrator, you will benefit from thiscourse.

Please encourage employees who are within five years of retiring to attend a free RegionalPre-Retirement Conference to help them understand their TMRS benefits and makeplans for the future. These programs also include a presentation by a Social Security expert.Employees self-register through Eventbrite using the link for the date/location they want toattend.
