1 Introduction The rail corridor contains a large number visible and buried services owned by RailCorp as well as external agencies/authorities. RailCorp services also exist outside the rail corridor. RailCorp has statutory and moral obligations to know the location of these services both from an asset management and a hazard register point of view.

1.1 Purpose and Scope This manual describes the process to be followed by both internal and external resources in order to ensure that Detailed Site Survey (DSS) data capture is completed in accordance with RailCorp requirements.

This manual is to be used to identify, plan and control the process of DSS data capture.

This process defines:

• The locations for source data • References to the methods of locating and survey to be used • The manner in which outputs are to be documented and stored

This procedure relates to services surveys designated as DSS and proposed to be lodged in the RailCorp Plan Room and entered into the RailCorp GIS.

1.3 Definitions Detailed Site Survey (DSS): Surveys for the acquisition of field data for the preparation of plans, cross sections and long sections of RailCorp and External Party underground and above ground services.

DSS Coordinator (Site Manager): Person responsible for the coordination of the entire process and the coordination of the various resources required to complete the DSS. This role may be assigned by the RailCorp Manager for Underground Asset Services to an internal or external person. Parts of the process may be delegated to others but the delegated person must have the skills and qualifications to perform the work.

DSS Field/Site Supervisor: Person responsible for the site supervision of all resources on site used in the service location for both internal and external services. This person is responsible for the day to day operations on site and supervision of all contracted resources (locating, survey, safeworking) while on site. Also responsible for the preparation of field drawings and checking of draft services plans for the site.

DSS Survey Coordinator: Person responsible for the supervision of the survey component of the DSS including engagement and resolution of survey issues with survey resource, determination of design component scopes, review of product supplied by survey resources and lodgement of plans and CAD files.

Service Location Resource: A resource used to physically locate and/or validate service locations in the field. Multiple internal and external service location resources may be utilised on any one site depending on the types of services present. Resources must be authorised and hold the relevant accreditation.

Survey Resource: A resource used to physically capture the coordinated position of the services and features as found by the locating resources and indicated by the DSS Field Supervisor. Responsible for the processing of data and the graphical representation in the formats prescribed in Specifications for Collection of Services Data. Resources must have engineering authority as issued by the Principal Surveyor RailCorp.

Plan Room: The RailCorp Plan Room is located on Level 1 477 Pitt St. The plan room is the repository for services plans and information.

Asset Manager: RailCorp’s representatives responsible for the management of assets in each geographical area. Responsible for the management of configuration change.

RailCorp DSS Sign Off Representative: A RailCorp employee responsible for the approval of the DSS plans and files prior to issue to the asset manager for control. This role may be delegated by the RailCorp Manager for Underground Asset Services if the DSS is managed internally.

Description

Carry out 'Request Review'.

Determine precisely the extent of the DSS with the client; identify any proposed works to be marked, resolve any ambiguities; determine capability of performing the DSS; verify the target date for the completion of the work and ensure any scope criteria is noted in the DSS Scope Form.

If required, inspect the job site to identify fully the scope of the job; identify any constraints or restrictions for both the service locating and survey phase; determine the techniques and equipment which may be used to do the work. Verify the availability of Control Marks, and plan the proposed work; determine any possible contract variations.

Description

Survey resources are to be used to collect the coordinates of all services and appropriate physical features. Accurate field drawings are to be used as a reference for services information.

Data to be captured according to DSS Standards and/or as required by project specific needs.

Field procedures deployed in accordance with the accuracy requirements of the survey; the Surveying Regulation 2006, TMA 0496 Specification for Collection of Services Data and TMA 0493 Scope Procedure.

GPS, total station, level and traversing equipment. Non conductive tapes, prism poles and staffs are mandatory.

Inspection and Testing

Ensure that all data has been collected.

Accuracy checks and redundant observations must be made.

Description

Download and/or reduce field observations; and process the raw horizontal and vertical data to produce three dimensional coordinates, initially for the Control Marks and then for all detail points located within the survey. Apply all checks to the data to verify the results.
