Ton will no doubt recall , Mr. President ay appeal to you of 3 March
of this year to review the possibility of providing replacement for the
Indonesian contingent which Tuae then preparing to ba repatriated. Sine©
that time, as you are surely aware, developments relating to the United
Nations operation in the Congo and in the Congo itself have been moreencouraging.) particularly as regards the implementation of the Security Council
resolution of 21 February. Indeed , we are now at a vital juncture of our
operation In the Congo,, -with at least the possibility of the convening ofthe Congolese Parliament and the establishment of a constitutional government
of national unity through reconciliation of the differences dividing the
major political factions. It need not be pointed out that achievement ofthese goals would virtually eliminate the danger of civil war which has
been averted thus far mainly through the persistent and even bold efforts
of the United Nations in pursuance of the 21 February resolution.
It is just at this crucial stage,, in which the responsibilities of
the United Nations for maintaining security become greater in order that
the meeting of Parliament and political discussions laay take place in an
atmosphere of quiet that there is ah urgent need for additional strength
in the United Nations force, his new need could be for only a relativelyshort period,, and even a gradual reduction in the sise of OMJC may be
reasonably contemplated if the present hopes for Parliament and government
are sustained,I address rayself to you nows accordijsglyj, in the earnest hope that you
will find it possible to provide once more an Indonesian contingent for theUnited Nations force in the Congo. The sis© of the contingent would,, of
course 9 depend upon your judgement but at this stage even a battalion -would
be warmly welcome if it could be quickly provided. The Commander of the
force,, Lieutenant General Sean MacSoin, strongly endorses this appeals

I have the honour to communicate herewith the text
of a cable received from the President of the Republic of Indo-
nesia for transmission to Your Excellency. The message reads
as follows:
"EXCELLENCY, AFTER CAREFUL STUDY OF YOUR MESSAGE OF DECEMBER 15
LAST AS CABLED TO ME BY AMBASSADOR SUKARDJO WIRJOPRANOTO, I VERY
MUCH REGRET TO STATE THAT MY GOVERNMENT HAS NOT BEEN ABLE SO FAR
TO FIND NEW ARGUMENTS WHICH SHOULD JUSTIFY A CHANGE IN ITS PRE-
VIOUS DECISION TO WITHDRAW ITS ARMED FORCES FROM THE UNOC IN CONGO.
BOTH THE SECURITY COUNCIL AND THE GENERAL ASSEMBLY HAVE FAILED TO
ADOPT A RESOLUTION TO EFFECTUATE THE RELEASE OF PRIME MINISTER
LUMUMBA AND OTHER LEADERS OF THE CONGOLESE PEOPLE FROM MOBUTU'S
PRISON AND FURTHER TO ENABLE THEM TO RESUME THEIR NORMAL DUTIES
AS THE LEGAL GOVERNMENT OF THE CONGO BY WHOSE REQUEST ONLY THE UN
INTERFERENCE IN CONGO THROUGH THE UNOC ACTUALLY COULD BE JUSTIFIED.

EXCELLENCY'S COOPERATION TO REPATRIATE THE INDONESIAN CONTIN-

INDONESIAN-COHTIIflGEMT ARRIVES TO JOIN UN FORCE IN CONGO
(The following was received here from a UK information Officer with the UNMission in the Congo, in Leopoldville„)
A l,lWf-man Indonesian battalion for the United Nations Force in the Congo
arrived in Leopoldville yesterday by train from the port of Matadi, where it
landed on 1 October after a 21-day voyage from Jakarta.
Early this morning, 4 October, the Indonesian contingent was scheduled to
leave Leopoldville in seven river targes which will take them on a four-day
journey up the Congo River to Coquilhatville, capital of Eouateur Province,
where they will relieve Moroccan troops and will assemble for deployment in
the southern part* of the province.
The battalion was reviewed at the Leopo]dville railroad station by General
Carl von Horn, Supreme Commander of the United Nations Force.
In welcoming the troops. General von Horn said they had come to the Congo
under the United Nations program and that their mission was a peaceful one.
"Your weapons are with you only as a last resort in self-defense," he declared.
The troops compose the 330th infantry battalion of the Siliwanji Division
of the Indonesian Army. Their equipment, which filled 27 railroad cars, includes
56 vehicles,
On their arrival at Matadi, the Indonesians, in speckled green and brown
jungle combat uniforms and green berets, were greeted by a guard of honor of the
Congolese gendarmerie and another of Moroccan trrops representing the UN Force in
Matadi. The Indonesian troops had made the voyage aboard a United States troop
transport.
Indonesian is one of 13 countries providing troop contingents for the United
Nations Force in the Congo. In addition, administrative units, air support
personnel and staff officers are supplied by other governments, making a total
of 27 nationalities now represented in the Force. (Details appear in Doc.3/14-531.)

Mr. Labouiss© requested me to make some enquiries to the Indonesian
Mission with regard to the battalion offered by the Indonesian Government on
2 August for service with OHUG. I did so at 101500 hours.
The Ambassador is personally dealing with this matter. He was, however,,
not present yesterday afternoon and in his absence I spoke to the First
Secretary. I stressed, that this was a question for planning purposes only
and I wanted to know the sise of the battalion and its stage of readiness.
The First Secretary informed me that the aise would be approximately 600 - 650
men. The battalion was activated and could be moved, at short notice.
