CLEARWATER —Possession of bricks can be a crime if they are made of marijuana. SheriffDon Genung (right) holds one of six compressed marijuana bricks seized when three of hisdeputies arrested Charles Mike Chapman, 17, and Robin Gale Steelman, 16, both of Tampa,and charged them with possession of marijuana. JACKSONVILLE —After 30 years with theDuval County Sheriff's Department as a jailmatron, Mrs. Carolyn Williford thought shewas going to say good by and slip out to be-gin her retirement. Her friends and co-workershad different ideas. They gave her a party atwhich she modeled a new coat for SheriffDale Carson. After being in the middle ofattempted jail breaks and being a friendto female prisoners who thought they hadnone, Mrs. Williford was honored in 1967when she was named Jail Matron of theYear and recipient of the Verra Casey Award,which says she best "demonstrates under-standing of human dignity and realizes thather charges are human beings, regardlessof their offenses. "

The Sheriff said Laverl MiltonBaisden, 21, was arrested for possession ofmarijuana shortly after he picked up thebox at the Highlands City Post Office. Acall from an agent of the U. S. Customs Ser-vice tipped off Sheriff's detectives the pack-age was suspected of containing marijuana.

Police Standards Council Line-up Changes

Alachua County Sheriff Joe Crevasse, Jr., of Gainesville, is the new chairman of the

Florida Police Standards Council; and Polk County Sheriff Monroe Brannen, of Bartow,

is a new member. Sheriff Crevasse was elected chairman at a meeting of the Council in

March. He succeeds State Attorney General Earl Faircloth. Sheriff Brannen was appoint-ed to the Council by Governor Claude Kirk to fill a vacancy created by the resignation

of Pinellas County Sheriff Don Genung. Other members of the Council are Duval County

Sheriff Dale Carson, of Jacksonville; Police Chief K. C. Alvarez, Ocala; Police Chief

Francis Scott, Sarasota; Police Chief D. P. Caldwell, Pensacola; Executive Director Ralph

Davis, State Department of Highway Safety and Motor Vehicles; Robert E. Gebhardt,

Special Agent in Charge, Jacksonville FBI Office; Capt. James W. Reese, Miami Pplice

Department; Major Charles Otero, Tampa Police Department; Attorney General Fair-

cloth and State Superintendent of Public Instruction Floyd Christian. Created by the

Florida Legislature in 1967, the Police Standards Council administers minimum stand-

ards established for law enforcement officers; and its primary concern is police training.

Jack Ledden is its Executive Director.

HEIDTMAN INTRODUCES JUNIOR DEPUTY PROGRAM

WEST PALM BEACH —The Palm Beach County Junior Deputy program has been initiatedunder the direction of Sheriff William R. Heidtman with its first project being assistance toschool crossing guards. Sheriff Heidtman is seen straightening the distinctive arm band ofJoAnn Hensel who is a member of the Junior Deputies School Patrol. The Junior Deputieswill take turns aiding the crossing guards at schools under the jurisdiction of the palmBeach County Sheriff's Department. Left to right are Captain Henry J. LAKELAND —"Law en-

forcement is not an easy job,"

said Florida's Commissioner ofAgriculture Doyle Conner. "It is

not a job for an ordinary man,but Monroe Branncn is not anordinary man. He has served in

law enforcement with distinc-tion over 30 years, first with theLakeland Police Department,then as a constable, and sincel960 as Sheriff of Polk County. "

Turning to the Sheriff headded: "Monroe, we are proudof you. We need more publicservants as dedicated as you.

"The occasion was an "ap-

preciation dinner" sponsored bythe Polk County DemocraticExecutive Committee to honorSheriff Brannen.

It was held in the Lake-land Civic Center, March 26,and Commissioner Conner wasthe featured speaker. He remind-ed the large audience that heand the Slteriff were both nativesof Union County, Florida,where "Monroe's Uncle Wiley"(W. S. Brannen, Jr.) had beensheriff back in the 20's and30's.

Tenth Judicial CircuitPublic Defender Lee Roy Hor-ton, Jr. , also praised SheriffBrannen as "a steadfast man"and presented him with anappreciation plaque.

Boys Ranch Memorial Will Honor John P. Hall

GREEN COVE SPRINGS —A

special fund was created hereMarch 26 to establish a per-manent memorial at thc FloridaSheriffs Boys Ranch honoringthe late John P. Hall, who serveda record 36 years as sheriff ofClay County until he retiredin 1965.

Contributions can be mailedto the Boys Ranch, Live Oak,and the Hall family will receive

a list of all donors.The former Sheriff, who also

had a distinguished career as a

banker, cattleman and timberman, died March 24 at thc

age of 75.He was one of the founders of the Boys Ranch in l957,

became its first trcasurcr, and was still serving on thc Boardof Trustees at the time of' his death.

He was a past presidrnt and treasurer of the Florida SheriffsAssociation; and served on thc Administrative Board of theFlorida Sheriffs Burrau.

At funeral services March 26 he was described as "a manto whom God imparted many talents —an understandingand sympathetic Shrrift' who always had time. for people.

"John P. Hall was elected Sheriff for the first time in

1928 and went into office with the barest rudiments of hisprofession —a Model A Ford, a pistol, a badge and onc deputy.

There were few paved roads, and the versatility of histrusty Model A was thc only thing that prevented him fromriding horseback to carry out his county-wide duties.

One of his first moves was to have a telephone installed.Other improvements followed, and his long career was markedby constant efforts to expand and modernize thc Sheriff'sOffice in pace with thc progress of the county.
