DEADWOOD, S.D. - The South Dakota Game, Fish and Parks Department has conducted surveillance and taken reports of dead deer across many counties in southeast and south-central parts of the state to help determine the sever-ity of this year’s Epizootic Hemorrhagic Disease (EHD) outbreak.

Reports of dead deer has GFP taking actions to reduce har-vest and encouraging hunters to visit early with landowners to determine local impacts and opportunities.

“The deer die-offs reported have been local in nature for many areas and not evenly distributed across each county,” GFP Secretary Jeff Vonk said. “Because the impact of EHD can vary, it is essential that hunters check with their local land-owner on the status of the deer herd on properties they hunt.”

Vonk added that GFP is still actively monitoring the deer herd throughout the state. “We are grateful for the coopera-tion we have received from landowners and hunters. We have a common goal of doing what is best for our deer herd, and we will continue to evaluate additional reports and take further proactive measures if necessary.”

Deer die-off prompts reduction of some unsold East River licensesIn response to the deer die-offs in eastern SD, the GFP Com-

mission took emergency action at their October 4 meeting which provided Secretary Vonk the authority to immediately reduce the number of licenses available prior to the second drawing of the East River Deer hunting season.

As a result of the Secretary”s actions, all unsold licenses have been removed from deer hunting units in Bon Homme, Hutchin-son, Yankton, Clay, Union and Charles Mix counties.

In addition, the Commission and Secretary Vonk authorized the elimination of all unsold licenses in southern Perkins County as a result of further EHD developments there.

Hunters have also been given the option of turning in their deer license if they feel it is in their best interest to cancel their hunting plans. The license and associated tags must be returned to the GFP Licensing Office before the start of that respective season. If applicable, GFP will reinstate hunter preference points for the first drawing.

Hunters desiring a refund for a deer license should send their license, including all associated tags, to: GFP Licensing Office; 20641 SD Highway 1806; Fort Pierre, SD 57532.

Amos H. BehlJanuary 3, 1923~November 10, 1943

Amos H. Behl, son of Mr. and Mrs. Carl H. Behl, was born in Fairfield Township on January 3, 1923. He lived with his parents on the farm north of Appleton until the family moved to Ortonville. In September of 1941, he enlisted in the United States Army Air Force and graduated from aerial gunnery school in Sheppard Field, Texas, in February, 1942. He went overseas in August if 1942 and served in

action over France and Germany. On November 24, 1942, he was among 18 airmen awarded the air medal for “conspicuous heroism” in action over German-occupied France. On November 10, 1943, Amos died while on duty in Eye Suffolk, East Anglia, England. At the time of the announcement details of his death were not given. He had been scheduled for return to stateside duty. Left to mourn his death were his parents, his 3 brothers: Graham Behl, Norman Behl and Richard Behl; and his 2 sisters: Cora Behl and Marian Kahl.

Reducing SuicidesAt a recent hearing, the Senate Committee on Veterans’ Af-

fairs heard an update on progress to reduce veteran suicides, and the statistics aren’t good. We’re still losing 18 veterans a day.

Not that the care at the Department of Veterans Affairs isn’t good. It is. A recent RAND Corporation study compared VA mental health help to that of civilian facilities in nine areas. In only two areas did the VA lag behind: treatment initiation and treatment engagement. And that’s where it’s most important ... that first step and subsequent treatments.

At the hearing it was reported that at facilities around the country:

--Managers are rigging the numbers to make it look like more veterans are being served. Appointments of existing patients are canceled so that new patients can be processed for a first appointment and get them on the books.

--Management is pressuring staff to change desired appoint-ment dates so it looks like veterans are being served faster.

--Facilities claim (on paper) to be able to provide certain

services when they can’t. (This has been reported to the Office of the Inspector General.)

--Veterans with substance-abuse problems wait two months for an appointment. Psychiatric patients wait six months for fol-low-up appointments.

--Clerks have been told to cut therapy appointment times. Staff can’t give patients more time without special permission.

--Veterans are ending up in the ER to get their meds.One good piece of news came out of the Senate hearing:

For 2012, a “performance contract” for mental-health facilities mandates that those veterans who are gauged to be high risk for suicide will get four visits within 30 days.
