matataas na opisyal ng gobyerno na iniuugnay ni dating Lingayen-Dagupan Archbishop Oscar Cruz sa jueteng. Nakakahiya naman kasi dahil sa halip na ang mga ito ang magdala ng pagba-bagong ipinagmamalaki ng administra-syon ni Pangulong Benigno “Noynoy” Aquino III ay ang mga ito pa ang naghahasik ng lagim at nagbibigay ng proteksyon sa sugal. Dahil ba sa tina-tanggap nilang P2 milyon bawat buwan mula sa mga operator ng jueteng?

Kaya naman, ipinag-utos ni P.Noy ang pagsasagawa ng malalimang imbestigasyon upang matukoy kung sino-sino itong mga opisyal sa kaniyang Gabinete na nakikinabang sa jueteng dahilan upang mabatikos na naman ang pamumunuan niya.

Tiniyak ni P.Noy na sakaling makilala at mapatunayang sangkot sa pagkunsinte sa jueteng ang kanyang mga opisyal na iniupo upang magserbisyo sa mama-mayan at maging mabuting halimbawa ng taumbayan, bibigyang leksyon ito ng Pangulo upang hindi na pamarisan pa ng mga susunod na henerasyon ng public servants.

Tama lang ang ginagawang pag-bibigay ng pansin ni Pangulong Aquino sa mga ganitong klaseng maling gawain dahil alam naman nating lahat na pana-hon pa ng mga ninuno natin ay problema na sa bansa ang jueteng.

Paggamit ng plastic bag ipagbabawal

Kamakailan, isang ordinansa ang inihain ng inyong lingkod sa Sang-guniang Panglungsod ng Valenzuela na naglalayong ipagbawal ang paggamit ng mga plastic bag bilang sisidlan sa mga pamilihan, karenderia, sari-sari store at iba pang mga katulad na establisimiento sa buong lungsod.

Sakaling maaprubahan ng mga mi-yemrbo ng Sangguniang Panglungsod ang panukalang ordinance bilang 2010-006, ipagbabawal na ang paggamit ng plastic bags at iba pang non-biodegradable na sisidlan sa iba’t-ibang pamilihan.

Nakasaad pa sa naturang ordinansa, isa ang plastic bag na karaniwang itina-tapon na lang sa mga hindi natutunaw na bagay na nagiging dahilan ng pagbabara sa mga estero, kanal at iba pang daluyan ng tubig na nagiging daan sa pagkakaroon ng baha kapag bumuhos ang napakalakas na ulan.

Bukod dito, ang plastic bags din ang isa sa mga dahilan kung bakit labis na dumudumi ang ating mga kagubatan at

karagatan na dahilan nang lalo pang paglala ng ating problema sa global warming.

Dahil sa mga masasamang epekto ng plastic bags, naisipan ng inyong lingkod na isulong ang ordinansang pinamagatang “Paper Bag Ordinance” na naglalayong ipagbawal ang paggamit ng plastic bag sa mga pamilihan, karin-deria, sari-sari store at iba pang katulad ng negosyo sa buong lungsod.

Ang sinumang negosyante na ma-huhuling lumalabag sa kautusang ito ay maaaring patawan ng kaparusahang: 1st offense – written notice at warning, 2nd offense – multa na aabot hanggang P5,000; 3rd offense – multang P5,000 at temporary suspension ng business permit ng labing limang araw (15 days); 4th offense – multang P5,000 at pansa-mantalang suspensiyon ng business permit ng tatlumpung araw (30 days) at 5th offense – tuluyang pagtanggal ng business permit at operasyon ng negosyo.

Maaatasan ding magpatupad sa ordi-nansang ito ang office of the city mayor sa pamamagitan ng business permit and licensing office (BPLO).

Umaasa tayo na susuportahan ng mga miyembro ng Sangguniang Panglungsod ang ordinansang ito.

dency. And it seems to have no end.

Since the downfall of Joseph Estrada, operations of the il-legal numbers game, jueteng, became even more blatant. Erap was attempting to replace jueteng with his ill-conceived Bingo 2-ball when jueteng operators connived and stopped him on his track. This is lesson number one for incumbent President Benigno Simeon Aquino III.

The tentacles of this multibillion peso industry are gripped tightly on every government agency tasked to lick it. Jueteng payolas flow in millions monthly from the hands of lowly bettors to the pockets of unscrupulous officials.

Retired Archbishop Oscar Cruz was right when he said that while government plays blind on the existence of jueteng, people in public markets, carinderia (eateries), barber shops and even on church grounds and government offices, know very well that numbers game is alive and kicking. Bet col-lectors or cubradors have never been so bold.

In many provinces, jueteng operates behind the cover of Small Town Lottery (STL) which is sanctioned by govern-ment. Bet collectors pretend they collect for STL but the truth of the matter is that they are not. Legitimate STL bet collectors are moonlighting as jueteng cubradors.

In the Visayas, the common forms of illegal gambling are the “daily double,” video karera, “first two” and “last two,” which are based on the STL results while in Mindanao, there is “Swertres” Lotto betting thrice a day.

Suffice it to say that jueteng is actually an underground kingdom ruled by a notorious kapampangan whose min-ions include people in high places. Funny that when Bong Pineda was grilled by Senators years ago, he vehemently denied invlvement in jueteng. He swore it was the first time in his darn life that he came to know abut it.

This is the second lesson for PNoy. Jueteng operators and protectors in government are inveterate liars. So, the president must watch his back.

Ending jueteng, indeed, is a huge gamble. If PNoy is sincere in going after the bad guys behind jueteng, he should start in his own backyard. Words are rife that emissaries from the underground kingdom continue to deliver thick envelopes containing jueteng payolas to various government offices, including the Department of the Interior and Local Government and agencies under it such as the Philippine National Police.

This is the third lesson for PNoy. The people tasked to curb the problem are those who actually stand to protect it. Mr. President, please find out who among your most trusted men are NOT on the take. Chances are you’ll be surprised that there are only a few of them.

Wanna bet?

First of a series

AT around 4:30 p.m. on Sept. 8, Elke Bacalso, 20, a stu-dent taking up education at the Cebu Institute of Technology (CIT), was standing in front of the campus gate when two men dragged him inside a van. He was blindfolded, tortured, and surfaced two days later allegedly by intelligence agents of the military.

Bacalso is not an activist. The only probable reason why he was under intense surveillance and was abducted is that he is the son of a former political detainee and he campaigned for Kabataan Party-list during the May 2010 elections.

A student’s storyAccording to the urgent action alert prepared by Karapa-

tan, Bacalso’s abductors transferred him to three different vehicles before being brought to a safe house. He was inter-rogated on his alleged illegal activities and the whereabouts of his father. Bacalso is the youngest of the four children of Julian Bacalso, a former political detainee and coordinator of Society of Ex-Detainees for Liberation, against Detention and for Amnesty (Selda).

If not for the swift response of colleagues and relatives, Bacalso would not have been surfaced.

When Bacalso failed to go home on the evening of Sept. 8, his family contacted members of Karapatan and together, filed a report on Bacalso’s disappearance at the Labangon Police Station at around 8:00 p.m.

The following morning, the search team went to the Philippine National Police (PNP) Regional Office in Jones Ave., Cebu City to report the incident. Then the search team received information that Bacalso was brought to Santander, a municipality in the southernmost tip of Cebu province. The team immediately left for Santander. Upon reaching Santander at around 7:00 p.m., they went to the local police station to report the incident and give a picture of Bacalso. The team spent their evening in Santander and was on their way to continue the search to the next town the following day when they received a call at around 12:00 noon from Bacalso’s family. The family informed the team that Bacalso called from Alcoy, the third municipality north of Santander. The team proceeded there and went straight to the Alcoy Police Station. The police escorted them to the Sta. Rosa de Lima Parish Church, where they found Bacalso.

Bacalso said that minutes before he was released, his captors received a radio message saying “Target with police escort.” After hearing this, his abductors stopped the vehicle and just pushed him outside. He then hired a tricycle and

asked to be brought to the church. Upon reaching the church, he looked for a pay phone and made a call to his family. Then he anxiously waited for help to come.

“If we were not quick enough, we may have lost the chance of seeing him [Bacalso] again,” Wilbert Dimol, the victim’s brother-in-law and a member of the search team, said.

TortureIn a phone interview with Bulatlat, Dimol related that

Bacaldo was speechless when they found him. “He looked traumatized,” Dimol said.

THE active low pressure area located east of Northern Luzon has intensified into a tropical depression named “Inday” and it is expected to enter the country on Friday.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa), however, said “Inday” may only bring rains as of this moment as it is still far to affect major parts of the country.

The Philippine Coast Guard said the agency is not issuing any advisory yet since Pagasa has yet to impose any storm signal. The Coast Guard, however, said its personnel in regional offices are on standby in case of emergency.

Pagasa said that as of 10 a.m. yesterday, the tropical depression was estimated, based on satellite and surface data, at 640 kilometers east of Basco, Batanes.

“Inday carries a maximum sustained winds of 55 kilometers per hour (kph) near

the center and moving west-northwest at the speed of 11 kph.

It is forecast to be 420 kilometers east-northeast of Basco, Batanes this morning.

The tropical depression is expected to be 290 kilometers north-northeast of Basco on Friday morning, and 370 kilometers north of Basco on Saturday morning.

Pagasa has not raised public storm warning signals since the weather disturbance is still far to affect any part of the country.

However, an intertropical convergence zone will continue to affect and bring scat-tered rainshowers and thunderstorms over Southern Luzon and the Visayas.

Pagasa said Luzon and Visayas will ex-perience mostly cloudy skies with scattered rainshowers and thunderstorms.

The rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.

‘Inday’ intensifies,moves closer to RP

THE Supreme Court (SC) affirmed yesterday the decision of the Court of Appeals (CA) imposing life sentence on the killers of Col. Rolando Abadilla in Quezon City 14 years ago.

In a 75-page decision and with a 10-4 voting, the SC en banc denied the petition filed by Senior Police Officer 2 Cesar Fortuna and civilians Rameses de Jesus Calma, Leonardo Lumanog, Joel de Jesus and Augusto Santos.

They were convicted for the 1996 ambush-slay of Abadilla, who was then

the chief of the Metropolitan Command Intelligence and Security Group of the Philippine Constabulary.

The former Philippine Constabulary is now known as the Philippine National Police.

The accused filed a petition before the SC questioning the decision of the CA on April 1, 2008, citing that they were denied their constitutional right to due process.

Nevertheless, the SC said that it found no abuse of discretion was committed on the part of the CA when it rendered

the decision.The SC noted that the CA had me-

ticulously considered all the angles of the case which were elaborately tackled in its decision.

Court records showed that the ac-cused intercepted Abadilla and shot him to death while he was caught in the middle of a traffic jam on June 13, 1996 along Katipunan Avenue in Quezon City.

The accused were also ordered to indemnify the family of the victim in the amount of P1,180,000.

SC upholds life sentence against ‘Abadilla 5’

THE National Statistics Office (NSO) yesterday an-nounced that the unemployment rate in the country went down to 6.9 percent as of July, the lowest since October 2008.

The NSO said the latest actual jobless Filipinos were 2.7 million, lower from 3.1 million in April. Last year, the unemployment rate was 7.6 percent.

The agency also said the number of unemployed per-sons was higher among males at 62.6 percent than among females with 37.4 percent.

It added that 52.4 percent of the unemployed were in age group 15 to 24 years.

In addition, 32.5 percent of the unemployed were high school graduates, 22.7 percent were college undergradu-ates, and 20.5 percent were college graduates.

The country's total labor force rose to 39 million from 38.5 million in January.

The underemployment rate also went down to 17.9 percent or a total of 6.5 million workers.

The number of employed person is estimated at 36.63 million or an employment rate of 93.1 percent.

RP jobless rate down to 6.9 percent as of July

PRESIDENT Aquino yesterday said no one among his sisters will join him in his trip to the United States this month.

The President told reporters in an interview at Marriot Hotel in Cebu that one of his brothers-in-law maybe in the US ahead of him and only three members of his Cabinet will be joining his “lean delegation.”

“Pero sa official family, it will be the Secretary of Finance, Trade, and Foreign Affairs,” he said, adding that if possible, he wants to limit to at least one senator and one representative the congressional members of his small delegation.

According to the Chief Executive, there are 30 or 35 business delega-tions that will also joining him in the US visit.

Aquino explained that aside from attending the United Nations General Assembly in New York, his US visit will also bring thousands of jobs for Filipi-nos through his meetings there with investors interested to do business in

the Philippines.“By all indications, that’s seem to be

the case. Ang haba ng list noong busi-ness groups at saka non-governmental organizations (NGOs). They will also help us in the education sector—engineering and science. One of my dreams kasi is to increase the Philippine Science High School system,” the Chief Execu-tive said.

According to the president, there are at least three foundations that will be helping the country grow in that particular education sector.

Meanwhile, Aquino said he has decided to cancel his scheduled trip to Europe in the first week of October.

The President said he decided to cancel his attendance in the 8th Asia-Europe Meeting (ASEM) set on Oct. 4 to 5 in Brussels, after learning that several other heads of state will not also attend the event.

He said that if most of the heads of state will not attend the ASEM, then what is the use of attending it.

Rep. Juan Edgardo An-gara (Lone District, Aurora) said House Bill 90 will grant students fare discount on land, water and air trans-port utilities not only during schooldays but also during Saturdays, Sundays, Christ-mas vacations and other holidays during a school year

or school semester.Under the measure, stu-

dents are entitled to 20% discount on regular fares upon presentation of their duly issued school identifica-tion cards (IDs) or current validated enrollment forms.

NBI seized P150-M worth of fake flip-flops,

calculatorsAGENTS of the National Bureau

of Investigation (NBI) seized some P150 million worth of fake Havai-anas slippers and counterfeit Casio calculators during two separate raids in Metro Manila.

The confiscation came after NBI agents swooped on the stalls of R.B Abalos Electronic Accessories and R.A. Serrano General Merchandise at the 2nd Floor of the Plaza Miranda Mall on Carriedo St., and 4th Floor of Gonzaga Building on Rizal Avenue, both in Quiapo, Manila.

Authorities seized some 22,750 pieces of fake Casio calculators amounting to P18 million.

Meanwhile, NBI agents also conducted simultaneous raids in Valenzuela and Caloocan cities that resulted in the confiscation of some 171,615 pieces of fake Havaianas slippers worth P132 million.

Instead of the usual ribbon-cutting , today's opening ceremony was marked by the breaking of a pot of gold coins sym-bolizing the Chamber's aim to spread the benefit and the blessings from the minerals development industry while bringing suc-cess to the annual event. The ceremony was made lively by the participation of the Kaisahan Filipino Dance Group performing traditional Filipino dances.

With the 2010 theme, “Sustaining Growth in a New era,” the annual confer-ence gathers the country's biggest minerals development companies and contractors.

According to the chamber, this year’s theme signifies their aim to sustain the industry's current momentum even further-ing it with the end in view of benefitting the nation.

The conference proper will formally open tomorrow September 15, Wednesday with COMP president Romualdez giving the opening remarks. heads of the Department of environment and Natural

Resources, the Dept. of energy and the Dept. of Trade and Industry will also give keynote addresses highlighting their vision and action plan concerning the development of the minerals industry.

2010 Philippine Mining Conference and exhibition kicks off

The Light Rail Transit Authority (LRTA) will be implementing its new operating hours for Lines 1 and 2 systems effective September 15, 2010, to give way for a much-needed maintenance time for both revenue lines.

LRTA Administrator Rafael S. Rodriguez an-nounced that the last commercial trip schedule will be cut by an hour (1) and an hour and a half (1 ½) for the Yellow Line (Line 1) and Purple Line (Line 2), respectively.

During weekdays, the last trip for Line 1 will leave the Baclaran station en route to Balintawak at 9:30 P.M. while the last train will depart the Balintawak station en route to Baclaran at 10 p.m.

On weekends and declared holidays, Line 1 last commercial train going to Balintawak Station will leave at 9 p.m. while the last trip going to Baclaran is 9 p.m..

On the other hand, LRT-2 shall have the same schedule on weekdays, weekends and holidays. The last commercial train will depart from Santolan station at 9:30 P.M. while the last trip from Recto station will depart at 10 p.m.

Rodriguez said the implementation on reduction of operating hours is for the maintenance works which will cover the rolling stocks, catenaries, sta-tions, carriageways, signaling system and other physical facilities.

he added that the additional hour will give enough time for our maintenance and engineering people to finish all its routine preventive check-ups for the rolling stocks, including the sanitation works for all stations and inside the trains.

“We need a longer maintenance time to make sure that the trains are in optimal working condi-tions and that the stations are cleaned and sanitized to ensure the safety and convenience of the riding public,” he added.

On March 4, 2010, the Authority extended its operation due to the demand of passengers mostly employed in malls. however, Line 1 has a monthly average ridership of 31, 847 while line 2 has only an average of 26, 501.

One of the coolest things hanging on the wall in my home office is a Certificate of Authenticity.

It has on it the logo of US Space Shuttle flight 110, which was launched in April 2002. Aboard the Atlantis on that flight was Mission Special-ist Rex Walheim, who took into outer space an article from Our Daily Bread titled “Seeing God’s Glory.” Lt. Col. Walheim sent me the certificate to prove that this devotional page actually left earth’s atmosphere.

Sometimes we need these kinds of things—documents that verify truth. If I were to show that article to someone and say, “This flew on the Space Shuttle,” I could be doubted because I would have no proof. But when Walheim sent me the Certificate of Authenticity, he gave me verification.

In 1 Peter, Simon Peter created a Certificate of Authenticity for his message about the grace of God. In chapter 5, he wrote, “I have written to you briefly, exhorting and testifying that this [letter] is the true grace of God” (v.12). Peter was assuring his readers that the many messages of 1 Peter—themes of hope and courage and even suffering—were all authentic and demonstrate the grace of God.

Corteza came back from the grave via seven consecutive racks to seize the 7-4 lead in the race-to-8 finals of the Predator match organized by Dragon Promotions and supported by Predator CEO/ President Karim Belhaj.

Morris won the 12th rack to cut the lead at 7-5 before Corteza took the final rack to escape on 8-5 victory.

For his latest feat, Corteza claimed the top prize of 10,000 euros while Morris went home with the runner-up prize of 6,000 euros.

“I would like to thank Sir Jona-than Sy and coach Christopher Palses who is always helping my local and international tournament together with Kopiko and Energen,” said Corteza, currently ranked No.2 in the world. He dream of winning the WPA World 9-Ball title.
