Know Before You MowNew Iowa Law in Place to Protect Roadside Habitat

Habitat for pheasants, quail, songbirds, and bees has become limited in Iowa, but one overlooked source for habitat – roadside ditches – will now be protected. Governor Chet Culver signed into law a restriction on mowing within the rights-of-way and me-dians of interstates, primary highways, and secondary roads before July 15. The restric-tion applies to the Department of Transpor-tation (DOT), counties, and private property owners. The purpose of the restriction is to maintain adequate nesting areas for native birds, such as pheasants and quail, while still allowing mowing where it is respon-sible to do so.

Exceptions to the restrictions are allowed for mowing areas:• Within 200 yards of an inhabited dwelling• On rights-of-way within one mile of cor-

porate city limits• To promote native species of vegetation• To establish control of damaging insects,

noxious weeds, or invasive plants• Visibility and safety reasons• Within rest areas, weigh stations, and

wayside parks• For access to a mailbox or other accessi-

bility purposes• Within 50 feet of a drainage tile or tile

intake• Rights-of-way adjacent to agricultural

demonstration or research plots

Under the law, a landowner may still mow as much as they like after July 15 as long as it does not conflict with an integrated road-side vegetation management plan. There are no penalties attached to the law. This bill would help guide the best management of the habitat that is needed for the survival and successful reproduction of many Iowa animal species. The intent of this bill is to protect those areas while still letting people mow where it is responsible to do so.

Volunteers should plan to meet at 9:00 am to pilot a seven mile stretch of the South Skunk River in Jasper County beginning on Highway F-48, just adjacent to I-80 and ending on Highway 14, south of Newton. Along the way, volunteers will remove pop cans, plastic sacks, tires, barrels, and other pieces of trash found in the river and along the river banks. Volunteers will receive a free lunch, free canoe use, and a free t-shirt. Participants should dress for the weather, bring work gloves, and wear closed-toe shoes.

Don’t Put off Minor Shingle RepairsQ: While cleaning out the gutters a few weeks ago, I noticed a couple of shingles on the roof that have been torn slightly, one with a chunk missing from the corner and the other looks loose or pried up. What’s the best way to fix them? Should I look for underly-ing damage? -- Earl C., Omaha, Neb.

A: Small tears in asphalt shingles can be patched up pretty quickly using roofing ce-ment. Brush any debris out of the torn or bent area and apply a good amount of cement, then tack down.A shingle with a torn-off corner can be patched by cutting a similar-sized piece from a spare shingle and applying roofing cement both to the underside and along the tear. However, this won’t last very long, so the en-tire shingle should be replaced within a few months -- or you can replace it right away.Note: Always secure yourself with a rope or harness, and never work without a helper.To replace shingles, you’ll need -- in addition to new shingles -- a flat pry bar, a hammer, roofing cement, 7/8-inch or 1-inch roofing nails, and a utility knife.Carefully slide out damaged shingles, begin-ning with the topmost shingle. Pull out old nails in the repair area, then inspect the ex-posed building paper for damage. Patch small tears with roofing cement.Working from the bottom of the repair area upward, install the new shingles. These should overlap and stagger the row of shingles below. Nail in roofing nails at the tab slots.The uppermost shingle won’t initially be nailed in, since you need to slip it underneath existing shingles. Instead, flip it over, apply roofing cement to the underside (the part that will slip underneath the shingles above) and gently slide into place.
