KOLKATA: Bengali literature andfilms are full of ghosts – thosethat live in marshlands, on talltrees, in old houses, in crema-toriums, those that eat fish, eathuman flesh, cruel ones andinnocent ones, humourous onesand serious ones.
Now comes a flyover ghost,a totally novel apparition, thefear of which has been stalk-ing numerous residents ofNagerbazar, one of the mostcrowded areas of Kolkata, aftera young biker was killed on a
flyover in an accident that tookplace in May within a month ofchief minister Mamata Banerjeeinaugurating the structure.
Rumours of a ghost – actu-ally a male figure stopping carsand bikes on the flyover at latehours of the night – have spreadlike wild fire over the past fewdays in the area with peopleeven shutting window panes inthe neighbourhood despite thesultry weather to keep the spir-it away.
Sreetama Bose a governmentemployee who stays nearMrinalini Cinema Hall at oneend of the flyover said: “I haveheard about the strange things
happening on the flyover frommy relatives and friends. I amreally scared. I have startedavoiding the bridge even dur-ing day time.”
“I don’t believe in ghosts andwould request everyone not tobelieve in such rumours. I, too,have heard about the rumourbut right now I’m at Nagerbazarand absolutely no one is scaredor concerned about it,” SujitBose, vice-chairman of BidhanNagar municipality, said.
Prabir Chatterjee, inspector-in-charge of Dum Dum policestation, rubbished the story. “It’snothing but a rumour beingspread and the media should
not encourage it,” he said. A visit to Nagerbazar indi-
cates the rumour is moreomnipresent than the appari-tion. Locals complain of waterand stones being thrown at theirhomes from the flyover, whichruns very close to houses oneither side.
And if there are reports ofghosts, can ghost busters befar behind? One of the found-ing members of the ParanormalResearch Society of India(PRSI), Somen Kotal, told HTthey have already been tippedoff by worried citizens ofNagerbazar.
“Recently we received a mail
in which the sender claimedthat a woman who saw the acci-dent in which a biker died iswitnessing strange things. Shehad given drinking water andbandages to the locals so thatthey could give to the victimwhen he was writhing in pain.Now she often sees shadowsmoving in that particular zone,”Kotal added.
Reports have also poured infrom other local residents aboutthe shadows. They also claimedthat some strangers try to stoptheir vehicles asking for lifts.But after a few seconds nonecan be seen.
“We would like to go there
to investigate with infraredthermometers, motion detec-tors and special soundrecorders. But we need per-mission from the police, or thelocal councillor, as these exper-iments need to be conductedbetween midnight and 3 amwhen paranormal activities arebelieved to heighten,” saidShantanu Sen, another PRSImember.
“Not all such strange inci-dents are paranormal. Oftencriminals try to scare local res-idents so that they avoid a par-ticular area, thereby helpingcriminal activity,” Kotal alsowarned.

KOLKATA: Chief minister MamataBanerjee is thinking of holdingthree-tier panchayat polls inBengal in early 2013. Shebelieves holding the rural pollsin December 2012 will not givethe Trinamool Congress anypolitical advantage.
The term of the three-tierbodies would expire in May2013. And even if rural pollsare held early, the panchayatbodies elected in 2008 wouldcontinue to function till the ter-mination of their full term.
The government file askingthe state Election Commissionto prepare for the panchayatelections in the state is still lyingin the CM secretariat and iswaiting for Banerjee’s signature.
“Mamata Banerjee knowsholding the panchayat polls inDecember 2012 would not giveus any political advantage,” saidstate panchayat ministerSubrata Mukherjee.
Confident of a comfortablevictory in the rural polls,Banerjee said corruption in thepanchayats, non-performance
of the rural bodies in the last34 years, misuse of central fundsfor rural development and thepromise that homestead andfarmlands would not be acquiredforcibly from the farmers forsetting up of industries andSpecial Economic Zones (SEZ)would be Trinamool electoral issues.
Banerjee alleged that underthe Left Front government therehas been huge embezzlementof development and misuse ofrural funds.
She said state finance min-ister Amit Mitra has done 24special audits and has discov-ered the financial discrepancies.
“Land predators, the CPI(M)and the Congress, cannot claimto be the champions of farm-ers. Where were they, when Iwas on a 26-day hunger strikefor the Singur farmers in 2006,”asked an agitated Banerjee.
For Banerjee, the ensuingpanchayat polls are crucial.Though the Left Front has beenrouted in 2011 Assembly polls,the CPI(M)-led Front controls14 out of 18 zilla parishads inthe state, the Congress and theTrinamool hold two each.
“Central funds for rural devel-opment come directly to pan-chayats. So unless one controlsthe rural bodies, one cannotpursue one’s own model of devel-opmet in the villages,” saidMukherjee.
After a rout in the 2006Assembly polls, it was Banerjee’spro-farmer movement in Singurand Nandigram and politicalagitations against forcible acqui-sition of more than 80,000 acresof farmlands in the state by theLeft Front government to setup industries and SEZ cata-pulted her to the limelight.
“Our government will onlyacquire land for governmentprojects such as constructingroads, laying railway lines andwater pipes and building hos-pitals,” said Banerjee.
Trinamool’s land policy inthe state will be conveyed tothe UPA-II government at the Centre.
Banerjee, who appointed rail-ways minister Mukul Roy asLeader of the TrinamoolCongress Parliamentary Party,will oppose the UPA’s LandAcquisition Bill both insideParliament and in Cabinet meetings.

KOLKATA: A day after state edu-cation minister Bratya Basuasked members of TrinamoolCongress Chhatra Parishad tostop violence on college cam-puses, a clash broke out betweentwo groups of TMCP onWednesday at North CityCollege, forcing the authoritiesto shut down the institute forthree days.
According to TMCP mem-bers in the college, the groupsclashed over control of a stu-dent union.
Police said some studentsgathered near the college in theafternoon and started an argu-ment over ‘hijacking’ studentsfrom their groups. The brawlfollowed the heated argument,and police had to intervene todisperse the students. However,no injuries and arrests werereported.
“What we suspect is thatboth the groups have hired out-siders to take part in the clash.It was pre planned, it seems,”a police officer said.
Following the clash state edu-cation minister has called up
police commissioner Pachnandaurging him to take stern stepsagainst the accused.
This is not the first time thatsuch a clash has broken out inthe college. Recently the col-lege witnessed at least threesuch clashes in the past fivemonths over the same issue.
“Education minister BratyaBasu is a former lecturer of ourcollege. We have requested himto intervene in the matter,” saida professor on condition ofanonymity.
It was on only Tuesday thatTrinamool Congress wasobserving the foundation ofTrinamool Congress ChhatraParishad. Bratya Basu warnedmembers not resort to violenceon college campuses.
“Violence on campus is nota solution. It will only defamethe image of TrinamoolCongress and MamataBanerjee. Please do not resortto violence on college campusesand stop others from doing so,”Basu told TMCP supporterson Tuesday.
After Trinamool Congresscame to power in May 2010,several clashes on college cam-puses of Kolkata and the statehave been reported. The TMCPsupporters have been heldresponsible for most suchclashes.
The principal ofSurendranath College hasrecently lodged a complaintwith chief minister MamataBanerjee blaming TMCP mem-bers for the ruckus in the col-lege asking her to interveneimmediately. The college wasalso shut down for three dayswhen the admission procedurefor first year was on.

KOLKATA: Any new Puja inKolkata would require a highcourt order to get adequatepermission to hold one fromdifferent government agencies.
“As per Calcutta high courtorder we cannot allow any newpujas in the city. Anybody seek-ing one would require to movecourt,” Jawed Shamim, jointcommissioner of police (head-quarters), told reporters aftera meeting at the civic head-quarters on puja arrangements.
Echoing Shamim, mayorSovan Chatterjee too assert-ed that it would not be possi-ble to allow fresh pujas inKolkata. However, Chatterjeewants to ensure that all exist-ing puja committees are enlist-ed with the government agencies. “At present we have2,060 pujas enlisted with us,but I want all pujas to get enlist-ed. City should not hold anypuja without government per-mission,” the city mayor said.
According to senior civic offi-cials, KMC already handed over3,000 blank forms to the KolkataPolice, which would reach city’sall police stations.
Different puja committeeshave to collect the form fromlocal police stations and seekpermission from fire services.
Only after finding out thatthe land for puja is of KMC,civic authorities would issuethe required permission or elserefer to the other governmentagencies like KMDA.
Chatterjee had also drawna deadline for repairing roadsprior to Puja. “I have asked thePWD secretary and my roadsand engineering departmentto complete the road repair-ing work by September 30. Ihave also asked solid wastemanagement department towork harder to keep the cityclean specially on the festivedays,” mayor told reporters.
Even the Railway VikasNigam Limited, constructionagency for Joka-BBD Bag metrorail, had been asked to coop-erate during the festive daysto keep the traffic moving in Behala.

KOLKATA: The Calcutta HighCourt on Tuesday rapped aSealdah trial judge for acquit-ting a husband and his parentsin a “dowry death” case by hold-ing on the basis of “false” evi-dence that the wife was a men-tal patient and had committedsuicide.
Quashing the acquittal, jus-tices GC Gupta and IndiraBanerjee held Binod Shaw andhis parents guilty of murder-ing Santra (23), a mother of 2-year-old male child, after herparents refused to give a jeepin dowry within four years ofher marriage.
Awarding the life imprison-ment to Shaws, the judges said:“Considering the gravity of theoffence and the cruelty withwhich the deceased was put todeath, the highest punishmentshould be awarded for ends ofjustice. They cannot have anyclaim for leniency on the groundof the child whose mother wasdone to death so cruelly. Hismaternal grandparents arethere to look after him.”
The judges came down heav-ily on the trial judge for rely-ing on the “fake” doctor’s pre-scriptions and medicines cashmemos to prove that Santrawas a mental patient and proneto commit suicide.
“The trial judge acted arbi-trarily by relying on false med-ical documents and did notapply his judicial mind. It isstrange that it did not occur to
him that no one purchases med-icines without a cash memo orthat hospitalisation of a patientis always backed by documen-tary evidence,” the judges said.
Rejecting the medical doc-uments, the judges said: “Theprescriptions did not depict themental or physical condition ofthe victim. These prescriptionshad been fabricated in the year2005, which is why the regis-tration number isKOL230602/05 whereas thevictim died in 2004.” Rappingthe trial judge for ignoringautopsy report, the judges said:“The autopsy surgeon did notdepose that it was a case of sui-cide. He deposed that the deathwas caused due to asphyxia,which could very well have beenhomicidal.”
The case dates back toFebruary 27, 2004, whenSantra’s body was recoveredfrom a pond near her matri-monial home. The police start-ed a case on the complaint ofSantra’s father, alleging con-tinuous torture on his daugh-ter by Binod and her parentsdue to failure his part to givethem a jeep promised at thetime of her marriage in 2000.
The trial began at 3rd fasttrack, Sealdah, which had onFebruary 28, 2006, acquittedShaws by holding that Santrahad committed suicide. Thetrial judge accepted the med-ical documents to prove thatSantra was a mental patientand prone to commit suicide.Challenging this, the stateappealed to high court.
Attacking the acquittal, theadditional PP Siladitya Sanyalhad said: “The trial judgeignored the relevant evidence;disbelieved the witnesses ontrivial or no ground and demon-strated utter lack of judicialscrutiny into the evidence.”

Justice Dipankar Dattapassed the interim stay on trialtill September 7 on a petitionfiled by an accused AbaniBhusan Singha, challenging thevalidity of the state notificationdated August 17, 2011 orderingtransfer of all the cases of CBIstarted in Nadia, EastMednapore and WestMidnapore to CBI court.
It was alleged that the statehad ordered only transfer ofthe cases started under thePrevention of Corruption Actand not under the Indian PenalCode. Countering this, the CBIadvocate said that the Netaicase was transferred to Kolkataunder the order of the high court.
