Early October (beforeExtinction Rebellion and thesecond People’s Votemarch), Simply Businesslaunched a campaign toStamp Out Tool Theft with amobile billboard driven rightup to the gates of Parliament.

Research has revealed that onein three of tradespeople havehad their tools stolen, costingthem over £3,000 each time ithappens.

Simply Business is a smallbusiness insurer, which protectsover half a million SMEs acrossthe country. The company is call-ing on the government to imple-ment greater fines for thoseconvicted of tool theft, as well astighter regulations on the sellingof second-hand tools.

The insurer has launched apetition with the aim of attracting100,000 signatures for themeasures to be debated inParliament.

Having visited Westminster, themobile billboard, announcingthe petition on behalf of the thou-sands of victims of tool theft, thentravelled to some of the capital’sbiggest building sites acrossBattersea, Nine Elms andWandsworth. It also stopped offand visited well-knownbusinesses on the way, such asPimlico Plumbers, Screwfix andPlumbase.

While the on-going Brexitdebate has been taking govern-ment’s focus away from pressingissues at home, tool theft contin-ues to have a serious impacton the lives of millions of trades-people every year.

On average, tool theft costs£870 in lost earnings each andthe tools are worth £2,135.Over a quarter (26%) of thosesurveyed couldn’t work for a fewdays, while just under a tenth(8%) were unable to work forover a week.

PenaltiesBea Montoya, Chief OperatingOfficer at Simply Business:“Tradespeople are the backboneof Britain, yet they’re beingstopped in their tracks on a dailybasis due to the ongoing tooltheft epidemic. Tool theft ripsthrough the lives of thousands oftradespeople and their familiesevery year, with victims losingout on over £3,000 each on av-erage – through lost earningsand replacing stolen equipment.Having their tools stolen doesn’tjust impact their ability to work,but it affects their livelihoods too.

A conservatory, window and door manufac-turer has been sold out of administration bybusiness recovery specialist, BegbiesTraynor, safeguarding 19 jobs.

Altus Business Services of Kingston BusinessPark, Abingdon entered into administration on19 September 2019 after facing insurmountablefinancial difficulties. Julie Palmer and StephenPowell of Begbies Traynor were appointed tohandle the administration of the business. Fol-lowing a short marketing campaign, they wereable to secure a swift, pre-packaged sale of thefirm to Tradezone Windows Ltd, also of Abing-

ton. This ensured all remaining 19 employeestransferred over to Tradezone and maximisedrealisations for creditors, given the sale price ofthe firm exceeded the value of the company’sassets.Commenting on the news, Julie Palmer,regional managing partner at Begbies Traynor,said: “It is always sad to see a once thrivingmanufacturing business fall into difficulties, what-ever the circumstances. As such it has been par-ticularly pleasing to conduct a swiftpre-packaged sale of Altus and protect a signif-icant number of skilled local jobs in theprocess.” i

A conman masqueradingas a roofer and windowinstaller has been jailed forthree years after taking atleast £50,000 from unwittinghouseholders.

The Installer’s Technical ExpertAuthor, Don Waterworth ap-peared as an Expert Witness inone case in the lead up to theeventual conviction of Stuart Ma-grath. Magrath, 39, fromWigan, who ripped-off customersfrom across the North-West, wassentenced at Liverpool CrownCourt in a case brought by Trad-ing Standards officers.

Pensioners targetedTrading as SB Building Serv-ices, Magrath ran his businessfor two years, from May 2016to April last year, together withhis co-accused, WilliamGreenall, 60, from St Helens.

They knocked on doors andpersuaded their victims, whowere mainly pensioners, to partwith money for what wouldoften be unnecessary work thatwas badly carried out, unfin-ished or not even started. Thepair pleaded guilty to chargesof running a business for afraudulent purpose.

Cash drivenIn summing up, Judge StuartDriver, QC said of Magrath,“You were the driving force andplayed a leading role in per-suading customers to sign con-tracts. I find as a fact that whenthose contracts were signed bythose people your state of mindwas that you just wanted thecash. You could not care less

whether the work was doneproperly, on time or in fact at all.

“To achieve that you lied totheir faces. You were persistent,pestering them to sign, pester-ing them to pay and sometimesto pay again. Cynically youtold one customer, ‘we are nota firm that rips off pensionerslike you see on the telly.’ In factthat is exactly what you were.

“The work was either donebadly, done late, done in partor not done at all. Manycustomers requested refunds,very few got any or very littlemoney back…The harm wasmore than financial, it had aemotional affect on the lives ofmany of your elderly victims.”

VulnerableMost victims were elderly or vul-nerable. Many have been leftdevastated, having lost their lifesavings.

Magrath’s business partner,Greenall, was sentenced to 16months imprisonment, sus-pended for 18 months, with140 hours unpaid communitywork. Magrath was the drivingforce behind the business,knocking on doors and takingthe money but Greenall carriedout the work. His barrister saidthat Greenall had turned ablind eye to complaints.

BoltonBolton Trading Standards inves-tigated two separate cases thatinvolved residents from West-houghton. In one case, an eld-erly lady was cold called byMagrath in July 2016. Thetrader then spent an hour tryingto persuade her to have variouswork done before she gave in.

Magrath lied to her about theneed for a new roof then con-fused her regarding payments,eventually taking more than£8,500 from her over a periodof many weeks.

As well as being completelyunnecessary, Don also foundthe work to have been badlydone and required moreexpense in putting it right.

Magrath also took money forrendering work that was nevercarried out. Repeatedly, hemanaged to get more moneyfrom the ‘customer’ by sayinghe needed it to buy materials foranother customer and once he’dfinished that work he would getpaid and then be able to buymaterials for the lady’s work. Henever came back to finish thework and has never returnedany money to her.

HarassmentAnother vulnerable residentnoted that Magrath knocked onher door on 12 separate occa-

sions before she finally pluckedup courage to open it in Decem-ber 2016. He then persuadedher to have work done by lyingto her about having done vari-ous jobs for several of herneighbours. She paid £1,500deposit but when she found outhe’d lied to her she tried to can-cel. Magrath then phoned herat 1:00am, drunk, spent anhour on the phone and endedup swearing at her. She nevergot her money back and wasinstead subjected to a cata-logue of excuses and brokenpromises.

ProsecutionThe two Bolton cases, plus 12 oth-ers involving victims from aroundthe North-West, formed the pros-ecution case. St Helens TradingStandards brought the prosecu-tion to court using evidence col-

lected by Bolton Trading Stan-dards and other authorities.

CareA spokesperson from BoltonCouncil Trading Standards,who alerted the Installer to thecase, said: “We will take robustaction against any trader whofeels they can take advantageof vulnerable residents in thisway. Residents should followthe advice of Trading Standardsand simply never deal withtraders who cold call or knockon your door looking forbusiness.”

Hanging's Too God For ThemResearch has revealed that one in three of tradespeoplehave had their tools stolen.A staggering 84% of tradespeople don’t believe the government isdoing enough to prevent tool theft. Just under two thirds believethere needs to be greater sentences for thieves, while more thanhalf believe there should be greater fines for those convicted.Over a quarter of tradespeople believe the sentence for tool theftshould be five years in prison and over one in 10 believe a£10,000 fine should be imposed.Half of tradespeople also believe there should be greater fundingfor police and police presence on the streets and a third want tosee greater restrictions on the selling of second-hand tools.

Businesses Going BustThings seem to be getting tougher and tougher from a businesspoint of view and The Installer has noticed not only are companiespulling their belts in, companies are going in to administrationacross the board.One conservatory, window and door manufacturer has fortunatelybeen sold out of administration by Begbies Traynor, (see Newspages) in just the last few weeks, while another online windowsupplier also went bust just as we went to press. But in otherindustries, companies seem to be falling by the wayside.Personally, I blame you know what...Bre...no I’m not going to sayit or write it (but it ends in xit).

The A TeamAnother story from the front pages of this issue of The Installerreport a conman masquerading as a roofer and window installerhas been jailed for three years after taking at least £50,000 fromunwitting householders. Our Technical Expert, Don Waterworthappeared as an Expert Witness in one case in the lead up to theeventual conviction.Well done Don.
