TELEMANEJO
El rango de las actividades de telecomunicación diseñadas para mantener
control sobre las situaciones de desastres y emergencias, proveyendo una
carta de trabajo para ayudar a personas en riesgo a que lo eviten o a
recuperarse del impacto del evento. Telemanejo lidia con la situación,
antes, durante y después del evento.
TELECONSULTA
Un equipo médico o especialistas de hospitales, dan asistencia en el
diagnostico y tratamiento a médicos o rescatistas de victimas en los lugares
de desastre utilizando las telecomunicaciones.
TELEDIAGNOSTICOEl médico hace una revisión sin auscultación física, pero se basa en los
datos transmitidos de una ubicación remota usando telecomunicaciones.

Las telecomunicaciones salvan vidas
El Convenio de TampereCuando se produce una catástrofe los enlaces de comunicacionesnormalmente quedan interrumpidos y, no obstante, para losespecialistas que se ocupan de las operaciones de socorro estosenlaces son fundamentales a fin de obtener información sobrecuestiones críticas tales como el número de muertos o heridos, dóndese ha trasladado a los heridos y la asistencia médica necesaria.
Aun cuando las telecomunicaciones pueden salvar vidas humanas en situaciones decatástrofe, los obstáculos reglamentarios pueden hacer difícil la utilización de los equiposnecesarios. Sin embargo, la UIT ha impulsado la redacción y promoción del Convenio deTampere que permite a los especialistas que trabajan en las tareas de socorro hacer pleno usode las herramientas de comunicaciones para salvar vidas humanas. El Convenio de Tamperesolicita a los Estados que supriman las barreras reglamentarias que obstaculizan la utilizaciónde las telecomunicaciones. Estas barreras incluyen los requisitos de licencia para la utilizaciónde frecuencias, las restricciones sobre importación de equipos y los límites sobre eldesplazamiento de equipos de personas que proporcionan asistencia en tareas humanitarias.

Objectives
ITU, LAS and different UN Agencies are jointly organizing a Regional Conference on “Disaster: Relief
and Management: International Cooperation & Role of ICT”, aiming at providing guidance on
technical, policy and institutional issues in the development of networks, systems and possible
regional cooperation mechanisms for communications supporting disaster management with
emphasis on emergency situations for the Arab countries.
Specific objectives of the conference are to:
•Update on-going activities related to disaster communications in Arab countries.
•Enable potential donors to explain opportunities to potential recipients.
•Identify suitable technologies, features and technical options for disaster communications.
•Enhance institutional and human capacity on utilizing telecommunications for disaster management
using case studies, lesson learned and experiences from other countries.
•Develop a common framework for development of National Emergency Telecommunication Plan.
•Promote awareness and the importance of the Tampere Convention.
Explore possible regional cooperation mechanisms for sharing information and practices and for
international response to major disasters.

EN CONCLUSIÓN…
La telemedicina es un campo de aplicación en
grandes desastres donde la comunicación juega un
Papel fundamental, en donde el uso de la tecnología, sus
aplicaciones y servicios pueden producir beneficios
concretos para la humanidad. Por lo tanto, los gobiernos
a nivel local, nacional e internacional, así como,
organizaciones privadas, requieren una infraestructura de
telecomunicaciones independiente, no publica, para
enfrentarse a las consecuencias de los desastres.
