REQUEST FOR PROPOSAL REF # FIN 2011-044P FOR SUPPLY AND SUPPORT A PILOT PLANT FOR ADVANCED NUTRIENT REMOVAL WATER POLLUTION CONTROL CENTRE (WPCC) The purpose of this Request for Proposal (RFP) is to select a Membrane Filtration System Supplier that has a proven system able to achieve low- level effluent phosphorus concentrations. The successful Respondent will supply and support a pilot plant that will be used to test the ability of the technology to consistently achieve low-level effluent phosphorus concentrations with the Barrie WPCC filter effluent water quality and water chemistry. The Low-Level Phosphorus Removal Pilot Study will utilize an immersed membrane filtration system. The preliminary objective is to achieve an effluent total phosphorus concentration of 0.04 mg/L or less consistently throughout the pilot period. Challenge testing will be conducted to determine the lowest detectable effluent total phosphorus concentration achievable. The City anticipates that the duration of the pilot project test rental period to be four (4) months. Respondents must meet the following minimum qualifications and must provide adequate documentation in the Proposal: Membrane manufacturer shall have a minimum of five (5) tertiary wastewater installations on municipal wastewater worldwide operating for a minimum of one (1) year and at least one (1) of the installations shall be located within the United States or Canada. At least one (1) of the tertiary wastewater installations shall have a design capacity of 20 MLD or greater. And it’s no wonder; Barrie boasts spectacular parks that offer trails, panoramic lake views, soccer fields, and so much more. But to keep these green spaces beautiful, safe and fun for all to use, we all have to follow the rules. Over 100 parks are scattered throughout Barrie, equalling over 300 hectares of public green space. To help you visualize how big that is, just picture 300 standard athletic tracks side by side or approximately 600 standard US football fields! The three busiest parks wrap around Kempenfelt Bay and include picnic areas, a sandy beach, a water splash pad for children and adults, beach volley ball courts, 6.7 kilometres of trails for bikes and pedestrians, a boat launch, washroom and change facilities, and much more. During the summer, all three host numerous festivals and transform into a hub of fun and excitement. In addition, many parks house tranquil wilderness with groomed trails for both bikes and pedestrians, while others provide specific recreational spaces such as tennis courts, soccer and baseball fields as well as children’s playgrounds. Barrie also has a park just for dogs. The Dog Off-Leash Recreation Area (DOLRA), located in a natural, rolling setting with earthen footpaths in Sunnidale Park is favoured by many dog walkers. Understandably with all that they offer, Barrie parks bustle with activity and people throughout the summer. Amidst all that action and excitement, it’s easy to forget how we can affect these public green spaces and that we must all play a conscious role in keeping our parks beautiful, safe and a fun place to be. So, before you head out, read these reminders based on By-laws instilled to protect these Barrie treasures and give us a hand making our parks the best that they can be. Unless authorized by the City: Smoking is not allowed in any City park. Driving or parking motor vehicles in the park is not allowed. Swimming is confined to the designated areas. Setting any type of fire, including a barbeque, is only permitted within the designated picnic areas. Camping or sleeping overnight in any Barrie park is not permitted. Animals are allowed only if guided on a leash on designated pathways and areas, or within the DOLRA area in Sunnidale Park. Riotous, threatening, abusive, or indecent conduct, as well as use of profanity is not allowed within parks. Golfing and matched games like cricket, baseball, shinny, football, etc. are only permitted in areas designated for such sport. Riding of bicycles in the park are permitted on designated biking paths. When riding your bicycle on a designated biking path please remember to clear the way for pedestrians. It’s also a good idea to equip your bicycle with a bell or horn and a front white light and back red light for night riding. Amplified sound including radios, music boxes, and similar devices is prohibited within the parks. Barrie Parks Are OPEN For Summer Fun The Landfill Site is closed regularly every Sunday and Monday. Barrie residents are reminded to have their materials at curbside by 7:00 a.m. on their collection day. • Drivingorparkingmotorvehiclesinthepark is not allowed.

• Swimmingisconfinedtothedesignatedareas.

• Setting any type of fire, including a barbeque, is only permitted within the designated picnic areas.

• CampingorsleepingovernightinanyBarrieparkis not permitted.

• Animalsareallowedonlyifguidedonaleashon designated pathways and areas, or within the DOLRA area in Sunnidale Park.

• Riotous,threatening,abusive,orindecentconduct,as well as use of profanity is not allowed within parks.

• Golfingandmatchedgameslikecricket,baseball,shinny, football, etc. are only permitted in areas designated for such sport.

• Ridingofbicyclesintheparkarepermittedon designated biking paths. When riding your bicycle on a designated biking path please remember to clear the way for pedestrians. It’s also a good idea to equip your bicycle with a bell or horn and a front white light and back red light for night riding.

• Amplified sound including radios, music boxes, and similar devices is prohibited within the parks.

The Landfill Site is closed regularly every Sunday and Monday.

Barrie residents are reminded to have their materials at curbside by 7:00 a.m. on their collection day.

Victoria Day Holiday Schedule For Garbage, Recycling, Organics

and Yard Waste Collection

Front Yard Parking Open House

There will be no organics, garbage, recycling, and yard waste collection on Victoria Day, Monday, May 23, 2011 in the City of Barrie.

Collection during the week of this holiday will occur ONE day later for the remainder of the week as follows:

Wednesday, June 8, 2011 from 5:00 pm - 8:00 pm Huronia Room, City Hall at 70 Collier Street
