those recently completed is Neil Jacklin, Kevin Jackson -RSMA Operations Manager visited Neil to present his awardand gain an insight for Neil’s thoughts about the scheme.

Neil has always been interested in training and developinghis skills and experience, he welcomed the opportunity andsupport given to him by his employer, paying great credit totheir culture of training and developing the workforce. Theapprenticeship scheme has supported Neil and given himthe foundations to learn and develop his skills throughformal training with the RSMA but also through the use oflog books which guide apprentices through the schemeproviding structure for them and their employers/charge-hands. Neil himself thought that the log book was a veryuseful tool in helping him and his charge-hand structuretraining to ensure he progressed as he should towardachieving an NVQ Level 2 qualification in pavementmarking. Neil’s line manager Ian Lipscombe also took theview that Neil is probably further on in his developmentthanks to the apprenticeship scheme and in particular theuse of the Log book which helped Neil ensure he wasgaining the exposure to certain ‘on the job’ tasks.

Neil was very clear that he fully supports the scheme andwould have no issue in recommending it to others. Togetherwith providing structure he felt that the scheme gave greatbenefit to the sector and its clients by professionalising roadmarking operations and also encouraging safer moresustainable working practices. Ian had a similar view and feltthat it helps with client and tender enquiries by providing anindustry standard to measure against. He also thought thatthis scheme and the general requirements for NVQqualification provided a level playing field when completingtender documentation.When asked if the scheme worked from a Health & Safetyperspective Ian thought that it did and certainly fits with thiscompany’s structure, Ian told the RSMA that it helps toensure operatives can be in no doubt about theirresponsibility for the Health & Safety of themselves and

P r o f i l i n g S u c c e s sThe Road Marking Apprenticeship scheme waslaunched in July 2005 to fill a significant skills gap within thesector. The scheme was developed to improve the quality oftraining for new entrants and to ensure that they werequalified to replace the ageing work force within the RoadMarking sector. It was also thought there was a need tostandardise the training provision across the sector toprovide a better service to clients and end users.Professionalising the sector has been a primary ambition ofthe RSMA to improve clients’ confidence in the sector, toprovide assurance that the sector delivers quality and value,and helping them identify with the skilled work weundertake to make Britain’s roads safer.

George Lee, National Director of RSMA sums up theAssociation’s approach to professionalising the sector and itsoutputs as the single biggest driver in changing the sectorover the last 10 years.

“The last 10 years have seen the road markingindustry transform itself and its reputation throughsheer determination to rid itself of a ‘cowboy’ image,by combining the move towards performancematerials with a drive to a performance culture foroperatives. The RSMA, whose activities are definedby its members, has striven to deliver a fully qualifiedworkforce – now almost achieved – at Level 2,thereby demonstrating that a road markers job is thatof a skilled tradesman; we are now working to upskill supervisors and management through industrydefined qualifications ranging from Level 3 to Level 6whilst also providing skills and management trainingfor future demands such as environmentallyresponsible operations.

These changes have been driven by member andclient needs and it is the delivery of these combineddemands that has made the changes to the sector sorobust and significant; the Road MarkingApprenticeship Scheme is a good example of thesechanges, in that it provides new entrants with acoherent structure within which they can develop theskills they need as individuals whilst also reflecting therequirements of individual employers and the skillsthey specifically require of their employees. Thescheme also continues to evolve, with changes toincorporate enhanced Health & Safety training (IOSHaccredited) and environmental awareness training tobe incorporated from 2011 onwards”.

The apprenticeship scheme works for members, their newrecruits and the sector’s clients and the case study oppositeshows how that works.

The Journey so far:

The first apprentice to complete the course was RoyceCarter of Jointline Ltd and readers may recall the profile inTop Marks in 2007. Royce has since gone on to become acharge-hand leading a road marking crew. Since then wehave been able to congratulate a further 46 operatives oncompleting their apprenticeship with 43 operatives currentlyon the program and working towards completion. One of

those around them. From a managers perspective Ian wasalso asked specifically how the training structure impactsupon daily operations and his view was that the structuredtraining helps him fulfil his duty to continually train anddevelop his team but also plan the work load. He thoughtthe fact that training was booked so far in advance gaveample opportunity to plan works around resourceavailability.

In conclusion Neil has gained great benefit from the schemeand commented on the funding support received throughCskills. To quote Neil,

“I feel more confident in my role as a result of gettingqualified and certificated.”

Ian’s overall view when asked what he thought the schemeadded to the sector.

The road marking apprenticeship scheme continues to meetthe needs of the industry but more essentially the RSMAmembership by providing a better, more professional andsustainable service to clients. UNFCCC Executive Secretary at the time, Yvo de Boer,stated that whilst he was aware the Copenhagen

conference did not ‘ring in the green economic revolution’,countries were noted to have made pledges and it was anecessary step in continuing to raise ambitions. There havebeen further talks in June 2010 at Bonn during whichpledged reduction levels were firmed up and targettimelines confirmed.

Part of this meeting was involved with ‘turning the pledgesthat developed countries made in Copenhagen into targetsthat can be formally compared in a UN negotiating context’– de Boer.

From Framework to Place of work

Emission reduction pledges are currently required to be60%, based on 1990 emission levels. Actions undertakennow will be ahead of enforced systems changes and thesector aim is for these actions to be at the very least, thestandard of enforcement to come.

Only approximately 5000 companies are required toundertake audits and associated reduction of GHGemissions and only if their consumption of energy exceeded6000 MW hours during Jan – Dec 2008. This is, however,expected to rapidly impact upon 25% of all UK business asaudit qualifying clients will seek relevant informationregarding scheduled works or orders from non qualifyingmanufacturers, retailers or contractors.

Late in 2009 the RSMA identified that, as a result of oursector relationship with public sector bodies, our memberswould very quickly be drawn into the net of carbonaccounting and the consequent need to identify our carbonoutputs; we thought to put into place the partnerships thatwould help us ensure that our sector was in a position to riseto this challenge. By early 2010 we had in place apartnership with CSkills to deliver RSMA E-IMP™(Environmental Impact Management Programme); aprogramme of initiatives to help us develop a range ofresponses to support the road marking sector, includingsector training for member companies’ senior managementrelating to Environmental Management and thedevelopment of a Toolkit to assist companies inimplementing ISO14000 series systems along with a rangeof related outputs.

Don’t it make my white lines ............... GREEN!With environmental issues and sustainability being atthe forefront of the world’s Governmentsconsciousness, what next for the UK road markingindustry?

George Lee and Duncan Powers outline the RSMA E-IMP project, designed to help the road marking sectorbecome a driver of change and not a victim ofchanging times.

Whilst all eyes are currently focussed on the need to cutpublic expenditure and for public bodies to deliver more forless, there is another immense pressure building on publicbodies, and equally for the contractors that support themthrough the delivery of services, namely the CarbonReduction Commitment (CRC). CRC is a direct requirementfor the UK to reduce its emissions of Greenhouse Gasesbetween now and 2050 and it is initially public bodies, theirsuppliers and larger businesses that need to respond to thechallenge of reducing carbon output.

This article looks at the formalities of where the CarbonReduction Commitment has come from and how the roadmarking sector is rising to that challenge in order to supportboth our members and their clients in identifying carbonoutputs and progressively driving those outputs down in theyears to come.

A World Wide Framework

The need for environmental awareness has long beenrecognised in both domestic and business sectors. InDecember 1997 The United Nations Framework Conventionon Climate Change (UNFCCC), formed in 1992, adoptedthe Kyoto Protocol, a binding target for 37 industrialisedcountries and the European community for reducing GHGemissions.

The UNFCCC, now involving 193 nations, met inCopenhagen in 2009 for the last time on a government levelbefore the climate agreement renewal, as part of its missionto support cooperative action by governments to meet thechallenge of the Kyoto Protocol. It recognises thatdifferential commitments of UNFCCC members must existdepending upon the level of development of the memberstate. Developed countries are committed to reduceemissions by a larger percentage than lesser developedUNFCCC members. This is as a result of the total emissionscreated since their industrialisation, in many cases in excessof 150 years, being far larger than from those states stilldeveloping.

This pledges the UK, to an emission reduction of 60% ofoverall national UK emissions (based on 1990 levels) by2050 which is designed to enable a limiting of warming tobelow 2˚ Celsius. This equates to an average of five percentagainst 1990 levels over the five-year period 2008-2012.The Protocol entered into force in February 2005, and isnow filtering through to business requirements in order toachieve its aims.

The single most significant of theseoutputs relating to carbon accounting isthe development of the most accurateand responsive carbon calculator facilityfor road marking activities, which is nowbeing developed in a three waypartnership between RSMA, theUniversity of Lincoln and CSkills. Thedevelopment of the road markingcalculator is involving the entire roadmarking industry in an assessment ofmaterials, methods of operation and areview of all aspects of themanufacturing and installationprocesses.

A Pro-active approach

The starting point for the developmentof the RSMA Calculator is a simple one– if we are going to be required toreduce the output, we first need tounderstand what that output actually is.In short, there must first be abenchmark assessment that can providea consistent measurement for the rangeof activities undertaken by road markingcontractors.

The Road Markings Carbon Calculatorbeing developed by RSMA is proposedto be an audit tool to be used to assessthe total expenditure in terms of GHGsthat will arise from any proposed worksrelating to road marking activities; thecalculator has to be robust andestablished firmly within the frameworkof standards that are developing withinthe field of carbon accounting. In thisway not only can contractors and clientsbe assured of its efficacy andconsistency but the industry can beassured that it has a tool that willdevelop and evolve as one which is bothreliable and relevant.

How should the emissions beassessed?

The assessment undertaken shouldenable the material producer and enduser (client) to be certain that any dataprovided should be to a set standard,thereby allowing associated conclusionsand action proposed to be comparedbetween data sets in a standardised setof guidance criteria.

BSi publications:

• PAS 2050 ‘Specification for theassessment of the life cyclegreenhouse gas emissions of goodsand services’ and

• PAS 2060 ‘Specification for thedemonstration of carbon neutrality’.

From the process of mixing rawmaterials in the product manufacture toremoval of materials at the end of itsworking life the RSMA calculator willcapture all relevant materials andprocesses impacting on theenvironment.

MATERIAL PRODUCTION PHASE

Component / Ingredients compositionand production data is beingamalgamated to identify compositiondata with regards to materials and fuelsand/or energy in collation andproduction – the flexibility of theapproach we are undertaking willfacilitate the production of carbonoutput figures for different types andperformance levels of materials, ratherthan merely generic figures for types ofmaterials. This process is beingfollowed to make the RSMA CarbonCalculator fully compliant with the PASrequirements outlined above.

INSTALLATION PHASE

Our approach is one that will measurethe total consumption of each specificfuel source and material source in theprocessing of materials to a finalproduct and/or preparation to installmaterials.

Areas of investigation will include:

• Component / Ingredients com-position, energy consumption inprocessing of materials during thecontracting phase of works.

• Materials transportation method /distance.

• Fuel type / quantity used inoperational processes.

• Materials quantities used.

both state that the identified subjectcarbon footprint shall be quantified insuch a way as to minimise uncertaintyand yield accurate, consistent andreproducible results. The footprintanalysis must also be based on PrimaryActivity Data, unless it can bedemonstrated to be impracticable andan authoritative secondary data sourceis available.

For this reason manufacturers andcontractors processes must bescrutinised to determine the specificdetails of each activity undertakenwithin the larger scheme of works. Thedegree of accuracy of the calculator canbe said to be directly proportional to thelevel of effort undertaken indetermining the emission levels ofingredient production, materialformulation and contracting proceduresin getting to, and work undertakenwithin the work site.

The first stage of producing thecalculator process has been to identifyall the processes undertaken withpotential Greenhouse Gas emissions;we believe that the detailed researchbeing undertaken by RSMA is morethorough than that for any similarattempt at calculating the carbonfootprint of road marking operations –working with our members we are notaware of any attempt to collate the levelof detail we are currently undertaking.

Clearly the type of approach we areundertaking means that companies areproviding what can be viewed assensitive information, however, suchinformation is utilised in such a way toensure that reverse engineering offigures cannot lead to any suchformulation data being exposed. Thescheme will however, be regulated insuch a way as to remove anyopportunities to misrepresent processesand practices undertaken through asystem of re-analysis.

Who will use it?

The final product is being designed tobe used by end clients (councils)requiring an easily accessed tenderingtool which doubles as a GHG calculatorto assess their commitment under theterms of the UNFCCC agreements.Contractor access to, and use of thecalculator will facilitate the recording ofthe carbon cost of operations, from spottenders to larger contracts with an audittrail for material, operation and evenvehicle use. The RSMA Carbon Calculator is, asindicated above, one strand of a largerinitiative by RSMA to equip the roadmarking sector with the tools to deliverenvironmentally responsible services toour clients in the coming years. Fromautumn 2010 RSMA members will haveaccess to a suite of services, tools andprofessional qualifications that aredesigned to support soundenvironmental management and thedelivery of responsible services to clientsat all levels.

presentation as a prelude to the launchof the much awaited RSMA guide totemporary traffic management.

Following the morning presentationsdelegates were invited to attendindividual workshops to discuss debateand comment on all of the areascovered in the morning sessions. Theevent had a dual aim, to introducesubjects that are emerging over thefuture horizons of many road markingcontractors and to develop an appetiteto address and drive such considerationsfrom the front end. Rather than beingvictims of change, the RSMA would likeits members to be at the forefront ofchange and to actually make changehappen in our own time and with ourown expertise driving our own sectorforward. Described by the National Directorof the RSMA as a journey ofevolution, we have seen manymilestones passed in our continuedjourney for sector best practice.

Through the conception of the ‘YourRoad to Safety’ brand, and steps tomake sector health and safety asensible, workable and costeffective consideration. The keyfocus has been on creating ameasurable change in aptitude andattitude towards all aspects ofhealth and safety within the sector.

Our aim at the RSMA is, and has alwaysbeen to drive health and safety bestpractice in the direction that is best forthe road marking sector. Our ultimateaim is to create a culture where active,achievable and sensible health andsafety is not just an agenda point onyour management meeting minutes,but a continuing consideration into bestpractice throughout your entirebusiness.

We have done this by the introductionof some key health and safetymilestones within the sector. 2010 sawthe second annual health and safetyworkshop forum event. A verysuccessful event saw over 40 likeminded individuals who met to discussissues directly affecting the health,safety and welfare of road markers inthe UK. The delegates were happy towelcome specialist speakers, theseincluded: Andrew Thompson from theHSE. Andrew is a specialist in the field ofnoise and vibration and after spendingsome quality time within the sector,Andrew delivered an insightfulpresentation looking at noise andvibration specific to road marking.

Again after a brief introduction to theroad marking sector, our day was kickedoff by an eye opening presentationdelivered by Steve Goodwin. Steve is adirector of fatigue managementspecialists Circadian.

The third presentation was delivered bythe RSMA’s own Health and SafetyOfficer Ian Mumby. Ian delivered his

great need of a facelift. This wasachieved by the phased introduction ofthe new RSMA Health and Safety BestPractice Guide. Winter 2009 saw thefirst two chapters of the guide beingissued free of charge to all members ofthe RSMA. With part three due to beissued for draft consultation at any timenow and part four in the conceptionphase. These two sections figuredclosely in the forum event. Subjectssuch as temporary traffic managementwere discussed in a very positivelycharged syndicate session as was thesubjects of noise, vibration and fatiguemanagement. Indeed, fatigue manage-ment has received such a positiveresponse from member companieswhose representative attended the day.We have invited Steve Goodwin to writea few words in this edition of TopMarks. You can see Steve’s kindlyreceived article on page 12/15.

A number of significant initiatives havesupported the development of the BestPractice Guide and indeed the culturalchange we are looking for in our sector.As mentioned above the Health andSafety Forum has helped drive theseinitiatives, anyone wishing to attend theforum meetings are free to do so byforwarding their intentions to theRSMA. Any interested parties will thenbe included on the distribution list forforum members. In addition to thesesignificant mile stones we have seen theintroduction of the ‘Safer Way DVD’ thissector specific training DVD is designedin a modular format to enable membersto use the subject matter in a variety ofways including toolbox talks and othersuch training sessions.

Road Markings Point to a Need for Fatigue Management

Working unusual hours, or some form of shift work, havebeen necessary to meet a part of many business expectationsaround the world for a long time. In fact as far back asancient Rome, traffic congestion was lessened by ensuringdeliveries were restricted to the night-time hours. In today’sworld, many Highway Maintenance operations are alsorestricted to the early hours of the morning. Yet according tothe HTMA this is one of the periods when road workers feelmost at risk.

The various schedules we work, due to the nature of thebusiness, are not always the “best” ones in terms of health ofthe workforce. Yet, all too often, the schedules focus solelyon the needs of the business and ignore the physiologicalneeds, and indeed even the preferences, of the shift workers.Our physical limitations should always be treated as animportant consideration when considering patterns of work;especially since studies in many businesses, over many yearshave indicated a link between working around the clock andthe build up of fatigue.

Fatigue is often described as a generic term encompassing awide variety of experiences, predominantly impaired alertness,and can often be described by words such as “sleepy”,“tired”, “exhausted” or even “knackered”. In order tofurther explore the issue of working patterns and fatigue weshould firstly examine two major phenomena that have beendemonstrated to cause fatigue, which are sleep loss andcircadian rhythm disruption.

What is the Fatigue Problem?Sleep can be defined as a “periodic state of physiological restwhen consciousness is suspended”. It is a basic physiologicalneed and the average adult exists on around 71/2 hours ofsleep per day. This figure is not necessarily the standardamount we either need or desire and furthermore, since sleeploss results from the brain getting less sleep than is neededthis has a cumulative effect leading to an increasing sleep debtover successive sleep opportunities. In simple terms thismeans that if an individual normally requires 8 hours of sleepto feel well rested and completely alert and only achieves 6hours of sleep then a 2 hour sleep debt has been incurred. Ifthis situation continues for four nights then an 8 hour sleepdebt has been accumulated. This sleep debt can only be paidback by getting some good quality sleep periods of suitableduration, typically this is not paid back on an hour-for-hourbasis but by ensuring a couple of good sleeps on successivenights.

Another factor affecting the build up of fatigue is the qualityof the sleep we get and this in turn is dependent upon thetime of day we are trying to sleep. Our natural sleep cycle isrhythmical due to the influence of the Circadian (Latin, circa-diem: about a day) rhythms which are generated by abiological clock in the brain. The rhythms maintain aphysiological and behavioural periodicity of around 24 hours

to coincide with the solar day and control sleeping/waking,cyclical changes in body temperature, hormone secretion etc.It should also be noted that the rhythm of our sleep/wakecycle has two distinctive peaks (one in the morning and onein the early evening) and two troughs (nadirs in the middle ofthe afternoon and in the small hours of the morning).

However, there is a problem if we are not getting sufficientsleep and studies of prolonged partial sleep deprivation showthere is a cost to the individual, and often the organisation, interms of mood, well being, and also in the ability to perform,particularly in tasks that are inherently boring andmonotonous (e.g. waiting ‘in the cab’ for work to start).

In fact, over the past 20 years there have been a large numberof studies that have looked at the effects of sleep debt uponmental performance where a clear pattern of results haveshown:

• Slowing of mental processes and reaction time;• Reduced vigilance and ability to fix attention on a task;• Memory;• Logical reasoning;• Slower to recover from stress; and• More vulnerable to infections and other illnesses.

management strategies. Training could cover such things aseating strategies, napping before work and possibly alsonapping whilst waiting on site for the job to start, as well asadvice about nutrition, stimulants and improving your homesleeping environment. Unfortunately, most shift-workers donot receive such training and a recent survey found that thevast majority of companies reported that they do not provideany form of lifestyle training for their shift workers. This isdespite 14% of the same respondents indicating that fatigueis a severe problem at their facility, while an additional 55%said that fatigue is a moderate problem.

Although training alone is not sufficient for a comprehensivefatigue management programme, the results of many studiesindicate that it can serve as a core element for a strong riskreduction plan. In extended hours and shiftwork operations,work schedule and shiftwork lifestyle training are key factorsto reduce fatigue and improve safety.

Furthermore, although there is not a single best schedule,there are schedules that are associated with higher fatiguelevels and increased risk. Shift start times, arrangements forthe timing of site inductions and awareness of overtime andbonus schemes should be taken into account to develop aschedule that would minimise fatigue and improve safety. It isimportant to highlight that the best schedule is the one thatis adapted to both the company’s operational needs and alsotargeted towards the employees’ needs.

ConclusionCommon sense, as well as fatigue research, tells us that weneed enough sleep to feel well rested and alert. Yet fatigue isa key issue challenging performance and safety in thetransportation industry. If we consider the commonly usedphrase I often hear about people “being our most important

asset” then perhaps it is true that “if people are our mostvaluable asset, alert employees are even more valuable.”

Accordingly, when combined with scheduling improvements,more supportive policies and procedures, and strategicinformational support publications, lifestyle training canprovide a substantial return on-investment for highwayoperations, while improving the health, safety and quality oflife of employees.

For your operation, the problem is best addressed using anapproach that seeks to identify those areas where the problemis greatest and targets solutions accordingly, allowing us toachieve “alertness when required and sleep when desired”.

Britain’s finances may be exhausted but savings in thecost of road crashes costing 1.5 per cent of GDP andworth £18bn annually are readily achievable. The highcosts of emergency services, hospitals and long termcare for the disabled can often be avoided throughlittle more than the cost of a pot of paint, according tothe annual road tracking survey carried out by theRoad Safety Foundation – the largest analysis of itstype anywhere in the world, covering 28,000 miles.The RSF has said that simple measures – like repainting andmaintaining road markings on major A roads, could cut roaddeaths by up to a third, proving that road markings savelives for less.Road crashes are Britain’s largest cause of premature death,and the Road Safety Foundation’s annual survey identifies:specific roads that are 10 times more prone to death andserious injury than others in the UK’s network; one-third ofall fatal and serious collisions occur at junctions: singlecarriageways are six times the risk of motorways and twicethat of duals: one in seven primary roads is high riskcompared to one in 33 non-primary. For the first time, in-depth analysis from a regionalperspective reveals how the network changes acrossborders. Topping the list of the UK’s 10 most improved roads is theA40 Llandovery-Carmarthen which is predominantly ruralsingle carriageway. In addition to the routine maintenancethe way that traffic is managed on the route has beenimproved using ‘Spiral’ road markings on roundabouts andvillage gateways treatments implemented, saving 20 fataland serious collisions between 2006-2008: a 74 per centreduction.Another road also seeing a 74 percent reduction in fatal orserious accidents is the A52 in Nottinghamshire, where onceagain the renewal of road markings and the consistentsigning and marking have contributed to the significantdecrease in the reduction of accidents over time. Consultation with road authorities on improvements showthat simple, relatively inexpensive engineering measures arepaying dividends, contributing to more than 70 per centfewer fatal and serious collisions in the last three years onthe top 10 roads listed. Improvements to signing andmarkings and the layout and signing of junctions arecommon throughout the list. George Lee, National Director of the RSMA comments,“The importance of well marked roads and the maintenance

of road markings is clearly demonstrated by the fact thatthose roads where safety has most dramatically improvedhave all had new road marking treatments or refurbishedroad markings at the core of the improvements that havereduced accidents and fatalities – clear evidence, if morewas needed, that not only do ‘White Lines Save Lives’ butthat road markings are the principal cost effective roadsafety treatment”The report lists the UK’s 10 persistently higher risk roadswhich have shown little or no change since the earlier reportcovering 2003-2005. Top of this year’s persistently higher risk roads is the A537between Macclesfield and Buxton, known nationally as theCat and Fiddle. A 50mph single carriageway, runningthrough the Peak District National Park, the route has severebends, steep falls from the carriageway and is edged by dry-stone walls or rock face for almost all of its length. It ispopular with tourists, heavy goods vehicles and high-powered leisure motorcyclists. Fatal and serious collisions onthis section have risen by 127 per cent in the last three yearsrising from 15 in 2003-2005 to 34 in 2006-2008, with mostcrashes at weekends during the summer in dry, daylightconditions. Police records show that the vast majority ofcasualties were motorcyclists, from outside the local area,male, and with an average age of 35.Most of the higher risk roads are in the north of the country,with almost all in the North-West, Yorkshire and the Humberand the East Midlands.The Road Safety Foundation report also lists the UK’s top 10highest risk roads when collisions involving motorcyclists areexcluded. These are not traditionally scenic routes or touristareas, but tend to be a combination of rural and more built-up sections, with frequent junctions, varying speed limitsand used heavily by local commuters. Topping this list is the A18 from the A16 (Ludborough) tothe A46 at Laceby in Humberside. Most of these roads aresingle carriageway A roads, with nine of the 10 in the North-west and Yorkshire and the Humber regions.Commenting on the report’s findings, Dr Joanne Hill,director of the Road Safety Foundation says: “As the roadbudget becomes tighter, emphasis must be on saving liveswith less. It means systematic attention to detail, prioritisingtreatment of the highest risk routes most likely to benefitfrom low-cost, high-return countermeasures. “This year’s report shows that not only can Britain reduceroads deaths and serious injuries but that, by targeting arelatively small mileage of high risk roads, we can do so withgood economic returns. Too often we pay for emergencyservices, hospitals and care for the disabled rather thantaking easy steps to put road design faults right. “There are practical examples of how, with attention todetail, some authorities are slashing the toll of death andserious injury on high risk stretches by as much as three-quarters.
