Energy Intensity
www.med-enec.eu
• Energy intensity in the industrial sector in MENA region is substantially above world average, and: No change over the years
• Reasons: e.g.
– Energy subsidies– Low energy prices– No saving incentives– Lack of Gvmt‘s Committment to EE – …
This project is funded by the European Union

No! Definetely not!RE has also negative impacts on the environment

Climate Change – Renewable Energies – Energy Efficiency
RE: A solution for solving future energy problems?
This project is funded by the European Union
www.med-enec.com 6
Supported by RE as a (relative) clean energy source
Since: The cleanest energy is the energy which is not
used!
Energy Efficiency is the exclusive solution!

Job creation through EE
www.med-enec.eu
Investment in EE measures create jobs! Not only in the construction sector.
Five key measures would lead to growth in employment across manufacturing, design, construction, distribution and trade:1. Investment in efficient envelopes for new buildings2. Thermal renovation of buildings3. Elimination of filament lamps4. Distribution of efficient air conditioning
and heating equipment5. Installation program of
solar water heaters

Market barriers / Information barriers / Capital constraints
Missing Government‘s committment to EE- Energy prices too low, (heavily subsidized in most MENA countries)- EE does not have a „pressure group“- EE is not visible and not „sexy“
Lack of …technical standards / ..of a proper institutional set-up / …of awarness & information on EE / …of qualified staff / of developped Energy Service business (ESCos)
.. ….
Selected Barriers for EE

Building EE Indicators
www.med-enec.eu
This project is funded by the European Union
12www.med-enec.com
• Final energy consumption by building category, energy purpose and carrier– So far, it was not possible to determine the share of electricity that is used in
the building sector or even more differentiated by residential and tertiary buildings. This implicates that no reliable final energy related data could be collected or derived from other data sources.
• Primary energy demand by building category and energy purpose– It was not possible to develop any kind of primary energy related indicators. – Official primary energy factors for the different energy carriers are not
available either– However, it should be noted that the generation factor of EDL electricity is
available and also the grid losses are known.

Definition of reference buildingsSurvey of building stock is essential for appropreate building policies! (10y)
Temperature, solar irradiation (global, direct, indirect), humidity (10y)
Clear definition of parameters used (implemented in national building code).
Total final energy consumption residential/ tertiary sector
• EDL database for subscribers among building sectors.
• Data should be communicated to LCEC for periodic analysis.
• CAS and LCEC should develop stat. questionaire to obtain comsumtion per carrier (3y)
Energy demand calculations
Hourly climate data
Results: Roadmap

Use /collect case studies to estimate purpose of energy use in all building types. 5-10 case studies per building category (residential 10-15) (3y)
Survey to find out typical/ average size in m² per kind of establishment.Collection of building size (floor area) during census for residential/ tertiary buildings.
Official primary energy factors for each carrier should be determinded by the Lebanese government. (i.e in Germany defined via national building code) (1y)
Total final energy consumtion per tertiary building category
Use/ collect case studies/ statistical data for estimation and multiply with floor data (3y)
Primary energy factors
Size of building stock:- Residential/ tertiary floor area- Tertiary buildings separated by tert. Building category
Final energy consumption per energy use and building category

• Institutional setup for systematic data collection
• Four main institutions:– LCEC– CAS – EDL– OEA
• Informing stakeholders in building sector i.e on national event
Possible future institutional setup
