ResponsibilityonPlayerstoAvoidIllegalContact(PointofEmphasis):Withacontinuedemphasisonminimizingriskinhighschoolfootball,itisimperativeforcoachestocontinue

educatingtheirstudent-athletesregardingtheimportanceandresponsibilityofavoidingillegalcontact.WiththerecentimplementationofNFHSfootballrulesprohibitingtargeting,illegalcontactondefenselessplayers,illegalblindsideblocks,illegalpop-upkicksandotherillegalpersonalcontactfouls,theNFHSisreiteratingitsfocusonplayersafety.Playersareultimatelyresponsibleforusinglegalblockingandtacklingtechniques,andcoacheshavearesponsibilitytoemphasizetheuseoflegalcontact.Therefore,unnecessarycontactwithopponentswhoareclearlyoutoftheplay,orcontactthatisexcessiveandunnecessary,havenoplaceinthegameoffootball.Theseunnecessaryhitsareunsafeactsandthetechniquescannotbetoleratedbythoseresponsibleforthegameoffootball.Coachesneedtoexerciseleadershipineliminatingillegalcontactandgameofficialsmustactdecisivelytopenalizeillegalcontacttominimizetheriskofinjurytoplayers.

IllegalHelmetContact(PointofEmphasis):Whilewearingafootballhelmetcanneverguaranteetheeliminationofheadandneckinjuries,coachesatall

levelsoffootballhaveincreasedtheirfocusonreducingthesetypesofinjuriesasmuchaspossible.Oneofthebiggesteffortsinthisendeavoristoeliminatedirecthelmet-to-helmetcontactandtominimizeanyothercontactbothwithandtothehelmet.

Coachesandgameofficialsmustcontinuetobediligentinpromotingtheeliminationofdirectcontacttoandwiththehelmetthroughconsistentadherencetoproperandlegalcoachingtechniquesandthroughstrictenforcementofplayingrulesandgameadministration.

TheNo.1responsibilityforgameofficialsmustbeplayersafety.Anyinitiationofcontactwiththehelmetisillegal;therefore,thesefoulsmustbepenalizedconsistentlyandwithoutwarning.Playersafetyissimplyamatterofattitude,technique,attentionandsupervision.Propercoachingtechniquesandconsistentenforcementofillegalhelmetcontactbygameofficialswillbeapositivesteptowardreinforcingplayersafety.

SidelineManagementandControl,ProfessionalCommunicationBetweenCoachesandGameOfficials(PointofEmphasis):

Sidelinemanagementandconsistentenforcementoftherulespertainingtotherestrictedareaandtheteamboxcontinuetobeanissueinmanyareasofthecountry.Therestrictedareaistheareaextendingtwoyardsoutsidetheperimeteroftheentirefield(i.e.,outsidebothsidelinesandendlines).Thisrestrictedareaisdesignatedbytherestrainingline.Theteamboxisthe areaimmediatelyoutsidetherestrictedareabetweenthe25-yardlinesoneachsideofthefield.Withlimitedexceptions,nonplayersarenotpermittedintherestrictedareaatanytimeduringthegame.Nonplayers includecoaches,teampersonnel,spectators,gameadministratorsandmembersofthemedia.Duringadead-ballinterval,nomorethanthreecoachesarepermittedintherestrictedareadirectlyinfrontoftheteambox.Noonemaybeintherestrictedareawhentheballislive.

Therestrictedareaisdesignatedtomakethesidelinessaferforeveryoneandtoallowgameofficialsampleroomtowork.Iftherestrictedareaisnotclearlydelineatedornotenforcedbygameadministration,coachesorgameofficials,individualsintherestrictedareaareatriskforinjuryduringorafteraplay.

Gameadministrationisrequiredtoenforcetherestrictedareabeyondtheboundariesoftheteamboxes.Nooneshouldbeinthisareaincludingmedia,photographers,statisticians,schoolboosters,cheersquads,pepbands,securitypersonnelandmedicalstaff.

Coachesareencouragedtoinstructteampersonneloftheparametersandboundariesoftheteambox,andtoeffectivelycommunicatetherequirementstostayintheteamboxatalltimes.Coachesarealsorequiredtoremainoutsidetherestricted areawhentheballislive,andnomorethanthreecoachesareinthecoaches’areawhentheballisdead.

Gameofficialsmustconsistentlyenforcetherulespertainingtothecoaches’areaandrestrictedareaandothersidelineviolationsthatoccurduringthegame.Effectiveenforcementbeginswithrespectfullycommunicatingexpectationstocoachesandgameadministrationpriortothestartofthegame.Violationsoftherestrictedareashouldimmediatelyresultinthebeginning oftheprogressionofthepenaltiesprescribedinRule9-8.Violationsoftheunsportsmanlikeconductrulesshouldimmediatelyresultina15-yardpenaltyandadisqualificationoftheoffenderifflagrant,orifitistheoffender’ssecondsuchfoul.ExamplesofsuchconductincludetheactionslistedinRule9-8-1.Acoachoranonplayer onthefieldofplayisenforcedasanunsportsmanlikeconductfoulratherthanaviolationoftherestrictedarea.

Coaches,gameadministrationandgameofficialsareremindedthattheprimarypurposeofhighschoolactivitiesistoteachstudent-athleteshowtobecomeresponsibleadults.Alladultsinvolvedinacontestshouldrecognizetheyareteacher-coachesandteacher-officials,andthattheiruseofprofessionalandcourteouscommunicationsetsapositiveexampleforthestudent-athletestofollow,andiscrucialincreatinganoptimalandmeaningfullearningenvironment.Gameofficialsandcoachesshouldalwaysworktogetherinaprofessionalmannertoensureallrulesarecommunicated,understoodandenforced.

ProperEnforcementofPenaltiesforViolationsofEquipmentRules(PointofEmphasis):

Allplayersarerequiredtowearproperlyfittedequipmentanduniformsthatareworninthemannerintendedbythemanufacturer,asspecifiedintherules.Thepurposeofequipmentrulesistopromotethesafetyandprotectionofboththeplayerwearingtheequipmentandhisopponent.Playersmaynotwearanyequipment/adornmentsthataredeemedillegal.Inaddition,itistheresponsibilityofheadcoachestoensureplayershavebeenissuedproperlyfittedequipmentandhavebeeninstructedinitsproperuseandverifythisrequirementtogameofficialspriortoeachcontest.Duetothepotentialforinjury,gameofficialsmuststrictlyenforceequipmentanduniformrules.

Therearethreetypesoffoulsassociatedwithimproperequipment:(1)failuretoproperlywearrequiredequipment,(2)failuretowearoruselegaland/orrequiredequipment,and(3)wearingillegalequipment.Thefirstfouloccurswhentherequiredequipmentispresent,butisnotwornproperly.Thepenaltyforthisfoulisa5-yardpenalty,anditcanbeeitheradead-ballfoul(ifthefouloccurswhenthesnapisimminent)oralive-ballfoul(ifaplayerisobservedremovingordiscardingrequiredequipmentduringadown).Examplesofsuchfoulsinclude,butarenotlimitedto,unsnappedchinstraps,toothandmouthprotectorsthataredangling,orjerseysthatdonotfullycovertheshoulderpads.Ifgameofficialsobserveanyimproperlywornequipmentduringadead-ballperiod,theyshouldusepreventiveofficiatingandtelltheplayertomakeacorrection.However,ifthesnapisimminentandequipmentisnotproperlyworn,thegameofficialshouldblowthewhistletopreventthesnapfromoccurringandadead-ballfoulshouldbecalled.Thesecondfouloccurswhenaplayerismissinganyrequiredequipment.Thatfoulisanunsportsmanlikeconductfoulchargedtotheheadcoach(Rule9-9).Thethirdfouloccurswhenaplayerwearsillegalequipment.Examplesofthistypeoffoulinclude,butarenotlimitedto,thewearingofcleatsthatexceed½inch,orthepresenceofastickysubstanceonaplayer’suniform.Ifaplayerisdetectedwearingillegalequipment,hisheadcoachischargedwithanunsportsmanlikeconductfoulunderRule9-9.

Ifanyequipmentbecomesillegalordefectiveduringthegame,correctionmustbemadebeforetheplayercontinuestoparticipate.Examplesincludechinstrapsnapswhichbreakoffofthehelmetorajerseythatslidesupoverthetopoftheshoulderpad.Ifthecorrectioncanbemadewithin25secondsandwithouttheassistanceofateamattendant,anofficial’stime-outmaybecalledtoperformsuchcorrection.Alternatively,ateammayrequestachargedtime-outtoperformthecorrection.However,ifcorrectioncannotbecompletedwithin25seconds,orduringachargedtime-out,theplayermaynotcontinuetoparticipateuntilcorrectionismade.
