October is National Breast Cancer Awareness Month, a topic that is near and dear to my heart. As a breast cancer survivor, I know the importance of awareness and vigilance when it comes to fighting this disease. Breast cancer statistics are staggering. In 2008 alone, breast cancer was responsible for 458,503 deaths globally. It is the most common invasive cancer in women, affecting about 12% of female population worldwide. Organizations like the Susan G. Komen Foundation and events like the Race for the Cure help drive awareness and raise millions of dollars annually to fund breast cancer research and treatment. The U.S. Preventative Services Task Force recommends a mammography every two years for women between the ages of 50 and 74. Other screening techniques, such as a self-exam, genetic screening, ultrasound or an MRI can also be used in diagnosis. Significant progress in treating breast cancer has been made, with excellent outcomes for individuals who catch the disease quickly and start treatment early. So this October, in honor of National Breast Cancer Awareness Month, get yourself and your loved ones checked for breast cancer. Early detection is critical! Alderman Dowell Celebrates Historic Grand Opening of the Rosenwald Courts Apartments Fulfilling a promise she made when first elected, Alderman Pat Dowell hosted the historic grand opening of the new Rosenwald Courts Apartments located on 47th Street between Michigan Ave. and Wabash Ave. Vacant since 2000, the Rosenwald was home to such African-American luminaries as the poet Gwendolyn Brooks, boxer Joe Lewis, music producer Quincy Jones and singer Nat "King" Cole. The building was originally developed in 1929 by Julius Rosenwald, President of Sears Roebuck & Company, as housing for African-American residents during the time of strict segregation. The renovated Rosenwald Courts Apartments now boasts 239 updated one- and two- bedroom units for seniors and families. Additionally, the building contains thousands of square feet of retail space on the first floor, with prospective tenants including: Sip and Savor, Illinois Service Federal Bank, Michelle's Old Fashioned Ice Cream and a small grocery store. Thank you to everyone who made this wonderful project possible. Thank you to Mayor Rahm Emanuel and the entire team at the Department of Planning and Development for their hard work, Eugene Jones CEO of the CHA, David Roos and Jim Bergman - the developers of this great building - and their development teams at Iceberg Development, Evercore Cos, RCAP LP, the Lightengale Group and Roos Enterprises Inc., community activist Bobbie Johnson and the countless others who made this dream a reality.

10th Annual 3rd Ward Senior Update Hundreds of local seniors enjoyed a day of fun, food, games and information at Alderman Dowell's 10th Annual 3rd Ward Senor Update on Saturday, September 17th. Thank you to all the seniors who made the day so enjoyable, and to all the vendors and service providers that came to help with the event and offer their services to our ward's senior residents. In particular, thank you to all the women of Delta Gamma Theta, the Chicago Police and the Chicago Fire Department who donated their time to make sure the event ran smoothly. Seniors were able to access health services provided by Oak Street Health and Provident Hospital, as well as housing services by Partners in Community Building. A fantastic DJ was on hand to serenade the guests in between speeches from local community groups and other elected officials.

Illinois Tech Groundbreaking On August 25th the Illinois Institute of Technology officially broke ground on its first new academic facility in 40 years with the Ed Kaplan Family Institute for Innovation and Tech Entrepreneurship. The Kaplan Institute will serve as a one-of-a-kind hub for innovation at Illinois Tech, preparing students for the development of meaningful technology innovations that solve complex problems. The groundbreaking marks the beginning of the construction phase for the future 70,000 sq. ft. innovation center which will be located just north of Hermann Hall. Construction is expected to ramp up by March 2017 with completion anticipated for 2018. The innovation center will enhance Illinois Tech's existing hands-on active learning program.

Mary Richardson Jones Ribbon Cutting On Saturday, September 10th, Alderman Pat Dowell joined Principal Tara Shelton of South Loop Elementary, the Dearborn Park II Landscape Association and members of the Mary Richardson Jones Park Advisory Council (PAC) for the ceremonial ribbon cutting of the park's newly-minted field at 1240 S. Plymouth Ct. Improvements to the field began in the spring of 2016. The Park Advisory Council, a voluntary group of individuals who meet on a regular basis to support the effective functioning of their local park is being led by PAC Co-Presidents Elaine Szujewski and Sandy Da-vidson. With the help of the Chicago Park District, the Armstrong PAC and Alderman Dowell, Mary Richardson Jones Park is making strides to become a fun and nature-filled playspace. New Mayor of Bronzeville - Andre Guichard Join Alderman Pat Dowell in congratulating the new "Mayor of Bronzeville" Andre Guichard, owner of Galley Guichard (436 E. 47th St.). This honorary position helps promote the Bronzeville neighborhood and is an integral member of Bronzeville projects like the Great Migration Exhibition and Bronzeville Summer Nights. Andre was presented the key to Bronzeville at a special ceremony in late-September.

John B. Drake Elementary School Participates in KICS Community League

Alderman Dowell and IBEW Local 134 helped connect the students at John B. Drake Elementary School with the popular KICS Community League. Drake students played their first ever games against other KICS teams in late-September (pictured left). Additionally, KICS has hired a community resident from Dearborn Homes as a paid referee. KICS started off as the Near South Soccer League (NSSL) and was founded in 2006 as a non-profit, all volunteer youth soccer league to promote a healthy sport environment for children that is focused on equal playtime, fun soccer education and community engage-ment. KICS is proud to now have over 1600+ families annually from South Loop, West Loop, Printer's Row, University Village, Pilsen, Chinatown, Bridgeport, Bronzeville and beyond participating in our Recreational League, KDP/Toddler programs and local events and outings.

Phillips Football Back to Defend State Championship Wendell Phillips Academy High School looks to defend its 2015-16 Class 4A Illinois State Championship. After a season opening loss at Fenwick, Phillips has won its next four games beating Chicago rivals Simeon and Westinghouse in the process. For October, Phillips will play at King (10/1), at Raby (10/8) and home against Solorio (10/14). Join Alderman Dowell and the Phillips family to support your reigning state champions!

CPS Enrollment and School Based Budgeting Information Released Chicago Public Schools (CPS) provides schools with a yearly budget based on a complicated formula that takes into account many factors, the most important of which is enrollment. Basically, the more students a school has, the more money a school gets. This is called per-pupil funding. As children get situated and the enrollment process comes to its conclusion, CPS adjusts the budget of its schools taking into account projected versus actual enrollment. This is done on the 10th and 20th days of the school year, with the 20th day count being the final enrollment number for which budgets are based. The 20th day numbers were computed and released in late-September. Citywide, CPS enrollment was down from last year, meaning schools, including some of those in the 3rd Ward, lost anticipated funding. Most of the schools that lost funding were able to balance their budgets by closing vacant positions, however there were some impacts to staffing at a few schools in the ward. To help offset this loss of funding, Alderman Dowell surplused $1.8 million in Tax Increment Financing (TIF) funds, which was then distributed to all CPS schools in the 3rd Ward. This extra funding was critical to ensure the proper functioning of neighborhood schools. For more information about CPS enrollment and budget information, please click here.

New School-Based Health Center Opens at Drake Elementary Delivering health care services to approximately 400 students on-site, 20 surrounding neighborhood schools and area families, the newly created Drake Health & Wellness center is a welcome addition to the community. The new health center features a total of four exam rooms, modern equipment, an ADA compliant bathroom and attached lab, build out of an external entrance for community residents, group meeting room, and an administrative office. In addition to bringing full-time school day health services to Drake and the surrounding community, the investment will provide youth with comprehensive primary care with a new focus on behavioral health services.

Three 3rd Ward Buildings Win 2016 Preservation Excellence Award Unity Hall (3140 S. Indiana Ave.), the Chicago Defender Building (3435 S. Indiana Ave.) and 421 E. 50th St. have been selected to receive a 2016 "Chicago Landmark Award for Preservation Excellence." These awards, selected by the Commission on Chicago Landmarks, honor outstanding projects that involve notable improvements to individual Chicago Landmarks or to buildings within Chicago Landmark Districts. Unity Hall is receiving the award for their adaptive reuse of the historic building, the Chicago Defender Building won the rehabilitation award, and 421 E. 50th Street is being awarded in the new construction category.

Alderman Dowell Celebrates Senior Building's 20 Year Anniversary The 3rd Ward is home to thousands of senior residents and dozens of senior buildings. The ward's proximity to downtown, the lakefront and entertainment areas, along with its storied history, make it the ideal place for seniors to enjoy their golden years. Alderman Dowell makes it a point to routinely visit her ward's senior buildings to connect with residents and give them an opportunity to share their thoughts from the comfort and convenience of their own home. Pictured right is one such occasion where Alderman Dowell celebrated one of her senior building's 20 year anniversary.

Street Resurfacing - King Drive from 51st St. to Marquette Road Alderman Dowell would like to inform you of an upcoming resurfacing project on S. Dr. Martin Luther King Drive from E. 51st St. to E. Marquette Rd. This street is part of the Chicago Department of Transportation's Arterial Street Resurfacing - STP South Area Project, in the 3rd Ward. Construction was scheduled to begin on September 22, 2016 pending clearance from and coordination with existing utilities and weather permitting. Gallagher Asphalt is the general contractor for this project with Ardmore Associates providing resident engineering services for the Chicago Department of Transportation. The work will include ADA sidewalk improvements, curb and gutter removal and replacement, milling the existing asphalt pavement, asphalt paving, concrete bus pad construction, and striping. During construction, temporary "No Parking" signs will be periodically installed as required for each activity listed above. These temporary signs will restrict parking during working hours, while adhering to rush hour restrictions, for the completion of the work. New Water Main - South Clark Street from 16th Street to Cullerton Street By late September 2016, Department of Water Management (DWM) and Benchmark Construction Company crews will begin the work to install 1,769 feet of new 8-inch water main in S. Clark Street, from W. 16th Street to W. Cullerton Street. The old water main dates back to 1904, and needs to be replaced. If you would like to receive regular email updates about the progress of the project, please go to BuildingANewChicago.org to register for the WaterALERT program. Simply enter your name, email address and the project identification num-ber 1601138. By signing up for the WaterALERT emails, you will be notified as the project enters each new construction phase - from mobilization of equipment onto the site, to the installation of new pipes, to the final restoration of the street. When DWM is working in the street, they may close or limit it to traffic for safety reasons, but you will always be able to reach your home or business. Outside of working hours, a travel lane will be left open for local traffic only. DWM will post our work area for "No Parking" as needed during work hours (generally7am-4pm). Parking outside of those hours will be allowed, but cars will need to be moved by the start of the next workday. DWM will try to preserve as much parking space as possible. DWM knows that construction always involves inconveniences and noise and they will do everything possible to maintain your quality of life throughout these projects, and conducting themselves as good and thoughtful neighbors in the course of our presence on your street. Progress on Citywide Tree Trimming Requests In 2014, the Department of Streets and Sanitation's Bureau of Forestry (BOF), the agency responsible for managing all trees in the public way, had a backlog of 28,000 outstanding tree-trimming requests dating back two years. To help tackle that goal, 10 new tree trimming crews, typically composed of two city workers, will be added to the bureau thanks to mon-ey the department saved from switching to a grid-based, regional garbage pickup system. As of today, the city has made significant headway on the outstanding tree trimming requests and the Bureau of Forestry intends to fulfill request submitted through July 2016 by the end of the tree trim season. The 3rd Ward Public Service office has received numerous requests for tree-trimming and Alderman Dowell has worked with the Bureau of Forestry to ensure that these requests are completed. Residents can expect for tree trim request entered through the month of July to be completed during this year's trimming season. If possible, request submitted after July may be serviced in 2016 if the season permits. Any unresolved 2016 tree trim request will be top priority when tree trimming resumes in 2017. Troubled Business Upon the request of Alderman Dowell, the Department of Business Affairs and Consumer Protection executed a complete store inspection of Perception Art Gallery at 504-506 E. 47th St. As a result, cease and desist order as issued for offering entertainment and amusement primarily involving music and dance but not limited to parties and events.

Free Flu Vaccines The Chicago Department of Public Health is collaborating with Alderman Dowell, other Aldermanic offices, and various community partners to host immunization events where residents can get their flu shot for free. Historic Preservation at 50 Celebrating 50 Years of Preservation Many view the loss of Louis Sullivan's Stock Exchange Building in 1971 as the launch of the preservation movement in Chicago. But in 1966, a small group of individuals formed the Chicago School of Architecture Foundation to save H. H. Richardson's epochal Glessner House from demolition. That same year, Congress passed the National Historic Preservation Act and a new historic preservation movement gained traction in cities from coast to coast, including Chicago. See Something, Say Something The Chicago Office of Emergency Management and Communications (OEMC) and the Cook County Department of Homeland Security and Emergency Management (DHSEM) have launched the "If You See Something, Say Something" campaign to alert local residents of the critical role they play in helping to keep the community safe. Residents are urged to call 855-RPRT-2S4 (855-777-8274) to report any non-emergency suspicious activity to local authorities. However, if there is an immediate threat to life or property, please continue to call 911. When calling please make sure to detail: who or what you saw, when you saw it, where it occurred and why it's suspicious.

Redevelopment of the Former Michael Reese Hospital Site Announced Mayor Rahm Emanuel announced that the City of Chicago is moving forward with the mixed-use redevelopment of the 49-acre former site of Michael Reese Hospital in the 4th Ward's Bronzeville neighborhood. This large vacant site was acquired by the City of Chicago in 2009 as part of its Olympic bid. The City will select a project through a Request for Proposals process which will be issued and available for submission on October 12, 2016. Final development submissions will be due to the Department of Planning and Development by February 22, 2017. Responses may include one or more projects involving commercial, industrial, residential and recreational uses. Development also may include the air rights above 28 acres of largely vacant land directly east of the Michael Reese site.

Chicago Star Scholarship Chicago-area universities offer special scholarships to Chicago Star students who graduate with an Associate Degree from City Colleges of Chicago with a 3.0 GPA or higher. Some additional requirements do apply. The Star Scholarship provides waivers for all tuition and books not covered by financial aid. To be eligible, you must be a Chicago Public High School graduating senior with a 3.0 GPA or higher, enroll in one of the City Colleges' academic pathways, and have an ACT of 17 or better in English and math. 3rd Ward Small Business Improvement Funds Available The City of Chicago, along with its partner Somercor, operates a program to assist business with various capital expenses called the Small Business Improvement Fund, or SBIF for short. Between November 1st and November 30th (not yet open), the follow ing TIF distr icts in the 3rd W ard will be accepting SBIF applications: 24th/Michigan, 47th/King, 47th/State, Bronzeville, and Michigan/Cermak. 2016 MeterSave Program The Department of Water Management is reminding residents that homes using the MeterSave program are seeing significant savings on their water bills. By signing up to have a free water meter installed, residents will receive a 7-year guarantee that your water bill will go no higher than what it would have been had it not been metered. 2016 City-Wide Blue Cart Recycling Map and Schedule The City of Chicago provides blue cart recycling service for Chicago residents. The 3rd Ward is serviced by Sims Midwest Metal Management and pickups occur bi-weekly depending on where you live in the ward. To access the recycling pick up schedule and map, please visit www.cityofchicago.org/streets. There are also new regulations regarding what can and can not be recycled. To help residents better understand recy-cling in Chicago, the Department of Streets and Sanitation has set up a website, www.recyclebycity.com/chicago, with more information.

Setting Up a Block Club Traditional block clubs are groups of people who have homes and families on any given block in the city and have organized to improve the quality of life in their neighborhoods. People who form block clubs are concerned and care about their communities and share information, identify concerns and act collectively to address those concerns. The Chicago Police Department assists residents with setting up block clubs. Chicago Divests from Wells Fargo Because of unethical practices engaged in by Wells Fargo dating back to 2011, the City of Chicago has divested $25 million from its investment portfolio from the company. According to City Treasurer Kurt Summers, these practices - where Wells Fargo enrolled unsuspecting customers in unauthorized accounts which allowed the bank to accrue additional fees - undermines the credibility of the bank as a fair financial partner for the city. Because of that, the Treasurer has decided to divest funding from the bank.
