1. Summary

From 14th to 16th of November 2018, the MTCC-Latin America organized its Third

National Workshop at Los Delfines Hotel & Convention Center, in Lima, Peru. This

capacity building activity was attended by an average of 41 participants,

representing the General Directorate of Harbour Masters and Coastguard, the

Maritime Authority of Peru (DICAPI), ship operators, governmental organizations,

shipyards, maritime training institutions, mariners, marine fuel and bunker

providers, as well as other technical experts. This event was organized in

cooperation with DICAPI, who also provided a speaker for Day 1 of the event.

During this workshop, a range of presentations covered key aspects of ship energy

efficiency and emissions reductions including policy, regulatory, operational and

technical aspects. In addition, important viewpoints, experiences and

implementation developments by ship operators, maritime universities and

governmental organizations from the maritime and port sectors of Peru, were

presented. These presentations included the following topics: Implementation of

ship energy efficiency regulations in Peru, GMN project overview, MTCC-Latin

America objectives and activities, the new IMO GHG strategy, tier III emissions and

new engine design, alternative fuels and the future of marine engines, experience

of the industry in implementing ship energy efficiency measures, Annex VI of the

MARPOL Convention, experiences from the implementation of energy efficiency

measures in Panama, current research projects in GHG and acid rain, types of fuel

and CO2 emission factors, ship energy efficiency management plans (SEEMP),

port environmental management and operations in Peru, and the impact of ship

energy efficiency on the training programs of merchant marine officers and other

practitioners in the maritime sector. Finally, the MTCC team conducted a group

exercise on the perceived challenges and opportunities to incorporate and

implement IMO ship energy efficiency measures in Peru. This exercise motivated

attendants to engage in a very fruitful debate and exchange of views on the topic.

This was highlighted later as a major value-adding activity of the Lima workshop,

as it was argued that few hands-on workshops are held locally with the

participation of both policy makers and industry practitioners.

The workshop yielded excellent results such as the positioning of the MTCC-Latin

America as a centre of excellence on energy efficiency measures in the region and

the engagement of participants in the MTCC-Latin America´s initiatives and

activities.

2. Objectives and description of the national workshop

The main objectives of this national workshop were two-fold. Firstly, to bring

together key actors in the maritime and port sectors of Peru to discuss and

exchange views on ship energy efficiency and emission reduction measures, and

secondly, to provide training on fundamental technical aspects that would enable

members of these sectors to understand, plan and monitor the implementation of

the afore-mentioned measures.

To accomplish these objectives, during the workshop members of the MTCC

conducted a group exercise, the main goal of which was to motivate a fruitful

discussion on the perceived pros, cons, opportunities and challenges posed by the

implementation of ship EE technologies and operations in Peru. This exercise had

the active participation of government representatives (maritime and port

authorities, ministries with environmental mandates), ship operators, shipyards,

marine fuel providers, technical agencies and members of the academia. With

regards to capacity building, the workshop addressed key aspects of climate

change mitigation measures in shipping and the relevance of MARPOL Annex VI,

types of fuel, CO2 emission factors and ship energy efficiency management plans

(SEEMP). Other topics included the GMN Project, the progress achieved by the

MTCC-Latin America, IMO´s Initial GHG Strategy, alternative fuels in shipping, ship

energy efficiency technology and practice, as well as technological breakthroughs

by engine manufacturers. These topics were complemented by presentations and

recommendations from national ship operators and research efforts by local

universities.

The agenda for Day 1 had a number of presentations including an overview of

DICAPI and its role in the implementation of ship energy efficiency regulations in

Peru, the GMN project, the MTCC pilot projects in the five regions, the MTCC-Latin

America´s objectives and activities, as well as current industry concerns regarding

the 2020 sulphur cap for marine fossil fuels. These presentations were of particular

interest to all participants in general, as DICAPI is in the process of implementing

MARPOL Annex VI and ship energy efficiency in Peru. Presentations addressing

the initial IMO´s GHG strategy, tier III emissions and new engine design,

alternative fuels and the future of marine engines, as well as the experience of ship

operators regarding the implementation of ship energy efficiency measures in its

international fleet, were also part of the agenda for Day 1.

For Day 2, a guest instructor from the Panama Maritime Authority (PMA) initiated

the session with a presentation on MARPOL Annex VI, ship energy efficiency

regulations and the experience on Panama regarding the implementation of

MARPOL Annex VI. The second speaker of the day, a professor from the

Technological University of Peru, introduced the audience to current research

projects on the fields of GHG and acid rain, which were motivated by the efforts of

the MTCC-Latin America in the region. Furthermore, a lecturer from UMIP,

presented on the characteristics and uses of various types of bunkers, their CO2

emission factors, the use of oil record books, internal combustion engines, on

board oil treatment systems (fuel tanks, service tanks, flowmeters, piping systems,

valves, pumps, filters and injectors, among others), bunker properties and

bunkering procedures.

The activities for Day 3 started with a presentation on the ship energy efficiency

management plan by the guest instructor from the Panama Maritime Authority.

This was followed by two presentations, the first on Port environmental

management and operations in Peru by the Operations & Environmental Manager

of the National Port Authority of Peru, and the impacts of ship EE measures on

training programs for mariners and shore practitioners in the maritime sector of

Peru by the Head Master of the National Merchant Marine Academy of Peru.

All presentations and videos used during this workshop are part of Annex I to this

report.

In the afternoon of Day 3, a group dynamic was done. Staff members of the

MTCC-Latin America led participants through discussions and a practical exercise.

The main objective of this activity was to increase awareness among participants

and motivate discussion for the implementation of ship EE regulations in Peru,

including the identification of challenges and opportunities to be addressed. All

participants were organized into three groups, as follows:

Within their groups, attendants identified, categorized, analyzed and rated

limitations and opportunities for the implementation of MARPOL Annex VI in Peru.

This allowed MTCC-Latin America to understand better the prevailing

circumstances surrounding this topic in this country.

3. Participants

Although we experienced some last minute cancellations, the average number of

participants during the 3 days of the workshop was 41. The list of participants

included members of the maritime authority, ship operators, governmental entities,

maritime training centers, national shipyards as well as marine fuel providers and

refineries.

The speakers included two staff members of the MTCC-Latin America, one

representative from DICAPI, one lecturer from UMIP, one international guest

instructor from the Panama Maritime Authority, one representative of the National

Port Authority of Peru, a representative from a leading marine engine manufacturer

and two academic lecturers, one from the Technological University of Peru and

one from the National Merchant Marine Academy of Peru. One speaker travelled

from the USA, four from Panama and the rest were local speakers from Peru. The

travelling costs of three of the presenters from Panama were covered with the

resources of the MTCC-Latin America. Annex II presents their boarding passes.

The MTCC-Latin America played a key role in motivating and guiding the

discussion on EE technology and implementation.

4. Results of the national workshop

The main results of this Third National Workshop are summarized as follows: First,

the MTCC-Latin America strengthened its position as leader in ship energy

efficiency aspects in the region and thus as a point of reference on the topic.

Secondly, the interaction with participants during the lectures and working group

sessions helped establish channels for cooperation, exchange of views and

contribution to our initiatives and pilot projects. Peru is participating in our Pilot

Projects 1 and 2. Participants are included in our database and will be kept

informed of MTCC´s activities, dissemination communications and regular

newsletters.

Thirdly, the main objectives of this workshop, to raise awareness and build

capacity, were accomplished. Important life experiences and know-how from

industry practitioners and maritime authorities helped enrich the debate on how to

approach the issues of ship EE in this country. This exercise was very successful

in yielding the following top views:

Challenges in the implementation of Annex VI of MARPOL:

- Knowledge about energy efficiency technology

- Research and development

- Availability of energy efficiency technology

- Availability of "green" or ecological products

- Availability of renewable energy

- Law regulating environmental pollution (prevention and control)

Main opportunities or aspects to use as leverage in the implementation of Annex VI

of MARPOL:

- Commitment to the United Nations Sustainable Development Goals

- Peru is party to Annex VI of MARPOL

- Government participation in regional agreements

- Trade flows and patterns

- Exchange rates

- Acceptance towards "green" or ecological products

- Acceptance towards renewable energy

- Acceptance towards innovation

- Basic infrastructure

- Environmental law

These results will contribute to the development and implementation of future

studies and activities of the MTCC-Latin America.

5. Evaluation of the national workshop

To obtain views on the expectations and performance for this workshop, the MTCC

used the standard feedback questionnaires provided by the IMO PCU. Through

these questionnaires, various aspects, including coordination, facilities,

performance, speakers and presentations were evaluated. In addition, this

evaluation form seeks to gather general comments and recommendations from

participants, which will be taken into account by the MTCC-Latin America for its

continuous improvement. Participants completed these questionnaires individually.

The analysis of the questionnaires indicates that the majority of respondents

evaluated as excellent both the coordination and delivery by the MTCC-Latin

America, as well as the contents of the capacity building program.

The comments received were very positive and they can be seen in Annex III

“Analysis of the Evaluation Form”.
