Nicola Shepard, the UN Focal Point on Youth sent this e mail:

As you are aware, as the UN Focal Point on Youth for the UN, the UN Programme on Youth chairs the coordination mechanism within the UN for Youth, The UN Inter Agency Network on Youth Development. I do this work side-by-side with my 2010 Co-Chair UNESCO which is represented by Golda El-Khoury. In order to support the organizers of the World Youth Conference, at the 2nd WYC Int'l Committee meeting I offered to coordinate all of the inputs from the UN system to the 1st draft of the declaration and this offers was graciously accepted. Unfortunately, this is not reflected in the minutes and the agreements and I would greatly appreciate it if this could be added. This coordination and consolidation of the UN comments on the first draft of the declaration was an important process that was carried out by my office (The UN Programme on Youth), UNESCO, and UNFPA. I hope that you found it helpful. In order to continue to support the WYC Secretariat in their drafting of the declaration, we are currently compiling the UN comments on the second draft and will provide them to you next week.

International PlanInternational Plan

Page 33: Third Meeting International Committee Agreements of the second session World Youth Conference México 2010

• The World Programme of Action for Youth needs to strength a mechanism that establishes specific commitments, goals and deadlines, indicators and management instruments.

• The initiative to promote the design of an International Plan has been referred as the Bahía Paper and in the observations to the Strasbourg meeting.

The World Programme of Action for Youth is a technical instrument for the implementation and monitoring of the

political decisions contained in the World Youth Conference Declaration Mexico 2010

Justification

International PlanInternational Plan

Page 34: Third Meeting International Committee Agreements of the second session World Youth Conference México 2010

• The Plan, with the support of governments, will give the possibility that UN could establish a specific agency for youth that will harmonize the actions of the whole system on this subject.

• The Plan allows to incorporate an amount of initiatives of governments, civil society and specialists that due to its nature of being a call for action will not be mentioned in the WYC Declaration.

• The design of a long term plan through the International Year of Youth will connect and give coherence to the World Youth Conferences of Mexico and Tunisia.

CITIZENS THAT REQUIRE MEXICAN VISA, BUT LIVE IN COUNTRIES WITH NO MEXICAN CONSULAR REPRESENTATION

As in every international event open to the participation of the general public, one of the most important challenges in visa matters is to solve the problem of citizens who live in a country in which Mexican consular representation in non existent. In order to support individuals in these particular cases, the WYC2010 has reached an agreement with the International Organization for Migration (IOM), in which this instance will operate as a mediator, based on its wide coverage of representatives around the world.

The general mechanism for this procedure would be:
