Engayne School Meeting Cranham and Upminster Councillors attended a meeting at Engayne School with the Head Teacher and school Governors. Discussions concluded that communications from the Council had contributed to a confused process and that the school had provided parents with as much information as had been provided to them. We are currently waiting for two planning applications to be submitted, one for Engayne Primary School and the other for James Oglethorpe, before a decision is made as to which school will be expanded first. Please note the following motion was passed unanimously at the last full Council Meeting: "This Council expresses its serious concern as to the proposals for the Dunton Garden Suburb and for the Enterprise Park on the A127 contained in the Draft Brentwood Local Development Plan because of their impact on the Green Belt and on the A127 and other infrastructure within Havering especially the traffic lights at Ardleigh Green and the Gallows Corner junction" We will keep you up to date on this important issue. We Are FestivalA residents consultation meetingwas held on 25 March whicharound 40 people attended. Theorganisers set out theimprovement to thearrangements they areintroducing for this years Festivalon 30 and 31 May. Firstly theyhave reduced the number ofindoor and outdoor stages andreduced the decibel level that willbe permitted. This will be furtherreduced significantly after 11pmon both evenings. Noise levelswill be monitored at all times anda helpline number set up toreport concerns. Set out below arethe road closures and accessarrangements which will operateduring the Festival weekend.Meadowside Road, LondonsClose and Sunnings Lane willhave access for residents only,Stubbers Lane will be One Waysouthbound, no access fromDennises Lane, with no entry topublic vehicles from OckendonRoad at peak times. BrambleLane, one way westbound, no

access from Aveley Road. AveleyRoad, no access to public vehiclesbetween the junction withWarwick Lane and the entranceto the Festival site. Restrictedaccess from the junction withHarwood Hall Lane, restrictedaccess for local residents, localbusinesses and the Gerpins Lanetip. Harwood Hall Lane will beone Way Eastbound, with noaccess from Corbets Tey Road.There are likely to be increasedtraffic on other roads. There willbe Marshalls on all road closureswho will be briefed as toalternative routes and allowaccess to residents andbusinesses. There will be ahelpline number published closerto the time. This will be availableon the Festival websitewearefstvl.com and on Upminsterand Cranham ResidentsAssociation website, ucra.co.ukThe organisers will beundertaking a leaflet drop to alarge number of roads closer tothe event with further details.Road closure signs will be in placecloser to the event but by

publishing these road closureswell in advance it should allowresidents to plan their journeys toavoid these areas. Front LaneCrossingFollowing on from a communitycampaign last year to install apedestrian crossing in FrontLane, Cranham, the campaignhas now turned into reality withthe new crossing finally installed.Following a number of collisionsat the location near KingsGardens, over 1,000 residentssigned a petition to introduce asafe crossing point for the manyschool children and elderlyresidents who use the routegoing to schools, doctor’s surgeryand the Cranham communitycentre. The community havebeen totally behind thiscampaign and it is testimony tothe marvellous collective effortsof residents, working with theCouncil, that the much neededcrossing has become a reality.Front Lane is a very busy routewhere excessive speed has beenan ongoing issue. The crossingwill not only provide safe passagefor residents, but will have theadditional advantage of slowingtraffic down along this stretch ofroad.

CranhamCommunityAssociationLibrarySpring 2015 saw the start of amodest library for youngchildren. It is still early days butwe welcome any youngsterduring our normal hours toborrow books on a very relaxedbasis. We would like to think ofit as more of a take-a-book,bring-a-book scheme.At the other end of the scale, forour older readers, we haverecently purchased 24 Large-Print books - both mystery andromance. This was possiblethanks to a generous gift from agrateful reader. We have alsobought more popular fictionbest- sellers. A dozen 500 piecejigsaws have also been ordered.Jigsaws are one of our successesbeing very popular amongst ourborrowers, along with DVDs,audio tapes and many, manybooks. Friends of Mini-Golf Tee off

The new season opened at Easterfor the Upminster mini-golfcourse in Hall Lane, andmembers of the Friends ofUpminster Mini-Golf Course werethere to mark the occasion. Witha number of improved features tocoincide with the opening, thecourse is open to players of allabilities, young and old alike. Thisis a wonderful and treasuredcommunity attraction which thenewly formed friends group isworking with the council to bringabout improvements for its shortand long term future. It’s great tosee not only interest, but a real

commitment from thecommunity in protecting thisfacility. Working in partnershipwith Havering College, KidsActivity Expo and HaveringCouncil, the 9-hole Crazy Golfpart of the course is also the focusof a community competitioninviting fresh and original designsfrom young people across theborough to design their own crazygolf hole. Winners will beannounced on May 17th at theKids Activity Expo. The course isopen weekends and schoolholidays until 1st November. Feesare £5 for adults and £3 forchildren, OAPs and students.

Better care forpatientsA public consultation is due tostart on a new GP service. Ourown GP knows our history andmedical needs, but the openinghours do not always meet ourneeds, for example it would be

good ifwe couldaccessservicesof aneveningorweekend.In realtermsthis is

not practical, as a GP cannot work24hrs of every day. Havering GP’sare now working together usingtechnology to deliver a servicethat can deliver appointments ofan evening and weekend througha ‘hub’. The technology lets theNHS GP see your own GP’srecords. The ‘hub’ GP will only beable to access your records onlywhile you’re there and only if yougive your consent at the time. Youcan always change your mind thenext time you visit and the GP willstill treat you even if you declineaccess, but you need toremember access will allow themto see the medicines you arecurrently taking, allergies,

medical history, currenttreatments and supports yourown GP, who will see whatadditional support has beenprovided. The data is secured inthe same way your own GPsecures your records.

Car Parking –UpdateAs part of the £60m budgetsavings plan, the councilundertook a review of parkingarrangements across the wholeborough. There was a threemonth consultation period (Oct -Dec) which ran alongside theoverall budget consultation.The first 30 minutes will be free inall car parks and pay and displaybays outside of Romford TownCentre. However, many of thesmaller car parks eg Brickfieldswill not be subject to any parkingcharges. Evening parking willcontinue to be free.In addition, and following alengthy consultation process,initial proposals for car parkingcharges in parks have been scaled

back to 20p for 3 hours, 50p forfive hours and free at weekendsand Bank Holidays.On street charges will be 0-30mins (20mins plus 10 minsgrace) free, 1 hour (plus 10 minsgrace) £1, 1 - 2 hrs (plus 10 minsgrace) £1.50 and 2-3 hrs £2 (plus10 mins grace).The average cost of parking for 1hour across the whole of Londonis £1.30 (mostly without the first30 minutes free). Very fewboroughs have a 1 hour parkingcharge less than £1. In addition,the proposals were not opposedby any group or councillor.There is no perfect solution toparking, but by introducing a 30minute free period it may helpalleviate the pressure.The situation will certainly bekept under review to assess theimpact.

7 HighviewGardensReaders might be aware of thetwo bungalows in HighviewGardens, built in 1917, amongstthe houses here. It is thought thatthey were kept as bungalows so asnot to affect the wind flow to theWindmill, when it was working.There were plans recentlysubmitted to knock down one ofthese bungalows, and to replace itwith three houses, which not onlymight have affected the recentlyapproval plans to restore ourWindmill back into a working millit would have had an adverseeffect on the street scene, to saynothing of the occupiers of theremaining bungalow whichwould have remained. The planswere rejected unanimously by thecommittee, and I am now lookinginto the possibility of having thebungalows added to our list oflocal buildings of interest.

Pike Lane,CranhamThames Chase CommunityForest whose headquarters are atBroadfields off Pike Lane isgrowing from strength to strengthand is not only a marvellous placeto walk, exercise your dog, it hasmany activities aimed at all ages.Pike Lane had a 60 mile per hourspeed restriction and was used bythe mindless drivers who speeddown the road, just taking it forgranted that nothing will come inthe opposite direction.With this in mind, it has beendecided to apply a 30 mile perhour speed restriction down theLane, with the appropriate roadsigns. I have also asked that thejunction with St Mary's Lanecould also be looked at It is veryclose to the entrance to CranhamCourt Nursing Home. I knowfrom personal experience howdifficult it is to turn right out ofhere, with a limited view from theleft - hopefully this can beconsidered, and the area madesafer for all.
