    ABSTRACT

    This Research study is about strategic planning of PMC Hospital using balanced scorecard approach. The scope of this research includes internal and external enviroment analysis, determination of alternative strategy, and determinan of choosen alternative strategy is formulated using balanced scorecard appoarch. The type of research conducted is operational research in which the secondary data is obtaned from BPS, annual finansial report data of PMC hospital. Performance report data of PMC and master plan data of PT Pelabuhan. The Primary data was obtained thru CDMG ( Concensus Decision Making Group), where variables of main strategis factors for PMC Hospital were found. The strategic technical structure were done in three phases : 1). Input Stage, Which consist of enviromental analysis with balanced scorecard persepective, evaluation of factors using EFE & IFE. The result of the input stage shows probability factor 2,15, Threat 0,38, Poer 2,10 and weakness 0,48. 2). Matching Stage, which consists of determinan of long term objective of PMC Hospital untill the year 2013 and determination of alterntive strategy using matrix SWOT & IE. The Result of matching stage shows matrix SWOT was in future quadrant square and matrix IE was in cell V hold square and maintain. 3) Decision stage, which consists of determinan of choosen strategy of PMC hospital from 2009 until 2013, followed by the development of choosen strategy using balanced scorecard approach on the fourth perspective. The Strategy development inslude strategy aim, lag indicator, lead indicator, measurement, strategy initiative, program and responsibility. At the end, this research study conclude that the strategy for PMC hospital is market penetration and product development. This research study suggest PMC Hospital to open new market based on the change and power it has all of the employee has to understand the vision, mission and objective of hospital; and the managerial structure should also understand the strategic planning of PMC hospital that was developed using balanced scorecard approach.     ABSTRAK

    Penelitian ini tentang perencanaan strategis rumah sakit PMC dengan

    pendekatan balanced scorecard telah dilakukan. Ruang lingkup penenlitian ini

    meliputi analisis lingkungan internal dan eksternal, menentukan alternative

    strategi, dan menentapkan alternative strategi terpilih yang sesuai bagi posisi

    rumah sakit PMC. Kemudian strategi terpilih ini dirumuskan dengan pendekatan

    balanced scorecard.
