The approval, granted by the Department of Environmental Affairs and Development Plan- ning, is based on the environmental impact assessment conducted for the proposed development. A further phase of consideration, at a muni- cipal level, will follow now that provincial government has given its approval for the development. Tsogo Sun, which owns The Caledon Casino, Hotel & Spa, has proposed an 18-hole signature golf course, 189 luxury time-share lodges and 336 residential properties for what it will call the Blue Crane Signature Golf Estate. According to Paul Campbell, director of ope- rations and complex general manager at The Caledon Casino, the group can now continue interaction and consultation with other inter- ested parties. “Having undergone a comprehensive envi- ronmental impact assessment and public par- ticipation process, the development has been approved from an environmental and develop- ment planning perspective.Feedback received from the community during the process has been very positive, although we are still very much in the planning phase.” Campbell is not willing to comment further on Gazette’s questions relating to timelines for the project; whether or not local contractors will be used; the estimated capital value of the project; and its projected impact on the local economy. Instead, Tsogo Sun says such com- ment will follow at a later stage. Stiffie Cronjé, spokesperson for the Theewa- terskloof Municipality, says the municipality is delighted as the estate will present a major mar- keting opportunity. “It is an additional opportu- nity to drive investment into our area and to increase the rate base with the housing stock.” He says the retail and service sectors will benefit from the development, and the time- share component will promote tourism. He adds that additional permanent employment will be created. Councillor Martie Koegelenberg, responsi- ble for Ward 4 in the Theewaterskloof Munici- pality, says the growing sense of investors’ con- fidence in Caledon does leave the municipality with a great sense of achievement. “The local economic development depart- ment has worked hard to foster sound business relationships in the region and give all support to developments and investors like the Caledon resort. Economic growth is a priority and, we believe, the only way to curb unemployment.” She says that, by cutting red tape and helping to build healthy relations with provincial de- partments, the municipality is managing to streamline processes. “Development is crucial for Theewaterskloof’s economic sustainability, and is very high on our priority list.” Koegelenberg says developments such as the Caledon Mall, the tarring of the Hemel-en- Aarde road and now the Caledon Casino’s es- tate development, which has been in the pipe- line for so long, are finally materialising, and rewarding the patience of the role players in- volved. “I believe it is now Caledon’s time. In the next property value increase period, Caledon will be ready – and I believe it will be sooner than we think. This Sleeping Beauty of ours is going to wake up to take her place as the Queen of the Overberg, and all will benefit from it. Pro- perty value will increase, investors’ interest will increase, and job creation will increase.” The Caledon Business Chamber was also asked to comment on the impact of this develop- ment on the local economy, but at the time of going to press no comment had been received.

DRUG HAUL: While officers of the Caledon police were patrolling on the N2 on Thursday morning,they followed a vehicle suspected of carrying stolen sheep – but it wasn’t sheep they were aboutto come across. They shortly noticed another vehicle next to the road with a GB registration. Whenthe drivers spotted the police, the two vehicles took off in the direction of Cape Town. Scoutingabout, the officers found Mandrax tablets scattered all over the spot where the GB vehicle hadbeen parked. Drug dreadGazette focused on crime last week, and withthe recent announcement of crime statisticsnationwide, it is worrying to see the drug-related crime statistics in Theewaterskloof.Even more worrying is the fact that our

youth are involved in drug-related crime.As parents, we need to educate our children

about the dangers of drugs and addiction. Thedrug of choice for many youths is tik (crystalmethamphetamine), which is typically sold instraws.Usersof tikreportedlyexperiencearushthat

only lasts a few seconds, followed by a senseof euphoria that lasts for severalhours.Duringthis period the userwill feel active and energe-tic. But once the effects of the drug have wornoff, the user will hit a low, feeling exhaustedand depressed.Should you suspect that your child is using

drugs, it is of utmost importance to get helpquickly. One option is to call the Departmentof Social Development on 028 214 3000.

comeandparkoppositeSouthAfricanMaltFactory (SAM) for fetching malt at theirplant. These trucks park on the open spacebelonging to themunicipality, according toour sources. Our problem is the following.It seems that someone, SAM or the mu-

nicipality, dropped coal on the ground atwinter time to curb the mud situation.The coal blows during windy times

straight to our houses. We constantly haveto clean the houses of the coal dust, and ourwashing has to be re-washed on numerousoccasions to get rid of the blackness; justimagine when window sills, baths andfloors are full of black dust howmuchmorewe inhale it.Our children also inhale the black dust,

andwe shall havemedical problems in duetime. The tar road has holes in it near thestopsignoppositeSAMbecauseof thesebigtrucks, and it seems the municipalitydoesn’t do anything about this; we have to

fix our vehicles’ tyres on a constant basis.As residents of Shaw’s Avenue and

Vleiview, we believe that although we stayin the location we have the right to inhaleclean air as people who are staying in townbecause of the fact that we pay the sameservices and taxes as other people.We propose the following solutions for

this problem.That the trucksnot beparkednear our houses in Shaws Avenue andVleiview. That the open space be tarred tocurb the air pollution.Urgent feedback would be highly

Court swings foster grant axeNICOLE MCCAIN

TheSouthGautengHighCourtruledinAugustthatorphanedchildreninthecustodyoffamilymemberswhohave a “legal obligation” to carefor them may not be eligible for foster caregrants.

Because they are considered duty-bound to sup-port the child, guardians such as such as grandpa-rents and siblings may be dealt a crushing finan-cial blow by the ruling.

While the ruling only binds magistrates courtsin Gauteng, it could be used as a reference by mag-istrates in theWesternCapewhen interpreting thelaw. Paula Proudlock of the Children’s InstituteatUCT says the ruling should only affect the fosterparents of orphans, and that foster parents of chil-dren who have been removed from their parentsdue to abuse or neglect will still be eligible forgrants.

ShivaniWahab, seniormanager forcommunica-tions and marketing at the South African SocialSecurity Agency (SASSA) in the Western Cape,says caregivers only qualify for foster care grantsif a court order gives the child foster status. Thisis granted when the child has been orphaned orabandoned and has no obvious means of support.

Caregivers can receive a child support grant or

a foster care grant, but not both. Proudlock saysany primary caregiver can get a child supportgrant, but foster parents have to be appointed bythe court.

Wahab says there have been 20 000 foster caregrants and 82 000 child support grants given outin the province. Proudlock says nationally thereare 350 000 orphans living with relatives who re-ceive a foster care grant.

The majority of these relatives are grandpar-ents, Proudlock adds.

TrixMarais, actingnational executivedirector ofChildWelfareSouthAfrica,saysthematter isunderconsideration by the national Department of SocialDevelopment, and declined to comment further.

Proudlock says, “The likely effect of the judg-ment will be that when grandparents have to havetheir foster care orders reviewed, they will losetheir foster child grants. They will then have torely on the lower child support grant. It will alsomean thathundredsof thousandsof orphansbeingcared for by grandparents and adult siblings hop-ing toapply, or in theprocessof applying, for fosterchild grants will no longer be eligible.”

Wahab says a child support grant amounts toR280 per month, while a foster child grant totalsR770. “Grandparents who cannot access the fosterchildgranthavetheoptionofapplying for thechildsupport grant for their grandchildren,” she says.

Uit die jaarverslagwat onlangs by die jaar-vergadering van die Overberg Gemeen-skapstrust voorgelê is, wil dit voorkom ofdie getal dobbelaars die afgelope jaar afge-neemhet, ofdathulleminder spandeerhet.

Dié trust is in 1998 gestig met die doel omagtergeblewe gemeenskappe te bemagtig enhet grootliks in sy doel geslaag. Die trust is ge-stig toe die Anglikaanse kerk meentgrond inMyddleton aan die vorige eienaars van die Ca-ledon Casino Hotel & Spa verkoop het.Die grond is daarna gekonsolideer en die ca-

sino is daarop geboumet die uitdruklike voor-waardedat ’ntrustgestigwordtotvoordeelvandie historiese benadeeldes van die Overberg.Die belangrikste doelstellings was die ontwik-keling en finansiering van werkskeppings-,welsyns- en opvoedkundige projekte en sport-en ontspanningsprojekte.Volgens die verslag is ’n inkomste van

R263 821 gegenereer teenoor die R277 944 vandie vorige jaar. Daarteenoor is minder uitga-wes aangegaan – R914 049 teenoor R1 070 365.

Donasies van ter waarde van R408 848 is van-jaar ontvang teenoor R654 355 van laasjaar.Diebeurskomitee,wat ’nsubkomiteevandie

OverbergGemeenskapstrust is,het103aansoe-ke vir 2011 beurse ontvang. Slegs 52 studentehet hul finale uitslae ingedien,terwyl 18 dit nieingedienhetnie.Altesame22studentehetslegsdie eerste betaling ontvang, omdat hulle nieverdere uitslae ingedien het nie. a woman tick – if it feels good, tastes good,is likemusic to our ears, looks good or smellsgood – we’re sold.Butall forgoodreason,becauseonourdaily

to-do list, how often do we get to do what wehave to do just for ourselves?The ladies’ pamper evening was just the

right antidote.The women were treated to a cocktail on

arrival, and introduced to twonewcomers onthe Overberg block: the Swellendam branchof Rain, purveyors of bath and body productsand hand-crafted homeware; and Greyton’sDr Michelle Emett, who offers aestheticfacial consultations, as well as Botox andfiller treatments.The ladies were then escorted to the treat-

mentroom,where thespa’s therapists treatedthem to a 15-minute aromatherapy backmassage. A special hand scrub and wash sta-tion from Rain followed.Thewomenthentuckedintoahealthymeal

of salad, grilled chicken or beef, baked pota-toes, roasted vegetables, and fried fresh fishwith a pineapple and red pepper salsa.Dessertwasa surprise – blindfolded, guests

had to taste and tell after each bite.With their little bottles of aromatherapy

oils, vanilla rooibos body butter, gift vouch-ers and pamper testers, they were sentmerrily back to reality.

Nomatter howmany times I get behind thewheel ahead of a cross-country trip, thefeeling of excitement never diminishes.

Especially a journey that encompasses ahealthy proportion of back roads, such as theone that lay ahead of us as we set off from BotRiver towards Herold – our first stop en routeto Oviston on the banks of the Gariep Dam.TheNissanMurano, themetallic silver cloud

inwhichwe’reflying,seemstoenjoythepassagethrough the Tradouw Pass as much as we do.The power and seamless torque of its 3,5 L V6engine with CVT (continuously variable trans-mission) hardly notice the easy gradients.But my limited beefs with this otherwise

comfortableandcapablecross-overvehiclearequitenoticeableon thispass.Thesteering feelssomewhat spongy, there’s a decidedunder-steer, and the body roll of this heavy ve-hicle is quite pronounced.After a journey of around four hours on the

peaceful Route 62, we arrive at our well-appointed cottage atHeroldWines.Wequicklyunpack the Murano’s commodious boot andhead off to explore the farm. This is the firsttimewe’re taking theMurano“off-road”, so it’salsothefirst timeweget totryout its intelligent“all mode 4x4 – i” traction system.All goeswell aswemake ourway to the vine-

yards up a reasonable dirt track. But, whenwe

want to go higher up the mountainside andthe roaddisappears, leavinguswithamuddyand uneven jeep track to conquer, we ques-tion whether the Murano will have theground clearance (185 mm) and traction tomake itup theslope.Yet,withoutevenengag-ing the 4WD lock switch, theMurano experi-ences no difficulty.Wehead out reasonably early the next day,

making forWillowmore on the N9 and an ob-ligatory stop at Sophie’s Choice, one of thebest coffee shops, restaurants and collectableemporiums in the entire Karoo.After filling up theMurano (wewere using

just over 11 L per 100 km) we headed for theunusually-paved link road – the 86 km part-single-trackconcrete stripknownas theR329– to Steytlerville.After Steytlerville, the stretch of dirt road

toJansenville takesusdeeper into theruggedand mind-expanding interior of the GreatKaroo.MypartnerandI stockupondeliciousvenison pies and springbok biltong at theNoorsveld Farm Stall to sustain us on thelong trek over the plains of Camdeboo,stretching from Aberdeen in the west toPearston in the east. About 12 km north ofJansenville we turn right onto the R337 dirtroad to Pearston.Our dilly-dallying at all the points of inter-

est along thewayhasputusbehind schedule,so I press the Murano a bit harder — it’snearly 16:00 and we still have around 330 kmto go, including about 90 km of the Bank-berg’s mountain tracks.Some 15 km out of Pearston the dirt road

turns sharply east and makes its way up asteep and picturesque pass. From previousexperience, I know this ascent can be veryslippery, but even with a little mud about,the Murano has no traction problems.We’re marginally late arriving at the top

of Swaershoek Pass, making us miss the sunsetting over Cradock and the numerousmountainrangesbeyondit.But therearestillbands of pink, purple and cobalt blue thatframe this most exquisite landscape view.It’s darkby the timewereachCradock, and

we’re especially grateful for a KFC we findthat serves delicious cappuccinos, withoutwhich the remaining 180 km to Oviston, viaHofmeyr and Steynsburg, would have beenvery difficult to face. Not only were we now

pretty weary, travelling at night on Karooroads often leads to collisions with kudu.With only about 20 km to go to Oviston on

the road in from Steynsburg (R390), we hit ahuge andunavoidable pothole. Thankfully ourspeedwas reduced considerably at the time theroad “disappeared”, but it’s still a jarring blowthat theMuranoanditsbig18-inchContinentalCross Contact tyres somehow manage to takein their stride.After 11 hours on the road we finally arrive

at Rose Cottage in Oviston. Its outside fairylights blink a cheerful welcome. It’s time fora monumental scotch to celebrate our safe ar-rival and to contemplate how best to spend thenext 36 hours in this tiny lakeside village.Built as a town to accommodate the per-

sonnel that constructed the 370 km² GariepDam, and named after the Orange–Fish Rivertunnel that followed,Ovistonishometoasmallpopulation of mainly retired folk who appreci-ate the peace and beauty of this uniquewaterside town.Driving around thevillage thenext day we catch sight of yachts moored ina bay and decide to take the Murano down avery rough-looking track to the shoreline. Asthe Murano edges its way down in 4WD lock-mode, I gauge the “road” to be between a two-and three-grade4x4 track.But, even thoughthevehiclehas limitedgroundclearanceandwe’retraversing some severe ruts, we don’t scrapethe undercarriage anywhere.After appreciating the postcard-perfect

yachtsbobbingat theirmooringbuoys,wehead

backup the challenging track.Again theMuranomakestheshortpassageeasily,andit’sonlywhenwe arrive safely back at the top that I realise Iforgot tore-engage4WDlockandthat theallmode4x4 – i system had coped very well on its own.We’resadto leaveOvistonthenextday; there’s

still so much to see and quietude to absorb. Butthe long ride home on the N1 beckons – at leastwe’ll be making the return journey in the samesilver cloud we arrived in.

Charl Janson was die kaptein van die Boland o.12-rugbyspanwat in Riversdal aan die Kustoernooi deelgeneem het. SOLDOEDIES: Die VG-kerk se jeugbrigade het onlangs deur die strate van Caledon gemarsjeer en die jongmeisies het hulle slag gewys met militêre presisie. Ouers, vriende en familie het saam geloop en van diemoeders het trots geskreeu, “ dit is my kind daai”. Menige moederhart het oorgeloop van trots. Wie weet,dalk is sommige nog toekomstige generaals of kolonels in die polisie, vloot of die weermag.

SWARTBERG SE JONG SKAAKKONING: Romeo Nissan is ’n graad 5- leerlingby Swartberg Primêre skool en speel al skaak van voor hy begin skoolgaan het. Die 11-jarige het al vele medaljes, trofeë asook diplomas deurdie jare verower. Romeo is na goeie prestasies gekies om aan die Suid-Afri-kaanse skaakkampioenskap deel te neem wat in Wellington gehou wordvan15 tot die 21 Desember hierdie jaar.
